Program development manager jobs in south croydon, surrey
Join a movement transforming how communities create lasting change. This isn't a typical charity role—it's a chance to shape the future of place-based working across the UK and help lead a growing organisation.
Place Matters is a small, entrepreneurial charity punching above its weight. We work at the intersection of communities, public services, funders, and policymakers to tackle the root causes of inequality and create changes that communities want to see. Our approach? Empower communities to lead change in their own places, learn from what works, and influence the systems that hold them back.
Why this role matters
This is a senior position on our Executive team, reporting directly to a co-CEO. You'll play a leadership role in developing our organisation—shaping strategy, building our team, and deepening partnerships. We're looking for someone colleagues and Trustees trust to make sound decisions on behalf of our mission.
Learning and practice development is at the heart of everything we do. You'll design and lead learning partnerships that build the capabilities of communities and organisations to work differently. You'll capture insights from the ground and turn them into accessible tools, frameworks, and resources that make place-based working more effective for everyone.
You need to be a team player, confident and with strong opinions, but low ego and collegiate
What you'll do
- Lead the development and delivery of Learning and Practice Development Partnerships
- Initiate, convene and participate in ‘field-building’ efforts that aim to influence the broader place-based change sector, bringing together community organisations, public sector organisations, policy makers, foundations and businesses to build broader support for community centred place-based change
- Develop Place Matters thought and practice leadership
- Draw together the themes and patterns from learning into regular blogs and publications to make the learning as widely accessible as possible and influence key policy makers and funders
- Initiate and convene field-building efforts to influence the broader place-based change sector
- Build a wide network of place-based practitioners from all sectors
- Play a key role in business development, securing new partnerships, fundraising, and improving organisational efficiency
See job description (JD) for full details
What makes this role special
- Executive leadership: Part of the leadership team shaping organisational direction
- Real autonomy: Lead your own projects, design new partnerships, represent Place Matters externally
- Learning culture: We practice what we preach—continuous learning and innovation are built in
- Flexible working: Hybrid arrangement, negotiable location, with UK travel (up to 50 days annually)
- Competitive salary: £65,000-£75,000 (negotiable based on experience)
Practical details
Ideally 37.5 hours per week (flexible) but we'll consider part-time. UK travel required, including occasional overnight stays and some evening/weekend work.
We are committed to equal opportunities and welcome applications from disabled people and people from diverse backgrounds.
We'll conduct interviews on 19th and 21st January.

To move social entrepreneurs from the margins to the mainstream will require us to amplify the voices, stories and impact of our social entrepreneurs, working with them in an equitable and inclusive way. It will require us to deepen our work around impact, be open to the learning opportunities failure creates and seek out opportunities to share insights in new and powerful ways to influence stakeholders to make the changes needed for social entrepreneurs to flourish.
As a Researcher at UnLtd, you will be responsible for a range of research and evaluation activities on key programmes and projects. You will work across the project lifecycle, developing new work, as well as collecting, analysing, and interpreting data to produce insights and reports that inform and influence internal and external stakeholders.
Alongside this, you will contribute to developing a culture of learning, ensuring that insights and evidence generated by our research and evaluation activity feed back into the organisation, allowing UnLtd to iterate our work and be an impact-driven, agile, learning organisation. This is an independent role within a dynamic delivery organisation, so we are looking for an implementation researcher to help elevate our research to the next level.
We find social entrepreneurs with bold solutions to today's challenges.
The charity is rapidly scaling up, recently doubling its annual support to £6 million. Degrees has partnered with leading climate change funders and research partners including the Quadrature Climate Foundation, Open Philanthropy, Crankstart, Navigation Fund, Outlier Projects, LAD Climate Fund and UK Advanced Research and Invention Agency (ARIA). Transparency of funding is essential to our work. We do not accept support from anonymous donors or funding from the fossil fuel industry. Fundraising for the organisation has been led by the Founder and CEO, Chief Operating Officer (COO), Chief of Staff, and the Chair of the Trustees with the support of an experienced Senior Philanthropy Advisor.
We now seek a full-time team member to build on this base. Reporting to the COO, and working closely with senior staff and the Chair, the Development Manager will support high‑performing fundraising that secures multi‑year, diversified funding. He / she will also introduce robust processes for pipeline management and donor stewardship and manage the complete donor lifecycle (from identification to cultivation to solicitation and stewardship) of a portfolio of top prospects. The post holder will receive initial onboarding support from the Senior Philanthropy Advisor. As fundraising grows, the team may expand in the future.
Initial priorities include expansion beyond the current donor pool, with a strong push to identify and engage new funders, and putting in place the systems (CRM, reporting cadence, key performance indicators) to support growth at scale.
As this is a new role, responsibilities are expected to evolve but some key items will include:
Strategy & planning
- Work with the CEO, Chief of Staff, COO, Senior Philanthropy Advisor, programme staff and the Chair of the Trustees to help develop and implement a multi-year fundraising strategy aligned with organisational objectives;
Pipeline development & new opportunities

- Initiate and manage contact with funding opportunities;
Grant writing
- Draft and coordinate the preparation and submission of grant proposals;
Donor stewardship & reporting
- Maintain excellent relations with existing funders by keeping them informed on charity and sector updates, inviting them to events, and ensuring the delivery of annual reports and notices;
- Ensure and manage ongoing formal grant reporting on behalf of the organisation;
Events & engagement
- Often working with partners, plan and deliver fundraising events for existing and potential funders, particularly in the UK and US;
- Manage invitation lists, track attendance and ensure bespoke follow–up to attendees;
- Assist in the design of events that will inspire and engage funders while involving Southern experts in the Degrees research community;
- Coordinate all fundraising outreach and related programming for the Degrees Global Forum (a conference to be held in 2027);
Processes, systems & administration
- Create and implement structured processes across the entire fundraising and donor lifecycle;
- Develop and track KPIs, providing regular reports to senior staff and the Trustees;
- Be responsible for fundraising data, contacts and administrative records.
