Position: Programme Officer

Reporting to: Senior Programme Manager

Location: Sidcup, Greater London, and hybrid working of 1 day in the office and 4 days remote (subject to change)

Contract Type: Permanent and full-time

Starting Salary: £28,000 – £32,000 gross per annum (based on experience) plus benefits

The Programme Officer will work closely with both the project teams and the wider organisation to support the effective management and delivery of projects across from our London office.

Purpose

The Programme Officer will be responsible for supporting the effective implementation of project delivery activities across our portfolio, predominantly in Africa, Europe, Central Asia, and the Middle East. The post holder will support project delivery, ensuring quality expectations (internal and client), delivering within the scope and budgeted resources of projects, and in line with project timelines. They will work closely with other members of the programme delivery team, our technical team, delivery partners, and consultants to ensure projects maximise their positive impact and will also support the Senior Programme Manager to disseminate good management practice across the organisation, and advise on delivery approaches. 

Main Responsibilities

The responsibilities of the Programme Officer include the following:

1. Project Support

• Provide support to Programme Managers in the delivery of projects, ensuring projects are delivered on time, within budget and scope and comply with client contracts
• Take on the project management of assigned select projects within a determined budget/complexity threshold, ensuring that they are delivered to time and quality
• Set-up and monitor project workplans, including change requests ensuring that approvals are formally recorded and filed
• Manage day-to-day relationships with delivery partners and internal team(s) and build a solid understanding of delivery needs and timelines across projects
• Monitor and support timely client and consultant billing and invoices attached to delivery
• Support onboarding of consultants for new projects, including due diligence checks and contract preparation based on set templates
• Ensure project management software and tools are accurate and kept up to date for allocated projects
• Provide timely responses to client queries and alert the Senior Project Manager of any potential risks
• Lead duty of care and travel planning for staff and consultants, working alongside administrative officers
• Liaise closely with technical colleagues and Project Managers on project support needs.

2. Project Financial Management

• Monitor project budget performance, capturing variances and liaising with the Finance Team and Senior Programme Manager
• Monitor and support the processing of consultants’ expenses/fees against contracts and client invoices against contracts.
• Make recommendations to ensure financial outcomes are met with respect to time, quality and cost, and provide early warning of project overspend
• Prepare internal project update reporting including finances and resourcing using required management tools.

3. Organisational Support and Business Development

• Provide support in strengthening policies, procedures, and management tools for Development Pathways
• Coordinate with wider project teams to ensure technical capacity is well planned across Development Pathways’ portfolio of projects
• Signpost colleagues to relevant project management tools and processes, when required
• Support project closure processes as required, capturing and sharing lessons internally
• Provide ad hoc input to evolving organisational requirements as directed by senior members
• Assist with the identification and monitoring of business opportunities in donor markets, as requested
• Update SharePoint and ensure project data sheets are developed and up to date to facilitate bids for tenders
• Collate and share project information to support the Business Development and Communications department.

Required:

• An undergraduate degree in an appropriate subject 
• Around 3 years’ experience working on project support or delivery within international development,  research and/or the consultancy sector
• Ability and confidence to work independently and manage their own workflows
• Good communication skills and an ability to build and maintain strong working relationships with a broad range of stakeholders at the individual level and in representation of the organisation 
• Excellent drafting skills
• Ability to understand and effectively analyse and utilise financial information
• Proven ability to resolve problems, anticipate barriers and create practical solutions
• High IT proficiency (Microsoft Office (Word, Excel, SharePoint, etc.)
• Demonstrated attention to detail ensuring quality standards are maintained
• Ability to travel internationally when required.

Role purpose:

3. Deliver excellent customer service, ensuring a high-quality centre experience that builds trust and long-term loyalty. 

Key responsibilities:

Retain and grow existing centre relationships 

• Manage a portfolio of existing centres, ensuring regular and meaningful engagement aligned to their needs, delivery patterns, and growth potential. 
• Deliver against annual centre income targets by supporting centres to continue and expand programme delivery. 
• Develop and implement tailored engagement plans that reflect sector priorities, sector and programme maturity, and centre feedback. 
• Analyse Business Intelligence (BI) dashboards to identify retention risks, spot growth opportunities, and respond to trends with proactive support. 
• Coordinate requalification conversations and re-engagement activity to sustain long-term partnerships. 

Generate and convert new business

In this role, you will support the Direct Marketing Manager - Loyalty to manage the donor loyalty programme. You will develop and manage existing and new supporter communication programmes growing loyalty in our supporter base. You will lead all aspects of charity financial and resource management for two separate but closely connected charities, the Army Cadet Charitable Trust UK (ACCT UK) and the Combined Cadet Force Association (CCFA), which are supported by a single head office team. We are looking for someone to bring enthusiasm, personal credibility, discretion and sensitivity. You will be ultimately responsible for Finance and Resource Management within the charities.
You will work directly with the trustees of both charities and the wider Senior Leadership Team (SLT) which comprises of the Director of Development, the Deputy Chief Executive (DCE) (Director of HR and Programmes), and the Chief Executive. You will have primary responsibility for ensuring that the charities meet their statutory obligations, that financial functions are well ordered and support the work of the charities.
Managing and leading a small and diverse team through high pressure periods including month end, year-end and annual budgeting, you require high emotional intelligence and excellent communication skills. You will work closely with staff at all levels, often having to mentor the charities’ managers to help them plan and manage their own budgets.

Responsibilities/ Core Duties:

To provide a support service through 1-1 interview sessions, telephone contact, face-to-face and in-depth support with follow-up and record keeping. This post primarily involves providing focused support to help individuals deal with urgent financial, housing, health and benefits issues and provide ongoing support often acting as a conduit, with liaison, advocacy and referral to specialist agencies in health, housing, finance and debt advice, counselling, benefits, domestic violence, immigration and other legal matters. About the Role:

As the Foundation starts supporting its third cohort of Scholars, we need an organised, communications focused and proactive individual to grow our capacity in two significant areas of our work: our regular in-person events, and our recruitment and assessment process.

You will take the lead on, and quality assure, all Martingale events including our Welcome Dinner for new Scholars at the Royal Society, autumn assessment centres, regular training days for Masters and PhD students, our week-long summer residential retreats for Scholars, as well as events for current and potential funders and other stakeholders. While these events will be delivered in collaboration with other members of the team, you will bring your event management expertise to drive forward planning and delivery, and ensure these events are of the highest standards for Scholars and stakeholders.

You will be line-managed by the Communications Manager and will support in the dissemination of Martingale recruitment materials to relevant universities, student societies, charities and learned societies, to ensure a high number of applications to the Martingale Scholarship programme. You will also work closely with the Programme Manager and Programme Officer to deliver well-run assessment centres and programme events across England and Scotland. You will also support the Communications Manager through producing high-quality content relating to Martingale events, to be distributed through our social media channels.

Event management

• Research and secure high-quality external venues for Martingale events, and work effectively with teams at those venues to ensure events are delivered within budget and to a high standard
