Role Summary

We are looking for a confident and experienced self-starter to join the Strategy & Communications division as the Government & Parliamentary Relations Manager. Your role is essential to ensure:

• Our relationships generate national and local engagement that helps us to advocate about the issues and practice that can enable high-quality careers support for young people across policy debate and delivery.
• We raise awareness of our work to the extent that our Government and parliamentary stakeholders can articulate what we do and why it matters nationally as well as locally in constituencies across the country.
• We initiate and hold strong relationships across Westminster, maintaining a robust management system to track and monitor engagement.

Key Responsibilities

• Working with the Department of Education (DfE) (our sponsor department) to help us build strong relationships with relevant DfE ministers, officials and their teams.
• Engaging and building policy-led relationships across wider Government – to enable cross-departmental engagement about CEC’s work.
• Building and maintaining cross-parliamentary support – to increase our awareness and support amongst key MPs and Peers and to respond well to their inquiries and commissions.
• Internal team operations – acting as CEC’s lead for internal government and parliamentary briefing to support the CEO and senior colleagues’ visits, meetings and engagements.

Essential Criteria

• Proven experience of engaging through the policy process – (1) developing policy ideas and (2) responding to consultations and briefing requests.
• Proven ability to engage senior and working level stakeholders and manage political, ministerial and departmental sensitivities.
• Communicate well (written and verbal) – confidently and with salience and the ability to not just report moments but offer context and direction. Competent and assured in providing sound counsel to senior colleagues.
• Analytical skills – you will be engaging data and evidence generated from CEC’s work and externally, and will be required to interpret findings and make and communicate connections in an understandable and interesting way.
• Collaborative and good at building relationships at all levels, both internally and with a range of external stakeholders.
• Adaptable, resilient and flexible with the ability to deal with complexity and ambiguity and work at pace.

The Senior Corporate Partnerships Manager will be responsible for driving significant income growth from corporates - working with brands and businesses to reach challenging targets. The successful candidate will have significant B2B new business experience and a proven track record of securing complex corporate partnerships with strategic communications packages and financial values of £1m+.

Flexible location with regular travel across the UK to visit partners and attend events alongside scheduled working at the HQ in Sandy, Bedfordshire with team members - currently monthly.

• Experience in securing high-value, multi-dimensional partnerships in the private or third sector.

About You
You will have demonstrable communications experience in the research, health or charity sector, with experience of communicating with a variety of audiences through different methods. You will also develop excellent working relationships with senior external and internal stakeholders at the hospital, UCL Institute of Child Health and across the Charity.
 
Specifically, you will have:

- A degree in a relevant scientific or health-related discipline or equivalent experience, and a passion for child health and research
- Communication experience, in the health or charity sector.

NRPF Partnership

The NRPF partnership was set up in 2023 and is being developed by Citizens UK, Migration Exchange, and Praxis. We are working to build the necessary infrastructure for collaboration across a range of organisations, amplify their work, and build power to win change against the No Recourse to Public Funds (NRPF) condition. Each partner contributes staff capacity and will work closely with the appointed person to ensure a positive, professional and supportive culture. The Partnership centres around: 

1)  Placing decision-making power and strategic vision in the hands of people doing the work 

(frontline staff and people with lived experience), via a steering group and working groups.

2) Establishing a strategic pooled fund so that the steering group has sufficient budget to guide the collaboration, act, identify and seize political opportunities, and facilitate active participation of everyone involved.

3) Expanding the movement and building power, using incremental wins to build towards broader change towards the goal of ending NRPF.

The Person and the Role

100,000s people in our communities have put down roots in the UK but are denied access to the welfare safety net (No Recourse to Public Funds).

Citizens UK has worked with Migration Exchange and Praxis to raise over £2m to develop a 5 year partnership to enable the movement to end NRPF.

This Senior Project role will be a core part of the support to the steering group of the partnership to make sure it runs effectively and achieves its potential.

Managing meeting/event logistics

• Consolidating Working Group updates for Steering Group, including summarising meeting notes and highlighting key outputs and decisions so they can be easily shared with others across the Partnership

ELBA is a leading social regeneration charity in east London. Purpose of the job

To be responsible for the successful delivery of ELBA’s Dragon Award Nominated Evolve Project, delivering exciting, innovative employer-supported volunteering projects that meet the expectations of specific corporate supporters, and the needs of the community with a key geographical focus in Hackney, Tower Hamlets and Haringey.

About Evolve

The Evolve Project is a collaborative partnership between Linklaters, UBS, Societe Generale and the Societe Generale UK Foundation, delivered by ELBA. Overall, the Evolve project aims to address the wider barriers and challenges faced in society & by community organisations & charities with a particular focus on Hackney and its surrounding boroughs of Tower Hamlets & Haringey. The project does this through supporting community organisations who are addressing different barriers like post Covid recovery, and the cost-of-living crisis, alongside continuing challenges of funding & sustainability.

Evolve aims to build the capacity of thee organisations, especially supporting the leadership, so they can keep up with the increased demand they are experiencing. Evolve has been designed to dynamically respond to the changing needs of local community organisations, drawing on the time, skills and expertise of employee volunteers to address the most pressing community challenges. The project is currently in its fourth year with funding secured for the following two years.

The role requires an ability to build a close and collaborative relationship across the community sector, particularly in Hackney, as well as with the corporate funders. A key focus is developing and delivering a range of exciting employee volunteering activities (including the Leaders in Partnership and Emerging Leaders coaching programmes) as well as leading monthly delivery and quarterly steering group meetings with the three business partners to ensure volunteer engagement and session development is meeting the aims and objectives of the project.

The post will be managed by the Head of Programme, Connect which sits within the Community Works programme at ELBA. The post holder will have weekly one-to-one meetings for input and guidance to achieve agreed targets and will be subject to annual performance appraisals.

Job Description

Key Evolve duties

● Responsible for day-to-day development and delivery of the Evolve project

● Collaborate closely with community partners, corporate partners and the ELBA team to understand community needs and design appropriate employee volunteering activities to address these needs

● Deliver a range of employee volunteering opportunities focused on capacity building for local community organisations within the geographical remit

● Build and maintain strong relationships with Evolve partners’ Corporate Responsibility teams by organising regular meetings and responding promptly to company requests

● Develop and promote a range of employee volunteering opportunities to corporate partners and manage delivery of volunteer requests

● Organise delivery of monthly delivery meetings and quarterly project steering group meetings including preparation of supporting documents and minute taking

● Achieve good delivery targets of employee volunteers engaged and beneficiaries supported

● Maintain strong impact reporting for the project and long-term tracking

Main duties
