Children North East is a growing charity, working to ensure that all babies, children and young people have the opportunity to grow up happy and healthy. The charity as a whole has been through a transformative restructure and due to this transformation the charity has grown substantially since 2019. Our Operational area will be led by two Directors an Operations Director and an Operations Development Director.
The current Operations Director has now been appointed internally as the Operations Development Director, this role will focus on system change including research, data, growth and further our development on specific pieces of work. This will include growing the demographics of children we work with to help us to meet their needs, changing reactionary work into intervention work and will lead on the following:
• CNE voice work – supporting babies children and young people to have a voice in the work that we do at CNE.
• Developing, implementing and leading on our training offer – in house online packages.
• Leading on new operational developments – research, scoping, pilots and evaluation.
• Driving forward our current work – regionally and nationally – stakeholder engagement, scoping new geographical areas for
development actively selling our work.
• Influencing and campaigning – working alongside policy/campaigning led by CNE, influencing external networks and systems.
The Operations Director will ensure that our current and future strategies will enable us to meet our ambitions. You will work closely with the Senior Leadership Team to drive the charity forward in meeting the end of its current 5 year strategy and be part of the development of the next 5 year strategy. You will create good working relationships with your senior leaders and Operational Leads and you will have a whole charity approach to the work required.
This role will Lead our Operational Leads to deliver the excellent services that sit within their portfolios including the following teams:
• Therapeutic including Counselling
• Communities
• Poverty Proofing
The Operations Director role will ensure the income, safety and quality of our services are delivered to the highest standards. With key leadership qualities, this role will ensure the sustainability of our services and work collaboratively with SLT to reach its ambitions of our current and future strategies. There will be specific collaboration with the Operations Development Director to ensure that once our seed and pilot work is established it is moved forward into Operations within the charity to benefit all of the people we work with. About the Role
Our team currently consists of 8 dedicated staff members and is led by our CEO, Anne Bishop. The Chief Operating Officer (COO) is a new role for BAUS. At the National Energy Foundation, our team is forward thinking in its approach to home energy and uses its influence and projects to make meaningful change. Our primary focus is delivering projects aimed at alleviating fuel poverty and helping residents to feel warmer, healthier and more comfortable in their homes whilst also helping them cut the cost of their fuel bills. In the next five years, we will seek to help more than 170,000 households out of fuel poverty. Beyond this, we seek to encourage homeowners to make improvements to their homes to increase energy efficiency. To enable this, we deliver several projects aimed at encouraging retrofit of energy efficient heating systems into UK homes.
Job Role

The Finance Director will work with the CEO and the Finance team to collaboratively drive the development and delivery of the NEF’s strategic plans and budgets. The Finance Director will be a member of the NEF’s Senior Management Team (SMT) and will attend the quarterly Trustee Meetings.
Not only will the Finance Director take accountability for the day-to-day transaction processing, ably supported by an effective Finance Team of 3 people, they will take the lead on the budgeting, planning and analysis processes, developing a range of processes and reports to enable effective decision making.
The Finance Director will be the key contact for and work with the auditors, HMRC and other professional advisors and regulatory bodies to ensure that the organisation remains compliant and fulfils its legal responsibilities.
Management
o Manage the Finance function, providing leadership and support to the Finance Manager and their team of 2 analysts to ensure they are all able to carry out their responsibilities to the required standard.
o Provide strategic financial guidance to ensure that the NEF meets all its objectives.
o Contribute to the company’s overall business objectives and guide on financial strategy.
o Act as support and “Critical Friend” to the CEO, deputising for them where required.
Audit, Accounting & Reporting
o Take accountability for the production of timely and accurate financial reports, meeting the deadlines set by the CEO and the Trustees.
o Take accountability for all transaction processing including payroll, invoicing customers, and supplier invoice payments.
o Continually develop the reporting output to ensure that it meets the ever-changing requirements of the NEF and its Trustees.
o Be accountable for all finance systems, making recommendations for their development and implementing changes as necessary.
o Maintain relationships with the auditors, the banks, and other professional bodies.
o Work with the CEO and Trustees to compile and submit the Statutory Accounts and associated documentation.
Budgeting Planning & Analysis
o Working with the management team, set, monitor, and manage departmental and project

o Develop and maintain a financial risk register to identify and mitigate against any potential financial challenges facing the NEF.

Our current Director of Finance and Operations, who leaves us in mid-2024, has worked hard to stabilise our finances, improve our systems, and promote an inclusive and productive workplace. The key duties of the Director of Finance are as follows:
- Support the CEO and Senior Leadership Team in developing HET's organisational strategy and plans, ensuring they are financially sustainable.
- Play a key role in the senior management team and attend and present at various Committee and Board meetings.

Job Purpose
Finance
• To lead and manage the Harris Federation finance function so that Harris delivers its educational aims and objectives as well as meets all DfE and EFSA requirements
• To be responsible for the financial sustainability and development of Harris Federation and for the financial probity of the organisation
• To ensure the provision of an efficient, responsive, reliable, and effective financial service to the Harris Federation.
• To support the CEO in his role as Accounting Officer in line with the Academy Finance Handbook
• To provide strong leadership and direction to an established central finance team consisting of 35 staff), this being the led by a strong Financial Controller and the business partnering team led by a strong Head of Business Partnering
• To manage the Financial Controller and oversee the operational finance and accounts team
• To manage the Head of Finance Business Partnering and oversee relationships with key stakeholders across the academy network
Operations
• To work alongside the CEO and Directors to continue the development of an effective and efficient business model for the Harris Federation central services
• This will align with the Oracle roll out where the current operating model will require business change that will drive the efficiencies and benefits a new and sophisticated system like Oracle can bring
• To give strong leadership and direction to the central systems team (circa 6 staff), this team currently supporting the roll out of the Oracle system across HR, Payroll and Finance
