The Opportunity
As the Humanitarian Monitoring and Evaluation (M&E) Specialist you will advise and support teams in strengthening the measurement of our results in our humanitarian and disaster response across the organisation. You will provide technical inputs to the finalisation, implementation and ongoing use of Plan’s new global M&E system and ensure that we are able to analyse and report on our disaster and humanitarian results in a consistent and coherent way.
In this role you will provide technical inputs to ensure Plan’s Country Office’s implement the new global thematic M&E frameworks and fully implement the global Monitoring, Evaluation, Research and Learning (MERL) standards. You will strengthen our global reporting analysis and you will provide high quality M&E and humanitarian expertise. You will also drive continuous learning in relation to M&E in the humanitarian context to promote and facilitate active M&E networks across the organisation.
The Individual
We are looking to recruit an innovative individual who has expert M&E knowledge of development and humanitarian work across a wide range of technical areas. You will have significant experience in M&E in disaster and humanitarian settings and a strong understanding of implementing processes, approaches, tools and methodologies that facilitate and deliver M&E in this context. You will have the ability to develop appropriate guidance that is practical for colleagues to understand and use.
To be successful in this role you will have strong analytical and problem-solving skills and be able to communicate complex technical MERL concepts and terminology in simple language to experts and non-experts. You will have strong collaboration skills and you will be able to cooperate and negotiate compromises. You will work with diverse employees from across the organisation and have the ability to build a rapport with a wide range of groups.
Location: Global Hub (Woking, UK where we are all currently working from home due to Government restrictions) or in most locations where Plan International has a legal entity and you have the pre-existing right to live and work. Africa/Europe central time zone is preferable as this role works across all 4 of Plan International’s regions.

About the role

Scope of the Role:
- Work as part of the Asylum Services team providing advice, guidance, assistance to complete support applications and briefings to eligible asylum seekers

Main Duties & Responsibilities:
- Provide advice and support to asylum seekers, within the specification of the Grant Agreement and Contract with the Home Office
- Provide a support service to asylum seekers to complete asylum support application forms (ASF) for support under Section 95 and Section4 of the Immigration and Asylum Act 1999
- Ensure that all applicants are aware of eligibility criteria and their obligations to provide supporting evidence within required timescales
- Provide outreach for vulnerable clients and those with additional support needs, by appointment, at designated locations, as required by the Regional Operations Manager
- Provide telephone advice as may be required and support the telephone advice line by assisting clients to complete asylum support and Section 4 applications by telephone and by appointment
- Assist clients to notify the authority of prescribed change of circumstances
- Provide guidance on immigration related matters advice within the scope of the relevant Office of the Immigration Services Commissioner (OISC) accreditation level
- Provide advice on general matters e.g. sign-posting
- Provide advice on Voluntary Assisted Return
- Liaise and cooperate with relevant statutory and voluntary agencies on behalf of service users as necessary
- Act as a contact with the Home Office, Social Services, Healthcare Professionals and other relevant agencies for applicants with additional support needs.
- Deliver key touch point briefings to a high standard so that applicants fully understand the information provided. Ensure that information books are given out accordingly.
- Provide information to service users in a timely manner, being aware of other appointments, dispersal date.
- Make contact with dispersal accommodation providers and other relevant agencies, providing letters as appropriate, to ensure vulnerable clients are appropriately supported in their dispersal area.
- Link Asylum Seekers and Failed Asylum Seekers with other relevant organisations

- Participate in rota duties on a planned or ad hoc basis as may be required to cover telephone advice line out of hours service

- Keep up to date with legislation and the impact it may have on service users.
- Participate in the Performance and Development Review (PADR) appraisal process
- Participate in all mandatory training and training identified in the PADR process

The role
The LDC Team is looking for a compliance Advisor with a keen interest in the following (all of which are on a global basis): preventing global fraud and bribery; modern slavery; money laundering and terrorism financing; implementing a programme of global data privacy; and ensuring that appropriate due diligence is undertaken on suppliers and staff globally. We don’t expect candidates to be an expert in all these areas, but we do expect a willingness to learn.
The ideal candidate will have a compliance, legal or project management background and will have a passion for working in a global reproductive choice charity to promote understanding and implementation of policies fundamental to how we work. This will require the design or support of key compliance programmes and significant monitoring and reporting across the global organisation. The Institute for War and Peace Reporting (IWPR) is an independent not-for profit organisation that works with media and civil society to promote positive change in conflict zones, closed societies, and countries in transition around the world.
We are seeking a Principal Monitoring, Evaluation & Learning Manager to lead the development and implementation of a global Monitoring, Evaluation and Learning (MEL) strategy across IWPR, improving the identification and use of evidence to inform learning and change across the organisation.
The role, which can be located either in the UK or US, will involve leadership oversight of MEL colleagues across the organisation to enable IWPR to learn and continuously improve its planning, programmes delivery, processes and systems, working with a range of stakeholders including programme and development staff, the Executive Management team and partner organisations.
DUTIES AND RESPONSIBILITIES:
Strategic leadership
- Championing a vision for MEL and a learning culture within IWPR, driven by data. Advising senior management and contributing to organisational operating plans and approaches.
- Strengthening IWPR’s organisational MEL framework (approach, principles and tools) and coordinating with program teams to ensure its integration across all areas of IWPR’ work.
- Leading the design of MEL work plans and providing accountability for delivery of agreed activities and outputs
- Leading capacity building and training in MEL best practice, tools and techniques, providing technical support and contextually relevant capacity building to programme staff and partners
- Overseeing the measurement, tracking and documentation of organisational impact
- Staying abreast of the best pragmatic approaches and practice in MEL in the sector, reviewing IWPR’s work against these and bringing in new ideas and practices
MEL Delivery
- Lead on the development and adoption of an effective MEL framework and resultant systems and tools across IWPR’s programmes, media outputs, and work, building on existing systems and developing new ones as appropriate
- Improve and increase the identification and use of evidence to inform learning and strategic adaptations across the organisation. Share learning and insights from the data with programme staff and senior management teams on a regular basis.
- Draw out narrative reports and stories from field programmes to contribute to IWPR communications/outreach
- Undertake project-specific MEL work such as reformulating a project’s logical framework, coordinating a mid-term evaluation of a project or improving accountability to communities and stakeholders
- Principal responsibility for the management of mid-term and end-of-project evaluations in collaboration with the Programme Managers
- Contribute to the development of high-quality proposals, with a particular focus on the design of the project theory of change, monitoring frameworks, log frames and other MEL components of proposals.
- Ensure that collection and storage of MEL data is compliant with the EU's General Data Protection Regulation (GDPR), IWPR data protection and safeguarding policies.
EDUCATION:
- Degree level education in a relevant field.
REQUIRED EXPERIENCE
- Proven experience of successfully leading the MEL function within an international NGO or relevant environment, designing and implementing effective MEL systems and tools.
- In-depth knowledge of USG, UK, EU and other donor requirements.
- Qualitative and quantitative social research. In-depth experience in data collection, statistical analysis and reporting, including computer-based statistical packages and databases.
- Substantial experience developing, implementing, and supporting a range of MEL systems and tools with communities and implementing partners and building partners’ capacity in such systems and tools.
- Designing and delivering evaluations of complex development programmes
- Significant experience collating, analysing and presenting evidence using quantitative and qualitative methods.
- Working in media development and/or media for development (preferred), understanding media impact and influence.
- Working with development teams and contributing to new proposals.

- Adept decision maker and problem solver with a high level of attention to detail.
- Ability to effectively influence at all levels, both within and outside the organisation.
