Westway Trust is seeking a dedicated Head of Operations with a minimum of 5 years’ senior leadership or operational management experience in a multi-disciplinary organisation, ideally within a community, charitable, social enterprise or values-led setting.

In this newly created role, you will act as a key advisor, reporting directly into the CEO, and will have responsibility of key areas of the Trust’s operational functions, ensuring the smooth and effective running and delivery of services. You will directly manage the leads of HR, Learning, Communications & Marketing, and Community Engagement, supporting them to deliver high-quality work and develop professionally.

Key responsibilities of the role include but not limited to:

• Oversight and line management of the HR, Learning, Communications & Marketing, and Community Engagement functions of the Trust.

• Be a key part of the Executive Team, chaired by the CEO.
• Maintain an overview of all projects and programmes of activity, outputs and outcomes within the role and ensure reports are written and submitted on time.
• Provide day-to-day operational leadership across teams, driving high performance, alignment with values, and maintaining individual, personal & team wellbeing.
• Develop and implement planning processes and performance management tools to ensure effective delivery of goals.
• Develop, drive and maintain the data gathering and analysis for the Westway Trust, that enables the Social Impact Framework and to play a key role in the organisation’s progress towards creating a strong narrative in respect of achievement. 
• Attend People Committee Meetings and the Board as requested, and contribute to the preparation of meeting papers as necessary in line with agenda requirements. 
• Provide upward reporting and insight to the CEO including written briefings, performance dashboards, and recommendations.
• Attend internal and external meetings, including those that require representing the Trust publicly, in line with agreed strategies and perspectives.
• Monitor, update and ensure compliance with organisational policies and legal requirements (e.g. safeguarding, employment, health & safety, data protection) to build a positive work culture.
• Champion collaboration and integration across departments, ensuring consistent implementation of work priorities that align with community needs and objectives.
• Support a values-based culture that centres equity, sustainability, openness, courage, and integrity.
• Contribute to organisational development and support the process of communicating and managing change effectively at the Trust in line with agreed policies and frameworks.

Essential Experience, Skills and Attributes:

• Minimum 5 years’ senior leadership or operational management experience in a multi-disciplinary organisation, ideally within a community, charitable, social enterprise or values-led setting.
• Proven ability to lead, guide and motivate diverse teams and to support the professional growth of those who report to you as a line manager.
• Demonstrable experience of good practice approaches to conflict resolution, working in collaboration with others and encouraging honesty, transparency and open ways of working across teams that benefit the organisation’s effectiveness and efficiency.
• Excellent planning, organisation and performance management skills.
• Excellent writing and reporting skills, including the ability to summarise complex data and issues for decision-makers.
• Experience in researching, developing and managing departmental budgets.
• Ability to analyse information, and formulate practical and reasoned operational plans that can be easily understood and monitored.
• Strong interpersonal and emotional intelligence skills – able to offer both moral and professional support to teams.
• Experience of supporting organisational change, transition, or transformation programmes.
• Experience of embedding inclusive and equitable practices across teams.
• Demonstrable alignment with the Trust’s values and commitment to anti-racism and community power.

Desirable Experience, Skills and Attributes:

• Previous experience overseeing HR or education/community programmes is highly desirable.
• Familiarity with communications/marketing functions is a plus but not essential.
• Degree-level education together with a recognised professional qualification in any of the fields this role covers - or equivalent lived/professional experience – is highly desirable.

Overview

The Procurement and Travel Officer will play a vital role in managing the procurement and travel functions for the organisation, working closely with both internal stakeholders and external suppliers. This role is critical in ensuring the smooth and efficient booking of travel for staff and senior stakeholders, as well as overseeing the organisation’s purchasing activities. As a newly created position, the successful candidate will be responsible for establishing systems and processes to manage travel and procurement, working closely with the Finance team and the Travel and Security Advisor in the HR department to ensure consistency and financial integrity.

Key Responsibilities

Travel Management:

· Coordinate and manage all travel arrangements for staff and senior stakeholders, ensuring timely and cost-effective bookings while adhering to organisational policies.

· Organise international and domestic travel, including flights, accommodation, transport, and visa arrangements.

· Serve as the point of contact for travel-related inquiries, providing guidance and support for smooth logistics.

· Negotiate with travel vendors and service providers to secure the best pricing and terms for the organisation.

Procurement Management:

· Oversee and manage the purchasing of goods and services for the organisation, ensuring compliance with procurement policies and budgetary guidelines.

· Source, evaluate, and engage with suppliers for the provision of necessary goods and services, aiming to achieve cost-efficiency and quality.

· Develop and maintain procurement records, including purchase orders, contracts, and supplier agreements.

· Liaise with Finance to ensure accurate tracking of procurement expenditures and alignment with budget allocations.

Collaboration with HR and Security Teams:

· Work closely with the Travel and Security Advisor in the HR department to ensure travel safety and security measures are in place for staff and senior stakeholders, particularly for international trips.

· Support the integration of security protocols into travel arrangements and procurement decisions, ensuring all relevant safety guidelines are met.

· Assist in providing pre-travel briefings and information to staff traveling to high-risk areas.

Systems and Process Development:

· Collaborate with the Finance team to design and implement systems for procurement and travel functions.

· Create standard operating procedures (SOPs) for travel bookings and procurement to ensure operational consistency and compliance.

· Identify opportunities for process improvement and implement best practices to ensure efficiency and effectiveness.

· Maintain accurate and up-to-date records of all procurement and travel transactions, ensuring clear communication across departments.

Stakeholder Support and Coordination:

· Act as the primary point of contact for internal teams and external suppliers regarding procurement and travel matters.

· Support staff and senior stakeholders with travel and procurement inquiries, troubleshooting any issues that may arise.

Person Requirement

· Proven experience in procurement, travel coordination, or a similar role, ideally within the public or not-for-profit sector.

· Strong communication skills, both written and verbal, with the ability to work collaboratively with both internal teams and external vendors.

· Experience negotiating with suppliers and managing travel logistics.

This is a pivotal senior leadership role within a dynamic, mission-driven organisation delivering life-changing support services across housing, mental health, addiction recovery, and complex needs.

About the Youth Endowment Fund

We’re here to prevent children and young people becoming involved in violence. We do this by finding out what works and building a movement to put this knowledge into practice.

 Last year, 244 people in England and Wales tragically died after being assaulted with a knife. Of these, 32 were children. Every child captured in these numbers is an important member of our community and society has a duty to protect them. Even beyond knife crime, we know that the fear of violence has a terrible effect on children’s daily lives.

The Youth Endowment Fund exists to try and permanently change things. To succeed, we must build an exceptional body of knowledge about violence affecting young people and how we reduce it. This knowledge has to be both rigorous and highly relevant to those making decisions about how to support vulnerable young people. We need to find out what works and what doesn’t through evidence synthesis, data analysis and qualitative research into children’s lives. We then need to convert this into highly accessible content on what works, how delivery organisations need to change their practice and how the systems they operate in need to be reformed.

About the Toolkit Team

The Toolkit team is at the heart of our work to spread knowledge of what works to prevent children becoming involved in violence. We want research to lead actual changes in outcomes for children.

Our flagship resource, the Toolkit, is a free, online resource that summarises the best available evidence about the effectiveness of various approaches to preventing children becoming involved in violence. It explains the evidence, how confident we can be about the findings, and provides actionable guidance to help policy makers, commissioners, and practitioners to turn evidence into action. The Toolkit is influencing real world policy and practice: the Home Office requires Violence Reductions Units to allocate at least 30% of their funding to interventions that have an impact rating of ‘high’ or ‘moderate’ in the Toolkit. Over half of Youth Justice Services use the Toolkit to align their work with the latest available evidence. Our Change team use the Toolkit to influence systems, policy and practice across children’s services, education, health, neighbourhoods, policing, youth services and youth justice.

The Toolkit is a live resource that currently contains 35 approaches to violence prevention, and we will add at least ten updates to the content this year. New research is published every day around the world. We collate relevant studies in our YEF programmes evidence and gap map and YEF systems evidence and gap map, and we collate study results in our Effect Size Database. We are working in partnership with the National Children’s Bureau and the EPPI Centre to implement new technology and to use machine learning to create a ‘living platform’, that contains relevant studies and their results in one place. This is an exciting development that will significantly speed up our production of systematic reviews and meta-analyses to keep the Toolkit up to date.

Key Responsibilities

The Senior Research Manager will be an essential part of the YEF Toolkit Team and will develop a portfolio of impactful projects. The core of your role will be leading the commissioning of evidence synthesis, using our new methodology, across a range of topics and producing Toolkit content.

You will:

Commission new systematic reviews.

• You will lead the commissioning and management of systematic reviews of the evidence through our Toolkit and Evidence Synthesis Partners: the National Children’s Bureau, the EPPI Centre, and the Race Equality Foundation. This will involve scoping and prioritising violence prevention approaches, convening expert advisory groups, reviewing research protocols and technical reports, and ensuring that research products produce actionable insights.

Write accurate and actionable summaries of evidence for the Toolkit.

· You will use findings from evidence synthesis to write new summaries for the Toolkit, and to inform YEF’s guidance and implementation resources.

· You will ensure that Toolkit content is only ever easy-to-understand and written in plain English with incredible clarity.

·You will collaborate with our Research team and our Change team to feed insights from the evidence into systems, sector and practice guidance. 

Lead Toolkit communications.

· Collaborating with the YEF Communications and Public Affairs team, you will produce accurate social media content, blogs, and briefings on new Toolkit content to facilitate accurate journalism and press coverage.

Become an expert on the Toolkit.

· You will be an advocate for Toolkit evidence, and you will ensure insights from this evidence are accurately communicated to policy makers and practitioners. You will do this by delivering presentations on Toolkit evidence and providing briefings.

· You will also ensure YEF colleagues are up to date on the topics and content in the Toolkit by providing training and updates internally and sharing guidance about how to accurately explain the evidence.

About You

· You have at least three years’ experience working in a role that required you to think about research. This could include a range of roles in policy, academia, funding, and practice.

· You write in a way that people easily understand. You have that rare skill of writing in plain English. You have experience of translating complex research findings into plain writing that everyone can understand.

· You have excellent project and time management skills. You can work independently, quickly, and to a high standard.

Key responsibilities: 

Execute financial administration tasks to time (25%):

• Add invoices to the accounting software package Xero purchase ledger 

• Support payments to suppliers and partners. 

• Preparing sales invoices for submission 

• Review invoices and timesheets submitted by consultants prior to payment. 

Organising and providing meeting support (15%):

• Organise meetings and international workshops in the UK and in overseas locations within an agreed budget. This includes the planning and coordination of logistics, such as participants registrations, venue selection, travel arrangement, accommodation and catering, as well as the circulation of meeting documents and invitations, and the processing of travel expenses and invoices. 

• Provide on the day support for meetings and workshops including catering and ICT.

• Update information concerning Trustees and the latest audit with Companies House. 

Support the administration and monitoring of grants agreements (15%)

• Review quarterly financial reports submitted by partners in receipt of grant funding highlighting any areas of concern and improvement.

Coordinating the administration and monitoring of consultancy contracts  (25%). 

• Support the recruitment, negotiations and management of consultants and advisors including coordination with the client. 

• Prepare draft consultancy contracts based the agreed scope of work and conditions.

Execute office administrative tasks to time (20%)

Purpose of the Role

Purpose of the job:

To lead on and deliver professional legal advice, guidance, and representation on employment law matters to the Senior Management Team, Staff, NEC and members.

To undertake a management role with direct responsibility for two Legal & Employment Rights Managers (Senior Paralegals).

Main duties and responsibilities

1.Key areas

• Conduct legal research into past cases and documents
• Draft and prepare claims or other legal documents
• Provide legal advice to SMT, NEC, members
• Negotiate settlements on behalf of PCS members
• Keep up to date with new developments in employment legislation
• Provide employment law briefings to PCS staff about changes in employment legislation
• Advise members and Reps on wrongful termination and unfair dismissal claims, including reviewing dismissal procedures and advocating for members' rights
• Assist members and reps in cases of workplace discrimination, harassment, or retaliation based on factors such as age, gender, race, disability, or other protected characteristics
• Contribute to the development of the Unions policy objectives including the PCS planning process
• Provide leadership in delivering the unions Legal and Employment Rights strategy
• Provide support and have direct involvement through the National Management Team (NMT) in the unions bargaining, organising, campaigning, equality, learning and digital agendas
• Manage people and resources in the Legal and Employment Rights Unit
• Provide advice to relevant committees including the preparation and presentation of reports
• Monitor and report on issues and initiatives as requested
• Provide input into budgetary processes including bid preparation, monitoring and control where relevant

2.People Management

• Manage work allocation and workflow, future planning and support for officer team/line manager
• Motivate and manage individuals and the team as a whole to provide a high standard of service
• Check work standards and maintain consistent quality of delegated tasks
• Seek to continuously improve the effectiveness and efficiency of the team
• Through induction, the appraisal system and one-to-ones, identify staff training and development needs, train or organise formal/informal training
• Proactively promote diversity in line with the wider PCS approach
• Apply the staff conduct policies as and when required e.g. discipline, grievance, capability, dignity at work and IT security policies
• Provide advice and deal with complex issues related to staff management including disciplinary or grievance in consultation with Line Manager
• Ensure that the health, safety and welfare of staff is maintained and improved, in accordance with PCS and statutory policies
• Work effectively with lay officials
• Deputise for Line Manager when required

3.Communication

• Ensure digitalisation, information & communication methods are effectively implemented and used to generate improvements
• Draft complex communications including briefs and reports
• Communicate with members by producing circulars and briefings, and by addressing meetings and conferences etc
• As necessary, represent PCS and liaise with outside bodies

4.Casework Management

• Advise in the handling of personal casework
• Liaise with Solicitors, internal and external bodies on the handling of personal casework
• Represent PCS or PCS members at official bodies such as employment tribunals, Civil Service Appeal Board, etc.
• Maintain and improve own knowledge of the developments in employment law and practice

5.Team Working

• Proactively promote team working
• Initiate, organise, lead and participate in team meetings as appropriate
• Maintain high levels of confidentiality of sensitive issues at all times
• Provide assistance to team members

6.Equality

• Contribute to PCS policies on equal opportunities by developing innovative workplace strategies to tackle inequality and discrimination

• Qualified Solicitor/Legal Executive with 2 years post-qualified experience
