About the role

Reporting in to the Global Head of Programme Policy and Practice, the Programme & Partnerships Lead is pivotal to the design and impact success of signature programmes. It works closely with Multi Country Clusters (MCC) to do so, including the design of MEAL frameworks to support monitoring and evidence capture. 

Working with MCC leadership the post-holder will identify areas for support and make appropriate links with enabling functions. Across MCC programme portfolios this role will provide support to ensure a coherent application of our partnership principles and alignment with organisational values and goals. 

The role provides leadership to the team which includes MEAL, a Programme Portfolio Advisor, and a Civil Society and Faith specialist to help deliver high-impact programmes with an emphasis on decolonial approaches and methodologies. The role will provide specific support to the development of Christian Aid’s faith based partnerships.

The role spearheads localisation and CSO approach as an underpinning ethos of the new organisational mode.

Some of the main responsibilities of the Programme & Partnerships Lead include:

• Inspire and motivate the team and colleagues in the Programme Policy and Practice division to support MCC’s, to drive meaningful impact.
• Work across Departments to support the design of signature programmes, including building connections across the MCCs, developing an appropriate MEAL framework and ensuring effective reporting and links to Organisational Effectiveness.
• Work with the Global MEAL Advisor and Organisational Effectiveness Department to commission internal and external impact evaluations and research for signature programmes and the wider unrestricted funding portfolio; this will include a focus on decolonial approaches to evaluation.
• With an emphasis on signature programmes work with IPE and MCCs to identify opportunities for the further development of signature programmes.
• Ensure processes and guardrails are in place to support the strategic allocation of resources to MCCs.
• Develop and maintains strong cross sector and internal relationships that fosters cross-functional consensus.
• Collaborate with MCC staff to develop and communicate a clear picture of Christian Aid’s programmatic portfolio, and of delivery of organisational impact that aligns to organisational values and goals

• Understanding of financial controls and procedures including due-diligence processes - highly numerate.

Head of Programmes is a key role with significant scope to grow as the charity evolves. You’ll lead on the day-to-day delivery of our programmes, including our largest single programme, Maths Circles: a small-group-based maths enrichment programme engaging talented young mathematicians nationwide. You will coordinate a large community of volunteers as well as our in-house team of part-time and freelance staff to deliver an excellent experience for students, parents, tutors and partners.

You will need to be genuinely enthusiastic about using our CRM and Google Sheets to track progress and excited about martialling the charity’s data to communicate clearly with colleagues, partners and trustees. You will take ownership of programme reporting and KPIs, using insights to identify and implement delivery improvements and demonstrate impact.

You will communicate regularly with our diverse community – including speaking directly to young people and parents to resolve issues, recruiting and training education professionals and meeting with partners to organise and manage projects. Beyond programme delivery, you’ll play a crucial part in fundraising, communications, recruitment and planning and will occasionally deputise for the Foundation Director in representing the charity externally.

Key Responsibilities

• Lead the design, delivery and continuous improvement of programme operations
• Drive impact by setting, monitoring and reporting on KPIs (e.g. attendance, retention, satisfaction) whilst sharing insights with partners and funders
• Coordinate and support a team of part-time staff, freelancers and delivery contractors
• Lead communications with parents, students, tutors and external partners
• Act as Deputy Designated Safeguarding Lead (training provided)
• Support fundraising, charity development and strategic planning
• Support recruitment and onboarding of staff, volunteers and collaborators
• Contribute to newsletters, social media, and other communications content

• Post qualifying experience in family placement work or post qualifying experience in other childcare settings.

• Implementing the OCR mechanism: - set-up coding structures and integrate overhead recovery into financial systems and reporting templates.
• Project-level financial management: - Execute debits/credits, track overhead recovery, and monitor funding gaps using a standard 15% OCR rate.
• Stakeholder engagement: - Collaborate with Project Managers and Fundraisers to assess and communicate OCR funding status.
• Financial Planning and modelling: - Prepare and present budgetary analysis, support strategic decision-making, and contribute to long term financial planning.

Qualification:

This is a critical operational leadership role that is responsible for the operation of the
organisation’s supported accommodation services.

Providing operational leadership to team managers and ensuring compliance with
organisational, contractual, local authority and legal regulations and the quality of
services is pushed to the highest possible standards; ensuring excellent outcomes for
residents and a positive and high performing working environment for teams.

This role will also be accountable for the development of excellent relationships with
external partners, commissioners, and other key stakeholders for support services in

RESPONSIBILITIES & ACCOUNTABILITIES

Service Delivery

• Lead in setting organisational standards and performance targets across the
support and resident services teams that reflect contractual requirements and
organisational standards.
• Actively promote and develop person centred practices based on a trauma
informed approach and psychologically informed environment to working with
residents with high support needs and challenging behaviour.
• Be accountable for the operational performance of the services, allocating
resources strategically to ensure that key performance indicators are achieved
and that action plans are in place where required to improve service

• Remodelling to promote accountability and co-production approaches with
residents.
• Work with the Head of Building & Facilities to ensure your teams put health &
safety procedures into practice to create a safe environment for our residents
and staff. Contribute, and when required, lead on the formation and review of

Stakeholder Management

• Build strong relationships with Commissioners and regulatory bodies to enable
the service to meet contractual and regulatory KPI's and requirements.

other statistics and data as directed by the Director of Frontline Services.
• Responsible for effective liaison with outside agencies including the police, social
services and other statutory and voluntary agencies and delegating this work
where appropriate.

• Contribute to the wider management team in frontline services to ensure good
communication, coordination and consistency of practice, approach and
development across the Directorate.

Business Planning and Project Management
• Drive business planning activities within contracts, ensuring relevant and

• Where agreed, project manage new services or service developments.

budgets for income and expenditure for support and resident services and to

Managing and Developing People
• Take a leading role in developing a positive, values-based organisational
culture, in line with the charity's Your Place Way approach
• Developing performance targets and quality control measures for teams, and

individual supervisions regularly.
• Ensuring good communication across teams by holding team meetings
regularly, and additional briefings as necessary.
