We’re looking for an organised and detail-oriented Governance Clerk to support our Board of Trustees and committees. In this flexible, remote role, you’ll ensure the smooth running of meetings, maintain accurate documentation, and compliance with governance requirements.

The West of England Baptist Network (Webnet) is seeking a Trust and Property Officer to join our friendly, relational team. This key role supports the operational and organisational effectiveness of both Webnet and the West of England Baptist Trust Company (WEBTC), helping our network of churches manage governance, legal, property, and trust matters.

The role

As Head of Operations, you will lead all operational functions of Foxglove. You will ensure that our finance, HR, legal compliance, fundraising, systems and internal processes enable the organisation to carry out its mission effectively. You’ll work across Foxglove and closely with leadership, as well as with external partners to build a resilient and well-governed organisation, able to manage growth and complexity while staying mission driven. This role manages one member of staff and multiple consultants. 

Key responsibilities include, but are not limited to:

Financial Management & Accounting

1.Oversee financial operations: budgeting, forecasting, cash flow, expenditure controls, financial reporting, payroll.

2.Ensure compliance with accounting standards, audit requirements and donor / funder financial reporting obligations.

We are seeking a  committed and creative Outreach and Communications Officer who will be responsible for sharing our knowledge and expertise as widely as possible.

About The Role

The Unity Project (TUP) supports people who are facing poverty and homelessness because their immigration status allows them ‘no recourse to public funds’ (NRPF).  We believe NRPF should not exist and we are working to end it. Until then, we seek to minimise its impact by supporting people to make the ‘change of conditions’ (CoC) application to access public funds. However, as the number of people living under NRPF continues to grow, we know we will never be able to meet the need for CoCs. Ensuring that our knowledge and experience is shared - with advisors, support services, community groups and individuals who could make applications themselves - is vital. Raising awareness of our work also supports our income diversification strategy by building corporate partnerships and individual donations.

In this role, you will be leading The Unity Project’s outreach and communications work in order to increase awareness of the Change of Conditions process and the support The Unity Project can offer to individuals and organisations.  Your first priorities will include mapping CoC provision across the country; working with the Director to design and implement a communications strategy to engage applicants, advice organisations, corporate partners and donors; and creating a suite of CoC resources to share online. As you develop in the role, you will deliver outreach and information sessions online and in the community. As Clerk to the Board of Governors

Provide procedural, regulatory, and governance advice to the Board of Governors. Responsibilities include:

• provide administrative support to the governing body, for example: co-ordinating calendar of dates for governing body meetings and preparing agendas, taking notes at meetings for the preparation of minutes and ensuring that all decisions are recorded accurately and objectively, including timescales for actions

• Support the implementation and effective use of New Governance Software and lead the shift to using Generative AI for note taking at meetings. Update and maintain a database of Governance information, ensuring secure handling of confidential data and information in compliance with College Policy and the General Data Protection Regulations.

• support the development and performance of governors in their role, for example: updating them on changes in legislation and policy, informing them of appropriate training and helping them understand their duties

• offer advice to governors and the college on the correct governance procedures and how to improve governance

As Governance and Performance Manager

• Support the College’s internal governance function, providing administrative support in scheduling meetings, preparing agendas and taking notes/minutes. Lead the shift to using Generative AI for note taking at meetings and in systems and Processes to improve efficiency.

• Work with the Executive Leadership Team and wider leadership team to co-ordinate regular strategy updates and report on progress against strategic goals and agreed KPIs.

• Input into, and support with the co-ordination of the College’s Wider Leadership Forum and All-Staff sessions.

• Update and Maintain the College’s Risk Register and Master Policy Schedule.

• Assist with co-ordinating internal audit reviews in accordance with approved internal audit plan.

Job Purpose

This role sits within our crisis alternative service, Safe Space, which is a core and out of hours service providing a safe and welcoming space for people who are feeling distressed and experiencing crisis. Our aim of the service is to keep individuals well in the community and prevent readmission into hospital. The service operates 365 days a year from 14:00-22:00pm across all of our boroughs.

Staff within the service will provide person-centred, practical and emotional support, face to face or via telephone or virtual on a one-to-one basis to individuals experiencing mental health crisis or preventing crisis.

The objectives of the service include:

• To improve the mental wellbeing of people experiencing mental health and social crisis in HFEH.
• To proactively work with keeping people well in the community to reduce re-admitters into hospitals by working with WL NHS teams (e.g. discharge, LPS, CATT, MINT and SPA)
• To provide a true alternative to A&E via a non-clinical drop-in service to support clients
• To provide support to clients accessing the service- for instance: signposting, de-escalation and crisis recovery planning.
• To contribute to an improvement in individual mental wellbeing.
• To remain a source of independent support for all clients.
• To treat service users with respect, dignity and personalised support
• To raise awareness of mental health services available with the goal to improve long term mental health and reduce social isolation
• To increase self-management skills of those accessing the service
• To reduce the use of police, ambulance and statutory mental health services whilst experiencing crisis via a drop-in service.
• To reduce the use of statutory crisis services by people experiencing mental ill health without positive outcomes for the individual.

The Role

The role of the team manager will be to support the rest of the team in delivering interventions on a one-to-one. The role will also involve triaging and assessing all clients accessing the service, signposting and delivering collaborative self-management plans with clients to improve mental wellbeing. The role will also include line management and supervision of senior support workers and support workers within the service. Team managers are responsible for management of their site; including report writing, audits and being the named manager for the site and allocated borough following the borough-based approach. This role directly supports the service managers in keeping to a high standard service. Objectives of the post

Main Responsibilities

1. Leadership and Strategy

2. Finance 

• Lead ATLEU’s financial planning, management and reporting processes. 
• Direct, manage and document ATLEU’s financial policies, systems and controls, ensuring that financial systems are effective and up to date. 
• Scrutinise monthly financial data and produce financial reports for the CEO and trustees, including quarterly cashflows
• Prepare ATLEU’s annual operating budgets and financial reports for funders and oversee project budgets. 
• Ensure the year-end financial accounts and audit process is completed satisfactorily and delivered on time, ensuring all financial data and other data needed is provided.
• Ensure that accurate records and accounts of monies claimed are held on all cases  and liaise with the Head of Legal Practice to ensure compliance with the Solicitors Accounts Rules.
• Oversee ATLEU’s bookkeeping and legal aid billing and reporting and ensure all monies, including grant monies and training invoices are claimed and paid promptly. 
• Maintain oversight of bookkeepers and auditors, taking responsibility for managing relationships with them
• Manage ATLEU’s banking arrangements, ensuring that they are effective, secure and fit for purpose.

3. Office and Operations

• Work with the Senior Management and Operations teams to ensure that all colleagues have the operational support needed to do their jobs effectively; 
• Liaise with building management for both offices, manage any rent negotiations and any future office moves 

• Lead on the annual insurance renewal process, provide the required data and lead discussions with brokers to ensure good value for money on all policies;
• Support the Operations and Projects Coordinator to ensure that both ATLEU offices provide a safe and welcoming environment for ATLEU staff, clients and other visitors and that they comply with all appropriate legislation and regulations;
• Work with the Operations & Project Coordinator to maintain the Office Manual and associated policies and ensure that they are up to date and reviewed as appropriate and monitor compliance with those policies. 
• Oversee day-to-day operations including premises, equipment, IT systems, ordering supplies, procurement and workflow and archive management and ensure that processes are in place to restore functionality as required. 
• To ensure the most effective use of resources and identify areas for cost reduction or cost avoidance along with process and functional improvement, including developing ATLEU’s IT infrastructure to reduce reliance on paper files. 

4. Human Resources

• The Head of Operations plays a pivotal role in mentoring and supporting the People and Inclusion Manager across all HR-related matters, including staff wellbeing and EDI activities. 
• In the absence of the People & Inclusion Manager or when facing conflicting deadlines, the Head of Operations is expected to actively participate in all HR tasks.
• Support the People & Inclusion Manager with day-to-day HR tasks, processes and systems, responding to queries and problem solving when needed;
• Provide guidance to the Senior Management Team with regular updates on HR related issues as needed;
• Support the People and Inclusion Manager to review, develop and roll out HR policies and provide training to staff where required, ensuring they are legislatively sound, fit with our values and align with our strategic goals. 
• Oversee the coordination of the organisation’s volunteer programme, and explore ways to maximise the value both ATLEU and volunteers gain from the programme. 
• Model positive, fair and open people leadership and support other managers in their supervisory capacity.

5. Governance and Compliance 

• Work with the Chief Executive to continue to strengthen the governance of the charity, ensuring that all aspects of governance adhere to best practices and meet regulatory requirements.

• Ensure that ATLEU complies with the requirements of all relevant regulatory bodies including the Charity Commission and Companies House and ensuring ATLEU is compliant with all compliance relevant to a not for profit legal firm e.g the Legal Aid Agency, Solicitor’s Regulation Authority, Specialist Quality Mark, Immigration Advice Authority and CILEX.

• Manage the Board, AGM and committee meeting calendar, ensuring well-structured agendas and facilitating effective decision-making processes with clear records of these meetings and management of actions arising.
• Develop and implement governance policies and procedures that align with regulatory requirements and organisational needs.
• Ensure the SMT, Board and other parts of the governance receives comprehensive, timely, and accurate information to support informed decision-making.
• Stay abreast of relevant legislation and governance best practices, implementing changes as necessary. 
• Develop and maintain effective systems and frameworks for compliance, risk management, and operational efficiency.

6. Information Technology / Data Protection and Cyber Security

• Support the Operations and Projects Coordinator in ensuring IT systems function appropriately and securely and new systems are developed to improve efficiencies for caseworkers and for audit and research. 
• Work with the Head of Legal Practice and Operations and Projects Coordinator on the continued development of and improvements to our legal aid case management system.
• Ensure ATLEU has robust IT and cyber security policies and procedures in place, and oversee their implementation across the organisation.
• Develop and maintain the organisation’s IT and business continuity plan and update it annually.
• Oversee ATLEU’s day-to-day relationships with external IT support, ensuring IT systems function effectively and providing or facilitating staff support;
• Collaborate with external IT support on projects to enhance and modernise ATLEU’s systems, ensuring they remain up-to-date and secure;

• Take overall responsibility for the data protection obligations of the organisation. Meet your Manager

In this role you will be managed by Cheryl King-McDowall. Cheryl joined ClientEarth from the UK Cabinet Office, where she worked on Government Communication professional standards and major programmes including Covid Communications, UK GREAT Campaign, and the Leadership College for Government. On secondment from the Cabinet Office she led the creation of a new operating model for the House of Commons’ HR function. Prior to this, Cheryl has worked in and led HR, Policy, Communications and Operations, for over 30 years in a variety of organisations including Local Authorities, Charity, NGO, and Higher Education sectors. With a background in occupational and organisational psychology, she specialises in organisational development and effectiveness, change and business improvement.

Main Duties

• Serve as a key member of the People & Culture management team, contributing to strategic planning, operational delivery, and team development ensuring best practice and drive consistency across global teams.
• Provide expert advice to senior leaders and People & Culture colleagues on HR policy, organisational design, workforce planning, and change management.  
• Provide expert guidance on employee relations matters, including handling complex and sensitive cases such as grievances, disciplinary actions, and performance issues. 
• Work closely with legal advisors, managers, and Unions to ensure fair, transparent, and legally compliant outcomes.

Role requirements

• CIPD qualified (Assoc & above) or equivalent work experience (essential)
• Specialised training and /or experience in employment law, compensation, coaching and mentoring, organisation development, change management or employee relations (at least two) (essential) 
• Strong understanding of HR systems, processes, and best practices (essential) 
• Experience handling complex employee relations matters, including grievances and disciplinary actions (essential)  
• Knowledge and experience in compensation, organisational planning, recruitment, organisation development, employee engagement and employee development (essential)
