Job Purpose

Position: Programme Officer

Reporting to: Senior Programme Manager

Location: Sidcup, Greater London, and hybrid working of 1 day in the office and 4 days remote (subject to change)

Contract Type: Permanent and full-time

Starting Salary: £28,000 – £32,000 gross per annum (based on experience) plus benefits

Purpose

The Programme Officer will be responsible for supporting the effective implementation of project delivery activities across our portfolio, predominantly in Africa, Europe, Central Asia, and the Middle East. 

The post holder will support project delivery, ensuring quality expectations (internal and client), delivering within the scope and budgeted resources of projects, and in line with project timelines. The post holder will work closely with other members of the project delivery team, our technical team, delivery partners, and consultants to ensure projects maximise their positive impact.

The Programme Officer will also support the Senior Programme Manager to disseminate good management practice across the organisation, and advise on delivery approaches.

Main Responsibilities

The responsibilities of the Programme Officer include the following:

Project Support

• Provide support to Programme Managers in the delivery of projects, ensuring projects are delivered on time, within budget and scope and comply with client contracts
• Take on the project management of assigned select projects within a determined budget/complexity threshold, ensuring that they are delivered to time and quality
• Set-up and monitor project workplans, including change requests ensuring that approvals are formally recorded and filed
• Manage day-to-day relationships with delivery partners and internal team(s) and build a solid understanding of delivery needs and timelines across projects
• Monitor and support timely client and consultant billing and invoices attached to delivery
• Support onboarding of consultants for new projects, including due diligence checks and contract preparation based on set templates
• Ensure project management software and tools are accurate and kept up to date for allocated projects
• Provide timely responses to client queries and alert the Head of UK/Kenya Programme Management of any potential risks
• Lead duty of care and travel planning for staff and consultants, working alongside administrative officers
• Liaise closely with technical colleagues, Head of team, and Programme Managers / Officers on project support needs.

 Project Financial Management

• Monitor project budget performance, capturing variances and liaising with the Finance Team and Head of UK/Kenya Programme Management
• Monitor and support the processing of consultants’ expenses/fees against contracts and client invoices against contracts
• Make recommendations to ensure financial outcomes are met with respect to time, quality and cost, and provide early warning of project overspend
• Prepare internal project update reporting including finances and resourcing using required management tools. 

Organisational Support and Business Development

• Provide support in strengthening policies, procedures, and management tools for Development Pathways
• Coordinate with wider project teams to ensure technical capacity is well planned across Development Pathways’ portfolio of projects 
• Signpost colleagues to relevant project management tools and processes, when required
• Support project closure processes as required, capturing and sharing lessons internally
• Provide ad hoc input to evolving organisational requirements as directed by senior members
• Assist with the identification and monitoring of business opportunities in donor markets, as requested
• Update SharePoint and ensure project data sheets are developed and up to date to facilitate bids for tenders
• Collate and share project information to support the Business Development and Communications department.

 

Skills, Knowledge and Behaviours

The Programme Officer will require the following combination of applied skills, knowledge, and behaviours to successfully contribute to team goals:

Required:

• An undergraduate degree in an appropriate subject 
• Up to 2 years’ experience working on project support or delivery within international development,  research and/or the consultancy sector
• Ability and confidence to work independently and manage their own workflows
• Good communication skills and an ability to build and maintain strong working relationships with a broad range of stakeholders at the individual level and in representation of the organisation
• Excellent drafting skills.
•  Ability to understand and effectively analyse and utilise financial information
• Proven ability to resolve problems, anticipate barriers and create practical solutions
• High IT proficiency (Microsoft Office (Word, Excel), SharePoint, etc.)
• Demonstrated attention to detail ensuring quality standards are maintained
• Ability to travel internationally when required.

Advantageous:

• 1-2 years direct project management experience
• Proficiency in additional languages, especially Arabic or French.

As Head of Finance, you’ll make sure every pound is spent wisely, enabling ambitious projects and supporting the community to thrive.

Joining the Executive Team and playing a central role in shaping the charity’s future, you will:

• Lead, manage and continually improve the finance function
• Provide accurate, timely financial reports to the CEO, Executive Team and Trustees
• Be Executive Lead for the Finance, Audit & Risk Committee
• Oversee financial accounts, forecasting and reporting for large-scale programmes and estate developments
• Ensure compliance with statutory requirements, including annual audits and reporting to the Charity Commission and Companies House
• Monitor cash flow, reserves and performance against the annual business plan
• Contribute to cross-organisation strategy and support colleagues on shared initiatives
• Lead and develop a small Finance team, including the Senior Finance Manager, Debt Recovery Consultant, Development Partnerships Lead and two Finance Officers
• Oversee IT and systems to ensure they are efficient, modern and aligned with organisational needs

This is a role where you’ll work closely with colleagues across all departments, ensuring the charity has the financial insight and stability to deliver life-changing projects.
 
About you
You’ll be a qualified accountant with senior finance leadership experience, ideally gained within a charity. You’ll bring:

• Confidence in leading finance operations and processes with strong attention to detail
• Experience of statutory reporting, VAT (including partial exemption) and financial compliance in a charity setting
• The ability to explain complex financial information clearly to colleagues and trustees
• Experience of introducing improved reporting tools and supporting others to use them
• Proven success in managing and developing teams
• Strong interpersonal skills, with the credibility and gravitas to influence at senior level

Farmed animals also often suffer in some of the worst ways: pigs typically endure painful mutilations, many chickens die of heart attacks, fish are confined in underwater cages, and some farmed animals are victims of deliberate abuse and neglect. But the problem is solvable! By utilising effective campaigning strategies, Animal Equality is having an impact for animals around the world and building a future where all animals are respected and protected and are no longer exploited for human consumption.

ABOUT THE ROLE

We are seeking a highly organised, detail-oriented Operations Officer to play a central role in ensuring the smooth running of Animal Equality UK’s internal operations and supporter services.

This is a varied role covering administration, finance, data management, supporter care, and event coordination. You will be the first point of contact for many of our supporters and stakeholders, providing excellent service while supporting team members across all departments.

The ideal candidate will be proactive, solutions-focused, and comfortable balancing multiple projects in a fast-paced environment. You will have a ‘can-do’ attitude and a calm and professional demeanour, thrive on problem-solving, and take pride in ensuring that systems and processes run efficiently behind the scenes.

JOB DESCRIPTION

• Culture and internal support: Act as a culture ambassador, upholding Animal Equality’s values of professionalism, resilience, accountability, and compassion. Strengthen communication between teams and ensure effective use of project management tools. Identify and lead process improvements with guidance from the Operations Manager.
• Supporter and donor care: Serve as the first point of contact for supporter queries via phone, email, post, and social media. Provide excellent donor support, including thanking donors, resolving payment issues, and sending mailings. Maintain supporter and volunteer records accurately in CRM systems and ensure compliance with GDPR.
• Finance and reporting: Process expenses, supplier payments, and support budget forecasting. Assist with Gift Aid claims, monthly data uploads, and finance reports. Prepare scheduled reports and presentations to track progress against objectives.
• Team processes: Support recruitment processes, including application handling, interview coordination, and onboarding/offboarding schedules. Ensure smooth induction for new staff and manage equipment, training resources, and access.
• Events and operations: Assist with the organisation of internal training, team meet-ups, and supporter events. Support health and safety measures for team members and volunteers at peaceful protests, undertaking risk assessments and first aid training. Manage stock and campaign materials, fulfil supporter requests, and oversee mailing logistics.
• Data and systems: Conduct database cleansing and maintain accurate supporter, volunteer, and executive records.
• Represent Animal Equality’s culture: Support Animal Equality’s life-saving work by producing high-quality output, embracing and representing the organisation’s culture principles proudly at all times, and supporting our philanthropic efforts.
• Support with other ad hoc duties, as requested by your line manager.

You will be based remotely in the UK. In addition to monthly meet-ups, some travel within the UK may be required for demonstrations, meetings, and events. While not common, occasional evening or weekend work may be necessary to support campaigning activities. Any additional hours worked and agreed with your Manager can be reclaimed as TOIL.

As our chief strategy and governance officer, you’ll report directly to the chief executive and play a key leadership role as part of Sense’s chief officers’ group. This is a hybrid role based from either Birmingham or London, with frequent travel.
