About the Role

We are seeking a dedicated Deputy Service Manager to join our service based in Romford . Our service is a Independent Approved Premises commissioned by Criminal Justice Service (IAP) based in Havering. You will support residents recently released from prison in a residential setting, helping them reintegrate into the community. In this role, you will support in leading the team by providing overall leadership to the service and line management responsibilities to support, enable, and empower your team to deliver high quality support to our residents. 

You will also support some day-to-day team responsibilities, including providing tailored support directly to residents. As a Manager, you will help drive service outcomes in line with contractual requirements, ensuring quality and consistency within a trauma‑ and psychologically informed environment. You will work collaboratively with the team, wider services, and external partners to ensure the service runs smoothly. The Supporter Engagement Manager position is a pivotal role in the Public Fundraising team, comprising seven specialist Fundraisers. The post-holder is responsible for driving growth in our Individual Giving programme through a mix of acquisition and retention campaigns.

About the Role

As an Independent Domestic Violence Advocate you will provide pro-active, high quality, frontline service to victims of domestic abuse through on-going risk assessment, providing individual safety planning, trauma-informed support, guidance, information, and advocacy and enabling victim/survivors to access the services they need in the aftermath of the abuse and trauma they have experienced.

You may work within a Hospital Trust's Safeguarding Team to support both patients and staff in an Acute Hospital setting, who have experienced Domestic Abuse. You will make initial contact with victims of domestic abuse, explaining our services and assessing the impact of crime, or receive referrals from colleagues, in order to provide on-going support and case management.

The South East Gambling Harms Partnership—a strategic collaboration across eight regional Citizens Advice offices (East Berkshire, West Berkshire, Reading, Wokingham and Basingstoke, Rushmore, Tadley and Hart)—has secured dedicated funding through the Office for Health Improvement and Disparities (OHID). We are launching a pioneering initiative across Berkshire and North Hampshire to identify, prevent, and reduce the devastating impacts of gambling harms.

Our Facilities team works hard to ensure that every guest visiting Woodrow has a safe and memorable visit. You will be working alongside the wider team to maintain all buildings, including our Grade II listed Manor House and Leisure Centre, and the outside grounds and activity areas, to ensure the site is welcoming, tidy and safe for all. You will assist the Facilities Manager in ensuring we remain compliant with relevant Health & Safety legislation; and will be involved in various duties that contribute to the wider success of the Centre and London Youth. 

What you will be doing 

The Facilities Assistant provides logistical and maintenance support for the Woodrow estate and holds the following core responsibilities. This is not intended as an exhaustive list, and the job may change over time to reflect the changing needs of our centre, as well as the personal development needs of the post holder. 

Grounds upkeep: 

• General upkeep of the 26-acre estate grounds e.g. pruning, mowing, planting, tidying gardens. 
• Keeping grounds, paths and hard surfaces safe and free of ice, snow, leaves, weeds, etc. 
• Maintaining the 3G astro pitch, cycle circuit and outdoor activity areas.

Building maintenance: 

• Undertake day-to-day minor repairs, e.g. patching, painting, leaky taps, hinges, caulking, etc. 
• Undertake cyclical / seasonal jobs e.g. clearing gutters, drains, drain gratings, etc. 
• Support with biomass boiler maintenance and receive woodchip deliveries. 
• Support with basic utilities issues as they arise, e.g. heating, plumbing, electrical, etc. 

Health and safety: 

• Undertake routine safety/compliance checks of all facilities including, among other things, legionella temperature aduits, emergency equipment inspections and tests, etc. 
• Support the FM with risk assessments and work procedures relevant to the role. 
• Maintain accurate records of all work carried out using systems in place for auditing. 

General duties: 

• Basic joinery, carpentry and build projects done in house, under direction of the FM. 
• Supervise outside contractors to ensure all jobs are carried out to agreed standards. 
• Supervise corporate volunteer groups who support us with gardening or build projects. 
• Support with setup and occasional on-the-day attendance at various events. 
• Undertake other duties as reasonably requested by London Youth's management that ensure the ongoing success of the charity and delivery of excellent customer experiences. 

What you bring to the role 

Experience, Knowledge & Skills 

We do not expect candidates to have expertise in all areas, but at a minimum experience of minor buildings repairs and maintenance and groundskeeping work is essential to this role. Training will be provided to address some gaps where necessary and relevant. 

• Experience with grounds maintenance including tree and lawn care, gardening, etc. 
• Experience of maintenance in heating, plumbing, electrical systems. 
• Demonstrable good practical DIY skills, including decorating, joinery, carpentry, repairs, etc. 
• Experience using power and maintenance tools, including small tractor with mower, jigsaws, strimmers, etc. 
• Demonstrable understanding of Health & Safety regulations relevant to this type of role; the importance of compliance, evidencing and contributing to this. 
• Hold a good level of fitness and able to work outside in variable weather conditions. 
• Experience of conducting regular compliance checks, recording and reporting on them. 
• Able to use digital systems for record keeping, including Microsoft Office and various apps. 
• A current driving licence (tractor experience is also desirable).

Qualifications in the use of a chainsaw, power tools, tractor driving, pool plant are desirable.

• Take day-to-day operational responsibility for all PACE services across all three sites, ensuring consistent, high-quality, and safe delivery.

• Support and line manage Senior Centre Managers and Service Managers, providing clear direction, regular supervision, and accountability.

• Ensure all services meet regulatory requirements including EYFS, Ofsted standards, safeguarding and child protection legislation, and disability inclusion policy.

• Maintain and develop operational policies and procedures that reflect best practice in service delivery for children and young people, including those with additional needs.

• Identify and respond to operational risks across sites, escalating to the Board where appropriate.

2. Safeguarding

• Act as the organisation's Designated Safeguarding Lead (DSL), maintaining overall responsibility for safeguarding practice across all sites.

• Ensure centre managers and service leads fulfil their DSL responsibilities and that training, records, and incident reporting are consistent, up to date, and audit-ready.

• Lead the organisation's response to any safeguarding concern or Ofsted inspection, maintaining transparent and proactive communication with commissioners and the Board.

• Embed a culture of safeguarding awareness and accountability across the whole staff team.

3. Financial Management and Budget Oversight

• Work with the Finance team to manage the organisation's annual budget, ensuring income and expenditure are tracked accurately and reported monthly.

• Hold budget holder accountability across service and centre level, ensuring managers understand and operate within their agreed financial envelopes.

• Monitor income streams - including statutory contracts, parental fees, grants, and fundraised income - and alert the Board to variances or risks in a timely manner.

• Support income generation through effective contract delivery, occupancy management, and proactive relationship management with commissioners.

• Oversee the Fundraising Manager's workload and priorities, ensuring fundraising activity is aligned to operational need and deliverable commitments are accurate before submission.

4. Human Resources and Workforce Management

• Lead, support, and develop the staff team, fostering a culture of professionalism, consistency, and accountability.

• Work with the HR Consultant to ensure HR processes - including onboarding, probation, sickness management, performance management, and offboarding - are followed correctly and documented appropriately.

• Conduct regular line management meetings and appraisals with direct reports, setting clear expectations and addressing performance issues promptly and fairly.

• Manage staffing levels and deployment across sites to ensure services are appropriately resourced, proportionate to demand and income, and compliant with contractual ratios.

• Address workforce culture issues, reducing reliance on informal decision-making and ensuring accountability is embedded at all levels of the team.

5. Commissioner and Stakeholder Relationships

• Maintain and develop the organisation's relationships with Camden commissioners, the Play Providers Forum, Family Hubs, and other statutory and voluntary sector partners.

• Ensure proactive, transparent, and timely communication with Camden regarding service delivery, performance data, and any operational concerns.

• Represent PACE at external meetings, forums, and events as required.

• Support the development of community partnerships that extend the reach and impact of PACE's services.

6. Compliance, Governance and Risk

• Ensure organisational compliance with all relevant regulatory frameworks including Ofsted, EYFS, charity law, and employment legislation.

• Maintain and regularly review operational policies, risk registers, and compliance records, ensuring they are current and accessible across all sites.

• Provide the Board of Trustees with regular, concise, and accurate reports on operational performance, financial position, safeguarding, staffing, and risk.

• Support Board governance by preparing timely papers, flagging decisions required, and maintaining clear separation between operational management and trustee oversight.

7. Systems, Monitoring and Evaluation

• Embed consistent, documented operational systems across all sites, reducing reliance on individual knowledge and informal workarounds.

• Develop and maintain monitoring and evaluation frameworks to track service quality, outcomes for children and families, and contractual KPIs.

• Oversee the organisation's use of operational systems including safeguarding software, HR and payroll platforms, invoicing, and timekeeping tools.

Produce and sign off external impact reports for funders and commissioners

Essentials:

• Experience in an operational management role within a children's services, play, youth work, education, or social care setting

• At least 3 years in a management role with direct line management of multiple staff or teams

• Demonstrable knowledge and practical experience of safeguarding children, including DSL-level responsibility

• Experience managing multi-site or multi-service delivery

• Sound financial literacy: budget management, variance analysis, and income/expenditure monitoring

• Experience of working with Ofsted regulatory frameworks, including EYFS

• Strong people management skills: supervision, appraisal, performance management, and HR process compliance

• Experience working with, and reporting to, a Board of Trustees or equivalent governance body

• Excellent written and verbal communication skills

• Ability to manage competing priorities across multiple sites calmly and consistently

• Commitment to inclusive practice and experience working with children with disabilities and additional needs

• A suitable Level 3 or above qualification in Early Years, Childcare, or a relevant field (e.g. CACHE Level 3, BTEC Level 3 in Children's Play, Learning and Development, or equivalent EYFS-recognised qualification)

Desirable 

• Experience of income generation including commissioner relationships, grant management, and contract compliance

• Experience of charity or voluntary sector management

• Coaching or mentoring experience

• Knowledge of Camden's VCS and community infrastructure
