The Clean Air Fund is looking to recruit a MEL Manager to join the team in London or Brussels. This is an exciting opportunity to join a rapidly growing organisation whose mission is to use philanthropic grants to catalyse a reduction in air pollution in a newly created role.   

 In this role you will strengthen CAF’s capacity to measure, evaluate, and learn from its climate impact initiatives. This role ensures that strong evidence and insights guide continuous improvement with a particular focus on the effective delivery of the AAQD implementation programme. 

As MEL Manager you will act as the MEL focal point, managing reporting, evidence generation and dissemination both internally and externally, of the respective programme. The application of lessons and evidence is crucial to successful delivery during the two-year timeframe of the programme. The post holder will lead on developing and delivering a learning plan to support the impact of the programme and its future direction.

The role will focus on the design and implementation of a programme level MEL system and associated tools and processes, to optimise programme efficacy and promote the use of data and evidence in driving results. 

Working across the MEL, EU and other Portfolio teams, you will apply CAF’s organisational MEL system and tools for the benefit of our work in the EU whilst also strengthening CAF’s contribution to impact overall. 

To be successful in this role you will have the following skills and experience;

• Solid experience developing and managing MEL frameworks (including Theories of Change and results frameworks) and their implementation in large international projects and programmes, ideally in a global philanthropy, air quality, and/or climate change or international development context
• A strong understanding and experience of embedding equity in MEL approaches 
• Experience fostering a culture of - and mechanisms for - openness and learning across a team of multiple partners and geographies
• Demonstrable experience synthesizing lessons, evidence and their application from large volumes of data and communicating in a clear and structured manner
• Strong data analysis skills and experience, specifically in MS Excel 
• Some experience of various MEL tools and approaches such as outcome harvesting, most significant change, participatory evaluation alongside experience/understanding of quantitative MEL tools and approaches 
• Experience designing and managing external evaluations for useful, action-focused learning outputs and evaluations
• Advanced skills in Microsoft Office tools particularly Excel and PowerPoint. 
• Experience developing and refining Theories of Change, including problem analysis/needs assessment, causal pathways and assumptions.

The Role

We're seeking an experienced, highly organised professional to take on a pivotal role leading the coordination and delivery of two of Julie’s Bicycle's flagship international training programmes: ITER and Creative Climate Changemakers (CCC) (formerly Creative Climate Leadership - CCL).This blended role is critical for ensuring the smooth operation and high-quality delivery of both programmes. It demands a blend of exceptional project management expertise and a passion for supporting and facilitating transformative climate action within the cultural sector.

You will be responsible for the full project lifecycle, from strategic co-design of the ITER curriculum as well as facilitating the ITER training. The successful candidate will also be responsible for the day-to-day management of logistics, partnerships, and finance across both programmes (ITER and CCC). This includes leading the coordination for a week-long residential CCC programme in Switzerland in March 2026 (attendance and facilitation for the CCC residential won’t be required) and managing the ongoing delivery of the ITER programme. Your ability to maintain clear communication with international partners like Ver Le Futur and In futurum, as well as with funders and programme participants, will be key to success. Programme overviews

The successful candidate will be responsible for planning and delivering two of our core training programmes:

• Creative Climate Changemakers (CCC) (formerly Creative Climate Leadership) has been running in different formats since  2017. CCC is an international training, support and transformation programme which empowers artists, artivists and cultural change-makers to take action on the climate and ecological crisis with impact, creativity, and resilience.
  CCC strengthens the extraordinary climate leadership already energising the creative and cultural ecosystem everywhere. Through deep immersion in the themes, creativity as a practice and the community as a whole, CCC champions a systems approach orientated towards justice and inclusion. Creative Climate Change-makers represent an exceptional international cohort; many projects, companies and careers are flourishing as a result of the programme, with national cultural policies responding to this new field of practice led by over 200 CCL alumni from all five continents. 

• International Touring and Environmental Responsibility (ITER) Programme: Now entering into its fifth year the ITER programme is a partnership between Arts Council England, Arts and Culture Norway and the Danish Arts Foundation, and aims to foster new international collaborations and connections between the participating countries. ITER consists of two training programmes running in parallel; a course for beginners and a course for Changemakers, followed by an opportunity for participants to collaborate and apply for project funding. The programme is directed at touring professionals in the creative sector, focusing on sustainability. To date, 137 organisations and individual artists have taken part in the programme. Many are now leading the way by re-imagining conventional models of touring, putting environmental and social sustainability at the heart of what they do, and bringing important new learning to the sector. 

Key Responsibilities

Project management and administration

• Manage the day-to-day project management and administration for both the CCC and ITER programmes.

• Ensure smooth coordination and clear partnership roles (R&Rs) are maintained with key partners for each programme, including Ver Le Futur (Switzerland) for CCC and In futurum for ITER, along with other partners and funders.

• Coordinate, manage, and contribute to internal JB meetings for both programmes, including coordinating internal programmatic development/awayday sessions.

• Manage the budget for ITER and ensure timely payments to partners and guest speakers. Take an overview of the delivery of the Pro Helvetia Grant for CCC.

• Ensure all documentation, including evaluation, impact and funder reports, and statistics, are complete and distributed for CCC, and manage the evaluation for ITER.

• Coordinate logistics for both programmes: scheduling meetings, task management, folder management, and ensuring information flows between the team and stakeholders.

Programme delivery & design

• CCC residential planning: Manage JB responsibilities for planning, project management, and logistics for one full residential CCC programme in Switzerland in March 2026. 

• ITER and CCC Programme delivery: Lead the day-to-day delivery of the ITER and CCC programmes across both beginner and advanced levels, ensuring connectivity across sessions, networking, and live events.

• Co-design and co-deliver the ITER seminar sessions curriculum with the Head of Programmes, associate facilitators, JB programme leads, and in futurum.

• Take responsibility for the strategic overview of the ITER curriculum, learning objectives, and proactively respond to the needs/interests of the cohorts.

• Manage all aspects of the online sessions for ITER, with support from the digital team.

• Organise and brief guest speakers for ITER.

• Co-ordinate JB experts and/or deliver mentoring to winning ITER and CCC projects to support successful delivery of participant's project concepts.

• Manage communications with ITER participants and CCC alumni network on occasions.

• Co-design and manage the ITER/CCC networks.

• Take part in the participant and project selection process for ITER/CCC.

Communications, Strategy & Development

• Liaise with the Comms and Marketing teams for JB, Ver le Futur, and other CCC partners.

• Manage the Communications Campaign for ITER in partnership alongside with the JB marcomms team, including promoting the programme, capturing insights, case studies, and assets.

• Support the JB team on developing the brand, strategy, partnership model, and resourcing for ITER/CCC going forward.

• Manage enquiries for and scope new CCCs, as time permits.

• Represent JB across the ITER/CCC programmes alongside the Head of Programmes.

Person Specification

• Outstanding project management and delivery skills and experience, including planning and delivering in-person events, projects, or similar courses.

• Excellent training facilitation skills both for online and in-person training styles.

• Excellent communication skills (spoken and written) and the ability to connect with multiple stakeholders and funders.

• Excellent organisational skills: budget management, scheduling, and timekeeping.

• Ability to work with a wider programming group to support curation.

• Digital skills across a number of online platforms, including Google Drive (Docs, Sheets), Zoom Pro, and Miro/Mural.

• Ability to prioritise tasks and keep the project and team on track to meet multiple deadlines.

Sector & Thematic Experience

• A commitment to transformative change, inclusion, and justice, and an appreciation of culture as a driver for systems-change.

• Experience working in arts and culture, on climate justice, or on similar training, education, or transformation programmes in other sectors/communities is valued.

• General knowledge of sustainability across the cultural sector is strongly desirable, particularly expertise on sustainable touring.

The role

As a senior member of the Evidence Directorate, the Head of Programmes operationalises the organisation’s strategic priorities through effective programme design, commissioning, grant management, and delivery oversight. You will lead the Programmes team, ensuring that all funded programmes are well-conceptualised, feasible and governed through clear and proportionate processes. You will work closely with other senior members of the Evidence team, and in particular with the Head of Evaluation, to ensure that programme delivery and evaluation are aligned and mutually reinforcing.

While the Evaluation team leads on the technical and day-to-day management of evaluation grants, the Programmes team leads on the overall grant-making strategy and processes, and they also manage relationships with funded delivery partners.

As Team Manager, you will play a pivotal role in fostering a psychologically safe and supportive environment for staff working in emotionally demanding roles. You will lead with empathy and integrity, ensuring team members feel heard, valued, and empowered to raise concerns without fear. PURPOSE OF THE ROLE:  

The Grant Portfolio Manager plays a central role in ensuring the Maitri Trust’s grantmaking delivers maximum impact. You will manage and support a diverse portfolio of strategically aligned partners, building close and flexible relationships to strengthen capacity, track progress, and respond to challenges as they arise. Alongside this, you will co-lead on the design, delivery, and onboarding of new partners through open calls helping to identify impactful and scalable initiatives. Working closely with colleagues across the team, you will help ensure that evidence from the portfolio drives learning, decision-making, and strategic alignment.

KEY RESPONSIBILITIES  

Management of Existing Grants & Partnerships 

• Manage a portfolio of strategically aligned partnerships – supporting them through the Maitri Trust’s grant cycle, managing risk, and monitoring impact. 
• Provide high-level advisory support and capacity building to grantees, focusing on technical assistance and strengthening partner impact. 
• Maintain oversight of active grants, ensuring compliance with contractual, financial, and reporting requirements. 
• Review grantee reports (narrative and financial) and provide constructive feedback to strengthen accountability and performance. 
• Represent the Maitri Trust in relevant partnership discussions, forums, committees and external events. 

Open Calls & Onboarding of New Partnerships 

• Work closely with the Head of Programmes, Grant Operations Manager and Impact & Engagement team to design and deliver open calls for funding. 
• Support the review of applications and prepare recommendations for decision-making. 
• Onboard new cohorts of partners, ensuring alignment with our strategy. 
• Manage ongoing partner relationships to support long-term impact.

Monitoring, Evaluation & Learning 

• Build open and trusting relationships with partners to understand impact, successes and challenges, and share learning and adaptations. 
• Work closely with the Head of Impact & Engagement to contribute to portfolio-wide impact analysis and strategic learning reports. 
• Conduct regular in-person site visits to partners. 
• Support the development and use of partner-friendly monitoring evaluation and learning (MEL) tools and frameworks, ensuring data is meaningful, consistent, and used to drive improvement. 

Collaboration & Support

The Churchill Fellowship:

The Churchill Fellowship is a unique programme that empowers UK citizens to discover new solutions from around the world to tackle some of the most pressing challenges facing communities in the UK. Each year, we fund over 100 Fellows to explore innovative ideas, best practices, and cutting-edge projects anywhere in the world that relate to the issues they care about most.

Purpose of the role:

Are you curious about the society we live in and passionate about making a difference? We’re looking for a creative, passionate and organised manager to join the newly established Activate Team.

The Activate Manager will manage the delivery of the new Activate Fund, which has been designed to enable Churchill Fellows to turn their ideas into action for the benefit of individuals and communities in the UK.

The role will also collaborate closely with the Research and Engagement team to design and deliver new forms of non-financial support for Fellows, enabling them to maximise the impact of their learning, and their potential to create change.

Key Responsibilities 

1. Application support

• Acting as the first point of contact for the Activate Fund, managing the inbox, responding to enquiries, providing empathetic and tailored support to applicants and grant holders.
•  Designing and delivering support for applicants, for example webinars, 1:1 surgeries, contributing to guidance materials and media content.
• Contributing to the development of Fund documentation, including updating email templates used at each stage of the selection process, in close collaboration with the Salesforce team.
• Participating in longlisting applications alongside the Head of Activate to create a strong shortlist for external panels.
• Co-ordinating the shortlisting and interview process: creating the interview timetable, inviting, briefing and training panel members, liaising with interview candidates, organizing relevant documentation, and supporting the smooth running of interviews.
• Working with the Communications team, supporting the development of key messaging in the run-up to the launch of the Activate Fund in Spring 2026, including drafting web copy and e-news, sourcing case studies and quotes.

2. Grants Management

• Liaising with Activate grant holders to ensure award documentation is signed and returned and responding to any queries.
• Being the main point of contact for Activate grantholders, offering or signposting appropriate advice and support to aid successful project delivery.
• Managing the reporting and payment process in close collaboration with the Salesforce and Finance teams, reviewing progress reports, approving payments and requests for changes to grant duration or budget allocation within agreed Fund parameters.

3. Capacity Building

• Exploring, designing and delivering or brokering a range of additional support for grant holders, such as coaching, mentoring, convening, network-building, skills development and action learning.
• Collaborating with colleagues in the Research and Engagement team to make sure this capacity-building programme complements the wider Fellowship offer.

4. Evaluation and learning 

• Supporting the ongoing improvement of the Activate Fund through analysis of application and award trends and by collecting and reviewing feedback, with a particular focus on EDI.
• Contributing to external evaluations and internal reviews of the impact of the Fund, as required, for example through the provision of monitoring data, sourcing of Fellows for interview.

5. Fellowship Team 

• As part of the Fellowship Team, contributing to the overall preparation and running of Connect and Inspire, the annual event for new Fellows, and the biennial Award Ceremony.
• Being a proactive and collaborative member of the team, providing support to colleagues where required during busy periods of the year and contributing to a culture of ongoing and open learning.

Person Specification

• Grant making experience with evidence of supporting the delivery of a selection process and/or managing a portfolio of grants.
