As a Programme and Impact Lead, you will manage our team of Programme Managers and be responsible for managing some of our larger grant awards, that include more complex evaluation designs.

You’ll be responsible for making sure our delivery organisations can effectively engage with robust, independent evaluations, so we have the best chance of generating valuable learning from a round. And may also be responsible for directly managing our independent evaluators as well.

You must have a strong understanding of evaluation methodologies and challenges organisations face in delivery. You must also be a brilliant project manager, great at manging and developing people and external stakeholders, energised by tackling complex problems and really care about the YEF’s mission to build evidence of what works.

 You will:

· Manage large-scale complex projects. You’ll be responsible for managing programmes of a significant size and complexity. You’ll draw on your experience of managing large scale projects and knowledge of evaluations to overcome unexpected challenges.

· Serve as the strategic right hand for the Assistant Director of Impact, Programmes and Partnerships. You’ll deputise for the Assistant Director of Impact, Programmes and Partnerships. You will also take responsibility for making key decisions in funding rounds and with specific programmes.

· Support delivery organisations to take part in robust evaluation. You’ll make sure the team are excellent at supporting delivery organisations to engage with robust evaluation.

· Lead strategic areas of work You’ll develop and embed a clear strategy for distinctive areas of work that will enable us to achieve our mission.

We’re looking for a MEAL specialist who is, at heart, a peacebuilder.  You’ll deputise for the Regional Director as needed, and work collaboratively as a key part of the Regional Leadership Team to shape the strategic direction of Concordis’ future work across the Central African region.

As Regional Head of MEAL, your work will go above and beyond reporting to the donor on logframe outputs and outcomes to the donor, as important as those are.  With your extensive peacebuilding experience, you’ll work with the team to develop and implement sophisticated metrics for measuring these changes over time.  You’ll feed this information back into programme delivery, to ensure programmes remain accountable to the wider population and adapt to the rapidly changing and fragile contexts in which we work.

You’ll also use your flair for writing and your publishing skills to produce more informal news items, telling stories of the impact of our work, and publicising the recommendations that come from dialogues we facilitate.  This will help us amplify voices that are often ignored by decision makers, leading to evidence-based policy making.

Role Duties and Responsibilities:

Develop and implement the programme’s monitoring and evaluation systems

Develop and oversee the systems to monitor and evaluate activities and their impact

Evaluate and enhance existing data collection tools used during previous monitoring exercises

Evaluate and enhance existing metrics to measure attitudinal and behavioural change resulting from programme activities.

Design the implementation plan to monitor and evaluate programme delivery.

Contribute to the development of Concordis’ peacebuilding methodology, policy, strategy and monitoring and evaluation.

Responsible for programme monitoring and evaluation

Ensure the programme adapts and evolves to meet the needs identified, remaining accountable to communities affected by conflict.

Monitor against performance indicators to check that the project is delivering as planned.  Identify issues and agree action plans to address.

Monitor against the Theory of Change and ensure the programme is achieving the intended impact.   If not, identify what needs to change and how to create that change.

Capture learning and identify what worked, what didn’t work and what we’d do differently next time.

Responsible for producing timely internal and external reports

Lead the MEAL team to produce monthly and bi-annual donor reports on all regional programme activities.

Generate clear, professional and visually attractive reports that explain the impact of our work and the recommendations from our dialogues.

Work with the Communications team producing informal news items, telling the story of the impact of our work and publicising the recommendations that come from dialogues facilitated by Concordis.

Create a culture of accountability and learning across the Regional Team

Lead on ensuring staff across the programme understand the role of MEAL in their work and have the skills to operate the required systems and capture the data.

Deliver training and coaching on our approach to MEAL, techniques and tools to the wider team.

Leadership responsibility in the Regional Team

Deputise for the Central African Regional Director in their absence.

As part of the regional Senior Leadership Team oversee the work and staff teams in the regional hubs in CAR, Cameroon, Chad and Sudan.

Senior MEL and Reporting Specialist 

The Clean Air Fund is looking to recruit a Senior MEL and Reporting Specialist to join our MEL team. This is an exciting opportunity to join a rapidly growing organisation whose mission is to use philanthropic grants to catalyse a reduction in air pollution.   

Under the supervision of the Breathe Cities MEL Manager and working closely with the Funder Relations Specialist, the role tracks programme performance, coordinates processes for donor reporting, generates learning and embeds evidence from Breathe Cities. This role ensures the MEL system drives maximum impact for the Breathe Cities Programme, and provides high quality and timely updates are provided to donors on this impact.

To be successful in this role you will have:

• Demonstrable experience synthesizing learning from large volumes of data and communicating this in a clear and structured manner. 
• Demonstrable experience writing externally-facing reports. 
• Demonstrable experience in designing, managing and leading on the coordination of data collection, quality assurance, analysis and reporting processes and systems.
• Skilled communicator, especially in written form.   
• Experience in implementation of MEL frameworks (including Theories of Change and results frameworks) for large international projects and programmes.

THE ROLE

The Senior Data and Insights Officer will help us to demonstrate the importance of our tuition for young people and adults who are undertaking these foundational qualifications.

You will have strong attention-to-detail and will make sure our data is relevant, accurate and confidential. You will be skilled in data analysis and interpretation: able to draw out insights from data and be confident in writing – and communicating – impact for a variety of purposes and audiences. 

As the Senior Data and Insights Officer you will work with the Director of Impact, within our Quality and Impact Team to:

Database Usage and Reporting  

• Support our Salesforce Lead in creating reports and dashboards, ensuring all data is relevant, accurate and secure.
• Use our database management system to generate reports and data analysis for the Senior Leadership Team, and other internal colleagues, to support marketing campaigns, fundraising campaigns, statutory information requests and organisational insight.
• Prepare reports for college partners, funders, and the Board, which set out our data, findings and impact, clearly and accurately. 
• • Confidently write about insights and findings from our data, generating learnings and recommendations for the organisation and other stakeholders.

Internal and External Evaluations

• Support the Director of Impact in developing assessment frameworks to robustly measure our impact and designing dissemination plans, to best harness and communicate that impact. 
• Oversee and implement internal evaluation activity, for example, finalising student surveys, focus group and interview tools. 
• Review and enhance data collection tools, process, analysis, and reporting. 
• Undertake qualitative and quantitative analysis of our evaluation data; and use the data to make recommendations to improve programme quality. 
• Review and keep abreast of literature and research in the further education, wider education, tuition and research landscape. You will share and apply learnings to our evaluation processes and programme delivery. 
• Manage large research projects with external evaluators.

Policy, Compliance & Quality Assurance 

• Support our ongoing compliance with GDPR across the organisation, as well as upholding our safeguarding frameworks.
• Implement policies and procedures relating to GDPR and ensure those policies are adhered to across the organisation. 

PERSON SPECIFICATION

ESSENTIAL

The Policy, Research and Impact Directorate ensures that the Charity is evidence-led, impact-focused, and continuously improving the quality of our programmes. Through our policy, research and investigation work we shine a light on barriers to success, to influence changes to Government policy and practice; through our impact work, we strive to deepen our understanding of the difference we have on life-chances of young people, and the combination of interventions that best enable them to successfully seize employment opportunities, post-school; through quality assurance of programmes, we ensure that the organisation and partners have a common understanding of best practice and the insights to continuously improve.

Key Duties / Responsibilities:

Strategic Purpose:

· Coordinate the collection and management of data related to our projects, programmes, and initiatives.

· Develop and maintain databases, spreadsheets, and other systems to organise and track relevant insight and information.

· Conduct basic analysis of quantitative and qualitative data to identify trends, patterns, and insights.

· Assist in the preparation of regular reports, presentations, and dashboards summarising key findings and outcomes.

1. Background:

The Foreign, Commonwealth and Development Office (FCDO) Research Commissioning Centre (RCC) has been established to commission and manage quality, equitable research at value to inform international development priorities in the UK and globally. Led by the International Initiative for Impact Evaluation (3ie), the University of Birmingham, and a consortium of 17 UK and global research partners, the RCC aims to commission different types of high-quality research in FCDO’s key priority areas. The FCDO is expecting to deliver 20-30% of its total research budget through the RCC within a four-year time frame (total research budget was roughly £300m in 23/24).
The RCC has been operating since June 2023, working very closely with FCDO’s research teams through an early pilot phase. The key objectives of the RCC are to deliver ‘world class’ research commissioning processes and to build and manage a coherent R&D digital platform for the FCDO. These will promote equitable and streamlined access to FCDO funding and accelerate paths to research impact. This involves addressing the challenges associated with research bureaucracy, as highlighted by the Independent Review of Research Bureaucracy.

During the pilot phase the RCC has set up early processes and mechanisms ahead of the first research commissions, which launched in April 2024. Progress has been made to develop a digital platform for FCDO research and to build an R&D brand identity. We are now recruiting a full-time Director to lead the RCC through the next four years to implement the RCC’s vision, consolidate and deepen strategic connections across the consortium and wider networks within the sector, and direct and manage teams and resources towards delivery of a ‘world-class’ commissioning centre.

It is in this exciting context that 3ie seeks an outstanding candidate to serve as the Director to lead the Research Commissioning Centre. The Director will be supported by a secretariat and will report to the Executive Director of 3ie and to the Steering Committee of the RCC (this will include representatives from the FCDO, the consortium, and externals). The secretariat will include three units; an academic delivery unit, a programme management, due diligence, contracting and finance unit, and a stakeholder engagement, communication, and impact unit, and is projected to grow to 20+ positions over the course of the next 12 months. The Director will be a 3ie employee (or seconded from their existing institution) whose terms of employment are contingent upon the FCDO project financing their position.
The position covers a wide range of responsibilities including:

• Setting the strategic direction for the FCDO RCC and its role within the broader FCDO research brand to ensure the core objectives and vision are delivered
• Leading the FCDO RCC secretariat and operations within the Centre, including effective allocation of resources to implement workplans agreed with the FCDO
• Liaising closely with FCDO Senior and Programme Responsible Owners (SRO/PRO) and research team leads to identify and respond to research commissioning needs
• Oversight of all research commissions, including ensuring access to the right academic expertise and development and implementation of world leading processes for research commissioning
• Engaging and collaborating with other UK Government R&D funders and the broader research commissioning community to ensure the RCC adopts world class, ethical, inclusive, and impactful research commissioning practices
•  Engaging with the wider RCC consortium to ensure synergies with and across partners are maximised and relationships within the network deepen, to build strategic partnerships and generate added value 
• Regular engagement with FCDO leadership and reporting to the Executive Director of 3ie and the RCC Steering Committee

2. About 3ie

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive, and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries. We provide guidance and support to produce, synthesise and quality assure evidence of what works, for whom, how, why and at what cost.

We do so through evidence programmes, production of public goods, professional services, and support for institutional advancement initiatives. The evidence programmes include impact evaluations, implementation research, replication studies, systematic reviews, and evidence gap maps. Our work encompasses a wide range of topics, sectors, and themes, including health systems and services, nutrition, and related social sector programmes.

3ie is registered as a non-governmental organisation in the United States. We have offices in New Delhi, London and Washington, DC.

3. Role Summary:

The Director of the RCC will be responsible for the day to day running of the RCC and implementing the vision of the FCDO RCC as a leading, responsive, equitable and efficient funder and custodian of world-class, policy-relevant, and impactful research (addressing and) informing the global challenges of our time. The individual will do so through developing and nurturing the FCDO and 3ie (and consortium) partnership and oversee the strategic planning, implementation, and delivery of the FCDO RCC programme.

The ideal candidate is a visionary leader passionate about leveraging research for global development impact.

The position will be based in the UK/ London, on a remote work basis, but with regular in person interaction expected with the stakeholder teams.
 

4. Key responsibilities

4.1 Strategic Leadership and Vision:

• Define and implement strategic goals and ambition in alignment with the RCC’s vision and FCDO’s overarching research objectives
• Develop long-term strategies for scaling up research initiatives, with a focus on achieving measurable impacts on UK global development priorities
• Develop and promote culture of lessons learning and continuous improvement and innovation conducive to world class commissioning and cutting-edge research in FCDO’s key priority areas
• Report progress and strategic insights regularly to the Executive Director of 3ie and the RCC Steering Committee

4.2 Research Commissioning and Management:

• Oversee the development of the RCC operational framework, including the commissioning process
• Oversee the research commissions, from scoping and development of calls for proposals, through proposal review and selection, to due diligence and contracting
• Ensuring transparency, efficiency, and adherence to ethical standards in all the RCCs work
• Facilitate transparent and effective communication between all parties involved in the research commissioning process
• Oversight of the progress of research commissions to ensure they meet predefined objectives and quality standards

4.3 Partnership and Network Development:

• Engage and collaborate with other UK Government R&D funders and the broader research community to ensure the RCC effectively shares lessons and adopts world class, ethical, inclusive, and impactful research commissioning practices, whilst aligning and reducing burden on research where possible
• Engage with the Bureaucracy Review Reform and Implementation Network (BRRIN) led by the UK Government Department for Science, Innovation and Technology
• Strengthen relationships with existing partners in the RCC consortium through regular engagements and oversight of RCC commissions
• Engage with international research communities to exchange knowledge, best practices, and actively seek new partnerships to enhance research capacity and output
• Develop targeted strategies and approaches to capacity-strengthening programmes to enhance the skills and knowledge of RCC stakeholders to respond to requests for proposals
• Advocate for and support the principles of inclusion and equitable partnerships within all research activities

4.4 Operational and Financial Oversight:

• Lead the RCC secretariat and ensure the effective administration of the Centre’s operations
• Oversight of budgeting, financial planning, and resource allocation to ensure sustainability of the Centre’s activities
• Implement risk management strategies to mitigate potential challenges impacting research timelines and outputs

4.5 Capacity Building and Team Leadership:​

• Develop targeted capacity-strengthening programmes to enhance the skills and knowledge of RCC stakeholders, including the RCC team itself, consortium partners, and the wider research institutions network. Special attention will be given to partners from the global south, to help ensure a levelling of the playing field
• Mentor and guide RCC staff, fostering a culture of excellence, continuous improvement, and ethical conduct
• Lead and motivate the team to achieve high performance and meet research commissioning targets

4.6 Stakeholder Engagement, Communication, and Impact:

• Oversee the development and implementation of the strategic engagement and communications strategy for the RCC
• Oversee the development of RCC’s approach and systems for developing and tracking evidence use and impact of RCC commissioned research
• Ensure all RCC-commissioned research includes planning for stakeholder engagement and evidence uptake and use
• Contribute to thought leadership to amplify RCC’s work, reflect on lessons learned and showcase impacts.
• Regularly engage with the FCDO, academic institutions, policymakers, and other stakeholders to align research activities with broader policy goals
• Represent RCC in national and international forums to promote the RCC, lessons, impacts and innovations from the RCC
• Through regular engagements with key stakeholders in FCDO and the UK government, advocate for the use of evidence to inform decision-making
• Oversee the development and management of the upcoming Digital Platform for commissions, results, and impacts

• Ensure that innovation and lesson learning is embedded in the RCCs ways of working, through for example lessons learnt log and after-action reviews
• Oversee the development and implementation of evaluation and learning frameworks to assess the effectiveness and continuously improve the relevance of commissioned research

5.Qualifications and skills

5.1 Education and Work Experience

• Educational Background: Master’s degree or higher in International Relations, Public Policy, Development Studies, Economics, or a related field
• Professional Experience: Minimum of 15 years of progressive leadership experience in research management in international development or a related field
• Partnerships and Networks: Track record of building strategic engagement with research funders and relationships across the research network; and building and managing partnerships across geographies and disciplines
• Research Commissioning: Track record of successful research commissioning and management, including adopting and testing innovative approaches and solutions to increase effectiveness and inclusion
• Research Expertise: Experience in managing large-scale research projects and working with international development agencies is highly desirable
• Research-Policy interface: A deep understanding of the research to policy interface, including a track record of either conducting of managing research with policy impact
• Familiarity with FCDO or Similar Entities: Knowledge of FCDO’s operational framework and objectives, or experience working with similar international development organisations
• Publications and Thought Leadership: A record of publications or contributions to influential reports or thought leadership in relevant fields
• Financial Acumen: Experience in financial management, including budgeting, resource allocation, and fiscal reporting.

6. Eligibility
3ie will recruit one individual for this full-time position, with a preference for candidates who have authorisation to work in the United Kingdom. We are looking for a Monitoring, Evaluation, Accountability and Evaluation (MEAL) Officer to join the Start Network within our Humanitarian Department to support the ongoing MEAL activities of our anticipation, early action and risk financing initiatives, with a particular focus on MEAL requirements for the donor ECHO.

The Start Funds MEAL Officer will work with colleagues within both SCUK and Start Network. Previously (until May 2019) Start Network and Start Funds and Programmes were hosted by Save the Children UK (SCUK) since its creation in 2012. The position sits within Save the Children UK as a Grant Custodian on behalf of the Start Network supported by a Grant Custodian Agreement (GCA) which describes the roles and commitments of each entity. 

About the role

The Start Network funds have a robust monitoring, evaluation, accountability, and learning (MEAL) portfolio to strengthen evidence-based learning, performance and overall accountability towards the people affected by or at-risk of crises, donors, members, and partners.

Reporting to the Crisis Financing MEAL Lead, the CARF MEAL Officer will play an important role to support the ongoing MEAL activities of anticipation, early action and risk financing initiatives, with a larger focus on the impact of Start Network's newest finance mechanism, Start Ready.

This role will particularly focus on MEAL requirements and activities funded by European Civil Protection and Humanitarian Aid Operation (ECHO) and will support and work closely with CARF MEAL Advisor and the Learning and Research Advisor (within the Evidence and Learning Team).

In this role, you will: 

Performance

• Support development, monitoring, and reporting of anticipation, early action and risk financing initiatives' Key Performance Indicators used in donor reporting, governance committee meetings and in other external fora as required, with a specific focus on MEAL requirement and activities funded by European Civil Protection and Humanitarian Aid Operation (ECHO).
• Strengthen management information systems and processes for data quality, storage and visualisation.
• Contribute towards the identification and implementation of diverse and innovative approaches to MEAL.
• Support the annual post-season learning reviews of the various Disaster Risk Financing systems.

Accountability

• Deliver and enhance Start Funds' quality, accountability and monitoring practices to members, partners and affected populations by organising and facilitating learning debriefs and pre/post season workshops and reviewing project report forms.

Knowledge

• Contribute towards continuous improvement of technical quality, processes and outputs of CARF MEAL including, but not limited to, the development of methodological guidelines, MEAL tools and approaches.
• Produce and support various thematic research, reviews, case studies and learning products according to the CARF MEAL work plan.

Teamwork

• Liaise with Senior Strategic Partnership Officer –ECHO and programme/operational staff to support all ECHO MEAL requirements.
• Work with the Start Communications and Digital Team and the Start Programmes Communications Manager to ensure visibility, awareness, and learning, on the role and use of forecast-based information for anticipatory responses.

About you

To be successful, it is important that you have:

• Previous experience delivering MEAL in national and/or international contexts for humanitarian or development programmes.
• Previous experience of reporting on donor or funders grants (ideally ECHO Grants) in an international organisation.
• Excellent data analysis skills.
• Proven experience of embracing new approaches, technology and ways of working.
• Experience of using qualitative and quantitative analysis software.
• Experience of using Salesforce or other customer relationship management (CRM) system.
• Excellent written and verbal communication skills to present data and evidence in a user-friendly form and to stakeholders at different levels.
• Demonstrable experience of strong teamwork capabilities and collaboration.
• Undergraduate degree, ideally in social science, research methods, humanitarian response or related fields.
• Language skills in either French, Spanish or Arabic.

About the Role

You will lead on data analysis and reporting on the data held in Salesforce CRM, improving both the quality and quantity of monitoring and evaluation processes, driving improvements in data capture through training and upskilling the Youth Work team, strengthening the ability of both youth zones to demonstrate the measurable impact of youth work delivered.

Responsibilities

• Responsibilities:

  1. Content Strategy: Develop and execute a comprehensive content strategy aligned with the podcast's mission and objectives. Stay informed about global issues, emerging trends, and audience preferences to ensure relevance and timeliness of content.
  2. Production Oversight: Manage all aspects of podcast production (weekly and deep dive episodes), including planning, scheduling, recording, editing, and distribution. Coordinate with hosts, guests, and production team members to ensure smooth and efficient workflows.
  3. Creative Direction: Provide creative leadership and direction to ensure each episode delivers compelling storytelling, insightful analysis, and engaging conversations. Foster a collaborative and innovative environment that encourages experimentation,  creativity and a culture of learning in public.
  4. Audience Engagement: Develop strategies to grow and engage the podcast audience across various platforms, including social media, email newsletters, and live events. Monitor audience feedback and analytics to inform content decisions and optimize performance.
  5. Climate Knowledge and Network: Identify themes and topics for future episodes and series. Develop guest strategy, ensuring the podcast is representing a diverse range of voices and viewpoints
  6. Partnerships and Collaborations: Identify and pursue opportunities for strategic partnerships, collaborations, and sponsorships to expand the podcast's reach and revenue potential. Build and maintain relationships with key stakeholders in the media industry.
  7. Budget Management: Manage the podcast budget effectively, ensuring resources are allocated efficiently to support production needs and strategic initiatives.
  8. Editorial judgement: Assess editorial risks across individual episodes, topics or series, working with colleagues and external resources (e.g. research, legal) when needed
  9. Quality Control: Maintain high standards of quality and professionalism across all aspects of production, including audio production, storytelling, and content accuracy. Conduct regular reviews and evaluations to identify areas for improvement.
  10. Funder Relationships: Attend meetings and co-produce regular reports for our philanthropic funders, in addition to collaborating on new fundraising initiatives.

Skills and Experience

Essential

• Proven experience as an executive producer or senior producer in the podcasting or broadcast media industry.
• Strong editorial judgment and storytelling skills, with a keen understanding of narrative structure and audience engagement.
• Excellent project management skills, with the ability to manage multiple priorities and deadlines in a fast-paced environment.
• Adaptable and calm under pressure, with the ability to be responsive and reactive to internal and external changes .
• Strategic thinker with a track record of developing and implementing successful content strategies and growing audience engagement.
• Exceptional communication and leadership skills, with the ability to collaborate effectively with diverse teams and stakeholders.
• Passion for global issues, sustainability, and social impact, with a commitment to creating meaningful content that drives positive change.

Desirable

• Proficiency in audio editing software (e.g., Adobe Audition, Pro Tools) and familiarity with podcast hosting platforms (e.g., Libsyn, Podbean).
• Strong network which you can activate to secure high-profile guests or technical experts
• A working understanding of the podcast marketing landscape, in terms of the different approaches for audience growth
