Job Purpose

Finance

• To lead and manage the Harris Federation finance function so that Harris delivers its educational aims and objectives as well as meets all DfE and EFSA requirements

• To be responsible for the financial sustainability and development of Harris Federation and for the financial probity of the organisation

• To ensure the provision of an efficient, responsive, reliable, and effective financial service to the Harris Federation.

• To support the CEO in his role as Accounting Officer in line with the Academy Finance Handbook

• To provide strong leadership and direction to an established central finance team consisting of 35 staff), this being the led by a strong Financial Controller and the business partnering team led by a strong Head of Business Partnering

• To manage the Financial Controller and oversee the operational finance and accounts team

• To manage the Head of Finance Business Partnering and oversee relationships with key stakeholders across the academy network

Operations

• To work alongside the CEO and Directors to continue the development of an effective and efficient business model for the Harris Federation central services

• This will align with the Oracle roll out where the current operating model will require business change that will drive the efficiencies and benefits a new and sophisticated system like Oracle can bring

• To give strong leadership and direction to the central systems team (circa 6 staff), this team currently supporting the roll out of the Oracle system across HR, Payroll and Finance

• To ensure the provision of an efficient, responsive, reliable and effective systems support and development service to the Harris Federation

The role:

This part time (0.6FTE) post is located within the core services Team, and reports to the CEO. The postholder works closely across the organisation to deliver an efficient Office management, Reception and basic HR service to all managers and staff.

Aims of the post

• To manage the office, coordinating volunteers to provide reception and administrative services. 

• To coordinate and procure office and IT equipment.

• To carry out HR administration tasks acting as a first point of contact for managers and staff.

Specific Responsibilities

Office management

• Dealing with customer & external queries and disputes dealing with in bound and out bound communication, such as hybrid mail, post, phone calls and customer satisfaction surveys. 

• Organise Reception rota and cover, enabling opening hours to be fully resourced. 

• Dealing with petty cash.

• Managing phone and IT systems, contributing to new projects and upgrades.

• Ordering and facilitating meeting refreshments. 

• Promote and manage booking of rooms. 

• Manage all hardware e.g. laptops, phones etc and ordering office consumables.

• Managing small budgets and checking expenditure.

• Ensuring all new staff are set up with correct equipment and IT access e.g. laptops, phones, keys etc with good records kept.

Volunteer and Placement development

• Day to day supervision of customer services volunteers and placements.

• Recruit and plan for volunteers and placements, including contributing to individual learning plans and reviewing progress. 

HR administration

• Investment in staff - To be an impartial point of contact for employees and volunteers seeking HR advice if their line manager is not able to assist, signposting them as appropriate to other sources of advice and assistance. 

• Employment contracts and Consulting employees - To provide administrative support when consulting on Terms and Conditions, investigating Disciplinary and Grievances and any other related matters. To support the CEO to coordinate working groups across employees and volunteers. To administer staff surveys. 

• DBS checks - To undertake renewal DBS checks for all employees and volunteers and make recommendations as necessary to managers. 

• Managing information - To ensure good quality and accurate HR information management for all employees and volunteers with due regard to confidentiality and document control. To maintain electronic files and enable colleagues to make the best use of the HR database, Breathe HR. To facilitate references for former employees in partnership with managers and the CEO. 

• Payroll - To collate information, draft and seek authorisation of payroll changes in partnership with the CEO and Director of Finance. To support the annual pay review. 

• Recruitment - To coordinate recruitment processes in partnership with the recruiting manager. This includes liaising with the recruitment agency. 

• Learning and Development - To coordinate training suppliers and place bookings for courses in consultation with the CEO. To contribute to coordinating the annual Staff and Volunteer conference. 

Customer focused services

• Promote and support tenants/participants to access PBHA’s participation and co-production opportunities.

• Be supportive of PBHA’s ethos of maximising tenant/participant influence over the development of the organisation.

• To positively promote and signpost tenants and participants to report complaints in line with PBHA’s practice. To have a collaborative and co-operative approach towards resolving complaints, working with colleagues across teams and departments. To take collective responsibility for any shortfalls identified through complaints.

General Responsibilities

• Participate in key meetings.

• Contribute to policy development, income generation, strategic and annual planning, corporate and cross-team activities, external partnerships and promotional activities as required.

• Promote, develop and support PBHA’s ethos, values and impact.

• Provide cover for other managers and workers.

All staff are expected to: 

• Work co-operatively as part of a team and with other teams.

• Be involved in the selection and training of new workers and volunteers.

• Participate in staff training and development activities, one to ones and all relevant meetings.

• Ensure the observation of all PBHA’s policies and practices, including those relating to equality and diversity, data, health and safety, financial control, standing orders, sustainability, recruitment, supervision, appraisals, sickness and disciplinary.

The Kingsland Hub site has one level and is accessible to wheelchair users.

Main Conditions of Service

This is a part time position. The post is for 22.5 hours per week. It is expected that the hours will be delivered on 3 full days (to be agreed) each week but alternative arrangements, ie 4.5 hours per day for 5 days, may be acceptable. Duties will occasionally be carried out over evenings and some public holidays. Overtime is not paid but in line with Agile working, hours can be averaged out over a 2-week period.

Annual leave entitlement is 26 days per year plus normal bank holidays pro rata. This will rise after each completed year of service to a maximum of 30 days – pro rata.  

Salaries and expenses are based on PBHA’s salary scales and are revised each year. The salary for this post will be in the range of £35,692 pro rata per annum and the starting salary is £35,692 (£21,415 for 22.5 hours per week).

The post holder will be auto enrolled to be a member of the organisation's contributory pension scheme if eligible.

In common with all posts at PBHA, confirmation of appointment is subject to a probationary period (6 months). The notice period for this role is four weeks.

This role will be critical to supporting the Trusts and Statutory Team at Mencap to develop a sustainable, ambitious programme that contributes to building a robust pipeline of income from trust, foundation, statutory and lottery prospects with the potential to donate significant income in support of a range of the charity’s projects. It will be responsible for developing compelling and strategically aligned applications to secure funding through various funding bodies and contribute significantly to the financial team target. The post-holder will also identify and research prospective donors that have the potential to support the organisation’s work, through internal networks and undertaking external research.

Mencap is seeking an ambitious and creative fundraiser with demonstrable experience of securing five figure+ sums through compelling cases from trusts, statutory funders and similar funding bodies. You will also significant experience working with and to financial and non-financial KPIs, as well as of project management and cross-organisational working.

Alongside a strong knowledge and understanding of Trust and Statutory Fundraising, key issues and opportunities, you will have the ability to engage and inspire internal and external stakeholders. The Role

As a Project Lead for the ASB team you will be:

• Managing a small team of ASB caseworkers including performance management, monitoring and support
• Responsible for allocating cases within the team and analysing statistics and data in order to monitor daily caseloads against resources and look for trends/ pattern of behaviour
• Working with the Operations Manager to ensure delivery of the business plan and associated outcomes
• Responsible for capturing data and information to ensure the work of the team is outcome based and evidenced
• The subject matter expert for ASB within the service
• With key partners, developing mechanisms for identifying and referring those affected by ongoing and persistent ASB incidents and crimes, including those not engaged in criminal or civil law processes
• Completing DSO training to prioritise the safety of service users and ensure compliance with safeguarding policy
• Leading on delivery of training to local agencies, organisations and bodies to represent the service and increase knowledge and understanding of issues related to the ASB
• Contributing to and attending monitoring meetings with funders/commissioners and providing reporting when required
• Playing a lead role in developing VS’s ASB work at both local and national levels
• When the service requires, holding a small caseload providing high quality support to service users in line with VS policies and operating procedures.

The role is home-based within Devon and Cornwall and therefore is open to applicants who both live in this area and have access to an appropriately confidential space in which to work.  Regular travel within working hours will be expected across Devon and Cornwall to fulfil the role and travel expenses are paid.  Core service hours are between 9am – 5pm, with the expectation to flex to need where required, managed within flexible working arrangements.

About You

You will need:

• As this role involves regular travel across Devon and Cornwall and due to the location, a driving license and access to a vehicle is considered an essential requirement
• Experience of managing a team
• An understanding of confidentiality and safe working practice in accordance with safeguarding legislation, General Data Protection Regulation and other legal requirements
• Experience of effective delivery of services in the voluntary or statutory sector including complex case management and maintaining case management records
• The ability to build effective working relationships across internal and external stakeholders and work directly with in statutory, voluntary or multi agency settings
• High personal resilience to manage demands of working with ASB
• Competent IT and administrative skills including the use of Microsoft Office packages
• The ability to engage with vulnerable service users.

The successful candidate will play a key part in delivering Sense’s strategy to reach 50,000 people with complex disabilities by 2026. Central to this strategy is our plan to deliver growth in our charitable projects and to build several new multi-million-pound hubs in Belfast, Leeds, and the Southwest. These hubs will significantly increase the number of people who can access our services, helping to bring forward the day when no-one is left of life.

Sense has a strong track record in Trusts fundraising over several decades. We have recently secured several 6 and 7 figure statutory partnerships, and we have talented colleagues in post, but there is room to grow, and Sense is investing. This year, we have also welcomed new corporate, major donor, prospect research, and special events colleagues to the team, and this new role is part of the same planned investment. 

This is a full-time, either hybrid or homebased, permanent role, working between home and our offices in King's Cross as required. We are open to hearing from candidates who want to work 5 days or 4 days a week
 

Key Responsibilities:

• Develop and manage a robust portfolio of prospects and supporters to meet income targets 
• Research and identify potential funders for unfunded Sense projects/concepts
• Work closely with key stakeholders, sector partners and leadership to grow pipelines, this includes monitoring of Trusts, Foundations and Statutory funding portals
• Lead on funding applications to a range of Trusts, Foundations and Statutory funders, including coordinating inputs, writing narrative applications and application budgets
• Lead or support the grant management of key Trusts, Foundations and Statutory funders’ grants. This includes: ensuring compliance against contracts, quality assurance, and submission of funder reports

Skill, Knowledge, and Experience:

• Experience of generating income and achieving financial targets in a high value role
• Experience of working with a Trusts and Foundations pipeline, or a Statutory pipeline, making sure opportunities are identified, recorded, and taken forward 
• Direct experience of developing and submitting six figure plus proposals for Trusts Foundations, Statutory funders, or equivalent 
• Experience of working with Senior Volunteers and/or Leadership to engage prospects and supporters
• Able to write strong, persuasive narrative for six figure plus proposals and reports
• Able to communicate with passion and clarity 
• Comfortable representing the organisation and developing new leads and relationships
