Title: Monitoring, Evaluation and Learning Advisor (Qualitative Evidence)

About the role
We are seeking an experienced Monitoring, Evaluation and Learning Advisor to provide sound technical advice and guidance to ensure high quality qualitative outcome measurement tools and approaches in line with our increasing portfolio in disability and social inclusion in order to continuously improve Sightsavers’ evidence base.
As the MEL Advisor you will lead qualitative project baseline and endline data collection, coordination, reporting and learning to improve the quality of our programmes and Sightsavers impact. You will maintain and further develop Sightsavers’ qualitative outcome monitoring approach across our thematic areas and ensure high quality data collection, analysis and reporting.
Sightsavers has developed and introduced a MEL framework to measure the organisation’s strategic progress - Learning Accountability and Monitoring Progress (LAMP). The post holder will support its processes and make a significant contribution to understanding progress using qualitative evidence.
Responsibilities include:
Developing and strengthening practices

Lead on the strengthening and design of innovative and participatory monitoring and evaluation methodologies and tools to assess outcomes and impact of programmes; support the integration of successful approaches in routine MEL practice.

Lead on the piloting, implementation and revision of Sightsavers MEL approaches in existing and new projects including strong links with LAMP; support MEL team members to implement appropriate tools.

Contribute to Country Office, Regional and Global capacity building plans and provide MEL-focused training and facilitation.
Technical Support and guidance

Strengthen the use of Theories of Change (ToC) within projects through participating in their development and ensuring clear relationships between ToC and baselines and endlines.

Provide technical support to logframe development during the project design process ensuring strong links with LAMP, particularly for social inclusion and inclusive education projects.

Contribute to project MEL planning by ensuring continuity between baseline and endline data collection tools, and annual monitoring tools.

Ensure the accurate design of evidence gathering elements, including clear and robust rationale, budgets and resourcing.

Maintain open lines of communication among internal stakeholders about project progress and escalate risk when needed. A key focus is to assist institutional funding and senior management with communications on project progress and challenges.
Evidence generation and learning

Lead Country and Global teams to conduct evidence generation activities to support strategic direction including, project baseline, annual and endline data collection, reporting and learning at project and portfolio (strategy) level

Analyse, consolidate and disseminate indicator baseline and endline data, provide technical support to donor reporting when necessary

Support the integration of needs and opinions expressed by people and communities we serve

Collaborate with MEL team members to analyse performance data, write reports and provide recommendations

Ensure that learning from project baselines contributes to project design, implementation and improvements in MEL practice

Support the design, delivery and dissemination of learning, particularly around inclusion, within and between relevant thematic areas
The post holder is expected to travel up to eight weeks a year locally and internationally. The role offers flexible working from home and the office to be agreed upon with the line manager.
Skills and Experience
As the successful candidate you will possess a degree in a relevant field or subject (international development, public health, social sciences), or equivalent learning and experience. You will have a background in the comprehensive design and delivery of outcome focussed qualitative approaches/techniques including participatory MEL, tool development, data collection, analysis and reporting, and have experience of analysing rich qualitative data from multiple sources including the use of appropriate analysis methods and data analysis software tools.

Excellent technical skills in monitoring, evaluation and learning: developing and using theories of change, designing MEL plans, designing logframes, managing oversight processes, sharing evidence and communicating learning, data quality assessment.

Experience producing analytical reports and communication materials of good quality for a wide range of audiences, particularly using qualitative data.

About this key role
Working as part of a multi-disciplinary team to identify and assess young victims of violence, you will also provide support, advice and advocacy for children, young people and their families as they plan to be discharged from hospital back into the community. You will produce support and risk management plans based on your assessments and also deliver a holistic support service, working solo or with colleagues as the situation dictates, to each client. This will include providing practical guidance with social and housing support, accompanying to appointments, ETE options, benefits work, debt advice, DIY work and cleaning.
We will also count on you to develop and maintain relationships with partner agencies, including community-based services such as police, children’s services and local authorities, while closing cases efficiently and positively, identifying a referral route for children and young people that will identify agencies that can be used for ongoing support and agencies that can be used if serious problems develop in the future is also an essential aspect of the role.
What we are looking for
- Personal experience of the criminal justice system, lived experience of the issues facing this client group and/or experience of working with ‘high risk’, vulnerable children, young people and/or families
- Substantial experience of providing support, advice and advocacy and of using support plans

As Grants and Bids Manager, you will manage statutory funding applications of five, six and seven figure multi-year income compliant with commissioner/funder requirements and oversee the project management of applications – managing timelines, activities, delegating tasks and ensuring stakeholders meet them, support decision-making through providing relevant and informed advice and producing high quality funding proposals and applications.

This is an exciting opportunity for a postgraduate-level researcher who wishes to combine their expertise in education research and astute understanding of real-life classroom practice. While the role will sit within the Chartered College of Teaching, the postholder will also receive mentoring from Professor Bill Lucas, Professor of Learning and Director of the Centre for Real-Life Learning at the University of Winchester, providing a rare opportunity to combine academically rigorous research with real-life application. As part of a project funded by the Comino Foundation, the Teaching and Assessment Research Specialist will help to increase teachers’ assessment literacy by managing a portfolio of assessment-themed online events, developing a suite of assessment-themed resources, co-ordinating the work of the Next Generation Assessment group and developing an overview of evidence-informed teaching and assessment strategies and how they link to intended student outcomes, based on a series of rapid evidence reviews.
Over the course of the assignment, you will support the Head of Research and Policy and work closely with the Research Lead and the Events and Engagement Manager to create and manage an engaging portfolio of online, assessment-themed events and resources.
This would be an ideal opportunity for anyone with proven expertise in and understanding of the links between evidence-informed teaching and assessment approaches and how they link to desired learning outcomes. You will:
- rapidly review evidence of assessment methods and pedagogies designed to cultivate knowledge, skills and dispositions of pupils, identifying gaps
- with support, produce evidence synthesis for a small number of key methods, not currently widely used by teachers
- manage a portfolio of online events aimed at developing teachers’ and school leaders’ levels of assessment literacy

The postholder will also be required to collate policy announcements around assessment and monitor any developments relating to the use of EdTech and AI for assessment. Main duties and responsibilities
· To lead and scope out new events and opportunities
· To successfully manage and deliver large-scale events and special projects within the portfolio of events, overseeing all event logistics and relationship management and development of Special Events Managers when working on shared projects
· To lead on specific fundraising projects and large-scale events, and support development of Executives through your projects
· Contribute to and deliver particular aspects of the department’s annual business plan and budget. To support project groups for the Special Events team to improve processes and identify new opportunities
· To manage and develop relationships with senior volunteers and potential supporters through effective and regular communication
· To proactively seek out opportunities to add value to the team and wider organisation
· To develop and create engaging materials for events and stakeholders
· To act as experts in our field by offering support and expertise both internally and externally

Person specification
1. Extensive experience and technical knowledge of event and project management, specifically with a track record of successfully delivering and growing large scale events
2. Excellent ability to establish, develop and maintain relationships with a wide variety of stakeholders, including senior level individuals to achieve desired outcomes
3. Experience of line managing or mentoring direct reports e.g. assistants or interns. Proven ability to develop individuals, team building skills, working well with others as part of a team, giving support and recognising expertise in others
4. Well-developed organisational skills with experience in planning, monitoring, implementing and leading major projects to agreed deadlines, with the ability to organise and plan own work and the work of others to deliver objectives on time
5. Excellent ability to successfully negotiate with others
6. Excellent communication skills to present information in a clear, persuasive and inspiring way for a range of audiences
7. Well-developed ability to take ownership of budgets and a proven track record of meeting income targets and keeping within financial limits

Your primary responsibility will be to develop renewable energy projects and carry out feasibility studies. While our current focus is on solar PV — including both ground-mounted and rooftop systems — we also work on other renewable energy projects, as well as proposals that combine multiple technologies.
