Job Purpose and Key Responsibilities
The Head of Programme Management leads a large team to oversee all of CIUK’s active humanitarian and development projects funded by UK donors. The team leads CIUK’s relationships with Country Offices and Regions and develops close partnerships to help us achieve long-term and effective programming across the humanitarian and development arena. The team also builds strong relationships with institutional donors and works with the Business with CARE team to deliver corporate-funded programmes. The Head of Programme Management is responsible for ensuring strong grant management and donor compliance including programme financial management. The team ensures that CARE provides and is recognised by donors for offering excellent value for money and real impact for its programme participants. The team also leads CIUK’s approach to delivering smart development and humanitarian programmes with an increasing focus on equitable partnership approaches.

The Head of Programme Management is a key organisational leadership role and will be part of the CIUK Extended Leadership Team working with other heads of team and the senior leadership team to help run the organisation effectively and deliver the 3-year strategy. CIUK’s restricted income from donors is significant and is CIUK’s largest income stream; as such the Head of PMT has a high level of responsibility for stewardship and effective management of the ongoing programme portfolio. Our largest programmes are complex multi-partner consortia in fragile contexts with budgets of up to £60m. The role-holder also has a crucial role to play in identifying learning from our programmes, including from our new ways of working that promote greater local leadership, and sharing these across CARE and the sector.
About you
You will have excellent understanding of CIUK’s main donor, the UK Foreign, Commonwealth and Development Office (FCDO), with deep knowledge of how the FCDO operates, how they are structured and contract programmes, as well as their current priorities. You will have the ability to build strong relationships and have demonstrated ability to negotiate complex contracts with donors and influence donor positions. You will have a strong programme management and risk management background that allows you to understand and work across multiple projects and contexts, and manage risk at the portfolio level, dealing effectively with new risks and issues as they emerge.
As a leader of a large team, you will have strong people leadership and interpersonal skills, with the ability to translate strategy into action, motivate colleagues and demonstrate to team members how their role links to organisational strategy and objectives. You will need to have experience of working in donor-funded organisations, understand cost recovery models, and have experience working to deliver large-scale programming in development and/or humanitarian contexts. A good understanding of the current debates in the sector on local leadership and a commitment to the principles set out in the pledge for change are essential.
About the role
The role covers five main areas of responsibility:
- Representation and relationship management: holding relationships with a set of senior stakeholders including FCDO Senior Responsible Owners, other donor counterparts, CARE Country Directors, Programme Directors and Regional Directors. Negotiating contract terms with donors and troubleshooting delivery issues with country offices. Position CARE’s work to external stakeholders, including personally representing CIUK in external fora.
- Organisational and team leadership, strategy and planning: Set and drive the programme management team’s annual plans and contribution to the organisation’s strategic priorities and annual plan. Be accountable to delivering on team KPIs and organisational KPIs that link to PMT’s work. Play a key role in the leadership of the Programme and Policy department.
- Line management: Directly line manage up to five direct reports. Provide and support strong recruitment, line management, learning and development. Demonstrate a strong personal commitment to CIUK’s equity, diversity and inclusion goals, promote organisational EDI initiatives within the team and work with the team to set team-related EDI objectives.
- Financial and compliance management: Provide close and effective management of multi-million pound budgets. Reforecast accurately throughout the year, identifying and working with country offices to rectify implementation issues. Manage risks and issues at portfolio level, raising high and critical risks for attention by senior leadership and board as necessary. Ensure donor compliance is followed.
- Programme quality, monitoring evaluation and learning : Ensure that CIUK closely monitors project implementation, relevance of programme outputs and outcomes and ensures programmes meet relevant technical standards and up to date best practice. Programmes fulfil requirements on programme quality and adhere to do no harm standards, the Core Humanitarian Standard, and ensure that CARE’s safeguarding standards are met throughout the life of the programme. Proactively share knowledge from CIUK’s programmes across the confederation and externally.

Role Purpose:
The Delivery Director will be responsible for leading the delivery of a modernised Human Capital Management (HCM) solution to replace a legacy core HR system and a number of associated point solutions across areas such as recruitment and learning. This role will lead all aspects of programme delivery over a multi-year period, ensuring the programme comes in on time, budget and delivers the planned benefits to meet the complex needs of a multi-stakeholder environment.
This role is pivotal in ensuring that the charity can effectively support its beneficiaries through the efficient use of modern technology and processes, ultimately enhancing the overall service delivery to armed forces veterans and their families. The Delivery Director will be a key figure in driving this significant change within the organisation.
Key Deliverables:
- Ownership and responsibility for successful end-to-end programme design and delivery encompassing technology, data, supplier management, delivery governance, stakeholder engagement, and human change management.
- Engaging and galvanising a multidisciplinary programme team toward the mission of successful programme implementation and benefits realisation, in a framework that recognises and respects their functional responsibilities and reporting lines.
- Building effective working relationships with professions across the organisation and their leadership that are intrinsic to the programme (e.g. procurement, technology, internal communications, change management etc.) as well as with key suppliers.
- Implementing and maintaining programme governance and delivery in line with the organisation's approach to these for strategic programmes.
- Working in deep cooperation with the Transformation Management Office (TMO) Team to ensure coherence with the charity's strategic change Portfolio of which HRIS forms a part. Planning and working closely with other programmes in the Portfolio to manage any interdependencies effectively.
Requirements:
- Leadership: Proven track record of having successfully led end-to end enterprise-wide HR information systems implementation programmes that have human change at their core.
- Technical Expertise: Strong understanding of HRIS functionalities, including but not limited to data structures and system configuration, with proficiency in configuring and customising HRIS systems to meet specific organisational requirements. Ability to lead effectively inputs from technical programme team members.
- Change Management Expertise: Strong background in human change management enterprise-wide in complex environments.
- Strategic Thinking: Ability to align programme deliverables with strategic goals and articulate programme vision and ongoing delivery against this vision to stakeholders at all levels.
- Relationship Building: Excellent skills in stakeholder engagement and relationship management, with the ability to navigate a complex multi-stakeholder environment, building effective partnership working across the charity to support programme delivery.
- Problem-Solving: Strong analytical and problem-solving skills, with the ability to foresee potential challenges and proactively develop appropriate mitigation strategies.

Full Fact is a team of independent fact checkers and campaigners who find, expose and counter the harm it does – a team which has seen firsthand how bad information promotes hate, damages people’s health and hurts democracy. Full Fact fights for the right information to reach the people who need it most, whether that’s individuals making decisions about their health or who to vote for; or politicians debating the future of our country.
This role will manage, develop and grow the charity’s portfolio of trusts and foundation donors, as well as leading and delivering Full Fact’s trust fundraising strategy, identifying and building relationships with new prospects who have the capacity to support at 5/6-figure level. The post-holder will work closely with the senior leadership and trustees to maximise network opportunities and will support the organisation in diversifying its donor base, gaining long term/multi-year support and ensuring balance/political neutrality within the funding portfolio.

Key responsibilities:

● Build networks and contacts within mainstream, education and food-related traditional and social media platforms to secure story and content placement.
● Deal with reactive media queries to tight deadlines, overseeing reparation of briefs and Q&As.
● Oversee content creation for our social media and online platforms, How to Guides and marketing materials, ensuring brand consistency and appropriate audience targeting.
● Ensure any data collection via our website or other platforms is compliant with GDPR and any related or superseding legislation.
● Line manage and mentor two team members, with a commitment to ensuring their career progressions.
Skills & experience:
● You have interest and belief in our mission to improve kids’ health through improving food and food education in schools.
● 3+ years prior experience in a similar role.
● You are organised, methodical, strong on detail, and able to map out deadlines and plan ahead.
● Ideally you’d have some experience of line management, a ‘must’ is a commitment to developing the team.
● You have proven success designing and delivering communications plans and campaigns.
● You have experience successfully pitching stories and/or collaborations to media, journalists and influencers.
● You understand how to create engaging content - both written and visual.
● You see opportunities for coverage and know how to make them happen.
● You’re up to date on media and communications trends and able to stay ahead of the curve.
● You’re capable of managing multiple projects simultaneously.

● You have excellent writing skills and a confident command of English.

The recruitment process

This role will train and oversee the work of our volunteers in signposting guests to high quality services. They will be responsible for holding guest voice strategy and will feed into the senior leadership team the opinions of our guests so we can continually improve the service we offer them.
This role will build partnerships with organisations to create support pathways. We want to maximise use of our building by creating a support ‘marketplace’ inviting partners into the foodbank and increasing guest access to the broadest range of services.

The successful applicant will be responsible for providing sound, motivating leadership and creating a work atmosphere where our dedicated, talented team can thrive. Essential Criteria
- An understanding of autism and experience working with autistic adults without a learning disability
- Strong understanding of the duties of statutory services and key legislation that underpins the rights of autistic people
- Knowledge and practice of relevant legislation – Autism Act 2009 and National Strategy, Care Act 2014, Mental Health Act 1983, Mental Capacity Act 2005, Equalities Act 2010, GDPR 2018
- Experience developing and optimising support services for disabled people
- An understanding of the third sector and health and social care landscape in London
- Proven track record in an operational, managerial role within the third sector
- A strong leader and manager, with proven experience mentoring a staff and volunteer team, providing guidance, support, and development opportunities, and driving towards excellent outcomes
