Call for expression of interest 

Title: Review and Development of NTDs Master Plan Consultancy 

Fee: To be negotiated 

Location: Accra, Ghana 

Consultancy length: 4 months 

About the role 

NTD Master plans are essential components for effective planning and implementation of sustainable NTD programmes. It provides programme goals, objectives, and a 3–5-year strategy based on extensive situation analysis and addresses all components of the NTD programmes relevant to the country. It enhances synergies among various NTD initiatives such as Lymphatic Filariasis Elimination (LFE). It also provides the basis for integrated or linked NTD project plans and includes costing and financing requirements for effective NTD programme performance. The current NTD Master Plan elapses at the end of this year, 2025. There is therefore an urgent need to develop a new plan for use in the next five years, 2026-2030.  

As the consultant, you will be responsible for reviewing Ghana's existing NTD Master Plan (2021–2025), assess its implementation progress, achievements, and challenges, incorporating stakeholder consultations to align national priorities, best practices, and lessons learned. Based on this assessment, a five-year strategic Master Plan will be developed, outlining a clear intervention strategy, budget allocations, and implementation frameworks. Additionally, the plan will identify funding gaps and propose sustainable financing mechanisms to strengthen NTD elimination efforts while enhancing monitoring and evaluation frameworks to effectively track program impact and effectiveness. 

Scope of work 

• Desk review of national policies, NTD reports, previous Master Plans, and relevant global health strategies. 

• Stakeholder engagement with key actors, including government officials and Agencies, healthcare professionals, donors, CSOs, NGOs, research institutions, persons affected with NTDS, affected Communities etc.    

• Situation analysis of the current NTD burden, intervention effectiveness, and financing trends in Ghana vis-à-vis other sector programmes.    

• Drafting and validation of the newly costed NTD Master Plan, incorporating feedback from stakeholders. 

• Review the current NTDs Master plan against the Health system strengthening (HSS) framework and identify gaps needed for inclusion in the new plan. 

• Development of a comprehensive integrated monitoring evaluation and control plan to assess NTDs activities implementation in Ghana.   

• Development of policy recommendations to enhance NTD program coordination and funding sustainability.    

• Facilitation of validation workshops to ensure consensus on the final Master Plan. 

Deliverables 

• Situational Analysis Report detailing the progress, challenges, and gaps in previous NTD strategies.    

• Stakeholder Consultation Summary capturing insights and recommendations from key actors.    

• Draft NTD Master Plan (2025–2030) for review, validation, and refinement.    

• Finalized Master Plan Document outlining strategic priorities, intervention approaches, and financial projections.    

• Executive Summary & Policy Brief for high-level decision-makers and funding agencies.    

• Dissemination of findings through stakeholder engagement workshop.   

• Submission of Finalized report to Ghana Health Service NTDs Program and Sightsavers.   

Skills and Experience 

As the successful candidate you will have equivalent experience or a degree in Public Health, Epidemiology, Health Policy, or related fields. Have extensive experience in strategic Plan development and must have completed a similar assignment within the NTDs sector. 

Further requirements include: 

• Proven experience in NTD program development, policy analysis, and health systems strengthening.    

• Strong expertise in disease surveillance, strategic planning, and stakeholder engagement.    

• Familiarity with WHO guidelines, global NTD frameworks, and health financing mechanisms.    

• Excellent analytical, report-writing, and facilitation skills to support the development of a comprehensive Master Plan.    

• Must be based in Ghana with vast experience in the context of Ghana health Service systems.

CPSL Mind’s Perinatal service delivers one to one and group support to pregnant women and new mums and dads who are at risk of, or are experiencing, a mental health challenge in Cambridgeshire and Peterborough.

We have recently secured new funding to increase our support across Cambridgeshire and therefore this role will predominately be based in the Cambridgeshire area.

The new funding will include launching our successful Muslim Mum support into the Cambridge area. The successful candidate therefore will need to be from the Muslim community and have knowledge of the Muslim community in Cambridge. As we have team and support spread across the Cambridgeshire and Peterborough there may be occasions for the successful candidate to travel across both areas.

The main purpose of this role is to deliver the support we offer to new parents in our area by providing a collection of tools and techniques to promote positive mental wellbeing through our groups and one to one sessions.

The successful candidates will have demonstrable awareness and understanding of how perinatal mental health problems affect women and men and their families and a positive approach to mental health, wellbeing and tackling stigma.

The Role

This position is home-based, with some nationwide travel to deliver training sessions and attendance at two development days per year (location within the UK).

Rainbow Migration is the longest-running charity in Europe dedicated to supporting LGBTQI+ people through the asylum and immigration system and has been campaigning for their rights since 1993. We are recruiting a Senior Casework and Service Coordinator to assist the Support Services Manager, provide guidance and advice to colleagues, and manage incoming queries from service users.

Rainbow Migration has grown in recent years from a small charity generating £200k income in 2019 to £1M in 2024. The Senior Casework and Service Coordinator is a new role that will take on some of the responsibilities of the Support Services Manager, freeing the manager up to work on service development and strategic matters.

Role overview

Contract type: Permanent

Hours: Full-time (35 hours per week). Working part-time (minimum 28 hours) will be considered. Occasional work in the evenings and at weekends may be required but with plenty of notice. Rainbow Migration encourages staff to maintain a good work life balance and has a TOIL system in place.

Salary: Starting at £36,994 with potential annual step increases up to £41,315 (pro rata if working part time), plus statutory employer’s pension contribution. In addition to an annual step increase, we consider giving a separate inflationary increase every April.

Location: Rainbow Migration’s wheelchair accessible offices are based between Vauxhall and the Oval, London. This role will have an office-based contract but the postholder can choose to work from home for part of the week in agreement with their line manager as per our hybrid working policy. You must be available to work from our offices in London when necessary. The successful candidate would also be welcome to work from the office full-time if that is their preference. Annual Leave: Initially 25 days per year. After two years of employment, this will increase by one day per year up to a maximum of 28 days (pro rata if working part-time).

Charity People are delighted to be partnering with a charity focused on promoting the rights of older people in care, to recruit an Operations Coordinator to join their small team based in central London.

The charity wants people to know their rights and how to use them. They offer information, advice and support to empower people using care services, and their relatives and friends. The Operations Coordinator will be at the heart of the charity's work, supporting their small team to deliver their ambitious aims. You will manage the office to ensure smooth running of processes and help improve efficiency, and provide administrative support across services, campaigns, research and policy work, helping the charity to raise their profile.

Key responsibilities

• Office coordination: Lead the day-to-day office management by developing office policies and procedures, streamlining our systems, acting as first point of contact
• Administration: Provide administrative support across our operations, including finance and fundraising, managing relationships with members and donors
• Governance support: Provide logistical and administrative support to our Governance structures
• Events: Organise Care Rights UK events

The successful candidate will have previous experience working as an Office Coordinator or Administrator with strong organisational skills, excellent communication, and the ability to manage multiple priorities under pressure. You'll be confident working both independently and as part of a small team, with a proactive, problem-solving mindset.

You'll have solid IT skills, including Microsoft Office and CRM systems, and a commitment to good data management. You will be comfortable working with local policies around confidentiality, safeguarding, and health and safety.

A commitment to the charity's vision and values is a must. Experience or interest in adult social care and working with older people is desirable, as is knowledge of Beacon CRM, Zoom, and Mailchimp.

This is a part time role, in a small charity, within a fast-paced environment. You will be working as part of a friendly, dedicated staff team and alongside colleagues who are experts in their field. There will be opportunities for co-learning and sharing knowledge and skills. You will have full right to work in the UK and the role is subject to satisfactory references and a DBS check.

The office is currently located near Angel. The charity will be moving later in 2025, and it is very likely that the office will still be in North/East London.

You will have experience of providing advice to householders to support them to adopt energy efficient behaviours.

Throughout the directorate, we provide high quality advice and information on topics including energy efficiency in the home, behaviour change, renewable technologies and water. We also support many people who are living in fuel poverty with access to grants and funding to keep their homes warmer for less. You will join a team of customer-focused energy advisors in a fast-paced environment, taking inbound calls and making outbound calls to our existing customers. An interest in the environment and sustainability would be an advantage but is not essential, as full training will be given.

About the Role and the Project

CPSL Mind’s Perinatal service delivers one to one and group support to pregnant women and new mums and dads who are at risk of, or are experiencing, a mental health challenge in Cambridgeshire, Peterborough.

We have recently secured new funding to increase our support across Cambridgeshire. As part of that funding, we will be setting up a substantial support package for Dads across Cambridgeshire. The support will include group support, one to one support and working with partners, businesses and employers to better support dads. We also have a funding to launch support for dads in Peterborough which will include group and one to one support. This is an exciting new role which will be instrumental in setting up the service as well as delivering the support across both areas.

The main purpose of this role is to deliver the support we offer to new parents in our area by providing a collection of tools and techniques to promote positive mental wellbeing through our groups and one to one sessions.

The successful candidate will have the skills to of time management and adaptability, as well as excellent interpersonal skills to be able to support dads as well as network and build service connections with other professionals, partners and businesses.

Overview

The DfE has nominated CST as the employer representative for academy trusts for specific purposes (for example, the school support staff negotiating body).  The postholder will be required to work directly with the Department for Education at a senior level to undertake the duties associated with this employer representative role.  CST also wishes to strengthen its support to members on wider matters of employer policy. There is significant scope to shape and develop this role.

Key Responsibilities

• Have a detailed understanding of the terms and conditions of employment of teaching and support staff and the workforce issues affecting the education sector, particularly those influencing recruitment and retention of staff.

• The ability to build relationships with key stakeholders (members, senior DfE officials and ministers) and work closely with other employer representative organisations.

• Working closely with the CEO and Deputy CEO, build relationships at senior level with trade unions (leadership, teacher and support staff unions).

• Lead on developing CST’s employer policy and guidance, working with our members and commanding their support and respect, and working closely with the policy team.

• Support our HR professional community.

• Speak with authority at events and conferences as CST’s nominated representative on employer policy.

Essential Skills and Experience

• Likely educated to degree level (or holding a similar professional qualification or experience) with significant knowledge and experience of employment matters within the education sector and employer policy.

• The ideal candidate will have experience working at senior level likely within an educational, policy or consultancy setting. Knowledge of schools and the trust sector is essential as is the ability to respond to issues in a way which conveys the practical realities of working in schools.

• A sound understanding of the differences between academy trusts and the maintained sector.

• Secure knowledge of legislation, regulations and policy that affect school trusts.
