Senior Project Manager - Minsmere Mitigation

This is a fixed-term, full-time contract for 36 months for 37.5 hours per week.  The RSPB reserves the right to extend or make this role permanent without further advertising dependent on business needs at the end of the contract term.

We are looking for an energetic, insightful and organised person to help us deliver a resilience project to mitigate the impacts of the Sizewell C development on the visitor experience at RSPB Minsmere.

What’s the role about?

This is a stimulating role which represents an important opportunity to make a significant and direct contribution to enhancing the visitor infrastructure at a flagship RSPB reserve and a key visitor destination on the Suffolk Coast. We’re looking for someone with an understanding of how to prioritise, plan and deliver visitor infrastructure projects.

We need someone who is highly organised and has a good attention to detail. This role requires a collaborative approach, which combines the ability to adapt to changing priorities and work under pressure, while working under your own initiative to achieve results to tight deadlines.

Minsmere is one of the most famous bird reserves in the UK and one of RSPB’s most popular reserves. The reserve borders the Sizewell Estate where SZC Co plans to build a new nuclear power station, Sizewell C. The RSPB led a campaign against the potential threats of the Sizewell C development called LoveMinsmere, bringing people together to demonstrate the value of and concern for the reserve and its wildlife.

In July 2022, the UK government approved the application to build Sizewell C, after a lengthy planning process and Examination. As part of the approval, a Resilience Fund was set up for mitigation of the impacts on visitors to RSPB Minsmere.

These impacts will begin as soon as works commence and last for the construction period (currently estimated to last 12 years). This project will enable RSPB Minsmere to maintain a great visitor experience despite these changes. 

The Senior Project Manager will manage a series of infrastructure projects funded by the Resilience Fund. Initially, they will work with the Minsmere team to develop a costed programme of works with agreed priority projects. They’ll then manage consultants and contractors to deliver that plan on the ground.

About the project

Vision: RSPB Minsmere offers an exceptional visitor experience despite the Sizewell C construction works.
Objectives: By Feb 2027, RSPB Minsmere has improved infrastructure that enhances the visitor experience and mitigates the impacts of Sizewell C on the visitor experience.
Outcomes: Maintained quality of visitor experience, retaining the reserve’s income levels.
Outputs (To be kept under review as the project develops):

New visitor infrastructure, likely to include a redeveloped toilet block, car park improvements and play area among other items. Including all designs and consents. 

Consolidation and improved interpretation of Leiston Abbey (first site) as outlined in the Deed of Obligation and improvements to physical access to the site.

Infrastructure enhanced to allow enhanced reserve events programme.

What we need from you

The Senior Project Manager will lead on the following activities:

• Convening groups of stakeholders and leading sessions to develop the mitigation programme of works.
• Communicating with RSPB colleagues and key stakeholders regularly to report on project progress.
• Managing risks, issues and change as required.
• Producing of a costed programme of works, supported by quotes and/or evidence from similar projects.
• Procuring and managing consultants and contractors to design and deliver the chosen projects.
• Ensuring that consents are in place for all works within the programme
• Working with colleagues to ensure the project programme is reviewed for other opportunities to seek potential funders – to maximise delivery.
• Working to the Resilience Fund budget, including expenditure reporting as required
• Ensuring that all financial records are kept to enable annual financial statements to be produced and to satisfy external audit requirements.

Main Responsibilities:

Lead on service delivery, management and governance

– To provide strong leadership for the service based on a clear vision for the service, clarity of standards and outcomes to be achieved.

– With the Head of CYP support the strategic development, planning and delivery of specialist services for children and families ensuring an effective co-ordinated offer for these families is in place and to develop new childcare settings as appropriate.

– To have the primary responsibility for establishing, maintaining and developing consistent and high standards of professional and managerial competence amongst all staff involved in the delivery of Childcare in line with that of internal policies and procedures and of regulators such as Ofsted.

– To provide line management to the Service Managers and Co-ordinators and work with them to ensure they provide an effective service to children and families in Surrey.

– Maintain up to date detailed knowledge of legislation and national policy and to ensure SLT, CYP management team and the service are briefed on changes. This will include the duties and responsibilities arising from the Children’s Act 2014 and Working Together to Safeguard Children 2023 amongst others.

– To have lead responsibility for ensuring the Childcare operates in a way which safeguards children and is fully compliant with children’s safeguarding procedures.

Manage stakeholder engagement and financial integrity

– Lead on ensuring compliance with regulatory requirements in conjunction with the Quality and Insight Manager. 

– With the Head of Finance and HCYP to produce annual budgets for Childcare services and monitor them to ensure financial viability and appropriate use of charitable resources

– To ensure that key relationships and business processes are in place to improve outcomes for children and families.

– Work with the Development Manager to support the Managers and Co-ordinators to write funding bids and reports for new and existing work

– To ensure childcare services meets both national, local performance and quality indicators in an effective and timely way.

– Ensure all key policies and processes are up to date and fit for purpose.

Training and Development

– Contribute to an in-house training programme for CYP staff and volunteers, which is also offered to all YMCA East Surrey staff and volunteers and key partners

– Manage, and when required, deliver in-house training sessions supported by CYP Managers and Co-ordinators

– Work with the Head of CYP and HR to develop volunteering, apprenticeship, and traineeship opportunities across the department

Provide effective management and support and demonstrate the values and culture of YMCA East Surrey.

– Ensure that all activities demonstrate the values and culture of YMCA East Surrey.

– Work with the Head of CYP/Deputy CEO to support the implementation of YMCA East Surrey strategy and Operational Plan.

Job Purpose - Facilities Manager - Projects 

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will: 

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues. 

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management 

• Responsibility: Act as the senior estates and facilities professional on project work assigned. 

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements. 

• Project Performance: Ensure a robust contract performance management framework is in place for each project. 

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements. 

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements.

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint. 

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team. 

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work. 

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time.

About the Role

We have a passionate commitment to our young people, placing them at the centre of everything we do and as the Home Manager; you will be a key player in building and extending this commitment.

You will lead and support a team; Deputy Managers, Team Leaders and Residential Workers and all committed to transforming lives and creating positive outcomes.

In addition we have an in house team of Therapists providing support to staff and young people within the home.

Our 'St Christopher’s Academy' ensures our staff is continually developing. We will support you to map out your career trajectory and help you achieve your professional ambitions.

The successful candidate will have

• Level 3 Diploma in Residential Childcare and, be either working towards or has achieved Level 5 Diploma in Leadership and Management for Residential Childcare.
• Prior experience in residential children’s homes, including at least a year with staff supervision and management responsibility.
• A passion for achieving the best possible outcomes for young people.
• Excellent leadership and staff management abilities.
• Exceptional communication and interpersonal skills.
• The ability to deliver at least ‘good’ in the home’s Ofsted inspection.
• Sound business awareness and a flair for promoting the service.
• Flexibility, drive and resilience.

This role will involve some shift work plus some on call duties in the evening and at weekends. Applicants will be subject to enhanced DBS (police) checks.

St Christopher’s Fellowship has a minimum age requirement of 21 for roles working directly with children and young people in our residential and semi-independent Homes.

As Prince’s Trust International transitions to The King’s Trust International and expands its reach, we have an exciting opportunity that will be pivotal in strengthening the legal, governance and assurance function for the charity.

You will be working closely with our Head of Legal & Company Secretary and lead on complex, challenging and meaningful projects worldwide. You will be a qualified solicitor, barrister or paralegal with post qualification legal experience gained in house or in a proactive private practice environment that you will utilise to help the charity to boost its income, including through a newly established trading subsidiary, and to support young people through programmes delivered in over 18 countries.

Proactive and solutions-focused, your excellent communication and interpersonal skills will enable you to build effective trusted relationships and influence at all levels. You will need to be well-versed in most areas of charity and commercial law, adept at providing legal advice and assistance and able to undertake company secretarial and legal compliance matters. Flexible, you will be able quickly to expand your knowledge and experience in new areas as part of an ambitious and agile team. In addition, your excellent planning and organisation skills will enable you to prioritise and multitask as you work at the heart of the organisation’s governance, improving processes and achieving positive change.
