Northern Ireland Policy Adviser

CARE (Christian Action, Research and Education) has been at the heart of research, advocacy, education programmes and social action projects that have sought to change perceptions of how the Bible can be the basis of effective public policy solutions to some of our biggest social and political challenges for almost 40 years.

This is an exciting time to join CARE! Following the appointment of our new Chief Executive in 2021, we have embarked on an ambitious new strategy for engaging with politics and policy development across the UK – speaking out for the vulnerable and the voiceless, informed by our conviction that the Bible tells a better story for human flourishing.

To help enable this, we are looking to grow our expert and high-achieving Public Policy Team. We are looking for an experienced, innovative, creative, skilled and energetic policy professional who is excited by the prospect of developing policy from the ground up, and building expertise in diverse areas such as poverty, strengthening families, children and young people, beginning and end of life, violence against women, disability, addictions, older people, and freedom of speech and religion.

This will probably be your second or third role in this field, and there is a real opportunity to make your mark. You will be passionate about the relevance of God’s word for the politics and culture of today and excited about bringing faith, good research and practical evidence to bear on public policy and legislation in both Northern Ireland and Great Britain. You will be comfortable speaking to politicians, academics and members of church congregations alike.

We are seeking a Science and Policy Project Manager who will provide project management support across the science and policy departments for the core programmes and for cross cutting activities such as conferences and communications. You will report to the Director of Research, Policy and Innovation with the delivery of the science and policy strategies. You will also work closely with the Assistant Director of Research and Policy and there will also be interaction and communication with the Heads of Research Funding, Research Interpretation and Policy and Public Affairs as well as other colleagues in the network countries. 

You will be educated to MSc level in Public Health, Nutrition, Epidemiology or closely related field and have experience working in a research/public health setting and developing scientific/policy reports, summaries and presentations. You will have proven scientific project management skills with experience in monitoring progress, performance reporting and delivering projects on time and budget. You will have excellent interpersonal skills and proven ability to work collaboratively within a multidisciplinary team environment, and with stakeholders at all levels.

The BNSSG VCSE Alliance exists to enable diverse VCSE organisations to engage and participate in system-wide changes to health and care services. We are seeking a VCSE Brokerage Manager to lead the development of a Brokerage Framework, which will provide a clear, fair, inclusive and proportionate way for health and social care system partners to reach VCSE organisations.

About Us

The Bristol, North Somerset and South Gloucestershire (BNSSG) VCSE Alliance launched in January 2024. It aims to influence and facilitate greater collaboration between the regional health system (BNSSG Integrated Care System) and the Voluntary, Community and Social Enterprise Sector (VCSE). It seeks to do this by enhancing the role of the VCSE sector in the delivery and transformation of wellbeing and health, and cementing our sector’s role as a key strategic partner in the planning, design and delivery of health and care, in its widest possible definition.  

The co-design of a new ‘VCSE Brokerage Framework’ with colleagues from the Integrated Care Board (ICB) and System (ICS) is a key priority for the VCSE Alliance in 2024-25. The aim of the Brokerage Framework is to provide a clear, fair, inclusive and proportionate way for health and social care system partners to reach a diverse range of VCSE organisations. The intention is for it to be a new process by which grants and opportunities can be distributed to the sector. 

This is a really exciting time to join the Alliance and deliver a new innovative process which has the potential to be transformative for Bristol, North Somerset and South Gloucestershire.

The Role

The VCSE Brokerage Manager’s role is to lead on the further development, piloting, and preparation for launch of the Brokerage Framework. The role will work closely with colleagues across the VCSE Alliance and the health and social care system. Ensuring that diverse VCSE organisations, from micro to large scale and that serve communities of interest, of place and of practice are included and enabled in the brokerage framework will be crucial to the success of this role. 

About You

You are an organised and proactive individual with a successful track record in project management and partnership working. Your skills include: 

• Strong organisational and time management skills 

• ability to prioritise tasks and deliver / produce work under pressure and to deadlines. 

• Excellent interpersonal skills including the ability to communicate effectively with people from a wide range of backgrounds and roles.

You will be the first point of contact for families seeking support and will evaluate referrals and carry out home assessments.  You will also be responsible for managing a team of volunteers who support families in the home.  Your role encompasses matching volunteers with families, providing support to volunteers and delivering training.  Alongside your colleagues you will help in the recruitment of volunteers to ensure volunteers have a rich and rewarding volunteer experience.

This is an opportunity to join Refuge as a Service Manager to support women and children who are impacted by domestic abuse and other gender-based crimes. In this role you will provide line management and support to staff who work with and help women and their children who have experienced domestic abuse and are staying in our Lambeth refuges. Our Lambeth refuges are culturally specific services for women and children of African and Caribbean heritage. This will include providing supervision on complex casework issues such as child protection, overseeing operational emergencies and ensuring high standards of casework.

Please note that this post is restricted to women due to the nature of the role. The Occupational Requirement under Schedule 9 (part 1) of the Equality Act 2010 applies. This role will also require an enhanced DBS check. 

New Horizon Youth Centre has been commissioned by the Mayor’s Office for Policing and Crime (MOPAC) as part of an Alliance with Safer London, St Giles Trust and the Anna Freud Centre to deliver on their Children and Young People’s Violence and Exploitation and Reduction support service. The commission will run from June 2024 for three years. As part of this, an additional service will be set up within the NHYC Youth Justice team specifically to deliver on the Alliance contract. This will include a team of Housing Caseworkers who will carry out assessments and advocacy work with young people under 25 who are fleeing violence and exploitation, in order to move them on successfully into both emergency and long-term housing options. You should be passionate about working with this client group, able to manage a fast-moving caseload, and committed to working collaboratively with a team across multiple services.

Salary: £31,200 - £34,736
