The Diocese of Coventry is seeking a Strategic Programme and Change Director to drive the development and implementation of our strategic framework. They will play a crucial role in developing the programmes and projects needed to deliver to the key commitments and vision set out in Our Shared Future. The successful candidate will work collaboratively with the Bishop’s Strategy Integration Group, senior Diocesan staff, clergy and lay leaders across the Diocese.

The role holder will:

• Facilitate and co-ordinate the development of the diocese’s strategic plan, working closely with the Bishop’ Strategy Integration Group, senior clergy and lay leaders across the diocese.
• Oversight of the strategic programme governance framework, including the approach to effective planning, monitoring and delivery of the desired outcomes.
• Act as advisor to the Bishop’s Strategy Integration Group and Coventry Operational Leadership Team in helping to create a positive environment for change, demonstrating an understanding/sensitivity to the impact of proposed changes.
• Lead on the development and submission of funding applications for strategic programme work and ensure the Diocese resources National Church initiatives and programmes appropriately and structures project teams and delivery frameworks accordingly.

Key responsibilities involve managing a direct caseload of complex employee relations cases, including leading on liaison with ACAS, external investigators, and legal advisors, and preparing for and attending Employment Tribunals. Further core objectives include leading the drafting of new/revisions to people policies, consultation and negotiation with relevant stakeholders, and the communication and embedding of new/revised practices across the workforce. The Senior People Partner will further build and maintain effective working relationships with the senior leadership team, acting as an expert strategic adviser on a range of employee relations matters and as a point of escalation for employee relations enquiries emerging from other teams, actively coaching, supporting, and mentoring colleagues to grow team capability and support development. 

The successful candidate will have proven experience in managing an HR case work portfolio, which includes conducting discipline and grievance investigations, hearings and appeals, and ACAS Early Conciliation and Employment Tribunals, as well as overseeing attendance and performance management processes. Established success in coaching managers and leaders on various HR matters is essential to this role, empowering them to manage risk, resolve conflict, support their team members to excel at work, and foster cohesion and trust within a hybrid workforce. The postholder will have experience and interest in managing employee wellbeing and diversity and inclusion initiatives; be CIPD qualified; have excellent and adaptable organisation, communication and interpersonal skills; and will enjoy working with a variety of people, with a strong ability to listen effectively.

This is a full-time, permanent role in Band 4 – Senior Management and Senior Specialists. Core hours of work will be 36 per week, working 5 days between the hours of 9am-5pm, although due to the nature of the work, some flexibility may be required.

On 9th June 2021 Ascension’s foodbank officially became part of the Trussell Trust network. As part of the strategy, we have already secured funding to have debt and benefit advisors supporting each new distribution centre.

In this role you will manage the poverty response work of Ascension Community Trust, including its foodbank. You will provide high level strategic work, including liaising with donors, referral partners and other local foodbanks and support new partners into Newham District Foodbank. Your role will include fundraising for and reporting on the work of Newham District Foodbank, including local partnership funding. You will be involved in the recruitment, management and development of staff and volunteers.

Role Purpose

This is a senior support post of essential development importance to allow the Dean, Chief Operating Officer, Chapter and committees to develop and maintain an effective system of governance for the Cathedral with adherence to the highest standards of good governance practice. This will include relevant regulatory and legislative requirements. The post holder will provide comprehensive and effective secretariat support for Chapter and its statutory committees.

Main Duties and Responsibilities

Governance administration

• Assist in the production and submission of a range of information required in order to demonstrate compliance;
• Liaise with external legal advisors as required;
• Assist the COO with returns, reports and filings for statutory bodies including the Charity Commission, Church Commissioners, Information Commissioner’s Office, HSE and Companies House;
• Act as the Whistleblowing Officer and assist in the working of the Whistleblowing Policy;
• Assist with the completion of questionnaires and reports for the Cathedral’s insurers, Association of English Cathedrals etc;
• Maintain the declarations of interest and gift registry records for senior staff and committee members and record in the minutes when committee members are conflicted out or need to declare an interest;
• Assist the COO in keeping a log of complaints under the Complaints Policy adopted under the Cathedrals Measure and help to ensure that complaints are dealt with according to the policy;
• Provide such other support at the COO reasonably requires including correspondence, research and diary management.

Committees administration

• Lead the co-ordination, preparation, planning and follow-up for meetings and other committee work associated with the governance of the Cathedral. This will include issuing invitations, booking rooms, issuing Zoom invitations, arranging refreshments and access needs, assisting in the drafting of agendas, gathering and circulating supporting papers for the meetings, attending meetings, taking confidential minutes, circulating and amending minutes and maintaining action trackers for the members of the following committees: Chapter, Finance Committee, Audit & Risk Committtee;
• Assist in the work of the Nominations Committee to recruit members for the new committees;
• Assist in the work of the Standing Committee as it prepares for Chapter meetings;
• Assist the Dean and COO in their governance responsibilities under the Care of Cathedrals Measure 2021, including being the point of contact with the Fabric Advisory Committee and liaising with its Chair and Secretary;
• Liaise with committee members and maintain good relationships;
• Liaise with professional advisers where appropriate and in consultation with the COO;
• Assist in the scheduling of training and circulation of information and papers for Chapter and committee members as required. 

Safeguarding administration

The Cathedral follows the safeguarding best practice and guidance set out in the Diocesan policy “A Safe Church” and also follows the policies and guidance set out by the National Safeguarding Team.

Reporting to the Cathedral Safeguarding Lead (CSL), the post-holder will:

• Assist the CSL in ensuring that safer recruitment practice is observed in all recruitment;
• Undertake the DBS checks for staff and volunteers if required, including verifying identity, submitting the applications and reporting to the candidate’s line manager/team leader when the checks have been completed. This will include advising colleagues as to which checks are appropriate and liaising with the Diocesan Safeguarding team and Volunteers & Community Officer;
• Maintain accurate records of all DBS checks carried out in a central register;
• Arrange for all new staff (paid and volunteer) to attend safeguarding training and arrange follow-up training for existing staff (every 3 years). This will include ascertaining which levels of training are required and which individuals will also need specific additional training for their roles;
• Liaise with the trainers to identify training sessions, book rooms and catering and arrange room set-up;
• Maintain accurate records of all safeguarding training carried out in a central register;
• Report to Chapter when required.

Additional responsibilities

• Support the COO in the coordination of risk management across the organisation;
• Arrange and manage the Annual Parochial Church Meeting (APCM) and parish clerking duties;
• Ensure timely publication of statutory notices in advance of the annual APCM;
• Assist the COO with returns, reports and filings for the Parish;
• Support data protection compliance across the organisation;
• Ensure that the highest standards of professional performance are maintained;
• Promote equal opportunities in the work of the department;
• Participate in the arrangements for this role’s performance review and appraisal;
• Ensure that professional skills are regularly updated through participation in training and development activities;
• Any other responsibilities as may reasonably be required.

The senior member of staff is responsible for ensuring the decisions of the Board are acted upon and the charity meets the legal and regulatory requirements of a CIO. The key focus will be on development of new income streams as we navigate challegnes across the site. The General Manager will oversee the implementation of the new Buisness Development Plan. Support the team of volunteers in project managment and fundraising to support the ambitions of the Board. HR management and financial control will be an important part of the role.

The role

This role sits in our people team, supporting the charity by providing a professional, comprehensive and proactive recruitment service. To work closely with the HR advisors, the HR coordinator and as necessary, the HR and organisational development manager, to support recruitment and selection-based projects.

As the first point of contact for all recruitment related queries from recruiting managers and candidates, you’ll be responsible for uploading vacancies and supporting information onto our online advertising platforms and manage recruitment activity as a key user of our recruitment applicant tracking system (ATS). You’ll also ensure all our recruitment and selection literature, including adverts and job descriptions are correctly branded and formatted.

You’ll actively support and provide guidance to recruiting managers at the beginning and during all the stages of the recruitment process, along with offering a face to face service to build key stakeholder relationships across the charity. You’ll also be required, when necessary to actively represent the people team at interviews.

You’ll also be responsible for managing the recruitment inbox and supporting recruiting managers and the HR advisors from coordinating interviews to creating a range of quarterly recruitment reports.

About you

You’ll have experience of working in a recruitment administrative role within an HR or recruitment function. And be proficient in using administrative systems and databases specific to recruitment. You’ll have the ability to work as part of a hybrid team and possess excellent written and verbal communications skills allowing you to work together at all times when in the office or when working from home. You’ll understand the importance of working accurately and with attention to detail within a confidential framework and have the ability to use your initiative to plan and organise your own workload.

Primary location of role and hybrid working

This role is primarily based in our London office, however in line with our hybrid working practice, you will be required to work 2 days in the office which will be Tuesday and Wednesday; the remaining days will be from home.

Medical Aid for Palestinians (MAP) is a leading UK charity dedicated to improving the health and dignity of Palestinians affected by conflict, occupation, and displacement. With a focus on the occupied Palestinian territory and Palestinian refugee camps in Lebanon, we provide vital health and medical care to those in need, particularly in crisis zones like Gaza. As part of our commitment to meeting the growing needs of the communities we serve, we're expanding our team. 

The ideal candidate will have responsibilities that include monitoring compliance with MAP’s financial and procurement policies, developing strong cash and treasury management policies, and managing financial accounting systems. You will also ensure timely and accurate preparation of annual statutory accounts, compliance with relevant accounting and legal requirements, and submission of necessary returns to regulatory bodies. 

Duties and key responsibilities 

Leadership, Collaboration & Line Management 

• Support the Director of Operations through preparation for and reporting to governance meetings. 

• Participate actively as a member of the Leadership Team. 

• Provide leadership, direction, training, and motivation as appropriate to the UK Finance Manager, and the overseas Finance Managers in conjunction with overseas Directors. 

Finance Policy & Process Management 

• Be responsible for monitoring compliance with MAP’s financial and procurement policies and review and update these policies on a regular basis. 

• Develop and implement strong cash and treasury management policies and procedures. 

• Manage and develop all financial accounting systems in consultation with the Head of Reporting to ensure they are fit for purpose. 

• Help to ensure value for money and the effective use of funds across the organisation. 

Compliance & Regulatory Reporting 

• Manage the ongoing relationships with the external auditors. 

• Ensure the timely and accurate preparation of the annual statutory accounts for the annual audit and implement recommendations from the auditors and/or Board. 

• Monitor institutional income and related contracts and ensure that all restricted income, including Zakat, is properly accounted for. 

• Ensure the financial management of MAP is compliant with relevant accounting, legal, HMRC and tax requirements, including VAT and corporation tax, and that the correct returns are made. 

• Submit the necessary returns and maintain our records with the Charity Commission and Companies House on a timely basis.

Cashflow & Bank Account Management 

• Manage the ongoing relationships with MAP’s banks in the UK. 

• Maintain UK bank accounts and ensure financial governance is in place for overseas bank accounts.

• Ensure bank mandates and online banking operations are reviewed and updated on time. 

• Monitor and manage the organisation's cash flow to ensure there are sufficient currency funds to meet operational needs. 

• Review fund and payment  requests from overseas offices and that planned activities are within budget. 

• Release all payments from UK bank accounts, including UK payroll. 

Financial Controls 

• Implement appropriate internal controls, policies, and procedures to protect against fraud and misappropriation. 

• Oversee and manage all payroll budgets and forecasts. 

• Oversee the payroll functions, ensuring adequate internal controls and approvals are in place and adhered to, and all statutory requirements are met. 

• Ensure regular reconciliations are made between the accounting system and the CRM. 

• Oversee legacy administration liaising with the Legacy Advisor. 

Risk Management 

• Risk management – manage strategic and operational financial risks working with the Head of Internal Audit & Compliance.

• Maintain insurance policies across all MAP offices to ensure appropriate and adequate risk mitigation and meet statutory requirements. 

Person Specification 

Experience 

• Extensive experience in a finance leadership role within a complex charitable organisation, working internationally. 

• Experience of UK charity finance practice and governance - UK Charities SORP FRS 102. 

• Excellent technical knowledge and skills in accountancy principles, governance, and standards, including preparation of statutory accounts. 

• Successful track record of managing financial systems, and cashflow. 

• Experience of working in a multi-currency organisation. 

• Ability to contribute to the management of in-country finance colleagues, while not taking direct line-management responsibility for them. 

Skills and abilities 

• Leadership skills to undertake a complex management role in an international organisation.
