Job description

Prospectus is delighted to be working with the Fundraising Regulator to recruit a Head of Policy, a key strategic role within the organisation. The Fundraising Regulator is committed to being a diverse and inclusive place of work and welcomes applications from all backgrounds. This role is offered on a part-time (4 days) or full-time basis.


The Fundraising Regulator was launched in July 2016 with responsibility for regulating all charitable fundraising in the UK. Our mission is to carry out our independent and non-statutory regulatory role in a way that protects the public, donors and potential donors, not least those who may be vulnerable, from unacceptable fundraising practices. We will sustain and enhance public confidence in the charitable sector, support the sector to understand and carry out its responsibilities in engaging with the public and help to create a positive donor experience, ensuring consistent fundraising standards across the UK.


Reporting to the Chief Executive, the Head of Policy will be a member of the Senior Management Team and will report to the Board regarding the policy function. They will take the lead for ensuring that the Code of Fundraising Practice is fit for purpose, and encourage good fundraising practice across the charitable sector. Managing a skilled team, they will deliver a policy function which leads and shapes good fundraising practice, ensuring the Code of Fundraising Practice is regularly reviewed and updated. Furthermore, they will work with the Chief Executive to provide an effective and responsive external relations function, so that the Regulator engages with all key charity and government stakeholders and drives the agenda on charity fundraising. The Head of Policy will also develop methods of public engagement on fundraising issues and a programme of research as well as work closely with the Head of Casework on the relationship between complaints and setting of standards.


The role requires a proven leader who has significant experience in developing policy in a charity, private or public sector as well as the expertise to make policy operational and a track record of commissioning and managing research. The successful applicant will possess exemplary communication skills both written and interpersonal and thrive in engaging a wide range of stakeholders, including public speaking and to large audiences and to the press and media. Knowledge of how civil society organisations work is essential for success in this pivotal role. Experience of performing broader corporate responsibilities as a senior manager or voluntary trustee and/or understanding of how voluntary regulation works are desirable.
