As our Head of People & Culture, you will be a dynamic and experienced leader who supports the ongoing development of our organisation as we continue to deliver our strategy. Building on strong HR systems and processes, you will partner with the leadership team to drive professional, agile HR practices that enable us to anticipate and adapt to a rapidly changing environment. You will lead and develop an experienced People & Culture team, providing expert guidance across employee relations, recruitment, learning and development, and reward, while delivering our people strategy with a strong focus on culture, engagement, and our values.

Liberty is a small organisation, which punches above its weight, delivering its work through a team of around 35 employees. We are looking for a Head of HR and Governance Support who brings strong leadership and management skills, hands-on day-to-day delivery to support high-performing teams, and who has strong organisational skills and experience working at a senior level to be able to effectively support the Liberty board, and the board of Liberty's sister charity, The Civil Liberties Trust.
You will line manager and work closely with the HR Officer to provide responsive, problem solving and supportive HR service to managers across the organisation and to work alongside, support and advise the Senior Leadership Team to develop and deliver a strong HR strategy embedding best practice and continuing to build a positive, inclusive and high- performing culture strongly aligned with Liberty's values.
You will also work closely with the Senior Leadership Team, the Board and the Finance and Governance Officer to ensure that both boards have the operational and implementation support they need to function effectively, including supporting the upcoming governance review.
We are looking for someone who enjoys working at both a strategic and operational level, who enjoys implementing effective systems, and embraces the opportunities and challenges of embedding values-led, anti-oppressive principles within a progressive organisation.
The successful candidate is likely to be qualified or QBE in HR, and have a good grasp of HR employment law, have experience of taking an organisation through transformational change and enjoy working with managers to get the best out of their teams.

The Role
As Head of People and Culture, you’ll lead a talented team to deliver innovative, inclusive, and impactful HR services across the organisation. You’ll drive their ambitions in diversity and inclusion, wellbeing, organisational development, and continuous performance management, while modernising their systems and processes.
You’ll be a trusted partner to the senior leadership team, using a coaching approach to support change and growth. What We’re Looking For
- Extensive experience in a Senior HR Business Partner or Head of HR role, ideally CIPD Chartered.
- Strategic and operational HR expertise, with a practical, solutions-focused approach.
- Strong working knowledge of payroll, pensions, and employment law.
- Proven ability to lead, mentor, and inspire teams.
- Commitment to equality, diversity, and anti-racism, with a track record of driving positive change.
- Excellent communication, interpersonal, and organisational skills.
- Experience managing budgets and resources efficiently.
- A passion for wellbeing, inclusion, and continuous improvement.
Experience in heritage, museums, or cultural sectors is a plus, but not essential. We welcome candidates from all backgrounds who share their values and ambition.
