We’re here to prevent children and young people becoming involved in violence. We do this by finding out what works and building a movement to put this knowledge into practice.

In recent years violent crime has risen significantly. Homicides, assaults, robberies and offences involving weapons have all seen sustained growth. We have also seen large increases in violent crime involving children and young people. This is a tragedy. Every child captured in these numbers is an important member of our community and society has a duty to protect them.

The Youth Endowment Fund (YEF) is a charity with a £200m endowment and a mission that matters. We exist to prevent children becoming involved in violence. Our mission is to find what works and build a movement to put it into practice. A big part of the movement that we need to build is in the world of youth justice. We need to inspire and connect with youth justice leaders across England and Wales to spread what works and make our country safer for some of our most vulnerable children. We are looking for someone to lead on making this happen.

Key Responsibilities  

We are making good progress building the evidence of what works within and around youth justice to reduce violence. This year, in conjunction with the Centre for Justice Innovation, we published Diversion Practice Guidance and have recently launched our new self-evaluation tool for diversion practice (ORPIC). But the big risk is that we publish these resources and nothing changes. That’s where you come in.

Your role is to work out the best way to make this change happen by getting youth justice services (YJSs) and police forces to adopt evidence-based practice through our new change programme: the Whole Area Model (WAM). WAM helps police forces and youth justice services strengthen diversion practices by aligning their work with the 7 C’s: 

1. Culture – A child-centred, pro-diversion ethos 

1. Contact – Interactions are trauma-informed and maximise prevention and safeguarding opportunities 

1. Custody – Considered use of police custody, prioritising alternatives and swift triage. 

1. Criteria – Clear, consistent eligibility for diversion. 

1. Collaboration – Multi-agency decision-making panels; shared protocols and referral pathways.

1. Care – Evidence-based support, monitoring engagement, closing cases responsibly.

1. Checks – Ongoing monitoring, evaluation, and scrutiny to ensure quality and equity. 

Your role will involve: 

• Supporting the delivery of the Whole Area Model through activities like: 

• Facilitating completions of diversion self-evaluations with youth justice services and police forces. 

• Delivering training to youth justice, police and other relevant agencies about the evidence-base or specific areas of diversionary practice and governance (e.g. scrutiny panels). 

• Supporting the ongoing development of a National Diversion Network, which will contribute to a wider repository of diversion resources and evidence

• Identifying and creating practical resources which help youth justice professionals and police officers to put evidence into practice. 

• Developing great relationships with senior leaders, youth justice workers and police officers, generating a strong understanding of key issues and needs in relation to youth justice matters, and building credibility and trust with the sector.

• Working out other effective ways to connect people with the evidence, then making those things happen, from virtual learning events to presentations. 

As a senior member of staff in the organisation you also:

About You 

You must have this sort of experience: 

• You’ve changed frontline practice and/or systems:You have significant experience in leading behaviour, practice or policy changes within a youth justice setting. You can show how these have been effective in delivering tangible change.

• You’re working in or around the youth justice service, preferably in a role/setting specifically working with children who are vulnerable to or involved in violence.  

• You work well in multi-agency environments: You have experience collaborating across police, youth justice, local authorities and other partners, and you can communicate confidently with a wide range of stakeholders to build alignment and drive change. 

You might have this sort of experience: 

• Supporting a youth justice team/service to reflect on and adopt evidence-based practice in relation to diversion or wider youth justice activities.

You are this sort of person: 

• You are fascinated about change and are experienced in making it happen. You have outstanding analytical judgment alongside the emotional intelligence and experience needed to identify the right opportunities for change, then make them happen. You understand why people find change difficult. You come alive talking about how people make decisions and why they do the things they do.

Hybrid Working

We are looking for a dynamic and experienced programme manager who will oversee The Advice Workforce Development Fund (AWDF). AWDF is a collaborative programme dedicated to strengthening and sustaining the social welfare advice sector in London. About the role

The Senior Programme Manager is responsible for independently managing a mixed portfolio of humanitarian and/or development programmes, including some of CARE International UK’s most complex and high-value projects. The role leads on programme oversight across the full project lifecycle, from contracting and start-up through to delivery, reporting, and close-out, ensuring high standards of quality, compliance, and risk management.

Guide a skilled team providing one-to-one Navigator support to kinship carers. You will set the standard for high-quality practice and ensure kinship families feel supported, understood and connected.

Kinship is undertaking a major feasibility Randomised Controlled Trial (RCT) of Kinship Connected. This is aligned with recommendations set out in the Kinship Care Practice Guide published by Foundations (2024) and builds on evidence from the Kinship Navigator intervention of support for kinship carers in the USA. 

This feasibility RCT is a complex, multi-partner programme involving: 

• An active funding partner 
• An independent evaluation team 
• 5 participating local authorities (to be confirmed) 
• Internal delivery teams and cross organisational services 
• Kinship carers and lived experience subject experts

This role leads and supports the staff team delivering one-to-one navigator-style support to kinship carers as part of the Kinship Connected feasibility randomised controlled trial. You will ensure the team provides consistent, high quality, relational support that reflects Kinship’s values and trauma-informed practice. 

You will work closely with the Mobilisation and Delivery Project Manager and will share responsibility for ensuring high quality performance across the feasibility trial. You will both work closely with the core project team and partners. 

The Programmes Manager leads practice quality, staff development, safeguarding and relational delivery. The Mobilisation and Delivery Project Manager leads operational quality, systems, processes, data and compliance. Together you make sure the trial is delivered ethically, consistently and to a very high standard.

Key responsibilities include:

• Lead the day-to-day practice and relational delivery of the Kinship Connected (Navigator) support model.

• Support Kinship Family Workers to deliver high quality, trauma-informed and strengths-based support to kinship carers.

• Ensure clear case management, boundaries, risk management and reflective practice.

• Embed the delivery approach set out in the Intervention Protocol and Kinship Navigator Service Manual.

• Ensure equity, accessibility and inclusion in all aspects of delivery, with particular focus on minoritised ethnic kinship families. 

• Maintain delivery tracking and operational dashboards.

• Provide high quality line management, reflective supervision and pastoral support to Kinship Family Workers

Essential knowledge and experience includes:

• Strong experience leading frontline delivery teams providing emotional, relational or social care support.

• Proven track record ensuring high quality casework, assessments, boundaries and risk management.

• Experience delivering strengths-based, trauma-informed and evidence-informed approaches.

• Substantial experience in line managing practitioners, delivering reflective supervision and supporting wellbeing.

The Purpose of the Role

The Economic Empowerment (EE) Programme Manager oversees the development, implementation, and completion of all grants, contracts and activities related to the Economic Empowerment department, including refugee employment, workforce development, small business development, and financial capabilities. The portfolio currently includes a large private donor grant and several small local authority contracts. Responsibilities include supervision of economic empowerment staff, primarily the ESOL & Adult Education Lead and Employment Caseworkers, and ensuring compliance with programme requirements.

Key Working Relationships:

Position directly supervises: ESOL & Adult Education Lead and Employment Caseworkers and work closely with the Finance Manager, other Programmes Managers, Senior Programme Development Advisor and other departments where there is overlap in client caseload.

The position work with external partners such as Community-based organisations, employers, and workforce agencies.

Key Accountabilities:

 Oversight and growth of Programmes:

• Effectively manage the development, implementation, compliance, and completion of all grants and contracts within the department.
• Responsible for the development of grant proposals, including working with the Senior Programme Development Advisor to find new opportunities and strengthen donor relations to grow the EE portfolio of work.
• Monitor the provision of services through regular and systematic case file reviews, and quality assurance protocols including data QA to ensure compliance with donor requirements and provision of quality services.

 Staff Supervision and Other Responsibilities:

• Participate as an active member of the RAI management team and relevant internal and external groups. 
• Support the Economic Empowerment team members; formally evaluate team and individual performance to ensure objectives have been met.

PERSON SPECIFICATION

Skills, Knowledge and Qualifications:

To lead the financial accounting, management, reporting and oversight of AKF(UK) grants and programmes. This will include accounting reconciliations, grant reconciliations, cost recovery, budgeting, forecasting, internal and external financial reporting, procurement and compliance. To maintain a close working relationship with AKF(UK) finance and partnerships teams.

Financial accounting, controls, compliance, and audit

·Ensure robust financial systems, procedures and controls are in place, are properly documented, regularly reviewed and efficiently used

·Ensure all AKF(UK) programme and grant transactions are reflected accurately in the finance system

·Ensure all grants are reconciled at least once every three months

The Southeast and East Asian Centre (SEEAC) is a community-led CIC supporting East and Southeast Asian (ESEA) migrants and refugees in the UK. We work to build an equitable society where ESEA communities thrive.

We are seeking a Programme Manager to lead our programme team, deliver high-impact community services and advocacy projects, and strengthen partnerships across the sector. This role is central to coordinating multiple projects, managing staff, developing proposals, overseeing budgets, ensuring monitoring and evaluation, and representing SEEAC publicly with partners, media and stakeholders. The post works closely with the Executive Director and Partnership Development Manager, including on fundraising.

About you:
You bring 5+ years’ experience leading programme design, delivery, monitoring and reporting plus people management experience and strong communication, organisational and financial skills. You are confident engaging with diverse communities, funders and public audiences, and committed to safeguarding and data protection. Knowledge of issues affecting migrants and refugees (e.g., employment rights, discrimination, health inequality) and strong writing skills are essential. Experience with ESEA communities or other minoritised groups is highly desirable, as is lived experience of migration-related issues.
