This is an excellent opportunity to truly make a role your own and get involved in the project from the start, which will be supporting 10 adults with mild/moderate to severe learning disabilities, as well as additional mental and physical health needs.

You will play a pivotal ambassadorial role, spearheading Centre’s 404 service expansion into the London Brough of Brent and bringing our expertise, vision and values to families in need.

This varied and dynamic role will lead on the set up, coordination and provision of excellent person-centred care and support to service users, enabling them to live independently in their home and be supported in all aspects of day-to-day living. As Project Manager, you will oversee the development and implementation of care plans designed to provide meaningful choice and a range of activities and support to meet individual needs. You will also contribute to the development of the team and be responsible for encouraging a culture based on respect and dignity for those in need of care and support, providing supervision and clear management to a team of support workers.

The ideal candidate will have experience of leading and coaching a team supporting people with learning disabilities or another vulnerable client group. Experience of supporting people with high and complex support needs would be an advantage. Job Purpose - Facilities Manager - Projects 

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will: 

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues. 

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management 

• Responsibility: Act as the senior estates and facilities professional on project work assigned. 

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements. 

• Project Performance: Ensure a robust contract performance management framework is in place for each project. 

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements. 

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements. 

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence). 

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint. 

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team. 

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work. 

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time. 

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation. 

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation. 

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision. 

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational). 

Sustainability, Efficiency, and Innovation 

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

• Experienced in managing contractors and sub-contractors including conflict resolution.
• Experience in both the development of and management of financial Budgets and Reforecasts.
• Experience in undertaking property related “due diligence”.
• Experienced in the preparation and presentation of business cases for consideration by the Head of Estates.
• Experience of working with a Computer Aided Facility Management (CAFM) system.
• Able to develop frameworks to understand a problem, identify practical options to solve the problem, and identify the most optimal solution.

Who you are:

To be successful in this role, you'll be passionate about promoting ADI and have extensive experience in managing related change initiatives within an organisation. This includes designing and developing ADI programs, initiatives and coaching leaders.

You'll have an extensive understanding and awareness of ADI issues and barriers, experience in aligning ADI with recruitment, retention and inclusion of employees and volunteers. You'll be confident in your analytical and problem-solving skills, knowledgeable around industry best practice, anti-discriminatory approaches and law/regulations related to accessibility, diversity, equality and inclusion.

You'll be a good communicator, inspiring and building trust with various levels of colleagues and stakeholders including Executive Teams, Networks, Unions, varying directorates and external partners. BACKGROUND INFORMATION AND PURPOSE OF THE POST

The Institutional Relations team is responsible for donor engagement and influencing, institutional funding, and partnerships in the UK. It comprises the Head of Institutional Relations, a Commercial Contracts Manager and three Programme Funding Officers.

As part of HI’s 2016-2025 strategy, we have ambitious targets for growth in institutional funding from UK donors, and more broadly, a focus on building strategic relationships with key UK donors and partners. Given the changing external funding environment and evolving context in the UK, we are looking for an individual who is willing to be flexible and adapt to the context in order to meet the organisation’s needs and have the biggest impact for people with disabilities.

The main purpose of this post is:

· Improving our track record for UK and other funding by increasing internal understanding of donors and funding mechanisms in your portfolio, supporting high quality submissions, grant management and donor compliance

Strengthening relationships with, and generating and managing funding from UK and other institutional donors and partners

MAIN DUTIES AND RESPONSIBILITIES

Promoting our work and building relationships with institutional donors

Supporting the work of the Head of Institutional Relations, you will have sound knowledge of the donors and funding mechanisms in your portfolio, and contribute proactively to influencing their funding strategies and priorities. Duties include:

· Maintain a good understanding of HI’s programmes, strategy and approach and communicate this externally.

· Identify and build relationships with a portfolio of large public and private institutional donors and their key suppliers (e.g. INGOs and for-profit development companies), mobilising colleagues from UK and across the global organisation as required.

· Work with country programmes to develop country-level action plans to engage with local representatives of UK donors and partners, in order to strengthen in-country relationships, influence donors’ country-level plans and access in-country funding opportunities. This will also involve supporting the development of multi-year operational plans and advise on the funding possibilities offered by UK institutional donors.

· Anticipate future trends and the expectations of the donors and funding mechanisms in your portfolio, influence their policies and strategies, and negotiate and consult with them on institutional funding matters, in liaison with the appropriate colleagues from the UK team and federal network.

· In coordination with the Head of Institutional Relations and the Chief Executive, monitor and where needed, contribute to collective work and advocacy initiatives in collaboration with partners and INGO networks (such as the Start Network and targeted Bond groups) with the aim of raising HI’s profile and influencing UK donors in line with our influencing priorities.

Generate and manage institutional funding from UK donors

You will follow and champion HI’s internal institutional funding procedures to identify and analyse funding opportunities from UK sources, contribute to project submissions, and carry out grant management duties. You will:

· Monitor, identify, analyse and communicate all relevant funding opportunities from donors in your portfolio (including development and humanitarian grant opportunities and commercial contracts). This will involve facilitating internal go/no go decision-making for new opportunities and advising, and supporting programme colleagues on positioning and consortium-building when relevant.

· Lead the review and analysis of the requirements in new funding agreements and contracts, advise internal stakeholders on compliance and ensure appropriate contract negotiation and due diligence processes are followed.

· Implement internal procedures for contract/grant management and support the submission of reporting and payment requests according to donor requirements.

Improve our track record for UK institutional funding

You will be responsible for increasing internal understanding of UK donors and funding mechanisms in your portfolio, supporting high quality strategic submissions and donor compliance. You will:

· Create internal communications, train and brief finance, programme and technical staff (including country programmes) on the donors in your portfolio, ensuring they have the tools and knowledge to comply with donor rules, understand donor priorities and focus areas, and maximise the potential for funding.

· Support proposal development, advising on donor requirements, expectations and preferences.

· Build strong relationships and internal links with technical and programme teams and contribute to internal working groups on issues related to institutional funding.

Other duties

· Maintain a positive and collaborative working relationship with HI UK colleagues and the Federal Institutional Funding, and Operations teams.

· Actively contribute to the HI UK operational plan and team work plans, and internal staff meetings.

· Ensure high quality, accurate internal reporting and information management for your portfolio.

· Keep abreast of developments within the sector by liaising with counterparts in other NGOs, and relevant networks.

· Represent HI UK at external forums and meetings when relevant.

· Any other activities commensurate with the level of the post, as may be required by the Chief Executive or Head of Team.

The role as the Behaviour Consultant Lead will be to:

• Work closely alongside our support teams to conduct comprehensive assessment, intervention, and evaluations over the long term, developing positive behaviour support plans that enable therapeutic support to be delivered within a Positive Behaviour Support (PBS) framework. 
• Deliver PROACT-SCIPr-UK® training to our support teams. 
• Coach our support teams how to deliver excellent support, using approaches such as Active Support. 
• Support the team to develop skills in monitoring and evaluating outcomes, for example using the Periodic Service Review.

Our Clinical Assessment & Intervention Team (CAIT)

Led by a Board-Certified Behaviour Analyst and UKBA(Cert), we have highly specialised team of clinicians, including rehabilitation workers for the visually impaired and behaviour consultants. We assess functional vision and test for cerebral visual impairments, which can often be an overlooked establishing operation for behavioural challenges. As well as direct assessment and intervention to work to increase people’s opportunities in life, we train our support teams to meet the people we supports’ unique needs.  Our team members are committed to joint working with families, support teams and our NHS and local authority colleagues to achieve the best outcomes for the people we support.

We work as partners with the residential or supported living teams to build plans that are accepted, operationally achievable, generalisable, and sustainable. 

Your experience & personal characteristics 

As you will be working with people in their own homes, residential and group supported living services, you must be confident engaging with diverse groups of people, family members and multi-agency professionals.  You need to be passionate about equality and equity, being able to see the potential for improvement and knowing how to guide the person we support and their team to achieve the best. You will already have experience working directly with people who have learning disabilities, autism, mental health conditions, multi-sensory impairments, and people who may present behaviours that challenge.  You will be fluent in the use of applied behaviour analysis to devise ways that are simple but effective to measure baseline and on-going development.  You will be able to support our teams by putting plans into action through your direct modelling.

Your qualifications

This position requires a minimum requirement of a Bachelor’s degree in Applied Behaviour Analysis or a related field (such as Positive Behaviour Support) with at least two years of applicable experience; or Master’s degree in Applied Behaviour Analysis, with one year of professional experience. 

Candidates wishing to work towards their BCBA or UKBA(Cert) qualification will get their supervision as part of this role.
