As our Advocacy & Government Relations Officer you’ll be focusing on activity at Westminster with responsibility for drafting briefings and consultations, engaging with key political and external stakeholders, maintaining internal and external contact databases and monitoring and responding to external policy developments. You will assist with evaluation of the risks or benefits of planned legislation, regulatory or reputational changes which may impact on the welfare of and best interests of cats, and help to construct corresponding strategies and messaging.

This role is offered on a 12 month contract.
Lumos is an international children's charity founded by J.K. Rowling to end the systematic and harmful practice of the institutionalisation of children. Our vision is a world in which all children have the opportunity to grow up and thrive in a safe and caring family or, where there is no alternative, in specialist placements that meet all their needs, respect their rights and ensure they can fulfil their potential. For over 10 years Lumos has worked directly in a number of countries to safely transform systems of care and protection, helping to ensure children can grow up in loving families rather than harmful orphanages, and demonstrating that change is possible. Despite the milestones achieved, millions of children continue to live in institutions globally and until more countries adopt quality system-wide reform at national levels, this grave problem will persist.
The postholder will execute a pioneering new campaign, funded by a key donor to Lumos, aimed at shifting mindsets and philanthropic investments. The postholder will also be responsible for implementing the advocacy strategy for the global thematic review on institutionalisation and education, an initiative which is funded by the same donor. Reporting directly to the Director of Programmes and dotted line engagement with the Head of Communications and Marketing and the Head of Partnerships, you will devise and adapt the overall campaign journeys for the target audience(s), including mapping out the key objectives, channels, communication tools and media plans. You will lead on project planning and management, providing regular update meetings, work stream management, oversight of timelines and deadlines, budgets etc. Included in this is internal coordination and close working with Lumos colleagues and external partners, ensuring people with lived experience are heard, branding and key messages are amplified, evidence and learning are recorded and shared and providing briefing reports and guidance for technical experts. Following astute analysis of policy, political contexts and advocacy targets, you will go on to oversee and deliver Lumos' strategic engagement with external audiences, identifying and cultivating influencing opportunities and developing sustainable relationships with key influencers to support Lumos's advocacy and campaigns goals. This will involve development and drafting of content, design, publication of targeted advocacy materials and representing Lumos at events and on speaker panels.
The right candidate will possess a strong commitment to children's rights, extensive expertise in campaigning or advocacy and excellent organisational and project management skills. Job Purpose and Key Responsibilities
Reporting to the Head of Policy and Advocacy, the role will be responsible for developing and delivering high-impact parliamentary engagement and campaigns, building and holding relationships with those with political influence, and advising senior staff on political affairs.
The role will also involve working closely with coalitions and INGOs including BOND, GADN and GAPS to coordinate for greatest impact. It will involve being part of CARE’s work with Helen Pankhurst (Great Granddaughter of Emmeline) to host an annual event on International women’s day #March4Women that engages thousands of UK public in support of women’s rights.
In working to address women’s rights this role will be responsible for representing organisational values of anti-racism and feminism. In addition, CARE seeks to work in ways that reflect understanding of intersectionality, and the interconnected nature of race, class, and gender and how societies perceptions of those classifications can create overlapping and interdependent systems of discrimination or disadvantage.
Duties will include:
- Work with the Head of Team to develop CARE International UK’s parliamentary and government strategy to achieve policy and advocacy objectives, with a particular focus on retaining UK government as a champion for gender equality and supporting aid commitments for women and girl’s development and emergency programming.
- Identify opportunities to support delivery of CARE International UK’s advocacy priorities in Westminster, devolved governments and with UK stakeholders as identified.
- Write briefings, parliamentary submissions, or letters as relevant and deliver parliamentary engagement events and activities on CARE International UK advocacy priorities working closely with policy colleagues to further campaign objectives for women and girls worldwide.
- Work with teams across CARE (Including Comms and Supporter Engagement) to ensure a coordinated approach to UK campaigns that engage the public with UK Parliament or Government.
- Track impact as part of CARE’s systems for monitoring and evaluating engagement in Parliament.
- Actively build and maintain relationships with parliamentarians, researchers and other political contacts including other UK public bodies as relevant.
- Build effective advocacy relationships with other civil society organisations, politically influential organisations and networks, and represent CARE International UK in coalitions, as appropriate.
- Keep abreast of latest political developments and parliamentary activity to inform advocacy strategies.

- the UK governments new International Development Strategy and how it will deliver on the UK’s commitment to spend 0.7% of Gross National Income (GNI) on overseas aid and focus on helping the world’s poorest people and how it will use UK aid and global leadership to make progress on the biggest challenges facing the world, such as gender inequality, climate change and humanitarian crisis.
- The UK government’s FCDO-wide Women and Girls Strategy, how it addresses the economic and structural barriers to gender inequality and how it includes an intersectional approach that includes an understanding of the needs faced by women and girls facing intersecting inequalities.
- The government’s focus on preventing sexual violence in conflict, the proposal for a summit and a convention that supports progress on the issue and how this is integrated with wider strategies on prevention of violence against women and girls more broadly.
- Informing and influencing accountability at key parliamentary and government moments like autumn and other budget announcements, G7 meetings, PSVI Conference, Party conferences, donor conferences.
- And coordinating with the sector to participate in or lead at public campaigning moments, including #March4Women; #Wednesday4Women; Wave of Hope; Great Big Green Week; 16 Days of Activism on GBV.

About you

Summary
The Individual Giving Officer will work as part of an integrated engagement team building a large pool of people who know who we are, share our values and consider us worthy of support. You will use data to optimise our community of support, providing opportunities to activate – and keep activating – with easy actions with mass appeal to grow deeper, more mutually valuable relationships built on shared values. These actions can be non-financial as well as financial but all contribute to maximising impact for people with arthritis.
As a member of the Individual Giving team, you’ll have a big part to play as a key member of the newly created Mass Fundraising and Engagement Team. The team is responsible for growing the Versus Arthritis community and the contribution (money and voice) the community makes to improve the lives of people with arthritis. The team will deliver an integrated, audience-focused mass engagement programme to increase brand reach, drive service engagement, amplify our collective voice to drive change and grow donations across mass income streams. The last bit is where you come in!
About the role
This role is one of two Individual Giving Officers who, together with the Individual Giving Manager, make up the Individual Giving team. This team is accountable for engaging thousands of people each year to make a donation to Versus Arthritis. The aim of this team is to transform the number of supporters who give and the longevity and value of their support. They will do this through the development of innovative, multi-channel audience and insight led mass retention and acquisition activities and product development.
The programme includes cash appeals, reactivation, supporter magazines, lottery and more.

CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink those systems’ impact on the planet’s atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable.
CATF is a global organization and has offices in the US and Europe, and operates globally through work with partners in Europe, Asia, Canada, Latin America, and in multilateral international forums ranging from the International Maritime Organization to the International Energy Agency to the Climate and Clean Air Coalition to the Responsible Steel Coalition. As CATF’s government affairs lead in London, the Government Affairs Officer will work closely with European communications staff, project leaders and issue experts based in Europe and the United States, and European partner organizations to help develop and execute public policy campaign strategies in support of CATF’s program goals and objectives in London.
Primary duties and responsibilities of this position:
- Strategy Development – With CATF’s global team, provide input on public policy advocacy strategies to support organizational goals and objectives in the region;
- Government relations – Connect, cultivate and enhance personal working relationships with key institutions, lawmakers, policymakers and policy influencers in Germany and the Laender.
- Track UK level climate and energy policy developments and intervention opportunities and link CATF technical and policy experts and consultants with policymakers as needed to support development and implementation of strong climate and energy policies;
- Policy Tracking – Stay informed about relevant policymaking efforts in the UK; systematically communicate updates to other CATF staff; and work collaboratively with our EU Government Affairs team and the Program Directors and staff to leverage our advocacy efforts.
- Messaging – Provide input on CATF external positions for proactive announcements and reactive statements;
- Written Materials – Write and/or edit comment letters, fact sheets, and other material for advocacy meetings. Skills/Experience/Education necessary for the position:
- Bachelor’s degree along with at least three years of successful experience in a substantially similar role;
