About the Youth Endowment Fund
We’re here to prevent children from becoming involved in violence. We do this by finding out what works and building a movement to change things.
In recent years, violent crime involving children has increased. This is a tragedy. Every child is an important member of our community and society has a duty to protect them.
The Youth Endowment Fund (YEF) is a charity with a £200m endowment that exists to reverse this trend. We will achieve this by finding out what works to prevent youth violence and building a movement to put this knowledge into practice. We do this by funding, evaluating and then spreading the very best work on reducing youth violence across England and Wales.
Central to this is the evaluation team. The team is responsible for commissioning and monitoring complex and rigorous impact evaluations from experts in the field.
The Senior Evaluation Manager will play a key role in supporting the Assistant Director of Evaluation to lead elements of evaluation work. The post holder will also lead a team of two Evaluation Managers, ensuring they have the support to deliver a portfolio of evaluation projects.
Key responsibilities
The core of your job is to ensure that we are excellent at evaluation, so we can find out the best ways to prevent children and young people from becoming involved in violence.
Evaluation
Working with the Head of Evaluation the post holder will:
-
Implement the processes to assess the quality of evidence presented in funding applications and provide funding recommendations to the Grants and Evaluation Committee.
-
Shape the evaluation approach for individual grant rounds, including leading on this for a small number of rounds.
-
Provide technical expertise on evaluation to the team and lead the development of YEF’s thinking on one or more areas of evaluation.
-
Lead the delivery of YEF’s evaluation work, designing, commissioning and managing complex and large-scale evaluations.
-
Be responsible for YEF’s evaluation policies and reporting templates, ensuring they remain consistent and fit for purpose.
-
Be responsible for the ongoing development of YEF’s commissioning guidance.
Team management
The post holder will likely lead the recruitment, management and development of a team of Evaluation Officers and will:
-
Ensure they have the knowledge, skills and support to carry out their work effectively.
-
Provide regular feedback and coaching on written outputs.
-
Supervise and project manage the team’s evaluation work, providing quality assurance and monitoring of progress against project plans and project budgets.
Collaborative working
The post holder will contribute to the wider YEF team and will:
-
Be accountable to YEF’s Fund Leadership Team for the delivery of evaluations, making sure they are on time and on budget, including reporting on risks and issues.
-
Work closely with colleagues across YEF and specifically the Programme team.
-
Ensure high-quality evidence is at the heart of all YEF activity and that the evidence we produce is communicated in a clear and accessible way which will drive sustainable change.
-
Support the management of YEF’s panel of evaluators and expert panel.
General
The post holder may be involved in other elements of YEF's projects, working with senior colleagues to commission, scope and deliver projects.

-
You have a post-graduate degree (Masters or PhD) in social science, social policy, public health, health services or other fields, with a significant quantitative component, or relevant experience equivalent to a Masters qualification.

-
You learn fast but remain humble. You like learning. You’re very good at synthesising information. You know how much you don't know and that you can always learn more.

The Our Views, Our Voices initiative is a flagship initiative of the NCDA and people living with NCDs dedicated to promoting the meaningful involvement of people living with NCDs in the NCD response, supporting and enabling individuals to share their views to take action and drive change. It seeks to break down stigma and discrimination, equipping people living with NCDs with the skills, knowledge, and opportunities to be change agents at local and global levels.

Putting people and communities at the centre allows to identify how different drivers and lived experiences interact and to identify solutions to the barriers faced in accessing care across the continuum and in achieving equity.

To accompany the Framework NCDA has produced a Practical Guide. To support civil society and community advocates operationalize a health equity lens for NCD advocacy, NCDA has developed an accompanying Practical Guide for NCD Community Advocates. This guides advocates to develop an NCD Equity Report using an NCD Health Equity Assessment Tool to establish a foundation for advocacy efforts in this area.
The Capacity Development Officer will support the roll-out of the equity work with national alliances via a new grant to support national alliances conduct an NCD equity assessment, produce an NCD equity report and add an equity lens to advocacy efforts in-country to support more equitable NCD responses and ensure the most vulnerable populations are reached. The role will also provide support to global advocacy and accountability efforts ensuring close linkages with national level work on the theme of equity.
The Capacity Development Officer will work with people living with NCDs, Our Views, Our Voices advocates, national and regional alliances, the Capacity Development unit, colleagues in the policy, advocacy, accountability and communications units, and other stakeholders for the fulfilment of its responsibilities. The ideal candidate will bring an understanding and experience of advocacy, global health and equity, communications, grant administration and overall programme management.

About us
We’re a thriving advice organisation that is part of the national Citizens Advice network. We provide information, advice and casework support to around 10,000 people a year. Our services are delivered by a team of around 40 paid staff and 60 volunteers. We have a typical annual turnover of £2 million and in addition to our core advice service, funded by Wandsworth Council, we have a range of projects funded by trusts, foundations, and our local Integrated Care System.
While we’re proud of the number of residents we support, we know that we can’t meet demand for advice and that marginalised communities don’t always come to established organisations for support. Because of this, we place equal value on improving reach and access through creative collaboration with equity-led organisations, partnership development and capacity building.
Why we need you
Supported by existing project funding and a long-term grant from the Access to Justice Foundation, we’re looking for two people to join our Senior Management Team and help lead the next phase of our innovative and award-winning development work. The Head of Core Service and Head of Community Partnerships will work together to:
- Continue developing our approach to community engagement, helping reduce access barriers for people from the most marginalised communities.
- Embed changes to our core service that make it more accessible and responsive to those communities.
Both roles also have overall responsibility for a range of funded projects and services and, as leaders and managers, responsibility for:
- Ensuring we live up to our values, standards and ambitions.
- Managing contracts and relationships with funders, partners and other stakeholders.
- Developing organisational strategy and identifying new funding and partnership opportunities.
With a focus on operational compliance and core delivery, the Head of Core Service role would suit applicants with a strong track record of managing advice services, ideally within the Citizens Advice network. We’re not necessarily looking for someone with an advice background for the Head of Community Partnerships role, but great project management, people management and relationship building skills are essential. Both roles require an understanding of and commitment to our values and ambitions, including being a more inclusive workplace where everyone gets the support they need to do their best.
Why you should join us
We’re a dynamic organisation with a culture of quality and innovation. We’re ambitious about delivering advice services that make a real difference to local people and being a great place to work and volunteer. You’ll be part of a diverse and friendly team of staff and volunteers who are passionate about helping the people who need us most. Working with us means seeing yourself and your colleagues have a positive impact on the lives of ordinary people and protecting our communities from hardship, poverty and crisis.
We also believe that investing in and listening to our teams makes us a better organisation. We involve staff and volunteers extensively in the design and delivery of our services, as well as in long-term planning. You’ll benefit from working at an organisation with a strong commitment to professional development and continuous training – we’re proud of our teams and in return offer excellent opportunities for personal development and career growth.
Our commitment to EDI
We’re passionate about promoting equity, valuing diversity and working inclusively. We welcome applications from all suitably qualified people but particularly people from Black, Asian and Minority Ethnic groups and people with disabilities, as these groups are currently under-represented in our team.
