Head of Programme Management

About the Role

We are seeking an experienced and driven Head of Programme Management to lead the delivery of two flagship initiatives, Inside Job and Choirs Beating Time. You will be responsible for ensuring high-quality, consistent delivery across prisons and the community.

You will be based in Birmingham or London. Expensed travel will be part of the role to attend our prisons, for partner meetings and organisational collaboration. It’s essential you can drive, and you have access to a car. We also have a long-standing partnership based in Newcastle.

Working closely with the CEO and COO, you’ll help shape operational strategy, refine delivery processes, and scale the impact of our peer-led employment and music-based rehabilitation programmes. This is a leadership role at the heart of an innovative, mission-driven organisation committed to supporting people leaving prison into meaningful work and purposeful lives.

Due to the nature of this role, you will be required to obtain security clearance from the Ministry of Justice to work within prisons. This clearance enables team members to have key access and carry out their duties safely and effectively.

The ability to obtain security clearance will form part of the recruitment process. We welcome applications from people with lived experience and will provide guidance on the clearance process if needed.

Key Responsibilities

• Oversee the successful delivery of Inside Job and Choirs Beating Time, ensuring alignment with organisational objectives.
• Design, embed, and continuously improve delivery frameworks, operational processes, and quality assurance systems.
• Build and sustain partnerships with employers, corporate partners, and community organisations to create pathways into employment.
• Lead, mentor, and support Community Consultants to achieve excellence in delivery and participant outcomes.
• Monitor programme performance using data and insights to drive learning and improvement.
• Maintain strong working relationships with prisons, probation services, local authorities, and other key stakeholders.

• Inside Job is the UK’s first peer-led employment initiative supporting people leaving prison into sustainable work. The programme empowers those with lived experience of the justice system to support others, reducing reoffending and creating meaningful opportunities.
• Choirs Beating Time uses music to build confidence, connection, and hope in prison and beyond. Through creativity and collaboration, it helps participants develop transferable skills and a renewed sense of purpose.

PURPOSE OF POSITION

This is a critical operational leadership role that is responsible for the operation of the
organisation’s supported accommodation services.

Providing operational leadership to team managers and ensuring compliance with
organisational, contractual, local authority and legal regulations and the quality of
services is pushed to the highest possible standards; ensuring excellent outcomes for
residents and a positive and high performing working environment for teams.

This role will also be accountable for the development of excellent relationships with
external partners, commissioners, and other key stakeholders for support services in
the organisation.

You will be a key member of the charity's Extended Leadership team

RESPONSIBILITIES & ACCOUNTABILITIES

Service Delivery

• Lead in setting organisational standards and performance targets across the
support and resident services teams that reflect contractual requirements and
organisational standards.
• Actively promote and develop person centred practices based on a trauma
informed approach and psychologically informed environment to working with
residents with high support needs and challenging behaviour.
• Be accountable for the operational performance of the services, allocating
resources strategically to ensure that key performance indicators are achieved
and that action plans are in place where required to improve service
performance.
• Remodelling to promote accountability and co-production approaches with
residents.
• Work with the Head of Building & Facilities to ensure your teams put health &
safety procedures into practice to create a safe environment for our residents
and staff. Contribute, and when required, lead on the formation and review of
policies and procedures.

• Contribute to the Frontline Service’s Management On Call rota, providing
support to frontline services outside of office hours

Stakeholder Management

• Build strong relationships with Commissioners and regulatory bodies to enable
the service to meet contractual and regulatory KPI's and requirements.
• Submit management information on a monthly and quarterly basis and produce
other statistics and data as directed by the Director of Frontline Services.
• Responsible for effective liaison with outside agencies including the police, social
services and other statutory and voluntary agencies and delegating this work
where appropriate.
• Represent the organisation externally at forums, conferences and meetings.
• Contribute to the wider management team in frontline services to ensure good
communication, coordination and consistency of practice, approach and
development across the Directorate.

Business Planning and Project Management
• Drive business planning activities within contracts, ensuring relevant and
challenging objective setting and ongoing performance tracking, developing
turn around action plans as may be necessary
• Where agreed, project manage new services or service developments.
• Working closely with Finance Department to set, manage and monitor allocated
budgets for income and expenditure for support and resident services and to
ensure that teams meet performance targets.
• To ensure that financial procedures are maintained at all times in accordance
with organisational policies and procedures.

Managing and Developing People
• Take a leading role in developing a positive, values-based organisational
culture, in line with the charity's Your Place Way approach
• Developing performance targets and quality control measures for teams, and
monitoring performance to ensure that these are met.
• Supporting managers and teams by setting clear objectives and holding
individual supervisions regularly.
• Ensuring good communication across teams by holding team meetings
regularly, and additional briefings as necessary.
• Inducting new managers and planning the continuous professional development
of existing managers through annual appraisals.
• Managing the workload of teams to ensure that adequate cover is provided at
all times.

Safeguarding
• Act as Safeguarding Lead for the organisation
• To actively promote an open and accountable approach across the

Intensive Housing Management
• Ensure that our landlord responsibilities are delivered in a person-centred way
and in line with our regulatory and legal responsibilities
• Oversee the creation of a welcoming, safe and inclusive environment across all
our services that is responsive to resident needs.
• Develop standards and practice that provide clear evidence-based reporting to
meet regulatory compliance

General
• To attend meetings internally as and when necessary, for example, Directorate,
Management and planning meetings.

may be required from time to time.

The Role

As Community Coordinator, your role will focus on the growth and sustainability of the FareShare Go programme; through maximising relationships and adding value to create the best experience for our charity community. The successful candidate will be an exceptional communicator, with an approachable nature who will play a vital role in developing and maintaining charity and food partner relationships, together with raising awareness of FareShare Go across your local area.

The Community Coordinator will work across their designated area, with the following key outcomes:

• Charity recruitment and onboarding. Community Coordinators are responsible for maintaining and increasing the number of charities collecting from food partners in the CC’s area, by generating leads through their local networks and research, working with the Regional Support Team to guide charities through the FareShare Go onboarding process and matching charity needs to available food sources in their local area using the ‘right charity-right store’ principle.
• Charity account management. Community Coordinators manage relations with all the charities in their area, in collaboration with the Fareshare Go Customer Support Team, to ensure the best possible experience for their charities. CCs conduct charity account reviews in person or remotely, with all their charities at least once a year, carry out annual Food Safety Checks and follow up food safety or contract breaches to ensure that the FareShare Go programme delivers the very highest levels of food safety assurance for our food and charity partners.
• Food partner account management. Community Coordinators manage relations with food partner outlets in their area, working closely with the Escalated Customer Support Team to resolve issues between charities and outlets by visiting stores and restaurants to collaboratively fix problems and promote engagement by food partner colleagues. Community Coordinators build and maintain relationships between food partners and local charities by educating colleagues about their charities, promoting volunteering opportunities and maximizing the value of local relationships between charities and food partners.
• Area development. As the territory owners for their areas, Community Coordinators use their local knowledge to increase the volumes and food types that their charity accounts can accept and use, to ultimately maximise the social value of food distributed through the programme.  This includes supporting charities to increase their capacity to take more chilled and frozen food, expand their services into new areas or new distribution channels and reach more members of the local community.
• Community marketing and engagement. Community Coordinators are ‘the face of FareShare Go’ in their local areas and promote the programme’s benefits to local voluntary organisations, umbrella groups and zero-waste and food insecurity groups.  They work collaboratively with FareShare Regional Centres in their area, researching local activities, presenting at group meetings and educating charities about FareShare Go and the food and other support they can access from our food partners

Operations Assistant (Full Time – Office Based)  

Job Purpose:
The Operations Assistant provides support to the HR and Operations Manager by taking day to day responsibility, under guidance, for various facilities, safety and administrative processes, including HR administration, as well as responsiblity for locking/unlocking of meeting rooms, routine health and safety tasks and other matters that contribute to making the office a pleasant and functional environment in which to work.
