Job description

Grade: Grade 2 - Senior Manager/Specialist.  

Hours: Full time Permanent (37.5 hours per week). Flexible hours considered. 

Responsible to: Deputy Director of International Programmes (Head of Programme Delivery) 

Direct reports: Country Manager - ShelterBox Operations Philippines, Programme Manager x 2 (Syria/Yemen), Programme Officer 

Key Interdependencies Head of Emergency Response, Head of Supply Chain, Head of Programme Quality, Head of Programme Funding, Regional Directors (East Africa, West Africa) 

Location: Truro, Cornwall, or Remote Working (with regular travel to Truro) 

Travel: Work away from home, this may be UK or overseas training or in-country Programme support. You may be required to deploy for up to 30% of your time in any calendar year. 

Role Purpose 

ShelterBox is searching for a humanitarian leader with significant programme management experience to join the leadership team of our agile and effective International Programmes Department. This is a transformational and impactful role. The successful candidate will manage urgent priority activities and international programmes/projects, ensuring we deliver high quality, impactful outcomes at speed and scale for the people we support.

Reporting to the Deputy Director of International Programmes, the Regional Director will manage all protracted ShelterBox programmes within these regions. The Regional Director will also lead on strategic relationships within this region to help maximise ShelterBox’s programme impact, and influence. 

This role will also work closely with the Head of Programme Quality, to continue to maximise the quality and impact of our work. The Regional Director will also produce a programme strategy for the region to support the Head of Programme Funding in developing programmatic funding opportunities. 

The Department has recently completed an operational review, which will form the basis of strategic and departmental changes for growth, building on a significant increase in programme size in 2022. This role will be expected to support the Director of International Programmes in the aim of leading and delivering greater scale in our programmes. 

This role will also report to the CEO/Board of Trustees on a regular basis on Programme delivery performance. The International Programmes Leadership team will also work closely with our Fundraising /Finance teams and larger affiliates (particularly ShelterBox USA) to ensure an aligned approach to fundable opportunities. 

The role will also encompass high-level relationship building and advocacy with partner organisations to consolidate the reputation and position of ShelterBox within the humanitarian sector. 

Duties will include but not be limited to: 

  • Management of protracted programmes/projects within the Asia/MENA regions, in line with the organisational strategy. Ensuring quality, timely, impactful, and on-budget programme/project implementation.

  • Creation of the strategic vision and direction for your regions. Align with wider ShelterBox International Programme Strategy. Work closely with the Programme Funding Team to build the appropriate Business Development strategy to secure the resources necessary for realisation. 

  • Ensure program quality through consistent use throughout the region’s programme of rigorous assessment, design, and proposal development and review processes; comprehensive monitoring & evaluation, accountability and learning systems; staff development investments; and partner organization capacity strengthening 

  • Ensure leadership and management processes enable ShelterBox to effectively adapt to contextual changes and remain current on national and regional issues impacting the region’s programmes and partners. Develop responsive strategies for changing contexts to fully leverage opportunities to expand humanitarian access and assistance.

  • Initiate and sustain strong, mutually beneficial, and authentic partnerships with local organisations. 

  • Oversee the management, coaching and development of national and international colleagues to build a skilled, committed and motivated team. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback. 

  • Working closely with the Safety & Security Advisor to prioritise the safety of our teams and our deployments. Take primary responsibility for overall management of safety and security for the region’s programmes. Oversee the management of all security issues, including appropriate response to emergency situations as they arise. 

  • Maintain effective and coordinated budget management, working closely with Programme Funding team and Director of Finance. Ensure monitoring processes are in place for grant funds/donor specific requirements.

  • Prioritising ‘do no harm’ principles. Ensuring those who encounter ShelterBox as a result of our activities are safeguarded from deliberate or inadvertent actions and failings which place them at risk of abuse, sexual exploitation, injury, and any other harm. 

  • Maintain exacting standards in all aspects of ShelterBox’s activities so that the reputation of the organisation is protected in the view of donors, partners & the people we support. 

  • Leading a culture which actively promotes improvements in its practices, processes, and outcomes, across all aspects of its work, seeking feedback from all stakeholders. 

  • Provide timely updates to Deputy Director/International Programmes Director/CEO/Board of Trustees on all aspects of ShelterBox’s programme/project delivery and impact. 

  • Work away from home, this may be UK or overseas training or deployment to your designated regions. You may be required to deploy for up to 30% of your time within your region, in any calendar year.
