Background:
First Step Trust (FST) is a charity that provides work experience, training and employment opportunities for people excluded from working life because of mental health problems or other disadvantages (workforce members).
Our approach is about giving workforce members the chance to overcome some of the difficulties facing them by getting them involved as colleagues. We provide ‘on the job’ training, advice and support to enable each person to improve their basic skills and knowledge of the various work undertaken. This will include supporting workforce members to gain recognised qualifications and access to work placements with our customers and other organisations.
We are in the process of developing a more formalised training and employment support programme (SMaRT Pathways) particularly, but not exclusively, in the area of the Automotive trade. Job Role:
The main objective of this post is to enable people with mental health difficulties and other disadvantages (workforce members) to engage with and access open employment. The Start Network is made up of close to 100 aid agencies working across six continents. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and locally driven humanitarian action. We're tackling what we believe are the biggest systemic problems that the sector faces. Problems including slow and reactive funding, centralised decision-making, and an aversion to change mean that people affected by crises around the world do not receive the best help fast enough, and needless suffering results. Our work focuses on responding to these problems. JOB PURPOSE
This senior management role will enable strategic thinking and design, influence diverse stakeholders, adapt agile ways of working and drive change in line with the vision of the Network.
You will enable the development of country and regional civil society hubs, driving decentralised decision-making, devolving power, and enabling local hub leaders to meet their needs defined and owned by them. You will work with the hubs and their members to understand their support needs, then facilitate and coordinate that support working with peer hubs and relevant members of the Start Network team expertise.
The role requires a good understanding of and experience in the humanitarian and/or development sectors, and an ability to work with local civil society. Awareness of power and political dynamics and sensitivity to different contexts and cultures is crucial. You will be skilled at building relationships and brokering partnerships with empathy, credibility and equity. Listening and valuing diverse perspectives to build an inclusive team will be key to success. Solid programme and budget management will be critical to enabling the hubs vision and activities.

- With members and hubs, co-design, develop and enable the evolution of Start Network of Networks, including hubs.

The Head of Project Development is a new and pivotal role within the organisation that will bridge the gap between our fundraising efforts and the development and implementation of projects. This strategic position is focused on developing new projects based on clear evidence of need and alignment with PCR’s mission and priorities, as well as enhancing the case for existing projects. The role will work in collaboration with the delivery and partnerships team to develop cases for support and secure substantial funding to ensure we can continue to expand and deliver impactful, sustainable projects. The successful candidate will be instrumental in expanding our operational capacity, initiating innovative projects, and contributing significantly to our growth targets for impact and the associated income to achieve this.
Key Responsibilities

Project Development and Management: Spearhead the development of new projects and work alongside fundraising to develop bids to support existing initiatives, ensuring alignment with PCR’s strategic goals and funding opportunities.

Fundraising Support: Collaborate closely with the fundraising team to identify and secure funding from large statutory sources, including but not limited to the likes of the National Lottery Community Fund, NHS, NIHR, and Sports England.

Evidence Gathering: Develop a robust evidence base and demonstrate PCR’s capability through in-house or commissioned pilot work.

Strategic Planning: Contribute to strategic planning processes, identifying key obstacles to project development, and developing strategies to overcome them.

Stakeholder Engagement: Engage with internal teams, external partners, and stakeholders to ensure future project alignment with community needs and stakeholder expectations.
Profile of the Candidate

Proven experience in project development and management, preferably within the healthcare, research, or non-profit sectors.

PERSON SPECIFICATION
This role would suit someone with a proven track record in collaborative new business development from concept and research to delivery; ideally in an environment working with local authorities, NHS, DWP, health bodies, and/or grant institutions. We are also looking for an exceptional communicator with strong verbal and written influencing skills across various levels of seniority. KEY RESPONSIBILITIES
· Lead and support the creation of high-quality bids and funding applications, including finalising technical questions and method statements.

- lead on development of MVM's post-election strategic plan;
