Key Responsibilities
Youth Programmes Management and Delivery
- Manage the operations of the charity’s youth programmes in London including our two Choices & Consequences exhibition sites, Youth Ambassador Programme and other projects.
- Deliver inspiring, high-quality workshops and help train others by modelling best practice and supporting their development
- Work closely with the team to maintain consistently high standards across all our programmes, playing a key role in quality assurance and continuous improvement.
- Take the lead on specific projects as needed, helping us grow and evolve our youth work in line with our mission.
Programme Development
- Assist with the review, shaping and strengthening our youth programmes by using insights from young people and service user feedback to inform ongoing development and improvement.

The Fundraising Operations and Data Manager is a newly created role in our Fundraising team. They will be responsible for managing the charity’s CRM (Salesforce) and working with colleagues across the team, and wider organisation, to ensure the smooth operational delivery of fundraising processes and activities.
The Fundraising Operations and Data Manager will provide data and donor insights to help identify trends and opportunities that contribute to shaping fundraising campaigns and enhance our stewardship.
Key responsibilities include:
- Be responsible for the overall management of the Salesforce CRM system, ensuring accurate and up-to-date data entry. This includes processing donations, pipeline updates and managing data imports, exports and migrations to support fundraising activities.

Citizens UK has played a pioneering role in introducing and developing community sponsorship of refugees in the UK. In response to the Syrian refugee crisis, it called for a Canadian-style scheme in 2015, which led to the UK government launching its own programme in 2016. Citizens UK was instrumental in shaping the policy and later established the Sponsor Refugees programme in 2017 Through training, advocacy, and coordination, it has helped hundreds of local groups welcome refugee families. In 2022, Citizens UK expanded its work by launching the Communities for Ukraine programme, matching Ukrainian refugees with UK hosts and most recently has run Communities for Afghans, resettling dozens of refugees. Throughout, it has combined grassroots mobilisation with national advocacy to build a sustainable, community-led model of refugee resettlement.
Main Responsibilities
As Head of Community Sponsorship at Citizens UK you will lead the complex strategic and operational delivery of the Sponsor Refugees programmes. This currently includes funded work to deliver a second phase of the Communities for Afghans programme to welcome 125 Afghan refugees as well as oversee the development of influencing work around the UK Government’s forthcoming sponsorship reform agenda. The post-holder will oversee a cross-functional team, ensuring that goals around refugee resettlement, host and sponsor recruitment, and strategic partnerships are met. This includes managing project performance through effective monitoring and evaluation, aligning operations with the organisation’s business plan, and integrating teams to deliver impactful results. The Role
Our Human Resources and Facilities team are responsible for providing a high standard of support to our staff, who are based throughout the UK.
This exciting and high-profile role is responsible for leading on all operational HR & Facilities activity within the charity. With significant experience in a Head of HR role, you will have a good understanding of UK employment law and be able to apply this in everyday situations.
You will be confident in advising senior managers in HR best practice, including leading on change management processes.
Experience of developing employee benefit and wellbeing packages, HR policies and information systems is essential. Additionally, you will have demonstrable experience of developing HR strategies including budgets and be able to confidently present to groups of staff and managers.
An excellent influencer and communicator, you will be able to build effective working relationships with staff and managers across the organisation as well as external stakeholders.
With a good knowledge and understanding of employment law and HR best practice, you will be able to manage several work streams simultaneously and meet deadlines under pressure. - Work with the Partnerships Manager and Director to cultivate and manage relationships with key stakeholders across civil society, government, education and youth sectors.
- Oversee the day-to-day running of the Democracy Classroom Network, including partner communications, newsletters and database management.
- Create opportunities for collaboration and knowledge-sharing between organisations, policymakers and institutions.
- Oversee the Democracy Classroom Platform and ensure it continues to grow as a trusted resource hub for teachers and practitioners.
- Act as The Politics Project’s representative and ambassador at external meetings, conferences and events.
Leadership and management
- Lead and mentor the communications and networks team, including line management of the Partnerships Manager, Communications Lead and Programme Coordinator.
- Manage relationships with freelance designers, illustrators and developers.
- Oversee evaluation and monitoring of communications and network activities, producing reports as required.
- Manage budgets and allocate resources effectively for communications, campaigns and events.
- Contribute to the organisation’s strategic planning and cross-programme collaboration.
- Carry out other duties as required in support of the organisation.
This is a fast-paced senior management role in a small but growing organisation. The post includes a six-month probation period and is fixed-term until March 2027, with the potential of extension depending on funding. Occasional travel within the UK and some evening or weekend work will be required.

You will bring creativity, strategic insight and strong relationship-building skills to strengthen The Politics Project’s profile and expand the Democracy Classroom Network.
You will have a track record of managing people and projects, developing communications strategies, and building collaborations across complex stakeholder landscapes. You will be confident in navigating the intersections of education, youth engagement and democracy, and able to balance strategic oversight with hands-on delivery.

SKILLS AND EXPERIENCE
Essential
- Proven experience in leading communications, external engagement or partnership functions at a senior level.
- Experience managing and motivating teams, including staff and freelancers.
- Demonstrable success in developing and delivering communications strategies that raise profile and influence change.
- Strong understanding of press, media and digital channels, including social media campaigns and storytelling.
- Excellent writing, editing and presentation skills, with the ability to translate complex ideas into accessible content.
- Proven ability to build and maintain networks with diverse stakeholders, including NGOs, policymakers and funders.
- Excellent organisational and project management skills, with the ability to juggle multiple priorities and meet deadlines.
- Strong analytical skills and understanding of data and metrics to evaluate communications impact.
- Confident public speaker and facilitator, able to act as a credible spokesperson and ambassador.
- Proficiency in digital communications tools (social media platforms, email marketing, CMS, analytics tools).
Desirable
- Experience managing networks or coalitions across multiple sectors.

- Understanding of UK education, youth and democratic engagement policy landscapes.

About the role
This is a pivotal leadership role, supporting the Chief Executive and Board with organisational development, risk oversight, and the consistent delivery of high-quality, person-centred services.
This executive leadership role shapes the strategic direction of Emerging Futures, overseeing HR, Quality, Safeguarding, and Performance functions. It drives organisational strategy across people, culture, innovation, and service delivery, ensuring alignment with the charity’s values and sector trends in substance misuse and homelessness.
Key responsibilities include leading HR strategy—covering recruitment, workforce development, staff wellbeing, inclusion, and compliance—and overseeing quality assurance, clinical governance, and safeguarding to ensure robust risk management and continuous improvement.
The role also leads the development of outcome measurement frameworks, promotes data-driven decision-making, and collaborates with operational leaders to support service innovation and performance. Externally, it represents the organisation in strategic forums and partnerships, while internally fostering integration and supporting cross-functional initiatives.
This role is home based, however as you are leading remote teams across the country, very regular travel to EF sites/offices will be required.
About you
You will have proven senior leadership experience in HR (ideally at Head of HR or Director level) in the voluntary, housing, health, or social care sector. You should also have:
- Level 7 CIPD Advanced Diploma in Strategic People Management or equivalent, plus relevant experience
- Strategic understanding of workforce, service delivery, and governance issues in substance use, homelessness, or complex needs sectors
- Demonstrated success in embedding quality and assurance frameworks across complex, dispersed services.
- Strong knowledge of safeguarding, regulatory compliance, risk management, and performance improvement frameworks.
- Track record of driving organisational culture change and operational excellence.
- Excellent interpersonal, influencing, and stakeholder engagement skills, including Board-level reporting.
