About the Role

This is a varied and rewarding opportunity for someone with strong finance and administrative skills. Working closely with the Finance Manager and Office Manager, you will support the organisation by:

Ideally, you will have experience working in the charity or not-for-profit sector, and familiarity with customer relationship management (CRM) systems like Raiser’s Edge would be an advantage. You should be comfortable working with people from diverse cultural and national backgrounds, and able to manage your workload effectively as part of a supportive team. A genuine interest in the work of USPG and alignment with our Christian ethos is essential for this role.

This role will develop and manage a data protection service that provides guidance, tools, and resources to help our clients handle personal and non-personal data securely and effectively. You will oversee GDPR compliance, privacy notices, data-sharing agreements, and third-party processing, ensuring a consistent approach across the federation. 

Alongside being their DPO, you will provide specialist support on areas such as subject access requests (SARs), monitor emerging legislation, develop and maintain template agreements, and ensure our client have access to legal expertise via external contractors. A key part of the role will be horizon scanning to keep our client informed and prepared for upcoming regulatory changes, which will include thinking about the governance of artificial intelligence for our client and federation. You will also support shared data services, including the data lake, and help align CRM systems and third-party platforms with compliance requirements. Additionally you will monitor our clients risk exposure and compliance. We expect around 30/50% of the role will be supporting them, with the other up to 70% providing support and consultancy to the Trusts.

- Oversee the delivery of high quality services and projects through effective leadership, oversight and delegation.

- Ensure ALM’s significant and dedicated team of volunteers is supported and deployed to maximise their skillset for the benefit of the charity and its service users.

Governance, Compliance and Risk Management: 

- Work closely with the Board of Trustees to ensure effective and transparent governance including the development, review and implementation of policies.

- Take the necessary actions to ensure the charity complies with all legal and regulatory requirements and work with the Trustees to Identify, analyse and mitigate organisational risks. 

Fundraising and Financial Management: 

- Develop and implement a fundraising strategy to provide long term sustainability. 

- Maintain and build relationships with trusts, foundations and other donors that support the work of the charity.

- Lead financial planning and manage the budget, ensuring effective use of resources and financial accountability.

External Representation: 

- Build strong relationships with key external partners, including local authorities, government agencies, and third sector organisations. 

- Act as the public face of ALM, champion the charity’s cause, develop key messaging and promote its mission to a wide audience, including dealing with challenging and sensitive contexts. 

Key Skills & Experience Required:

• Leadership: Previous experience as a CEO or senior manager in the third sector is highly desirable. Proven ability to lead and inspire teams, set a clear vision, develop and implement strategies, implement change and drive organisational success is required.
• Fundraising Expertise: Experience in fundraising, partnership building, and donor relations.
• Financial Management: Strong understanding of budgeting, financial planning, and financial management.
• Governance: Familiarity with UK charity governance and compliance requirements.
• Problem-Solving Skills:  Ability to deal positively with challenges, be pro-active, have strong analytical and problem-solving skills and demonstrate resilience.
• Communication Skills: Excellent verbal and written communication and interpersonal skills. High level of emotional intelligence, ability to engage and work with people from different cultures and backgrounds.
• Knowledge of the Refugee and Asylum Sector. Experience of working in the asylum and refugee sector is desirable. Empathy and understanding for those going through the asylum system is essential.

Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians living under occupation and as refugees. A UK registered charity, we work in collaboration with Palestinian communities and trusted local partners, and coordinate with key stakeholders and relevant clusters, to meet a wide range of health and social needs, from providing vital medical aid in emergencies, to supporting the development of better health services for the long term. We also uplift the voices of Palestinians, and campaign for an end to the barriers to health and dignity that come from living through occupation, displacement, discrimination and conflict.

Purpose of role

MAP is in a period of growth and rapid development, and as such, the incoming Chief Operating Officer (COO) will be responsible for the financial strategy and management of MAP and for the leadership of operational areas to help deliver the organisation’s mission and strategic goals. The COO provides support to the CEO in areas of governance, legal and risk management and may deputise for the CEO as required.

Responsibilities

Strategy, vision and leadership

• Be accountable to the CEO and Board in the areas of finance, technology, risk and compliance, supply chain and logistics, and safety and security.
• Advise the CEO and SMT on financial planning, legal, governance and related policy matters.
• Work closely with SMT colleagues to ensure that appropriate processes and systems are in place across the organisation, including delivery against KPIs.
• Serve as the management liaison to the Finance & Operations Committee, Audit Risk & Governance Committee and, where required, to the Board of Trustees; effectively communicate and present critical financial and operational matters at governance meetings.
• Ensure robust, secure and scalable IT systems and infrastructure. Lead on information governance & data protection and identify and drive opportunities for digital transformation.

• Build a culture of continuous improvement in operations and ensure appropriate and timely action to address operational risks when they arise.
• Provide analytical support to the CEO and SMT including development of internal management reporting capabilities.

Profile

Person specification

• Recognised professional accounting qualification (e.g. ACCA, CIMA, CIPFA, ACA) or post-graduate business degree mandatory.
• Minimum 10 years’ experience in a senior management role ideally with in-house financial management experience gained in a high-growth organisation.
• Experience either as an employee or board member of a non-profit organisation; must be familiar with non-profit finance and accounting regulations.
• Proven track record of success facilitating progressive organisational change and development within a growing organisation.
