National Leaving Care Benchmarking Forum (NLCBF)

NLCBF is made up of over 130 local authority leaving care teams and aims to improve services and support for care experienced young people. At the heart of our work is our Young People’s Benchmarking Forum – ensuring that the voices and priorities of care experienced young people shape our work.

NLCBF’s main activities include running 9 hybrid events each year for leaving care professionals and care experienced young people; facilitating online events and workshops throughout the year and working to influence policy and decision makers in government and other public bodies.

The NLCBF team is made up of a core team of six people, eight sessional workers and a wider group of ‘Champions’ who are care experienced volunteers.

Job Description

The purpose of the Practice Lead role is to ensure that the National Leaving Care Benchmarking Forum remains up to date with the latest legislative, policy and guidance developments in leaving care, and stays at the forefront of best practice. The post holder will utilise this knowledge to share information, develop products and tools for members, and to deliver training, consultancy work and events to members, in order to achieve our aim of improving outcomes for young people leaving care..

The post holder will:

• Remain at the forefront of best practice and key trends in the leaving care sector.
• Work with the other Practice Lead and the NLCBF Manager to develop the policy and practice focus to support NLCBF members, leading on a number of topic areas.
• Support the running of engaging events for NLCBF member local authorities for sharing best practice, national updates and for networking.
• Work closely with the Co-production and Engagement Lead to ensure the voices of care experienced young people are shared throughout the work of NLCBF
• Actively research and develop a network of experts in the leaving care sector, fostering and maintaining these relationships so they can contribute towards achieving outcomes for the Forum.
• Actively engage with local authority members and non-members to understand their key successes and challenges, and develop strong relationships.
• Support the management of the day to day business of the NLCBF and work closely with the NLCBF Manager to ensure this provides value for money for members and makes the best use of resources.
• Provide expertise to NLCBF members, relevant Catch22 services and wider Catch22 staff and partners on practice issues and solutions for supporting young people leaving care.

We are currently looking for an Endowment Accountant and Business Partner to work with our busy and growing Finance team.

Key Responsibilities

Business partnership

• Provide a full business partnering support to the Endowment business unit:
• Build, maintain and develop effective relationships with members of the Endowment team and work closely with them to improve mutual knowledge and financial understanding.
• Serve as a key partner to Endowment leadership, acting as a ‘critical friend’ by challenging assumptions and activities were necessary to ensure alignment of strategic and financial goals.
• Develop the business partner role into one that is fully able to proactively support strategic decision making, provide forward-looking insight and analysis, deliver effective financial performance information, and support the development of a culture of value-for-money within the Endowment.

Accounting, reporting, budgeting and planning

• Perform the accounting for the property and financial investing activities of the business unit, including property rental income and expenditure derived from third party managers’ reports.
• Prepare regular financial reports, including P&L statements, balance sheets and cash flow statements which are tailored to both the Endowment’s and the wider organisation’s needs and aligned with their structures. 
• Prepare regular short- and long-term cash flow forecasts, and support cash management within the endowment as well as across the wider group. 
• Develop and track key performance indicators. 
• Develop and produce effective dashboards and other reporting to provide insight and support decision making. 
• Lead from a finance perspective the budgeting and forecasting processes for the Endowment, and support their integration into the wider organisation’s processes. 
• Support the annual property valuation process. 

Data insight and integrity
 

• Have a thorough understanding of the management, maintenance, flow and reconciliation of the financial data relating to the Endowment across multiple systems. 
• Conduct rigorous analysis of financial data, trends, and performance metrics to derive insights and offer recommendations for informed decision-making. 
• Use advanced financial modelling and analytics to produce actionable insights. 
• Ensure the accuracy and integrity of financial data for the endowment portfolio.
   

Collaboration

• Support the Endowment team with any new process, including working with other teams to ensure end-to-end financial integrity. 
• Support investment processes by assisting with KYC and overseas tax forms. 
• Collaborate effectively within the Finance team to enhance performance and ensure alignment with organisational objectives. 
• Work with internal/external auditors and other stakeholders are required. 
• Support governance processes by providing necessary financial information and analysis.

Skills, Knowledge and Expertise

Knowledge and qualifications 

• Qualified or part-qualified accountant (e.g., ACCA, ACA, CIMA or equivalent) or qualified accounting technician (e.g. AAT) – desirable but not essential. 
• Understanding of the accounting framework and financial challenges for the property and financial investment sectors. 
• Strategic financial knowledge.

Experience

• Demonstrable success in preparing management information related to property and investment activities.
• Solid strategic financial acumen and commercial awareness.

Sector and Capacity Development Manager

MCF has a small, diverse team, but our impact is far-reaching. The Sector and Capacity Development Manager will play an important role in supporting members and the wider British Muslim charity sector, reporting and working directly with the CEO. To support the Programme Finance Manager in running efficient and effective programme financial accounting, programme financial management and programme financial reporting processes in relation to AKF (UK)’s programmes and grants. To provide support to the full life cycle of grants: from donor concept notes/proposals to final reports. To maintain a close working relationship with AKF (UK) finance and programme teams and relevant staff from across the Aga Khan Development Network (AKDN) agencies and external donors as required.

Programme financial planning, management and reporting

In close consultation with the programmes/partnerships team:

• Support the design and implementation of effective quality controls to ensure compliance with donor requirements and to maintain appropriate donor stewardship, including through manuals, checklists, templates, and other tools

• Monitor spending and activity implementation and ensure regular scheduling of grants management meetings, alerting the Programme Finance Manager and Programmes/Partnerships team about significant under or overspend on a timely basis

• Maintain internal tools that track active grants, cost recoveries and cash balances and ensure they are kept up-to-date

• Maintain internal tools tracking pipeline and secured funding (Awards Information Management System -AIMS) and ensure they are kept up-to-date

• Prepare financial information for internal reporting purposes, including (but not limited to) the quarterly CEO report, monthly dashboard and quarterly cash balances (co-finance) report.

Grants management and compliance

• Maintain the grants management tracker so that grants are properly recorded and monitored, ensuring that input from the Programmes/Partnerships team and the Programme Finance Manager are incorporated on a timely basis

• Undertake administrative tasks related to grants, including setting up of grant codes (pipeline and secured), collecting and forwarding information to different units and executing follow up tasks as required

• Review budgets for concepts/proposals, ensuring the inclusion of AKF(UK) costs, make recommendations for improvements and liaise with the programme/partnerships team and field units to ensure these are complete, accurate, consistent with the narrative, compliant with donor requirements, and correctly formatted for presentation to donors

• Support the preparation, review and submission process for donor financial (and narrative as relevant, e.g. ECHO) reports to ensure compliance with donor requirements; ensure reports are produced on time to a high standard and are consistent with the narrative

• Ensure timely submission of cash requests as required by donor contracts and internal sub-grant agreements 

• Prepare donor and internal sub-grant agreements with AKDN agencies, field units, and implementing partners, including (but not limited to) those with co-financing

• Ensure that donor and AKDN rules are being adhered to regarding procurement, accounting, project expenditure, and implementation of activities through regular reporting, engagement with the field, and remote spot checks

• Carry out monitoring visits and audits on specific projects as necessary

Audit, internal controls and risk

• Contribute on programme finance to all audits and statutory compliance in line with UK and AKF/AKDN regulations and compliance requirements

• In collaboration with field units, prepare due diligence assessments for potential new partners or donors and ensure these are refreshed periodically

• Troubleshoot financial, donor compliance and procurement-related queries identified through monitoring grants or as raised by management or field units

Carry out any other duties as assigned by the Programme Finance Manager or the Head of Finance and Operations.

The role will involve travel to countries in which we operate grants. Normally this could be 2 – 3 trips per year.

Qualifications

• CCAB qualified accountant (desirable).

Experience

• 3 years relevant experience in financial accounting and financial reporting

• Experience working in international organisations or donor agencies including field-level implementation highly desirable

With line management responsibility for a Learning Officer, the postholder will plan and implement a programme of activity to inspire, connect, and support network members using a range of engaging and creative methods including:

This new role will form part of The Service User Leadership Team, one of our core Central Support Teams, and will report into the Head of Service User Leadership.

Through engaging in networking opportunities, alongside the Head of Service User Leadership, this role will lead on building relationships with key partners, increasing opportunities to collaborate, whilst strengthening our profile, reputation, and brand.  We are looking for a passionate and enthusiastic individual, who has their own lived experience of mental distress, demonstrable experience in effective stakeholder engagement and working towards targets, in addition to designing, and delivering training packages.  The ideal candidate will also possess extensive expert knowledge in relation to peer support and service user leadership.   

This position is 3 days per week (22.5 hours) and is fixed term for 2 years from the commencement of employment.  The role is home based with the expectation of travel when required to attend engagement and networking events, deliver training to external partners or for attendance at meetings in Head Office.  The role will may also include occasional travel to our Together services when required.  All travel expenses will be paid.

Job Purpose 

The Carer Hospital Project Officer will play a crucial role in helping unpaid Carers to get the right support at the right time to help them access the appropriate Carer related support in the respective boroughs. This role works with individuals in a person centre way and support Carer needs by making it Personal, Coordinated and Enabling. 

They will work closely with ASC Duty Social Workers and other partners in Health & Social Care to support Carers in the hospital and ensure they have the necessary information and support.

Key Tasks 

• Being present and visible within their allocated Hospital sites – to both residents/carers and staff 

• Being ‘expert’ in the statutory and non-statutory Carers support services available in their allocated area – and across NEL more broadly – recognising that many carers access Hospital sites outside of the borough in which they live (we will be developing a ‘directory’ of NEL wide Carers services as part of the project to support this) 

• Having a comprehensive understanding of the current and emerging legislation surrounding carers, their entitlements and the Statutory Carers Assessment process 

• Building and maintaining good working relationships with hospital staff – to promote best practice around the identification, support and recording of Carers (in line with the Carers Hospital Discharge Tool kit’).  This could include the delivery of Carer Awareness training/sessions for Hospital Staff 

• Attending Multi-Disciplinary Team meetings as / when appropriate. 

• Effectively explaining what a carer is as many people don’t see themselves as a carer 

• Identifying carers within the hospital – ideally at the earliest possible stage/ the point of admission 

• Actively promote local carer support services within the hospital 

• Informing the Carer, they have the right to a carers assessment and supporting a referral to the relevant Local Authority/Provider where necessary 

• Helping to give Carers a ‘voice’ within the Hospital and support them to be engaged in care / discharge planning wherever possible/appropriate 

• Ensuring that any identified carers have been informed of the broader support available to them and ‘intelligently signposting’ them 

• Attending monthly team meetings with the Project Manager, evaluation partner and other Carer Hospital Project Officer to review impact data, share learning and identify opportunities to maximise impact 

• Attending quarterly project partnership board meetings with all members involved in the project 

• Attending any meeting/ events as appropriate within their carers support service 

• Proactively escalating any issues and or ideas about how services can be improved to Hospital leads and the Project Manager 

• Co-producing and delivering the TEC pilot 

• Working with the evaluation team on key findings and data from the project 

Administration 

• Keep accurate and up-to-date records of contact with clients, including the use of relative databases (relevant training will be provided) and the Age UK East London Charity Log data base. 

• Provide additional data as required e.g., case studies, outcomes monitoring 

• Each Carer Hospital Project Officer/provider will be required to submit monitoring data to the Project Manager monthly.

• Data from the first 3 months of delivery will be captured and base-lined, and Carer Hospital Project Officers will be expected to increase their activity/reach by 5% in each additional quarter of project delivery.

• To ensure that all work is in compliance with the Care Act 2014 

• To attend mandatory and discretionary training as required 

• To be familiar with and to implement Age UK East London’s policies and procedures

Job Summary 

The Safeguarding Administrator provides comprehensive administrative support for meetings and safeguarding activities to aid the smooth running of the safeguarding team. This role ensure that the safeguarding team provides a professional and friendly service to parishes within the Diocese of London, and to the London Diocesan Fund.

Job responsibilities 

Administrative support for meetings 

• Provide administrative support for the Safeguarding Leadership Team. 
• Produce high quality accurate minutes of team meetings and ensure they run smoothly. 

Administrative support for safeguarding activity 

• Work with the Safer Churches Programme Manager to provide day to day administrative support, working closely to ensure functions run smoothly.
• Work within national and diocesan safer churches policy and procedures as defined in the safer churches programme of work.
• Support the Safeguarding Advisors with safeguarding agreements and risk assessments as required.
