Position Overview
Based in the coastal town of Fort Dauphin in the southeast of Madagascar, this post will lead on the provision of Monitoring, Evaluation and Learning (MEL) support and advice to multiple projects across the thematic areas of sustainable livelihoods, education infrastructure, water, sanitation, and hygiene (WASH), conservation programmes, with specific focus on Community Health Projects. These will likely include projects on sexual and reproductive health and rights, maternal and child health and emergency food distribution. The successful candidate will work within a combined National and International staff team to refine, develop and lead MEL processes across the organisation. Predominantly office-based in Fort-Dauphin, the MEL Officer will travel occasionally to visit project sites. Primary Responsibilities
Coordination and oversight of MEL procedures and strategies to ensure progress toward project outcomes on select projects; refinement and development of MEL systems and tools for select community health projects and for projects within the broader organisation; completion of reports, papers and other documents analysing data and summarising findings and support on project reporting; capacity-building for SEED staff and local partners to ensure high-quality MEL that aligns with international standards and best practice.
Duties and Responsibilities
1. Lead the design and implementation of rigorous MEL procedures and strategies for select projects and organisational initiatives that incorporates stakeholder feedback, adapt to local needs, and support high-quality implementation in line with ongoing and emerging initiatives.
2. Develop, adapt and support the usage of MEL tools, such as knowledge, attitude, and practice surveys, and focus group discussion guides to maximise effective data collection.
3. Support the adaptation of technical information/evidence/MEL findings into audience appropriate formats, for internal and external dissemination which informs future programming and project development.
4. Oversee data collection, cleansing, management and analysis of data from a range of sources to determine progress towards results for a range of projects.
5. Coordinate the implementation of MEL tools, particularly using the Kobo toolkit, across the organisation
6. Support the Heads of Programmes to formulate future research strategy, ensuring project MEL captures data adhering to international development indicators.
7. Identify technical needs and the resources required for successful MEL and make appropriate recommendations given locational and budgetary limitations.
8. Lead on MEL-related capacity-building for SEED staff and local partners, including providing tailored advice to the Programmes/Implementation team to support MEL procedures, from the development of MEL tools, to analysis and dissemination of findings to support use.
9. Ensuring quality of project data while promoting a sustainable MEL approach across the organisation, including providing advice and support on strategic direction of MEL at SEED.
10. Support cross-learning between departments, including leading cross-programmatic MEL processes.
11. Ensure all of SEED’s policies and procedures are evident throughout the work of the department, including those for safeguarding, whistleblowing and anti-corruption, and undertake continual training to ensure these are promoted at all times.

Person specification
● Master’s degree in International Development, Research Methods, Statistics, or related field.
● 2-3 years of professional in Monitoring, Evaluation and Learning.
● Experience in the design, refinement, development and implementation of MEL frameworks for international development and/or community health sectors.
● Experience leading Results-Based Management approaches, including logframe development and refinement (essential). Experience with participatory approaches to MEL is desirable.
● Experience leading MEL-related capacity-building and cross-learning initiatives.
● Clear, demonstrable understanding of research ethics.

LAFF sees fundraising as a way to create long term relationships with donors; as the fundraising coordinator, you will play a vital part in this, working with the communications team to consider the full donor-cycle, from first approach to long term updates about LAFF’s work and our beneficiaries.

Objectives of this Role
Under the supervision of the Program Manager, the Fundraising Coordinator will be expected to carry out the following tasks:

Given that LAFF is a small volunteer-led charity, the Internal Projects Coordinator provides support to the Programme Manager in all aspects of LAFF’s internal operations programme planning, reporting, budgeting and delivery. This is a diverse role that encompasses all facets of NGO management.
Objectives of this Role
Under the supervision of the Program Manager, the Projects Coordinator will be expected to carry out the following tasks:

Collaborate with the Programme Manager to ensure that LAFF’s strategic and annual work plan are being implemented

Provide administrative and logistical support

Maintain and update LAFF’s recruitment platforms and database

Organise, schedule and take part in meetings, interviews and events when necessary

Draft documents, contracts, agreements and reports

Ensure that all data and policies are consistent, thorough and accessible

Identify partners/beneficiaries needs and provide technical support when relevant

Provide support in the monitoring of LAFF’s internal programmes

Monitoring and Evaluation Coordinator
LAFF is looking for an experienced candidate to fill a voluntary role in Monitoring and Evaluation. Monitoring and Evaluation (M&E) is an essential part of LAFF’s work: it allows us to identify areas of success and areas which need improvement, as well as to make sure that all of LAFF’s activities work to support our long term goals and mission. Under the supervision of the Programme Manager, the M&E Coordinator will develop LAFF’s M&E Strategy, aiming to monitor and evaluate the progress, effectiveness and impact of our programs and interventions through a participatory and culturally sensitive approach.
You will lead all M&E activities for LAFF, measure indicators, work closely with our local partners and beneficiaries in Peru, and produce internal and external reports. You will have independence to propose frameworks for data collection, summarising and storing, as well as compiling reports to present data and draw conclusions.
The M&E Coordinator will have a logical approach to collecting data, recognising the specific context in which we work and how that affects both quantitative and qualitative data. Awareness of LAFF’s context will also be essential for assessing risks and assumptions when developing project logframes.
Objectives of this Role
Under the supervision of the Program Manager, the M&E Coordinator will be expected to carry out the following tasks:

Design strategies for strengthening data collection, interpretation and reporting.

Design and develop appropriate framework and attendant systems for effective monitoring and evaluation of programmes

Coordinate all M&E activities for the organisation

Carry out evaluations, impact assessments, and prepare case studies on intervention.

Lead development of result chains for each intervention before implementation and ensure that a measurement plan is in place.

Assess the existing M&E system, indicators and tools used by our partners, as well as the possibility of changing, improving and/or unifying these systems.

Review reporting from our partners and LAFF and provide technical support on the design of research projects

Manage, organise, and facilitate surveys when necessary

Provide training and build M&E capacity of our staff, volunteers, and partners

Perform regular internal performance evaluations

Organisation and time management skills are crucial, as M&E will form a part of project development, however there will often be multiple team members involved in the overall project.

Communications is an essential part of LAFF’s work as a means of creating long term relationships with supporters. As the Communications Coordinator, you will play a key role in fostering new relationships and maintaining existing ones.
You will focus on informing our communities of relevant news from LAFF, our partners, and Peru. Your independent research skills and innovation will see you collaborate with all of LAFF’s team to collect and present information. You will also work closely with Fundraising to develop campaigns and tailor communications to specific audiences.
LAFF’s mission of supporting access to education through partnership with local organisations means that you will work closely with partners to get updates and new material. LAFF believes in celebrating progress and raising awareness, and not exploiting vulnerable personal circumstances in our communications. You will ensure that all visual and written media complies with our Brand Guidelines and does not engage with ‘poverty porn’. Your success in this position will rely on your understanding of the socio-economic problems in Peru that affect LAFF’s beneficiaries, and your ability to effectively communicate the importance of LAFF’s work and progress.
Objectives of this Role
