Over the past thirty years the Cardinal Hume Centre has seen substantial growth. Based in Westminster we work hard for homeless young people, insecurely housed families and their children. Last year, over 1600 people used our different services.
We have made real improvements in recent years, but we know we face challenging times. In nearly all its forms, homelessness is increasing and in Westminster around a third of families live in poverty. People face the highest housing costs in the country, a challenging labour market and rising levels of violent crime. Some of those we support come from care or broken relationships, some are seeking asylum, safety and support.
Throughout the pandemic we have kept our services open, helping over 900 individuals and families since the lockdown began. Our commitment to this work means we have sustained our income during a difficult period. We know however that the challenges of Covid-19 are not for the short term, and particularly now, our response is too important to be left to chance.
We are therefore changing our approach. We want to focus far more of our efforts on young people, children and families. To tackle homelessness, poor housing and poverty at a young age and break its cycle into later life. We want to see the value in each individual and nurture potential, helping young people and families to thrive.
It is a deliberately preventative strategy that requires a strong team. The translation of new values, goals and objectives needs to be backed by the development of our staff. We want to build a united, values led team and a Centre that meaningfully supports the progress of everyone that works for us. Just as want to value the potential in our clients, so too do we need to value the potential in our staff and volunteers.
As part of this we now want to recruit a new Head of HR. Of course the role will include responsibility and management of our HR policies and processes, but alongside this will be leadership of a people strategy to build and develop a successful team. Farms for City Children is a vibrant Charity that welcomes children from cities and disadvantaged communities to experience the adventure of working together on our farms in the heart of the British countryside. Whether they stay for a whole week with their school or come with a local group for a day visit, this unique experience can be life changing. Visiting children are immersed in the natural world of food, farming and countryside life where they participate in the seasonal tasks of the day: sowing, growing and harvesting in our kitchen gardens; caring for livestock and looking after the land; and cooking up a home-grown feast in the farmhouse kitchen. Spending time working alongside real farmers fosters children’s independence and helps them to grow in confidence, develops their self-esteem, and encourages them to become more resilient. At our heritage farms and in partnership with our commercial farming neighbours, children experience the benefits of collaboration, enjoy plenty of physical activity, good food, and fresh air, and discover the magical rural environment that is full of new words, sounds and experiences to inspire their creativity.
In more usual years, Farms for City Children welcomes 3,000 children for a week-long stay on our farms. With the disruption caused by the Covid19 crisis we have been unable to operate residential visits since March 2019 but have expanded our offer to also include day-visits for local groups, allowing us to reach beneficiaries and deliver charitable services. The Charity generates grants and donations to subsidise 60% of all visits, making it as affordable and accessible as possible for all children.
About this role
We are looking for a dynamic, innovative, and energetic Head of Finance and Resources who is looking for a challenging and busy role with the opportunity to lead significant change. A passion for what we do and a belief in the overarching mission of our Charity is essential. As a key member of the Senior Leadership Team and working closely with the Chief Executive this role has a vital and central part to play in ensuring the Charity continues to thrive. The successful candidate will have an equivalent level of seniority in their current role and excellent technical accounting skills having worked their way up through the various level of finance functions over at least 10 years. The role has a broad scope that also includes oversight of the HR, governance, and administration functions, so demonstrable experience of working across these areas would be a significant asset. A practical understanding of all aspects of a busy finance function gained in a similar-sized organisation is crucial, as is a thorough understanding of Charity SORP, a strategic approach, and the ability to communicate financial information effectively and clearly to non-finance colleagues. This is a practical, hands-on role heading up a small and busy team, with around 40% of time working directly on transactional financial tasks and the remaining 60% on strategic leadership, financial forecasting, and management of a robust finance function. Adaptability, flexibility and an enquiring mind with the ability to see beyond the day to day and strive for continuous improvement is key in this role.
This role will be based at our Huxham Barns offices outside of Exeter, Devon. Due to the Covid19 restrictions our Huxham Barns staff are currently working remotely with access to the office for essential tasks and facilities only. It is anticipated that all staff at Huxham Barns will return to the office when it is safe to do so.
The successful candidate will be required to travel to each of our farms at least twice each term for face-to-face meetings with farms teams.
Some flexible working will be considered for this role provided the role does not go below 33.75 hours per week (0.9 FTE).
The successful candidate must have the ability to travel between all four remotely located sites, across Devon, Pembrokeshire and Gloucestershire, with expense for travel reimbursed by the Charity.
All appointments are subject to the receipt of two satisfactory references, evidence of the existing proof of right to work in the UK, and a satisfactory DBS check prior to the start date.

The Intensive Care National Audit & Research Centre (ICNARC) is a small, independent, nationally and internationally respected, scientific, not-for-profit organisation (c40 staff in total), using accurate data to help improve the quality of critical care through audit, research and education, conducted with, and in the interests of, patients and those who care for them. Most recently, ICNARC has been centrally involved in the response to COVID-19 through weekly reporting on admissions to, and outcomes from, intensive care and as the UK methods centre for the Chief Medical Officer endorsed REMAP-CAP trial which is currently recruiting in 120 centres in the UK.
About the role
This is an exciting opportunity for an experienced Head of Operations to join our Senior Management Team (SMT), to provide direct leadership to our operations team and to manage them to deliver a roadmap to better support ICNARC’s Audit, Research and Statistical activities.
The successful candidate will be a confident and resilient senior manager who possesses strong people management skills and an ability to coach, manage and develop high performing teams.
What you’ll be doing
As Head of Operations you will lead on all aspects of operations management in support of ICNARC’s Business Plan objectives.
Our ideal candidate will have demonstrable experience of the following:
- Working effectively and openly with the Board of Trustees, leadership team, staff and other stakeholders to promote an inclusive, vibrant, high performing organisation.
- Working with Senior Managers to prepare and manage the annual budget and to provide reforecasting updates on the organisation’s finances.
- Developing and providing Management Information that communicates progress against strategic and financial plans, including regular reporting to the SMT and to the Board of Management.
- Maintaining on a continuous basis, a safe working environment and ensuring safe working practices for all staff.
- Continuously improving operations management within the defined budget, whilst ensuring alignment to organisational strategy.
- Ensuring that organisation is compliant with all legal, regulatory and governance requirements. This includes working with the Senior Information Risk Owner and the Data Protection Officer, to set policies and procedures and to undertaking monitoring of performance against these.
- Managing finances with integrity and ensuring that Statement of Recommended Practice (SORP), as relevant, is followed and that all HMRC requirements are met.
- Developing and delivering a Finance Strategy which enables the Organisation to operate successfully and continue to grow and prosper.
- Ensuring that organisation operates in accordance with all policies and procedures which align to employment law, and that all HR/personnel records and employment contracts are kept up to date, that payroll and pension activities are performed accurately and on time, and, as appropriate, to maintain regular interaction with internal HR and outsourced service providers.
- Promoting practices and behaviours to accelerate and embed learning within the organisation culture.
- Delivering an IT strategy that enhances data security and remote working/access and embeds continuous improvement into future plans.
What you’ll need to succeed
In order to succeed, it is essential that you have proven leadership experience of working in an organisation that has been through significant change and that you were part of the team that led that change. You will also have experience of corporate operations leadership of a Small to Medium-sized Enterprise (SME) with complex revenue recognition and varying income streams, and of leading a finance team and working within a not-for-profit organisation.
