We are looking for a Head of Resources to join our team.

Emmaus Bristol is a local charity, working to help people out of homelessness. The work we do here changes lives.

This is a new role for Emmaus Bristol. Through our five-year-planning process we identified a new staffing
structure that will allow our charity to thrive and to grow. The Head of Resources is needed so that the core organisation runs smoothly, and policies, processes and systems allow the team to do their jobs efficiently and effectively. This will be crucial as we develop new streams of work, and help more people out of homelessness or into work.

The Head of Resources therefore, will have a key role to play in making Emmaus Bristol an effective charity.

This is a senior leadership role, but as we are a small charity, all roles are somewhat hands-on. You’ll need to be as confident discussing our reserves policy with trustees, as you would be resolving a cash discrepancy with a retail team member, and just as good at strategy as you are at detail.

About the role:

As the Trusts and Foundations Fundraiser you will use your core knowledge and skill to reflect on strategy, relationship building and leading our charitable profile and income streams.

You will develop and influence strategy formation with supporters and other stakeholders to identify and actively seek out and engage trusts, foundations, and other funders by writing compelling and comprehensive funding bids, presentations, and applications.

You will work collaboratively with Senior Management Team to enhance stewardship to enable creative, effective, and appropriate activities to promote the development of sustainable engagement with supporters.

About you:

You will have demonstrable knowledge and experience of trusts and grants fundraising in a complex organisation as well as experience of prospecting, writing, and managing the application process. Ability to develop relationships with a broad range of stakeholders is vital.

In this role you will need excellent communication and IT skills together with demonstrable ability to plan, prioritise and work proactively. Understanding of the health/housing sector would be advantageous.

We are seeking experienced and highly motivated staff members for our Complex Needs Accommodation Service. The role will require you to work alongside the Regional Services Manager , to provide a high level of support to these clients at our Ashley Road and Milton House projects.

You will be in a specialist role designed to work with people with complex support needs relating to: mental ill health, physical health & substance use needs. You will also play a key part in reducing the risk of re-offending, liaising with external professionals, preventing homelessness and promoting the independence and social inclusion of these clients.

The working rota for this post is Monday - Friday. (no weekend shifts) and a mixture of earlies (8am - 3.30pm) & lates (3pm - 10.30pm)

About you:

• Previous experience of working with people with complex support needs.
• Ability to manage a caseload and deliver positive outcomes utilising your knowledge of the health, social care and criminal justice sector.   
• A flexible, innovative and creative approach to working with a sometimes hard to engage and challenging client group, is also required.

The role:

This part time (0.6FTE) post is located within the core services Team, and reports to the CEO. The postholder works closely across the organisation to deliver an efficient Office management, Reception and basic HR service to all managers and staff.

Aims of the post

• To manage the office, coordinating volunteers to provide reception and administrative services. 

• To coordinate and procure office and IT equipment.

• To carry out HR administration tasks acting as a first point of contact for managers and staff.

Specific Responsibilities

Office management

• Dealing with customer & external queries and disputes dealing with in bound and out bound communication, such as hybrid mail, post, phone calls and customer satisfaction surveys. 

• Organise Reception rota and cover, enabling opening hours to be fully resourced. 

• Dealing with petty cash.

• Managing phone and IT systems, contributing to new projects and upgrades.

• Ordering and facilitating meeting refreshments. 

• Promote and manage booking of rooms. 

• Manage all hardware e.g. laptops, phones etc and ordering office consumables.

• Managing small budgets and checking expenditure.

• Ensuring all new staff are set up with correct equipment and IT access e.g. laptops, phones, keys etc with good records kept.

Volunteer and Placement development

• Day to day supervision of customer services volunteers and placements.

• Recruit and plan for volunteers and placements, including contributing to individual learning plans and reviewing progress. 

HR administration

• Investment in staff - To be an impartial point of contact for employees and volunteers seeking HR advice if their line manager is not able to assist, signposting them as appropriate to other sources of advice and assistance. 

• Employment contracts and Consulting employees - To provide administrative support when consulting on Terms and Conditions, investigating Disciplinary and Grievances and any other related matters. To support the CEO to coordinate working groups across employees and volunteers. To administer staff surveys. 

• DBS checks - To undertake renewal DBS checks for all employees and volunteers and make recommendations as necessary to managers. 

• Managing information - To ensure good quality and accurate HR information management for all employees and volunteers with due regard to confidentiality and document control. To maintain electronic files and enable colleagues to make the best use of the HR database, Breathe HR. To facilitate references for former employees in partnership with managers and the CEO. 

• Payroll - To collate information, draft and seek authorisation of payroll changes in partnership with the CEO and Director of Finance. To support the annual pay review. 

• Recruitment - To coordinate recruitment processes in partnership with the recruiting manager. This includes liaising with the recruitment agency. 

• Learning and Development - To coordinate training suppliers and place bookings for courses in consultation with the CEO. To contribute to coordinating the annual Staff and Volunteer conference. 

Customer focused services

• Promote and support tenants/participants to access PBHA’s participation and co-production opportunities.

• Be supportive of PBHA’s ethos of maximising tenant/participant influence over the development of the organisation.

• To positively promote and signpost tenants and participants to report complaints in line with PBHA’s practice. To have a collaborative and co-operative approach towards resolving complaints, working with colleagues across teams and departments. To take collective responsibility for any shortfalls identified through complaints.

General Responsibilities

• Participate in key meetings.

• Contribute to policy development, income generation, strategic and annual planning, corporate and cross-team activities, external partnerships and promotional activities as required.

• Promote, develop and support PBHA’s ethos, values and impact.

• Provide cover for other managers and workers.

All staff are expected to: 

• Work co-operatively as part of a team and with other teams.

• Be involved in the selection and training of new workers and volunteers.

• Participate in staff training and development activities, one to ones and all relevant meetings.

• Ensure the observation of all PBHA’s policies and practices, including those relating to equality and diversity, data, health and safety, financial control, standing orders, sustainability, recruitment, supervision, appraisals, sickness and disciplinary.

Main Conditions of Service

This is a part time position. The post is for 22.5 hours per week. It is expected that the hours will be delivered on 3 full days (to be agreed) each week but alternative arrangements, ie 4.5 hours per day for 5 days, may be acceptable. Duties will occasionally be carried out over evenings and some public holidays. Overtime is not paid but in line with Agile working, hours can be averaged out over a 2-week period.

Annual leave entitlement is 26 days per year plus normal bank holidays pro rata. This will rise after each completed year of service to a maximum of 30 days – pro rata.  

Salaries and expenses are based on PBHA’s salary scales and are revised each year. The salary for this post will be in the range of £35,692 pro rata per annum and the starting salary is £35,692 (£21,415 for 22.5 hours per week).

The post holder will be auto enrolled to be a member of the organisation's contributory pension scheme if eligible.

In common with all posts at PBHA, confirmation of appointment is subject to a probationary period (6 months). The notice period for this role is four weeks.

The Role

This role will ensure the organisation is following robust financial systems and processes; carry out all day-to-day accounting tasks; and ensure timely production of financial information to inform management decisions. Most tasks can be done from home, however some tasks such as banking and petty cash reconciliation will require you to attend our offices. Once the initial training is complete you will be able to arrange your own hours, to be worked Monday to Friday.

This role is for a fixed period of 12 months, to cover maternity leave.

About You

A proven track record of relevant financial administration experience is essential and competence in the use of Xero accounting software, Excel and other MS packages such as word and Outlook is essential. You will have an organised approach to workload and ability to prioritise tasks and meet deadlines, be flexible and adapt to the requirements of the role. You must be able to clearly convey financial information to non-finance colleagues.

Risk Management

• Leading on the development of risk management strategies and registers, audit frameworks, procedures and appraisal systems for capital projects and all other significant areas of risk.   

Growth and Innovation

• To support the Chief Executive in the development of the Strategic Business Plans in a way that supports innovation and growth in services

ICT / HR

• Leading on the development and delivery of an effective ICT and Telecoms Strategy which supports mobile and agile working and customer relationship management that underpins our drive for excellent business
• Supporting with the development, implementation and review of an effective People Strategy which supports the vision and values of each Trust
• Reviewing the administration of all statutory returns and sector-relevant returns/surveys
• Leading on the annual remuneration review to approve or decline and make recommendations for salary increases
• Taking responsibility for the outsourced payroll and workplace pension scheme
• Overseeing the relationship with the outsourced IT support provider, ensuring optimal support to staff and monitoring performance against contract
• Working with and developing the use of financial accounting software to meet the operational and strategic development needs of the business

Reporting directly to the Director of Finance, the role will manage and motivate the Treasury team ensuring that it runs as an efficient and effective service whilst fulfilling internal and external customer requirements.

Key to the role is managing the Association’s portfolio of over £850m of bank loans and capital borrowings, ensuring that accurate and up-to-date records are maintained, and excellent relationships are preserved with our banking and institutional investor partners.

About you

You will be a subject matter expert and will drive continuous improvement in the efficiency, security and control of daily treasury and business planning activities.

Holding a professional accountancy qualification, (eg ACA, ACCA, CIMA) and ideally a treasury qualification (eg MCT, ACT) you will:

• Be proactive with the ability to work to a general brief with minimal supervision
• Have excellent financial analytical and treasury skills
• Have experience of managing a loan portfolio in excess of £500m
• Have experience of negotiating and managing loan agreements with banks
• Have experience of arranging borrowings from institutional investors through the capital markets

As the Scheme Manager you will be working in one of the residential housing schemes based in East London, managing repairs, designing social activities and engaging with residents. You will also be assisting in regulatory and compliance work, reviewing processes and suggesting improvements.

Key responsibilities include:

• All areas of resident management including welcoming new residents, completing inductions to ensure they understand the facilities available and understand the scheme processes, completing daily welfare checks and reporting concerns relating to safeguarding.

• Overall responsibility for the health and safety of the Scheme, ensuring fire alarm testing, emergency lighting testing and complete all fire testing logs. Ensuring health and safety procedures and policies are adhered to across the scheme and paperwork and training are compliant.

The successful candidate will have demonstrable experience in managing a residential scheme, working with older people and knowledge of related services and benefits, with a strong understanding of housing legislation and the regulatory framework within housing. Experience of managing health and safety and any safeguarding issues and concerns within a residential scheme, is also key.

We are looking for an organised and determined individual who feels comfortable working in and leading multi-disciplinary teams. Not only should you be driven to work on the most complex projects in the organisation, you should feel comfortable supporting and training colleagues in project techniques to improve general efficiency.

As a Change Manager, you will be part of a central PMO, but will be expected to work across the organisation as we deliver St Mungo’s Transformation Programme.

In this role you will be required to work flexibly for at least 2 days per week from our Central Office in Tower Hill, London. This allows for in person collaboration, team building, line management and other relationship building opportunities. We support a flexible approach to work with opportunities for agile working for the rest of your week from home, or other St Mungo’s London or regional locations. 

About you

You will be able to demonstrate a successful track record of leading and managing large and/or complex change programmes, particularly involving structural, operational and process change.

Proven success of working with all levels of management and leading and influencing teams of people (directly and indirectly), ideally within a Transformation and/or Business Change environment will be key.

To be successful in this role, you will also have;

• Strong people skills, with the ability to influence key stakeholders
• Excellent written and verbal communication skills, including accuracy and attention to detail
• Understanding of digital technologies used in internal communications
• Ability to work on own initiative and manage multiple priorities, working under pressure and to tight deadlines
• Ability to apply skills and experience to St Mungo’s context and deliver change communications that are appropriate as well as effective
• Demonstrable experience or qualification in a recognised change management technique (PROSCI, ADKAR) - If not, then ability and commitment to gain a qualification as part of performance management will be considered
• The ability to consult, draft materials, and deliver training on change management tools and techniques as requested by the Transformation Programme Manager

A well-established Housing Association in London is looking to take on a Treasury and Management Accountant (focus on the Treasury) for the next 3 months at first.

This organisation enables tenants and communities to thrive whilst also providing great support to their employees. They have award winning ways of engaging with residents and provide homes that people feel happy and safe to live in. It is an interesting role and comes with the flexibility of being fully remote.

Responsibilities:

• Manage treasury facilities, including cash flow forecasting, liquidity management, and working capital optimisation for the group.
• Liaise with bankers and investors, maintain positive relationships, ensure accurate reporting to stakeholders, and identify potential treasury risks.
• Produce monthly and long-term cash flow forecasts, alongside conducting sensitivity analysis on group liquidity.
• Oversee arrangements with valuers for various valuations
• Ensure the property security register is up-to-date, advising on cost implications of property regeneration, preparing quarterly reports for the security trustee and Business Partners, and coordinating with legal teams for adding or releasing properties from the security portfolio.

Requirements:

• Strong Treasury and Cash Flow knowledge
• Housing Association/Charity or Not for Profit background
• Ambitious with the ability to take the lead on Treasury
• Good communication skills
