Purpose of Job

Re-Instate is looking for an experienced Early Intervention Employment Service Manager to lead our employment support service for people experiencing mental health difficulties. You will manage a team, oversee a caseload, develop employer partnerships and support people to secure and retain paid or voluntary employment.

Re-Instate’s Early Intervention Employment Service supports local people struggling with their mental health at the earliest possible stage through a range of employment related services. In addition, we are looking to deliver a range of training workshops to support clients of the service and local organisations.

The post holder will:

• Be responsible for managing, monitoring, delivering and evaluating employment activities to ensure that contract outcome targets are met.
• Support the implementation of organisational initiatives of Re-Instate.
• Take an active role in the delivery, management, monitoring and evaluation of any initiatives developed as part of the Early Intervention Service.
• Support clients to retain paid and voluntary work through employer engagement.
• Provide information to assist in strategic decision making.
• Represent Re-Instate within the London borough of Bexley.
• Work with the Training and Outreach Co-ordinator to promote the Early Intervention Service.

The post-holder will need project development experience and a working, knowledge of models of supported employment. They will be an effective networker, able to develop and sustain partnerships with a range of stakeholders.

 Key Activities:

• Promote and deliver the vision for the Early Intervention Service that supports sustainable recovery for people experiencing mental ill health, including job retention, job searching, preparation for work and signposting.
• Lead, supervise and support the Early Intervention team through regular supervision, appraisals and performance reviews.
• Manage a caseload of clients, supporting people experiencing mental ill health to meet their work goals.
• Manage workshops, as well as individual and group sessions, to support clients in their job search. Provide expert guidance on crafting compelling CVs, completing job applications, mastering interview strategies, and enhancing overall job-seeking effectiveness.
• Generate and establish new bespoke sector specific or employer specific pathways.
• Maintain and develop excellent communication with all key contacts including colleagues, commissioners and partner providers of specialist and non-specialist services, Service User and Carer Groups.
• As part of job retention, consider reasonable adjustments and support services for clients with disabilities or other barriers to employment, ensuring their successful integration into the workplace.
• Monitor and report on the employment status of client to effectively measure the impact of the service.
• Conduct regular performance reviews with the Early Intervention team to adherence of quality standards.
• Conduct supervision, appraisals and monitor individual objectives in line with Re-Instate policy and practice.
• Ensure that all data requirements are met within defined deadlines and work with the CEO to ensure that outcomes are being achieved.
• Ensure all administrative duties associated with the delivery of the specific employment service activity – including computerised systems, record keeping and information governance are completed in an accurate and timely manner.
• Develop and maintain a working knowledge of recovery focused employment models (Case Management).

Job Description

As the compliance lead and subject matter expert within Fair for You, the Head of Compliance is responsible for designing, establishing and controlling the compliance universe within Fair for You.  In doing so, the Head of Compliance is expected to write and implement policies and procedures to ensure that Fair for You is compliant with all applicable laws and regulations and to be able to detect and prevent / correct non-compliance.  The successful candidate will inherit an established and well-functioning compliance process, with the focus of the role being on maintaining high standards, providing strategic oversight, supporting the wider business and ensuring our compliance function continues to evolve in line with regulatory expectations.  

Roles, Duties and Responsibilities

Please note that this is an autonomous and strategic role, working 3 days per week (0.6 FTE).  The Head of Compliance will be expected to assume the SMF16 and the SMF17 role within Fair for You and report directly to the Deputy CEO.  This role assumes direct line manager responsibility for the Risk & Compliance Manager and the Customer Satisfaction Manager, who will assist in the completion of operational duties within this role and provide cover for time-critical matters on the Head of Compliance’s non-working days, escalating as required; people management skills are therefore required.

Strategic Compliance Oversight

With Consumer Duty at the heart of what we do, the Head of Compliance is responsible for creating and overseeing Fair for You’s strategic compliance with regulators and the regulatory system, specifically:

· Ensuring Fair for You’s policies are effective and sufficient to ensure compliance with Fair for You’s regulatory obligations;

· Implementation, maintenance and monitoring of those key policies, this includes the complaints register, conflict of interest register etc;

· Ensuring Fair for You’s controls are effective at countering counter the economic and financial crime risk that Fair for You might be subject to; and

· Preparing and presenting clear and concise compliance reports to the Board and key stakeholders (investors, regulators) including on the impact of the Consumer Duty. 

Operational Duties

The Head of Compliance is responsible for the successful implementation of operational activities to ensure regulatory compliance, specifically:

· ensuring that all compliance procedures, systems and controls and customer documentation are fit for purpose, up-to-date, compliant and effective across the business;

· ownership of Fair for You’s responsibilities under the Consumer Duty and SM&CR;

· maintaining the compliance manual, and all compliance procedure documentation;

· ensuring appropriate consumer outcomes to complaints and other issues arising from supervisory activities; clear analysis of complaints reporting and provision of insight to DCEO, CEO and Board;

· ensuring all notification and reporting requirements are met through completion of accurate reporting to regulators; and

· maintaining effective working relationships with colleagues throughout the business.

Advisory

The Head of Compliance is responsible for regulatory horizon-scanning in order to ensure the business maintains a pro-active approach on all appropriate compliance issues, specifically:

· developing and maintaining effective interaction with regulators to proactively keep Fair for You ahead of, and well prepared for, regulatory change;

· maintaining an up-to-date and in-depth understanding of relevant regulatory requirements, as well as consideration of prospective regulatory changes;

· providing strategic advice and guidance to CEO, DCEO, the Chair, the Board and the risk committees for both Fair for You CIC and its charity owner, the Fair Credit Charity, enabling them to assess the effectiveness of compliance policies and procedures;

· overseeing employee training on compliance matters, including internal policies and procedures, the application of standards and guidelines, and relevant laws and regulatory requirements; and

· promoting and enhancing a strong compliance culture – to include presentations at staff meetings, delivering and writing training materials and sharing subject matter expertise.

Business Risk Assessment

The Head of Compliance is also responsible for the strategic oversight of the business risk assessment process ensuring that business risks are appropriately identified and assessed, specifically:

· contributing (with other members of the Fair for You team) to identify effective and appropriate business risk mitigation activities;

· maintenance of the Risk Registers for Fair for You and the Fair Credit Charity; and

· administration (scheduling meetings, setting agenda and minute-taking in consultation with the Chairs) for Fair for You’s Risk & Compliance Committee and the Fair Credit Charity’s Oversight and Risk Committee; with support available from the Office Manager.

The Crisis & Resilience Fund Team Leader will lead the delivery of the Exeter Crisis & Resilience Service, providing operational leadership to a multidisciplinary team delivering high-quality, person-centred support to residents experiencing financial hardship, crisis and multiple disadvantage. The postholder will line manage Navigate's Client Liaison Officers and the Money Advice Caseworkers employed by partners Churches Housing Action Team (CHAT) and Encompass Southwest to ensure a seamless, coordinated service that supports individuals from immediate financial crisis through to long term resilience. As Navigate's operational lead for the contract, the Team Leader will foster strong partnership working, maintain effective communication across organisations and ensure clients experience a consistent 'No Wrong Door' approach. Alongside leadership responsibilities, the postholder will manage a small caseload of complex clients, delivering FCA-regulated debt advice, welfare benefits advice, advocacy and holistic financial resilience support. The Team Leader will champion Wis£rmoney’s relationship-based, trauma-informed approach, recognising that financial hardship rarely exists in isolation. By supporting staff to build trusted relationships with clients, remove barriers to engagement and address the wider issues affecting financial wellbeing, the role will help residents achieve sustainable financial stability, independence and resilience. The postholder will also be responsible for ensuring the service meets all contractual, regulatory and quality requirements, monitoring performance, driving continuous improvement and embedding innovative ways of working that enhance client outcomes while maintaining the personalised support that is central to the service model.

Key Responsibilities

Leadership and Service Management

• Lead Wis£rmoney's delivery of the Exeter Crisis & Resilience Fund service, ensuring a high-quality, person-centred service that reflects the partnership's shared values and objectives.
