 The Role

As the Charity Finance Executive, you will play a vital role in ensuring that accurate financial records and compliance for the charity are maintained, reporting to the Andrews Finance Director.

You will be responsible for managing financial transactions, reconciling accounts, and providing support in financial reporting for the ACT Charity Director and her board of trustees. This role offers an opportunity to contribute to our social mission and to work with organisations supporting people affected by housing-related poverty.

• To lead the development and automation of regular financial planning cycles, including quarterly forecasting and to support the Deputy Director of Finance in the development and implementation of the 5-year planning process.

You will understand and enjoy the challenge that working at a charity with multiple complex funding streams brings.

You will have experience of similar work, ideally in the charity sector and will be familiar with the use of both accountancy software and managing cashflows and budgets using Excel. Duties will also include being responsible for handling invoicing and banking procedures maintaining strict financial controls whilst also demonstrating exceptional customer service.

You will have proven financial experience preferably having worked within a charitable setting focusing on sales ledger management. Strong analytical skills and proficiency in the use of spreadsheets and financial software are also essential requirements of the postholder together with effective communication skills when liaising with a diverse range of stakeholders.

The role

The Financial Accountant will report to the CEO and be part of our small management team. They will oversee our finances as we seek to scale up our grant-making while maintaining our high-quality assurance processes. They will also be responsible for providing scrutiny and a strategic eye to the management of our endowment. A small but important element of the role will be oversight of OCF’s cybersecurity. Responsibilities

· Accountable for producing the Annual Report and Financial Statements in accordance with the Charity SORP, and being primary contact for the auditors.

· Preparation of annual budget and forecast, quarterly financial reports and monthly management accounts and updated forecasts.

· Maintain the detailed records of the endowment and restricted funds on a monthly basis. Oversee accurate statements for fundholders and provide ad hoc reports and analysis as required.

· Responsible for maintaining strong financial systems to provide accurate financial records and control systems for OCF, working closely with the Development and Grants teams to ensure complete alignment between internal systems (eg SAGE and Salesforce).

· Responsible for ensuring the Finance Committee is effectively supported, including: agenda and minutes, the production of timely reports, following up on actions and ensuring compliance with Charity Commission, HMRC Gift Aid and other reporting requirements.

· Liaise with OCF’s Investment Fund Managers (currently CCLA and Brompton Asset Management) and work with the Finance Committee to ensure performance is maximised.

· Monitor cash balances and ensure OCF is getting value for money on its cash.

· Management and development of a Finance Officer

· Oversight of effective delivery of all financial transactions, bank accounts, cash flow, bank reconciliations and staff payroll; includes oversight of checking the accounts for potential grant recipients.

· Bring to the early attention of the CEO and Chair of Finance Committee any matters of concern and risk in relation to the finances of OCF, and provide financial advice on mitigating actions.

· Maintain cybersecurity and insurance to meet operational requirements, and provide oversight to ensure OCF contracts are value for money.

Key competencies

· ACCA/ACA/CIMA qualified and membership of one of the major UK accountancy bodies

· Experience of charity accounting and knowledge of best practice

· A proven track record of financial management in a an organisation with significant turnover understanding of restricted spend-down funds and endowments

· Experience in accounting software – preferably SAGE – with good computer literacy, including MS Excel and ideally CRM systems such as Salesforce

· Ability to think strategically in financial matters and identify areas of risk and opportunity, and to implement improvements working with colleagues.

· Good communication skills, particularly with the ability to explain financial data to a generalist audience of senior decision-makers.

· Commitment to the mission and values of the Oxfordshire Community Foundation

· Commitment to developing staff, preferably with line management experience.

· Willingness to undertake occasional planned evening duties, such as quarterly Finance Committee and Board meetings.

Accountable for the accurate and timely processing of financial information in line with the Trust’s systems and keeping records in good order. The role provides quality information and compliant service to support strategic decision making and build a solid foundation for an evolving organisation.

Role responsibilities 

• Process payments and maintain purchase ledger - process expenses, invoices and other payments in XLedger for payment in a timely and accurate manner and reviews supplier statements and outstanding items regularly and efficiently.

• Compliance and internal controls - Ensure relevant authorisations are obtained, and safeguards and protocols are followed about data protection, internal financial controls, and ethical standards. 

• Act as the first point contact for purchasing queries - primary management of the shared finance email inbox; Acting as the first point of contact for external and internal questions. Ensures high levels of customer service and effective representation of the Finance Team and the Trust. 

• Organisation - Maintain paperwork in an orderly manner: current/prior year records to remain accessible yet secure, older items archived and destroyed when appropriate. Ensuring proper records are maintained in the financial system.

• Finance Team assistance - Support finance team colleagues in providing information to other parties as appropriate, e.g.: as budget holding colleagues, fundraising colleagues, or external auditors. 

Person Specification 

Technical skills and minimum knowledge: 

• Relevant bookkeeping qualification (e.g., AAT) or QBE 

• Experience in a similar role, ideally working with large transactional volumes. 

• Able to demonstrate a good understanding of the implications of accurate record keeping.

• Able to identify situations where any risk of non-compliance/adherence may arise 

• Adept at working with accounting systems and MS applications.
