About the Role
We are looking to recruit a permanent Finance Manager to join our busy finance team, working 30-37 hours per week, over a minimum of 4 days.
As Finance Manager, you will:-
- Provide day-to-day operational leadership of the finance team, including supervision, workload coordination, ongoing staff development and continuous improvement of processes and procedures.
- Act as the main link between the Finance Director and the Finance Team, translating strategic direction into clear, effective delivery.
- Lead month-end processes including the preparation of accurate and timely management accounts, maintaining strong balance sheet control and exercising sound judgement on complex financial issues.
- Oversee income, credit control, cashflow, short-term forecasting and the administration of the finance system, ensuring data integrity, high-quality management information and appropriate escalation of risks or pressures.
- Support audit preparation and liaise with external auditors as required.
- Work collaboratively with internal and external stakeholders to support financial understanding, compliance and the effective resolution of issues.
- Act as the first point of escalation for operational finance issues, escalating to the Finance Director as appropriate.
About You
We need you to bring:
- AAT Level 4 Qualification or significant equivalent finance experience in a similar role, with responsibility for management accounts, reconciliations and income monitoring.
- Experience coordinating month-end processes and working across multiple income streams, contracts or funding arrangements.
- A methodical, organised approach to prioritising work and managing competing deadlines.
- Strong analytical skills and sound professional judgement, with the ability to explain financial information clearly to non-finance colleagues, identify financial and organisational risk and escalate issues appropriately.
- Experience supervising, supporting and developing others within a finance setting, with a collaborative leadership style and a commitment to continuous improvement.
- Confidence using financial systems and Microsoft Excel at an intermediate to advanced level.
- A clear commitment to equality, diversity and inclusion and to the values of The Advocacy People.
The following attributes are also desirable:-
- Experience working in the voluntary or charitable sector, including knowledge of SORP accounting, year-end accounts and liaison with auditors.

The Culture and Operations Director (COD) ensures Frontline is a high-performing, well-governed charity with a strong culture of freedom and responsibility - a place people can do their best work to achieve Frontline’s mission.
They have strategic responsibility for charity-wide planning to ensure Frontline’s operational functions, effectively support teams to navigate challenges whilst maximising new opportunities. The successful candidate will join Frontline at a pivotal moment and play a key role in driving the next exciting step of our growth.
The COD will ensure high-quality operational support is available to all teams. Working closely with Frontline’s Leadership Group (Heads and Directors), to make sure that the appropriate and timely information, tools and guidance (e.g. HR, IT and finance) are available to managers and teams as needed. This includes working alongside other members of SLT, to:
- Confidently support Frontline through a period of growth and structural change
- Embody the culture of freedom and responsibility, leading by example, and implementing strategies which improve efficiency and quality
- Maintain Executive oversight of Frontline’s finances, working with Head of Finance and Finance Audit and Risk Committee (FARC) Chair to ensure budgeting and financial decision-making is robust and strategic, to support the ongoing stability of the charity
- Maintain clear communication across teams, ensuring a connected and informed workforce who collaborate effectively. Oversee the success of key events such as annual all-staff away days, monthly gatherings and leadership stocktakes
- Develop strong relationships with key stakeholders including Frontline trustees, partner organisations and the Department for Education (DfE)
- Effectively lead teams to maintain Frontline's strong track-record of meeting legal/regulatory requirements, to minimise risk to the charity
Key Responsibilities
The COD will lead teams delivering on operational priorities in line with freedom and responsibility, to ensure we remain high performing:
Change management:
- Lead the coordination and project-management of an organisation-wide restructure, ensuing the charity is well-positioned to deliver on contractual obligations whilst diversifying to further amplify our impact and that teams are kept well-informed and feed into structural changes
- Support Frontline teams to work collaboratively and deliver plans to broaden the scope of Frontline's work, extending activity beyond current areas of focus whilst maintaining a strong, shard commitment to Freedom and Responsibility.
- Develop and adhere to tracking and monitoring systems ensuring annual priorities remain on track to achieve Frontline's mission and long-term strategy.
People and Culture:
- Manage the Head of People to identify new and creative ways to further strengthen and embed our culture and grow personal accountability
- Support the Head of People to ensure excellent HR administration, support and use of data (e.g. staff turnover, sickness levels and performance reporting) to inform future planning and decision-making
- Ensure the team design and deliver high-quality staff induction and training which support staff to thrive (e.g. personal leadership, managing effectively and radical candour)
- Maintain awareness of trends and developing technologies to support efficiencies, e.g approaches to recruitment and support to managers.
Finance and Governance:
- Manage Head of Finance and Compliance to ensure sound budget management (£25m annually), financial controls and clear reporting mechanisms are in place
- Work with the Finance team to ensure FARC and the board have the necessary information and confidence in the financial leadership of Frontline.
Charity Quality and Efficiency:
- Manage and support IT and System leads across Frontline, ensuring they have the resources and compliance mechanisms to ensure robust systems are in place.
- Support Contract Governance teams to negotiate and implement significant government contracts, ensuring outcomes are achievable and effective governance and commercially sound contracts are in place.

An accounting qualification is not required; however, you will have experience delivering strategic financial management. You do not need to have worked in an organisation exactly like the RCM. School of Hard Knocks (SOHK) is one of the UK’s leading education charities, working in 29 secondary schools across England, Scotland, and Wales. Using rugby as a key delivery tool, we support young people who are struggling to engage in early secondary education - often because of anxiety, low confidence, disrupted home lives, or behavioural challenges rooted in trauma. The SOHK Schools Programme is a two-year intervention working with cohorts of around 20 pupils from Year 7 through to Year 9. The programme’s impact is evaluated by SOHK staff, teachers, parents, and the pupils themselves.

Job Description
Reporting to the Chief Finance Officer, you will provide leadership across the Finance function whilst supporting the fulfilment of statutory responsibilities as Deputy S151 Officer. Leading a multidisciplinary team of approximately 40 finance professionals, you will oversee a broad portfolio that includes financial business partnering, management accounting, financial accounting, payroll, pensions, exchequer services, insurance and organisational infrastructure.Working closely with the Chief Officer Team and senior stakeholders across the Force, you will provide expert financial advice on complex organisational decisions, support long-term financial sustainability and help ensure resources are deployed effectively to deliver the greatest possible impact for communities across South Yorkshire.Key responsibilities
- Deputise for the Chief Finance Officer and undertake Deputy S151 responsibilities.
- Lead and develop a multidisciplinary finance team of circa 40 colleagues.
- Provide strategic financial advice to Chief Officers and senior stakeholders.
- Ensure effective financial planning, reporting and governance arrangements.
- Drive value for money, continuous improvement and organisational performance.
- Oversee business partnering, financial accounts, payroll, pensions and exchequer services.
- Support delivery of the medium-term financial strategy and capital programme.
- Build strong relationships across the Force, SYMCA and external partners.
The Successful Applicant
We are seeking an accomplished and values-led finance professional who combines strong technical credibility with exceptional leadership and relationship-building skills.
You will be comfortable operating within a complex, high-profile and publicly accountable environment, balancing strategic thinking with effective operational delivery.
You will bring:
- A recognised CCAB professional accountancy qualification (CIPFA, ACA, ACCA, CIMA or equivalent)
- Significant senior finance experience within a large, complex public sector organisation
- Experience of leading and developing large high-performing teams
- Strong influencing, negotiating and stakeholder management skills
- A track record of driving change, continuous improvement and organisational performance
- Experience of developing effective partnerships to deliver robust financial management and value for money
- The ability to communicate complex financial issues clearly and credibly to a wide range of audiences
- Resilience, sound judgement and the ability to operate effectively within a demanding environment
Most importantly, you will be a collaborative leader who can build trust, bring people together and provide the insight and challenge needed to support effective decision-making at the highest levels of the organisation.
Whilst experience within policing is not essential, candidates must be able to demonstrate significant senior finance leadership experience within the public sector and a strong understanding of the governance, accountability and stakeholder landscape in which public services operate.
What's on Offer
- Salary - £87,500 - £95,000 depending on experience. Please note that a pay award is currently pending and the salary for this role is expected to increase upon confirmation.

By campaigning for better patient experience and outcomes metrics, we can ensure that what matters to people becomes the key measure of success for the NHS.
In the first two years of the strategy we have already made big strides. For example, our work encouraging the Government to focus on “getting the basics right” has seen major policy initiatives designed to fix access to primary care and the 8am rush. Similarly, our work on the experience of waiting for elective care has seen the introduction of the first ever set of minimum standards for waiting.
Our work on the 10 Year Plan, and on the Quality Strategy, has also seen both patient experience and outcome measures given much greater prominence in how the NHS judges success and National Voices has now been commissioned by NHS England to help design the future of patient feedback mechanisms.
We have also successfully campaigned for funding formulas to be revised to enable the NHS to directly address the inverse care law and tackle the impact of health inequalities head on.
But there are challenges ahead, not least the role patients and communities play directly in co-producing improvement. With ICBs under huge financial pressures, and so much change in the health and care system, we need to make sure every piece of work we deliver is of the highest quality and adds real value. This is the only way to help others across the sector understand the value that people with Lived Experience offer to problem solving processes and creating better and more inclusive solutions.
