Refuge’s work has never been more important. When the first safe house for women and children opened in Chiswick in 1971, domestic abuse was largely seen as being black eyes and broken bones, something which happened behind closed doors. Now, it is recognised that domestic abuse can take many forms and can be more complex and difficult to spot. It can include abuse via technology, economic abuse, coercive control, emotional abuse and sexual abuse.
Over the past two years, we have had some significant successes at Refuge. At our core, we are the largest single provider of specialist domestic abuse services for women and their children across the country. We run the National Domestic Abuse Helpline, the gateway to frontline services. Every two minutes, someone turns to Refuge for help. We are seeking a new CEO to advance the organisation's mission and impact. We are looking for a CEO for Refuge that is a visionary and strategic leader, who is passionate about ending domestic abuse and empowering survivors. Main purpose and scope of Role
This role will play key to engaging with and supporting PTAs across the region, as well as a variety of stakeholders such as schools, parent groups, local authorities, potential sponsors or supporters and other organisations as our suite of programmes grows. This role initially focuses on the following, but is subject to change as programmes are launched or evolved:
PTA Programme
- Growing our network of PTAs.
- Supporting PTAs through leadership transition to minimise PTAs closing unnecessarily.
- Organising gatherings of PTAs to enhance the PTA community.
- Providing training and awareness sessions for PTAs.
- Providing community support to PTAs during peak activity periods online or by phone.
- Helping schools establish PTAs and supporting them during their first year through our new PTA Launchpad programme.

Parent Programme
- Raising awareness of Parentkind’s growing programme of support for parents, directly or indirectly through schools or other partners.

- Building relationships with regional stakeholders to support Parent Programme activities.

About the team
We have been successfully running the first ever national Peer Support Service for kinship carers in England for over two years since January 2022. We have created 145 peer support groups and supported and trained kinship carers to create and lead their groups in a way which meets their needs.
With a new contract from the Department for Education, we’re now entering a new phase of our service with a focus on:
- creating 90 new sustainable peer support groups in areas of most need over 21 months;
- sustaining and developing the current 145 existing groups, and;
- providing support and help to build a sustainable and welcoming community for all peer support groups across England.
About the role
The type of person we’re looking for:
This is a new a role and a new structure for the team. You will need to be a strong, boundaried manager and leader. You will understand the power of building relationship-focussed peer support groups and the importance of in person local community engagement and outreach.
The team you lead will focus on community outreach and relationship building to develop new groups and new support group leaders through to independence. By independence, we mean that the groups will function successfully without a staff member present.
We want groups to feel a sense of community and belonging through all support and services we offer at Kinship, so your team will be the local contact. They are expected to be out and about in communities.
Your team will need to build resilience through in person outreach, support, training and connection to ensure groups are able to function independently before moving to new ‘hub’ team who will provide centralised support and community building.
Your team will also reach out to existing groups (providing a face of the service and a relationship with it), ensuring they have the resources they need and support to sustain their group and then transition to the ‘hub’ team. This will include in person visits.
Purpose of the role:
The role of Programme Lead is to oversee and take accountability for the development and creation of new sustainable kinship peer support groups across England in priority areas as part of a new hub and spoke delivery model. In this context, your team is the ‘spoke’ of the service, delivering local outreach, online groups (where appropriate) and relationship building with kinship carers.
Managing a national team of seven staff (two direct line reports), you will provide firm leadership, ensuring targets and funder SLAs are met consistently and the service is delivered to a high quality. A project has been established that is currently working with 33 schools and 33 churches in developing discipleship pathways for children and young people in Bolton. One key aspect of this project is the ‘Shades Project’, which focuses on racial justice and faith, supporting schools and churches in developing a culture for all children and young people, regardless of racial background, to thrive and flourish. In response to the exciting growth of the Shades Project, they are looking to appoint a Shades Project Worker to support the growing opportunities for Christian discipleship and to embed the Shades ethos in primary and secondary schools and parishes in Bolton deanery.
The Shades Project Worker will work with the Shades team in primary and secondary schools, delivering Shades Collective Worship and Shades ‘Faith and Identity’ workshops. They will also lead Shades Ambassadors groups for those children and young people who are passionate about growing in their understanding of racial justice, the Christian faith, and becoming courageous advocates. The Shades Project Worker will also work with Bolton parishes and mission communities to promote the Christian message of God’s love for all of his children, encouraging children, young people, and adults to celebrate their God-given identities and to grow spiritually.
The Shades Project Worker will have many opportunities for training and development, as well as the creative freedom to develop initiatives for children and young people. The post holder should have experience of volunteering with children or young people in a church and/or school context. The Major Giving Department at the NSPCC has an exciting opportunity for an experienced fundraiser to become part of the Statutory Team, securing significant income from national, devolved and local government, research grant-makers and commercial tenders.
The Senior Public Sector Development Manager will work with the Lead for Public Sector Development, the Associate Head of Philanthropy, another Senior Public Sector Development Manager and two Public Sector Development Managers towards a shared income target of around £5 million per annum. Leading a team of Practice Development Leads, you will be responsible for equipping SHiFT practitioners with the knowledge and skills they need to flourish, and for supporting practitioners, through intensive on the ground practice guidance, to deliver SHiFT’s practice model and achieve exceptional outcomes for children, young people, and families.
You are likely to be someone with significant senior practice experience in the youth criminal justice or adolescent safeguarding systems, with a thorough understanding of its benefits and limitations and detailed knowledge of its agencies, systems, and policies. You will hold extremely high expectations for the children and young people SHiFT works with, and for the quality of engagement and services they receive from relevant professionals and agencies, and this will be reflected in your determination to develop transformational practice. You will have demonstrable experience of getting the best out of people, across varied professional backgrounds, and innovating to create the training and support needed to deliver exceptional outcomes for children and families. It is likely that you will be frustrated by aspects of the current system, with experience of developing new or emerging interventions and the ambiguity inevitably involved in such an ambitious endeavour as this.
SHiFT’s Head of Practice Development will lead the supervisory and direct practice work SHiFT does with children, young people and the people in their lives who matter. This is a critical role for an expert in practice with complex and highly vulnerable young people. The role is an opportunity to take on a system influencing position to shake up the youth criminal justice system.
The role has been designed so that you would directly lead a small central team and be outwardly focussed on supporting SHiFT Guides and SHiFT Practices to work in ways with young people that are aligned with the SHiFT Framework. We do not want you focussed on managing a large team, developing the central organisation, or managing partnerships with local authorities. We want you to be obsessively focussed on consistently excellent practice.
Key Duties
Working with support and direction from SHiFT’s Director of Practice and Learning, your principal responsibilities will be:
- Ensure quality of practice. You will be responsible for the quality of direct work with young people and their families across the SHiFT Practices.
- With a help of a small practice team, you will work very closely with Guides in local areas ensuring that the high expectations for the work are being met consistently and sustainably.
- You will make active use of data on child outcomes, observations of practice and contributions to group supervision sessions to inform your view of quality.
- Where SHiFT Practices have become stuck in their change work with a young person, your team will be on hand to help them find a way through with creativity, tenacity, and high expectations.
- Implement the professional development programme for SHiFT Guides and contribute to its development.
- You will contribute to the delivery of a programme of induction, direct instruction, coaching, mentoring and supervision to grow the capability and resilience of SHiFT Guides across England, holding overall responsibility for the implementation of SHiFT’s professional development offer.
- Implement the SHiFT Framework and contribute to its development. You will be responsible for holding people accountable for working to the SHiFT Framework, ensuring SHiFT’s highest aspirations for practice quality are met, and contributing to the development of the Framework and associated resources and training to support continuous quality assurance, improvement, and learning. Working with your team of Practice Development Leads, you’ll work closely with Guides, Operational Leads, and other members of the national SHiFT team to ensure that the Framework is widely understood and consistently implemented.
- Promote SHiFT practice for wider system change. You will support wider system changes by role modelling SHiFT’s distinctive approach to practice so that we can influence the adoption of our approach. This will include spotlighting examples of excellent practice with young people and being a town-crier of these stories.
- Work in lockstep with Partnerships Managers.
- Your practice team will work in tandem with Partnerships Managers who scope and develop partnerships and then ensure that the contractual partnership between SHiFT and local partners is working. Where partnership problems arise, they are often closely linked with, or have a knock-on impact to, practice.
Experience, knowledge and skills:
- Substantial expertise in leading, developing and assuring exceptional practice between practitioners and young people caught in highly risky situations and relationships.
- Knowledge of, and/or experience of using, systemic ideas in practice with children and young people would be highly advantageous.
- Experience of influencing the practice of others through your own direct line management, through supervision, coaching and teaching.
- Detailed knowledge of youth justice and children’s social care agencies, systems, and policies.
