CGD Europe (CGDE), an independent think tank in London, United Kingdom, seeks a highly motivated, dynamic, experienced Finance Manager to join the finance team. You will have strong financial management skills with experience in supporting grant-funded activity; be a qualified or part-qualified accountant with a strong understanding of charity accounting practices (i.e. SORP); and have excellent communication and presentation skills, both verbal and written.

You will report to the Chief Finance, Planning, and Operations Officer (CFO) and work closely with CGD Europe’s Programme Teams and outsourced accounting team, with support from the HR and Finance Coordinator.

Responsibilities include:

Finance Function

• Work with the CFO, other senior management, and programme staff to develop annual organisational budget of over £7 million
• Develop and implement financial policies, procedures, and controls to ensure efficient and effective financial management, ensuring that policies and processes are well-understood by the wider organisation
• Design, implement and manage processes to develop financial forecasts, monitor budgets and programme funds, and reconcile accounts
• Produce financial reports (inc. month-end, year-end, management accounts, budget versus actual, etc) for senior management and Board of Trustees
• Implement internal controls to safeguard assets and mitigate financial risks.
• Review and process expense claims and invoices, working with the HR and Finance Coordinator and CGD Europe’s outsourced accounting team to ensure all employees and suppliers are paid promptly and accurately, that customers are invoiced, debts chased on a timely basis
• Oversee the full functionality of applications and systems related to all financial processes, including Sage Intacct and SAP Concur  
• Submission of annual P11Ds and other tax related returns to HMRC

Annual / Project Audits & Governance

• Coordinate project audits and the statutory audit process liaising with external auditors to ensure preparation, timely completion and submission of project and statutory accounts
• Assist CFO with audit(s)
• Assist the preparation of Board and Audit Committee papers

Finance Business Partnering

• Support the Programme and Institutional Advancement Teams with financial proposals, financial management and financial reporting relating to donor funds
• Establish and monitor systems and procedures to manage all contract and grant requirements
• Communicate matters relating to financial planning and operations, exchange ideas and best practice, develop excellent relationships with Programme Teams
• Ensure financial management information is presented in an accessible way and used as appropriate to monitor performance and to influence change alongside other data sources
• Work closely with Programme Teams to ensure proper allocation and utilisation of grant funds
• Develop financial reports on Sage Intacct to support Programme Teams in the financial management of their grants

Other

• Support the wider operations team and perform other duties as assigned
• Line management – While the current position does not involve line management, this managerial role may present opportunities for line management and mentoring in the future. Such responsibilities would include supervision and mentoring, providing guidance and support to facilitate the professional development of direct report(s).

Knowledge & Qualifications:

• Bachelor’s degree in Finance, Accounting or related field
• Relevant professional qualification (e.g. CIMA) in full or part
• Strong understanding of The Charities Statement of Recommended Practice (SORP)

Skills & Experience

• Experience of working in the charitable sector in the UK
• Relevant experience in a similar finance role with good attention to detail and a high level of accuracy

Grant management 

• Act as the first point of contact for grants to organisations.

Grant programme development

• Providing project management support for new grant programmes alongside the Senior Grants Manager.
• Taking a lead on the negotiation of new grant agreements.
• Managing the day-to-day processes required by any new grant programme from concept through to advertising the fund, assessing grant applications, due diligence, writing recommendation papers to trustees, to awarding funding and gathering and sharing learning.

Other activities  

• Working with the Impact team to develop our monitoring and evaluation capabilities with funded organisations.
• Working with the Partnerships and Participation Manager and Policy and Best Practice Manager to ensure that our grant making processes are informed by the key stakeholders. 
• Working with our fundraising and communication team to ensure we are communicating effectively with supporters about our work.

Asylum Aid operates as an independent charity, led by its own Executive Director within the group structure, and is ambitious about growing its impact and reach in the future to ensure protection from persecution for those who need it.  For over thirty years, Asylum Aid has been providing legal representation to some of the most vulnerable people seeking asylum. It has built an expert service, delivering vital and life-saving services in some of the most complex legal cases, with a particular speciality working with unaccompanied children, survivors of trafficking, torture or other forms of human cruelty, and stateless people. In this role you will support both charities alongside the CEO, Executive Director of Asylum Aid and Senior HR and Operations Officer.

OVERVIEW OF THE ROLE

 The Head of People is a new role for the organsiation and you will be joining us at an exciting time, as we are moving into new offices and seek to drive forward our new 2025-2030 strategy.  This role will play a pivotal role in implementing our objective to be an employer of choice. maintaining and evolving our strong team culture, and strengthening our position as leader in evidence based management and leadership practices.  In this role you will be supported to develop the capacity, capability and human resource systems of the organisation to achieve impact at scale with a strong and effective team and will work in close collaboration with the CEO, the members of the Executive Leadership Team and Management Team as well as the Senior HR and Operations Officer.

You will provide leadership in developing and implementing our People and Culture strategic objectives. Some of your immediate priorities will be undertaking a review of our current policies and systems, preparing for our Pay and Benefits Review and setting up a Wellbeing Review and Consultation.  You will also be asked to undertake a review of our equality, diversity and inclusion policy and the accompanying anti-racism action plan. You will bring your expertise in people and human resources to help secure the organisation’s  long-term sustainability and impact.

• You will build on the excellent foundations laid by the outgoing Community Fundraiser to raise our profile amongst our neighbours and with local organisations 
• You will proactively recruit new supporters, build our individual supporter base and develop regular stewardship and communications 
• You will offer high-quality relationship management and donor care to supporters including providing fundraising materials, encouragement and support to maximise their fundraising potential, as well as ensuring donors are recognised and thanked for their contribution

SHA is currently implementing a portfolio of approximately 80 projects in 16 countries, funded by a variety of institutional and private donors including the European Union, Irish Aid and USAID.

Job Purpose:

The Institutional Funding Manager will play an important role in SHA’s institutional income generation activities. Working closely with assigned country teams, the post-holder will support pipeline development, lead the development and writing of high-quality bids, donor engagement, and positioning for contract and grant opportunities. Excellent written and verbal communication skills are critical for this role.

French and/or Portuguese language skills are desirable. 

The role is open to candidates with the right to work in the UK or Ireland.

Key Responsibilities:

Proposal development

• Identify, research and advise on new funding opportunities.
• Coordinate proposal development for assigned countries/donors and cross-organisational teams to respond to funding opportunities.
• Contribute to meeting departmental financial and non-financial (volume and quality of proposals) targets.
• Develop and oversee proposal development timetable; coordinate inputs; write and edit content; provide quality assurance on fit with donor priorities; ensure compliance with internal review and approval procedures; ensure timely submission; and follow up with donors for feedback.

• Support donor strategy to maximise relationships and funding from donors through: meeting donors and cultivating contacts; creating and maintaining strategic account plans; liaising with colleagues across the organisation to coordinate donor meetings and briefings; and writing capacity statements/quality statements for specific donors. 
• Maintain up-to-date information on donor priorities, strategies, regulations and activities pertaining to SHA’s strategic plan.
• Ensure relevant staff including senior management and Country Directors are briefed on donor activities, through the preparation of briefing notes and maintaining up-to-date information on our management information system.
• Provide advice to Programme Department colleagues on donor policies and priorities, in order to support overall donor strategies.
• Maintain and report on donor relationship and income pipelines on a periodic basis. 
• Manage relationships with assigned funders to build effective long-term partnerships.

Programme Funding Team and Miscellaneous

• Work with colleagues within the Programme Funding Team, and across the organisation, to improve the standard of proposal and report writing and donor relationships, and ensure funding opportunities and contracts are managed according to donor requirements.
• Coordinate the timely review of grant agreements to signature
• Add and maintain opportunities, donor records, files and time records in the organisation’s management information system.

• Ability to form good working relationships and to coordinate with colleagues across the organisation and with partners in multiple locations.

With a renewed, strategic focus on policy, this position will play a leading role in establishing a policy function that will enable us to be the definitive and credible home of student voice at LSE. A function which will become even more important when we enter the second stage of the strategy in 2026, when student voice will become the central strategic focus of the organisation.

Sitting within the broader Student Voice Department (alongside the Advice Team), you would lead a friendly, talented team of four permanent Student Voice Coordinators (SVCs) who together account for all of the Union’s policy, democratic, representation and campaigning work, alongside a part-time member of student staff.

Variety is hard-wired into the role. In addition to overseeing policy and research output, you would be responsible for leading a democratic and governance structure that is so innovative it is currently the source of an international academic study. Accountabilities here would include delivery of our biannual student elections and sector-leading Student Panels.

You would also be responsible for leading on how we support our elected student representatives and campaign groups; and for the Union’s academic representation work.

Given the breadth of work undertaken within the team, expect there to be plenty of opportunities to grow, develop and pick up new skills outside of the main responsibilities of the role.
