Introduction

Working within the Central Secretariat, the Safeguarding Structures Programme Director will lead a programme team to implement the new independent structures for the Church of England's safeguarding function.

About the Department

The Central Secretariat provides support to many of the governance bodies of the Church of England, including the General Synod, House of Bishops, Archbishops' Council and others. It also provides policy analysis and support on internal matters relating to the structure and governance of the Church of England.

What you'll be doing

The purpose of this role is to deliver the General Synod's motion of February 2025 to design, develop and deliver independent scrutiny of Church safeguarding and such operations as the Synod decides. It needs to do so in a way that brings stakeholders - victims and survivors, safeguarding staff across the Church, trustees and others - along with them, with a focus on delivering a system of safeguarding that commands greater confidence. And it needs to do so working through an executive chair and lead bishop.

You will lead a programme team that is in the process of being formed, and you'll report to the Director of the Central Secretariat, whilst also working through an Executive Chair (currently being recruited), the lead bishop for safeguarding and a Programme Board, and maintaining the confidence of the wider Church of England, including the General Synod, the House of Bishops and others.

Key responsibilities

• Lead the programme team to deliver an ambitious programme of policy development, legislation, restructure and new service development, being accountable for ensuring the programme meets objectives , delivers outcomes and realises benefits
• Support the Executive Chair and lead bishop to deliver the mandate of General Synod (February 2025) regarding the future of Church of England safeguarding - maintaining their confidence and engagement at all times, building a relationship of trust and collaboration.
• Lead the team to deliver the change:
• Design the change - agreeing the new models for scrutiny/complaints and operations
• Secure buy-in to the change - including from governance bodies, the General Synod, and other stakeholders
• Execute the change through a mixture of legislative, contractual and other arrangements; and
• Embed the change - through the communications, engagement, planning etc that will enable the programme to deliver the benefits
• Maintain excellent programme governance - both ensuring the programme is well-run, with appropriate internal governance (plans, resource management, risk management) and reports effectively to the Programme Board, and to governance bodies
• Develop excellent engagement with safeguarding staff and leaders across the Church
• Ensure that the proposals are designed from the user perspective - with a particular focus on victims, survivors and parish safeguarding officers
• Lead, support, encourage and manage, the programme team of approximately 6-8 people
• Develop key messaging and strategic engagement , overseeing internal and external engagement
• Equip and enable the lead bishop and Executive Chair to be effective senior sponsors and externally facing change champions, ensuring that they are fully briefed on all developments and properly supported prepared for their meetings.

About You

Along with a recognised Programme Management accreditation (e.g. APM, PMI, PRINCE2 or equivalent), you will also need to demonstrate:

• The ability to create the vision and a sense of the destination, and also to engage in the precise details of what needs to happen to deliver it;
• A track record of engaging with people who are impacted by substantial change;
• Ability and experience of working collaboratively with a programme team and wider stakeholders to achieve success
• Experience of working with senior stakeholders to deliver, and capacity to work with an Executive Chair and lead bishop or similar.

• A salary of 82,157 per annum, plus age-related pension contributions between 8-15% of salary. We will also match any salary-sacrifice pension contributions you make up to an additional 3% of your salary.

Deputy Head of Youth Work

About the Role

Through line management of your team and in collaboration with partners, you will ensure that the Youth Zone is accessed by all young people who need it the most. You will oversee community engagement outreach as part of the delivery ensuring the organisation continues to have a strong reputation and there remains a good awareness of the offer.

You will also be accountable for ensuring strong evidence of effective performance in line with vision, mission, values, and strategic objectives and that the team are afforded continuing professional development opportunities. Key responsibilities include:

• Line management of Female Engagement, Employability, Inclusion Coordinator and Outreach

• Monitoring, evaluation and reporting of all sessions including restricted-funding projects 

• Ensure the quality of the youth work offer across all direct report areas meet the standards of the organisation 

• Develop and maintain relationships and partnerships

• Manage one off projects, events and promotional activities 

• Identify suitable restricted-funding projects 

• Support, and in some cases manage, targeted projects as and when they come up, including budget management, and ensuring full monitoring and evaluation compliance

The successful candidate will be working with adults in a residential setting delivering assessments, group sessions and one-to-one therapy to those admitted to the service. The post-holder will offer an intensive, abstinent-based programme with high levels of group therapy and a strong emphasis on aftercare support. The role will include facilitating specialist psycho-educational groups, 12 step, relapse prevention therapeutic groups and individual counselling sessions.

You will work closely with our Supported Housing team and be required to participate in regular team meetings. You will also be required to liaise with external agencies and work creatively to provide the most appropriate treatment plans for clients with complex needs. You may be required to cover occasional evening Aftercare groups.

Main Responsibilities
•  Undertake assessments of people entering the service through various referral sources.
•  Develop, facilitate, and review a group work programme that meets the needs of our clients. These might include dual diagnosis, trauma, cross-addiction, criminal justice issues and various types of substance use.
•  Provide a holistic package of care to people which meets their needs and includes working with colleagues across other teams to help residents with diversionary activities, employment, training, and education.
•  Work with the Supported Housing team to ensure residents are safe, secure, and maintain their tenancies and are prepared to move onto independent living.
•  Provide a range of one-to-one interventions that might include MI, person-centered care, CBT, DBT and trauma work.
•  Manage a caseload of individuals with a wide spectrum of needs.
•  Assist residents to understand the effects and benefits of any medication prescribed for them and the importance of complying with treatment regimes. This might include liaising with pharmacists, doctors, and psychiatrists for monitoring purposes.
•  Provide psychoeducation to raise awareness and understanding of substances and their effects.
•  Provide onward referral and liaison with wrap-around support within SCT to enable our residents to achieve social integration and personal development.

Client Management
•Coordinate and carry out assessments of new residents and the referral and acceptance process, ensuring that each client has a programme appropriate to their needs.
•  Conduct joint 3 and 6-monthly reviews with Supported Housing team colleagues.
•Provide group and individual counselling as required by the service.
•Support residents from admission until completion of treatment.

Operational Support
•Comply with all monitoring and evaluation requirements.

General Responsibilities
•Engage with and inspire people in recovery.
•Ensure a safe and secure environment for residents, free from alcohol and drugs, and free from abusive behaviour and exploitation.
•Ensure that all SCT activities are carried out with due regard to Health and Safety legislation, SCT policies and procedures, as well as good practice.
•Work within the policies and procedures of SCT.
•Implement SCT’s Equal Opportunities Policy, understanding its implication in the development of services to clients.
•Attend regular supervision sessions, both internal and external.
•Attend meetings within and on behalf of SCT as appropriate.

Qualifications and Experience

ESSENTIAL
•   Educated to degree level or Diploma Level 4 in Counselling.
•Two years’ experience of therapeutic work with: people in recovery, people experiencing homelessness or people with significant trauma histories / adverse childhood experiences.
•   One year’s experience of one-to-one counselling.
•A solid working understanding of CBT, MI, Relapse Prevention techniques and/or other interventions applicable to working with people in recovery.
•Experience in delivering therapeutic group work.
•Experience in encouraging individuals to reflect on their behaviour (consequences and risks), recognise the benefits and potential for change and provide support and encouragement to help residents achieve change positively within an abstinent community.
•Using effective support systems and networks to develop own knowledge and practice.
•Adhere to the principles of confidentiality of information.
•The ability to understand and work with others’ points of view, values and beliefs.
•The ability to change working techniques based on new information or evidence.
•Able to encourage others to express their views, feelings and wishes.

Project Background

Come and join our award-winning place-based volunteering programme that works with residents living across Hackney and the City of London.

You will be based out in the community - the programme is based at GP practices - to engage, support and enable local residents and patients to deliver local services for themselves, to meet local needs. We support residents to come together, to share their skills and experience for the benefit of each other, to deliver local groups and activities such as a book group, film club, exercise classes or cooking group. Residents from diverse backgrounds and demographics attend these activities together and make new connections, building strong local communities, all working together to make their area a better place to live. People, many of whom are isolated across all ages, and who have difficult life circumstances, are brought together, providing each other with mutual support and encouragement to develop new skills and pursue life goals, and to feel better able to voice their concerns to services.

You will be joining a nationally recognised project - having won an award from the Royal Society of Public Health in November 2024 - to support residents to fulfil their personal goals, make connections with others, and design activities and services that meet local needs. You will also be supporting people to improve their mental and physical health through signposting them to appropriate services and encouraging them to talk to their GP if they have concerns; and will be working in partnership with GP practice staff to co-create volunteer roles to make the practice more efficient and a better place to visit.

Who are we?

Volunteer Centre Hackney is a medium sized charity (currently 30 staff) based in the London borough of Hackney, working to support local residents to realise their skills and passions through volunteering and social action, and to share these for the benefit of others.

Our mission is to build and strengthen communities across Hackney through supporting residents of all ages and backgrounds to volunteer and build projects together.

In 2021, we were awarded the Freedom of the Borough Award by Hackney Council for our efforts to support residents during COVID, which included mobilising over 2000 volunteers to deliver food, prescriptions and essential items, provide emotional support to isolated residents and support the vaccine rollout. 

We work with hundreds of diverse community organisations and deliver various programmes to help residents share their skills and deliver their own social action projects to improve people’s lives. These include a befriending programme, volunteering brokerage matching local people to volunteer roles based on their skills, interests and goals, a specialist mental health programme, peer research and multiple resident engagement programmes at GP surgeries and estates across Hackney.

Post holders need to be enthusiastic and engaging, bringing energy to the role, be self-motivating and confident to work primarily alone, albeit with some support from the team members based at other sites.

As part of our succession planning, Number Champions is recruiting a CEO to take on all management of the charity and to help the board define and deliver its strategy. Background - Number Champions

We train volunteers to use games and other creative activities in primary schools in one-to-one sessions with children to help them gain confidence and skills in maths. This support helps put children on track to achieve their full potential in a world where numeracy is a vital building block. Over half the children we support are from disadvantaged backgrounds, which is where the need is greatest.

Founded in 2018, we have already helped over 1,500 children. We now have 115 volunteers running weekly sessions. This year they are helping 334 children in 38 partner schools across London, and we plan to continue to grow organically every year to support more children.

Our vision is not just that we grow in scale, but that through our example other organisations copy our model, and that eventually all primary school children will have access to volunteer support in maths.

CEO role

The CEO will be a new permanent role, reporting to our founder Chair and to the board of trustees. You will take on all aspects of managing our award-winning charity and drive the board process of setting and delivering strategy. This will include financial management of the charity and involvement in fundraising. This is in the context of our succession plan, whereby our Chair will hand over the executive responsibilities which he currently exercises on a pro bono basis. This is to allow us to recruit a new Chair within two years.

You will line manage the Head of Operations - our current senior employee, who manages our other two staff. The role will be part time for the equivalent of 3 days a week.

Location

You will work mainly remotely, although you will be expected to attend periodic meetings in London. We therefore require candidates to live within commuting distance of Central London, giving maximum flexibility for both the employee and the charity.

Person specification

Candidates must be able to show previous success as a member of the Senior Leadership Team of a charity. You should be a collaborative worker able to build productive working relationships with people throughout the charity and beyond. As continuing our growth is a strategic goal, we need you to have experience in marketing.

We have a high-performing staff team, and a key requirement is that you are able to continue to develop the team. You therefore need the interpersonal skills to keep the existing staff motivated, productive, and appreciated. You will also require the confidence to implement changes you identify as important. As you will take over all the executive responsibilities of the charity’s founder Chair, you will also need the sensitivity to navigate any resultant issues.

You will help them access essential services, navigate welfare benefits and housing issues, and challenge decisions they believe are unjust. You will also provide guidance and supervision to one Community Advice Worker. This role involves occasional outreach in Gillett Square and through home visits.

The role is offered on a part-time, 4 day week basis (0.8 FTE) with a salary of £36,050 pro rata per annum.
