About Us:
Thank you for your interest in our Country Manager role. ROLDA (Romanian League in Defence of Animals) is a small animal welfare charity working to improve the lives of dogs, cats, and other animals in Romania and internationally. Since its establishment in 2006, ROLDA has become a beacon of hope for the millions of vulnerable stray animals in Romania – one of Europe's economically poorest nations. Our mission is to manage the homeless animal population, estimated to be millions, through six key focuses: rescue, rehabilitation, sheltering, sterilisation, and education. Within our shelters, inspired by British kennel design and maintained to meet EU animal welfare standards, we can house up to 700 stray dogs at a time. Here, they receive complete veterinary care, rehabilitation, and preparation for rehoming. Since 2006, we have helped over 48,000 animals (primarily dogs and cats) and built two shelters for dogs and one for disabled and senior cats. We also distribute support, primarily through small grants, to six other charities in Romania and over 40 shelters in Ukraine. We rehome mainly in Switzerland, Sweden, and the UK. In addition to our efforts in rescuing and rehoming animals, ROLDA tackles the root cause of Romania's homeless animals through comprehensive neutering programmes and educational initiatives. Citizens UK and the NRPF Partnership
Citizens UK
We are Citizens UK. We’re working together to make change on the issues that matter, from campaigning for zebra crossings on dangerous roads, to reforming the immigration system, to the Living Wage campaign.
We bring together everyday people and local organisations to build a better, fairer society. Too often communities are left out of decisions that affect their lives, but we know everyday people have the ability to shape the world around them. We develop local leaders who find solutions to problems big and small and hold power-holders to account.
We work with hundreds of civil society organisations, who we call our members - schools, universities, faith groups, charities, unions and more - to help them win change. Over the last 30 years, we’ve worked in alliance with 500+ members, trained 4,000+ community leaders, accredited 13,000 Living Wage employers, and won hundreds of campaigns.
NRPF Partnership
The NRPF partnership was set up in 2023 and is being developed by Citizens UK, Migration Exchange, and Praxis. You can learn more about the overall initiative via our FAQs page.

ABOUT START NETWORK
The Start Network is made up of close to 100 aid agencies working across six continents. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and locally driven humanitarian action. We're tackling what we believe are the biggest systemic problems that the sector faces. Problems including slow and reactive funding, centralised decision-making, and an aversion to change mean that people affected by crises around the world do not receive the best help fast enough, and needless suffering results. Our work focuses on responding to these problems. This includes shifting power closer to where crises happen, providing fast, early and predictable function and sharing learning and innovative ways of working.
The Start Network is at a critical point in its journey. We have grown and diversified our membership over the past 10 years. We are now set to evolve into a decentralised “network of networks” in line with our vision and principles. We are currently working with 10 national and regional networks (called hubs) made up of predominantly civil society organisations. They are developing locally owned ways of anticipating and responding to humanitarian crises. We aim to support the emergence and development of further hubs in the coming years. Our ultimate ambition is to devolve leadership, membership, programming, and decision making to the hubs, while the central team transitions to become a service provider.
Start Network is committed to protecting people, particularly children, at-risk adults and affected populations from any harm that may be caused due to their encountering the Start Network as well as responding effectively should any harm occur. We are also committed to safeguarding staff from any forms of bullying, harassment, sexual harassment, discrimination, and abuse of power as outlined in the Dignity at Work policy.
Start Network embraces diversity, promotes equality of opportunity and eliminates unlawful discrimination. We are an equal opportunities employer and treat every application on merit alone. We particularly welcome applications from disabled, black, indigenous and people of colour (BIPOC), and LGBT+ and non-binary candidates. We offer a guaranteed interview scheme for disabled applicants who meet our essential selection criteria set out in the Skills section.
