Role Purpose
We are seeking to recruit an ambitious and driven Public Affairs Officer to support the delivery of our advocacy strategy in the UK. Reporting to the Head of UK Affairs, you will play a vital role in analysing policy and political developments, crafting engaging briefings and reports, and nurturing relationships with essential stakeholders in civil society and politics.
Key Responsibilities

Practical details

Chapter One is a dynamic, growing charity with a vision of a world in which all children have the literacy skills needed to thrive. Our mission is to close the reading gap by providing children with one-to-one support at the time they need it most.
Our unique Online Reading Volunteer programme currently supports around 3,600 children a year. It pairs disadvantaged, struggling five to eight-year old (KS1) readers with reading support volunteers who come from over 170 local and national businesses. The volunteer ask is very focused: readers commit 30 minutes a week to read with a child using a bespoke digital platform for an entire academic year. The results are transformative, boosting children's reading confidence and ability.

About the role
As Director, you will oversee daily operations, including forecasting and budgeting for the entire organisation (currently c£300K per annum). As such, you will lead on developing a sustainable funding stream for our mission-driven work, ensuring we maintain a 6-month runway at all times. You will build and maintain strong external relationships to help grow and develop the organisation. Key Responsibilities
Funding Development + Stakeholder Relationships (40%):
- Significant responsibility for successful contractual negotiations and maintaining a healthy new funding pipeline. Secure six-to-seven figure funding opportunities to provide a sustainable revenue stream for 3+ years.

About the role
In this role, you’ll be instrumental in devising and delivering the strategic plans to achieve our ambitions for supporter engagement, as well as leading the teams responsible for delivering email and supporter journeys across the organisation.

The Opportunity
The Partnership works to stop perpetrators of domestic abuse, support survivors, and build systems that make families everywhere safe and well.
Reporting to the Head of Operations (Drive Partnership), the HR Business Partner will act as a trusted strategic advisor and operational lead for the Drive central team, supporting around 60 staff across the three partner organisations. You will work closely with a Social Finance colleague to ensure alignment and effective communication across the partnership.

The Team The Drive Partnership, established by Respect, SafeLives, and Social Finance in 2015, is working to end domestic abuse and protect victim-survivors by disrupting, challenging, and changing the behaviour of those who are causing harm. The Drive Partnership does this through the development of innovative responses to those causing harm and advocating for systems and policy change to develop sustainable, national systems that respond more effectively to all those causing harm to increase the safety and freedom of all adult and child victim-survivors.Our vision is that by 2026 there will be a consistent approach which sees agencies in all PCC and local authority areas across England and Wales – backed by national leaders – working together to disrupt abuse and change behaviour to increase safety for victim-survivors, including children and families.
Key Responsibilities
Strategic HR Business Partnering

Partner with the Drive Partnership leadership team to develop and deliver workforce plans that align with programme priorities and ensure teams are structured for success.

Provide insight, challenge, and evidence-based recommendations to inform strategic decisions around Partnership design, resourcing, and culture.

Participate in leadership and Board meetings, contributing to discussions on people and organisational effectiveness.

Develop and maintain trusted relationships with senior stakeholders across partner organisations, influencing decision-making through expert HR advice.
People Operations and Employee Experience

Act as the first point of contact for HR queries for the Drive Partnership leadership team, providing clear, consistent advice on employment law, policies, and best practice.

Lead the design and continuous improvement of recruitment, induction, and onboarding processes for Drive roles, ensuring a seamless and inclusive candidate experience.

Contribute to salary structures including, pay benchmarking, and contractual changes, advising partners on pay and reward issues across the Partnership.

Conduct and analyse exit interviews, producing actionable insights to inform retention and engagement strategies.

Champion employee engagement and wellbeing — analyse feedback, identify trends, and implement initiatives that enhance the employee experience.
Collaboration and Continuous Improvement

Work closely with HR teams in Respect, SafeLives, and Social Finance to align HR policies, processes, and systems where possible.

About You
Experience and Skills

Proven experience in a strategic or senior HR generalist role with exposure to the full employee lifecycle, ideally across multiple organisations or partnerships.

About the Service
This is an exciting and reasonably new project, ‘Flourish’ – Mental Health for Refugees in Hertfordshire, which is a highly flexible and responsive outreach service developed to meet the needs of refugees fleeing the war in Ukraine & other refugees in Hertfordshire. The aim of the service will be to support refugees in the community with multiple needs who have mental health support as a primary need.
The countywide holistic service also provides emotional wellbeing support for families who are hosting refugees.
‘Complex needs’ are defined by the National Complex Needs Alliance as a combination of health needs and social needs.
Purpose of Post
- The purpose of the Hertfordshire Mind Network Refugee Community Outreach Worker role is to:
- To provide advice, information, onward referral and holistic support to clients with mental ill health.
- Support to build social networks and reduce isolation whilst settling into the Hertfordshire community this includes building a sustainable and empowering peer support network and building confidence and self-esteem.
- To ensure that the safety and wellbeing of the client is monitored and reviewed regularly.
- To remain a source of independent support for all clients.
- Embed a person centred and solution focused approach in all aspects of the role.
- To work in a trauma informed way including awareness of the 6 principles of trauma informed practice, putting the clients emotional and practical needs at the forefront of this work.
The successful candidate will have experience of caseload management, a good understanding of Mental Health conditions and experience of working with vulnerable individuals who are affected by housing difficulties and/or displacement. Understanding and knowledge of the concerns and challenges for refugees and asylum seekers and lived experience would be desirable.
