About Sister System
Founded in 2018, Sister System is a charitable organisation and an Open College Network (OCN) approved centre dedicated to empowering girls and young women aged 13-24 affected by the care system.
Our approach is co-designed with care-affected young women to ensure that their lived experiences continue to drive meaningful change and shape our progression. Built on proven therapeutic models, our long-term mentoring, accredited qualifications, and leadership development programmes strengthen resilience, confidence, and essential life skills.
Our model seeks to break intergenerational cycles by equipping young women with the tools to thrive and lead change. Through a strong sense of community, peer networks, and trusted adult relationships, we create clear pathways into education, employment, and socio-economic stability, supporting a life free from abuse.
Throughout her journey with Sister System, each girl participates in weekly one-to-one and group sessions focused on self-education and personal growth. These sessions explore the social and emotional transition to womanhood while building a supportive network of “sisters” who continue to empower one another during key life transitions. Our programmes are accessible to girls and young women at any stage of educational attainment, enabling all Sis-Stars to learn, grow, and thrive.
Our Programmes
All our programmes have been co-curated with young women in care and are built upon proven therapeutic models of intervention. We deliver a set of inclusive, empowering, enabling, and exploratory programmes. These focus on self-education, investigating the social and emotional impact of the transition to womanhood and creating a network of sisters who can continue to support each other's growth throughout key transitional periods. Our programmes are delivered in such a way that sisters at any stage of educational attainment can access, learn, grow, and thrive.
Job Purpose
Sister System is seeking an experienced and dynamic Head of Programmes to lead the operational delivery and continuous improvement of our mentoring, learning, and development programmes for care-affected girls and young women aged 13–24. The postholder will oversee the full programme cycle — from referral and assessment through to delivery, evaluation, and progression — ensuring all work is trauma-informed, evidence-based, and aligned with Sister System’s mission and OCN accreditation standards. Acting as the central link between the leadership team and delivery staff, the Head of Programmes will manage and develop a high-performing team, maintain quality assurance across all programme stages, and foster strong partnerships with schools, local authorities, and community organisations to drive measurable impact and long-term systemic change.
This role holds operational oversight of all programme delivery, team management, and quality assurance, ensuring that our work achieves its intended outcomes, aligns with our organisational strategy, and continues to grow in impact and reach.
Key Responsibilities
Programme Leadership and Delivery

Lead the design, coordination, and delivery of all Sister System programmes, services, and activities in line with organisational aims and funder requirements.

Oversee programme planning, scheduling, and annual mapping to ensure smooth delivery and strategic alignment across all three stages (Enable, Enhance, Empower).

Work with the Safeguarding Lead to manage referral, assessment, and placement processes to ensure beneficiaries are appropriately matched to programmes and mentors, maintaining high standards of transparency and accountability throughout.

Ensure all delivery follows Sister System's three-stage programme model, safeguarding standards, and quality expectations. Support programme delivery where needed, maintaining a visible leadership presence.

Monitor the service user journey using Sister System's monitoring and evaluation tools and Salesforce CRM, working with the Head of Monitoring & Evaluation to track progress against work plans, indicators, and our evaluation framework.

Conduct regular programme review meetings with team members and stakeholders to enhance information sharing, efficiency, and effectiveness of programme implementation.
Programme Quality and Impact

Oversee programme quality assurance, including risk assessment of referrals, benchmarking, and monitoring of Development & Progress reports.

Work with the Internal Quality Assurer to ensure delivery meets agreed quality standards.

Maintain oversight of portfolios of work produced by learners and mentors towards their qualifications, in collaboration with the Learning & Development Lead and EET Progression Lead.

Support the collection, analysis, and reporting of programme data to evidence impact and inform organisational learning.

Play an active role in the impact evaluation cycle, managing and adapting programmes in line with outcomes and goals.
Operational and Team Leadership

Lead and support the mentor team in effective caseload management, ensuring appropriate workload balance and delivery quality.

Line manage key programme staff, providing guidance, support, and supervision in line with organisational policies. Support staff wellbeing and development, ensuring a positive working environment.

Ensure timely completion of paperwork, reports, and monitoring requirements across all programmes.

Role Requirements
- Maintain efficient administration systems that facilitate the smooth operation of the training function with the wider Organisational Development Team.
- Serve as the first point of contact for all enquiries directed to the Learning & Development Team, providing information and assistance as needed
- Oversee the management of the team inbox, ensuring timely and accurate responses to enquiries while taking ownership of all queries
- Process and oversee internal training bookings using Select HR (our HR System)
- Handle applications for external training, including organising payment and liaising with external trainers as necessary
- Manage all administrative tasks related to in-house training sessions, including generating delegate lists, preparing materials for trainers, and booking rooms, equipment, and catering as required
- Produce and distribute certificates for programme participants upon completion.

PURPOSE OF THE ROLE
To develop, implement and evaluate the Banter Project youth service in partnership with adopted young people in Northern Ireland. These young people range in age from 14-25 years and live throughout Northern Ireland. The role will primarily work with the project participants, but has additional relationships with community organisations, educational establishments and employers to ensure that all project goals and outcomes are efficiently and effectively met.
MAIN DUTIES AND RESPONSIBILITIES
- To lead the development and delivery of all elements of the Banter Project adopted young people’s service within Northern Ireland in a fun, interactive, interesting and an ability appropriate manner.
- To support the project participants to play an active role in the design and implementation of a programme of monthly activities for adopted young people. Sustaining and developing a monthly social hub, supporting the development of basic life-skills, and preparation for opportunities in further education, training, employment.
- To support a Youth Advisory Group (YAG) in its role to enable adopted young people to steer the Banter Project while developing skills which promote independence, personal development, social and life skills, leadership, and community involvement.
- To organise and supervise the work of the Youth Services Support Worker to deliver the Banter Project.
- To provide opportunities to connect with, and signpost to, relevant services, particularly those who work with care experienced young people.
- To develop and implement robust monitoring and evaluation to review individual goals, track progress and impact, via data and analysis of outcomes to assess effectiveness and areas for improvement.
- To record service activity using the electronic data management systems to collate in preparation for reporting and learning opportunities.
- To gather output and outcome data from the Banter Project service in accordance with the quality assurance systems within AUK.

The Senior Evidence & Evaluation Manager sits within the Impact & Evidence directorate at the heart of Youth Futures Foundation.
You will play a central role in building the evidence base on what works to support young people into good jobs.
Working with three Heads of Evaluation, the Deputy Director and the Director, you will help ensure our evaluations are designed to generate credible evidence of what works.
- You will work closely with independent evaluators and delivery partners and colleagues in our Programmes & Grants and Policy & Communications directorates, you will assess the evaluability of interventions, and lead the design and delivery of large-scale, complex impact evaluations.
- You will manage a portfolio of projects, leading some directly, and overseeing others while supporting more junior colleagues.
- You will also contribute to strengthening our ‘evaluation architecture’, leading projects that enhance data infrastructure and access to administrative datasets, and set standards for methodological rigour in the sector.
This role can be based at our Birmingham, Leeds or London hub. We currently operate a hybrid model of two-days per week in the office and three-days from home.

In this new role the Impact and Evaluation Manager will be critical to helping Bite Back demonstrate and strengthen the difference we make for young people, funders, partners, and wider society. You will lead the organisation’s approach to measuring, evaluating and learning from our work – ensuring that youth voice is at the heart of how we design, assess and communicate our impact.

Strategy and Theory of Change

Working closely with the CEO to lead Bite Back’s organisational impact strategy, including refining and maintaining our theory of change.

Translating our theory of change into clear outcomes, indicators and learning questions that guide programme design, campaigns and organisational priorities.

Data Systems and Standards
- Leading on the collection, analysis and reporting of both quantitative and qualitative data, ensuring that youth voice and lived experience shape Bite Back’s evaluation approaches.

Supporting the development and monitoring of KPIs across the organisation, providing clear insights and recommendations to the Leadership Team.
Donor monitoring and evaluation

Working with fundraising and programme teams to design robust monitoring, evaluation and learning plans for funding bids, including developing outcomes frameworks, indicators, and evaluation budgets that align with Bite Back’s broader organisational impact framework.

Working closely with the Senior Grants and Fundraising Manager to ensure Bite Back meets its impact and reporting commitments to funders.

CONTEXT OF THIS ROLE:
At Purposeful, learning is a political responsibility. We are reclaiming and organising our many ways of knowing, meeting stories with data, and building a robust case for this work. We are bridging traditional logical frameworks with feminist learning principles and creating space for their co-existence.
The Senior Learning and Insights Manager will play a critical role-- contributing to a bold learning and insights strategy aligned with Purposeful’s vision, mission, and growth, leading the design of data collection systems, contributing to data collection efforts, from surveys to storytelling, closing feedback loops and crafting knowledge products, intended to inform, influence and amplify.
They will bring technical expertise across a range of quantitative and qualitative methodologies, they will come with curiosity and a willingness to share. The Learning and Insights Manager will work closely with the Learning and Insights Lead and across all Purposeful teams, particularly Grant-making, Communications and Resource Mobilisation.

SCOPE OF WORK
1. Learning and Insights Strategy and Systems

Contribute to the delivery and implementation of a new Learning and Insights strategy and results framework, building on our Learning Agenda.

Lead the design and embedding of data collection tools and systems across Purposeful teams, in particular our global grantmaking and advocacy teams.

2. Technical Support

Contribute to the delivery of research led or commissioned by Purposeful, this may include the reviewing TORS and methodologies, check ins with consultants, and reviewing deliverables.
4. Knowledge Production and Dissemination

Conceptualize and produce case studies, briefs or other knowledge products underpinned by quantitative and qualitative data, to assist with case building.

Contribute to the development of other external knowledge products as required, such as slidedecks, thematic briefs, regional briefs, blogs, op-eds, and research reports.

Work across teams to identify opportunities to disseminate and amplify knowledge products, including conference spaces, social media campaigns, webinars, instagram lives and academic publications.

PERSON SPECIFICATION

About this role
SPANA is investing in its Monitoring, Evaluation, Accountability and Learning (MEAL) function. We have established an independent MEAL team within the Global Programmes Directorate (GPD), led by a Head of Data Insights and MEAL. The MEAL team plays a critical role in ensuring that SPANA’s programmes are effective, responsive and continuously progressing to improve the welfare of working animals globally. The MEAL team works closely with SPANA partners based in different countries and with SPANA colleagues across departments.
Reporting to the MEAL Manager, the Data Management Officer is a key role in SPANA’s MEAL team. · Support the Evaluation Consultant with the evaluation of the project
2. Regular Monitoring Support
· Assist the church with the submission of The National Lottery Heritage Fund grant reports and payment claims.
· Work closely with the Heritage Activity Consultant to collect data on project events and activities, monitoring progress against agreed plans.
· Support any project reviews and help implement necessary changes.
· Provide general project support as required.
3. End-of-Project Evaluation
· Produce a comprehensive evaluation report assessing the achievement of the project’s approved purposes and outcomes.
· Document major successes and any areas that did not go as planned.
· Record changes implemented during the project.
· Identify lessons learned and make recommendations for future projects or opportunities arising from this work.
Requirements:
Essential:
· Proven experience in project evaluation, preferably within heritage or community projects.
· Familiarity with evaluation and reporting guidelines (or willingness to learn quickly).
· Strong analytical, reporting, and communication skills.
· Ability to work collaboratively with multiple stakeholders.
Desirable:
· Experience of working with project’s funded by The National Lottery Heritage Fund or similar funding bodies.
· An understanding of evaluation and reporting guidance.

Thanks to National Lottery players, we have been able to raise funds to support the restoration of the tower at St Ncholas church, Berden and link this historic building to the history of the small village that it sits at the heart of. The project involves the local community in the story telling of this beautiful village whilst linking the past to the present through re-enactments, storytelling and the physical, built, environment.
We are inviting tender proposals from experienced consultants who have delivered similar heritage projects.
Your proposal should respond to this brief and be a maximum of four pages. It should be presented in a clear manner, in sufficient detail and in a style that enables a clear understanding of the fee, services, programme and deliverables. Your proposal will set out how your work will be approached, the methodology, and any matters not covered by the brief.
