Job Purpose
Reporting to the Green Climate Fund Team Lead, Business Development, you will be responsible for developing and gaining funder approval for the high-priority and complex Green Climate Fund project designs. This will enable Save the Children UK to secure $150M in long-term climate change funding which will deliver impact at scale for children.
Other key duties will include providing leadership on our largest/most complex/strategically important proposals, with a particular focus on the Green Climate Fund; leading bid teams comprising technical, operational and finance experts to ensure high quality design underpinned by robust commercial strategy and managing concurrent large proposals at different stages of development. The Senior Business Development Manager will act as a lead for these complex proposals.

Main Accountabilities
The Business Development Manager’s key duties will be to:
- Work in close collaboration with the Green Climate Fund Multi-Disciplinary Matrix Team Lead, manage complex, multi-million-pound GCF proposals
- Lead the project design process in conjunction with the relevant technical advisors
- Lead the bid/commercial strategy and budgeting process, including development of Finance Committee Approval papers
- Support Country Offices through the complex Green Climate Fund design processes ensuring compliant proposals
- Ensure effective Go/No-Go decision-making processes are followed through the Bid Development cycle
- Lead and respond to queries from the Go/No Go (senior management approval) process, and ensure the opportunity is correctly recorded on the Award Management System (AMS)
- Conduct financial modelling/cashflow forecasts and develop finance papers for Board approval and conduct and present financial risk assessments
- Lead the design process for multiple Green Climate Fund proposals
- Manage requests from the Partnership Development team, Business Programmes Hub and Partnerships and Philanthropy to ensure they are supported to pitch for co-financing for the Green Climate Fund projects from their relevant partners and funders
- To carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy

Person Profile
You must have knowledge and skills in all of the following:
- Track record in securing large and/or complex tenders or grants, for FCDO, World Bank or other major bilateral or multi-lateral funders.
- Track record of developing complex consortium and/or multi-country proposals
- Experience of dealing with complex internal stakeholder management and/or consortium development and management.
- Experienced in negotiating business and management arrangements for bids with partner organisations.
- Track record in leading the commercial strategy for major opportunities and overseeing the budget development process (grants and commercial budgets), ensuring compliance with an organisation’s internal finance policies and client requirements.
- Understanding of key technical areas, relevant to SCUK’s work such as climate, health, education, child protection, gender, livelihoods or resilience.

Main Accountabilities
The Business Development Manager’s key duties will be to:
- Work in close collaboration with donor account managers and Regional Partnership Managers lead co-ordination of information sharing around pipeline and live opportunities across SCUK departments and with SCI country teams
- Identify potential funding opportunities in priority countries which are in line with Save the Children UK and country strategic plans and thematic priorities
- Lead the programme and proposal design processes for institutional funding opportunities
- Manage portfolio of institutional opportunities at varying stages of development, while working flexibly to work with SBDMs in delivery of largest/most complex programmes
- Ensure effective Go/No-Go decision-making processes are followed through the Bid Development cycle. Make recommendations to approvers, based on a thorough assessment of opportunities against key criteria (financial considerations, strategic fit etc)
- On successful bids, lead and coordinate a contract mobilisation process and meeting/s with relevant staff (regional office or regional portfolio teams, technical advisors and country teams)
- Develop relationships with international (i.e. not country based) potential consortium partners (e.g. consultancies) and meet with all these to establish synergy and opportunities to work together, securing input from technical leadership in the organisation
- Participate in relevant, assigned thematic working groups to strengthen inter-departmental and cross-team working on the design, delivery and evidence generation of integrated programming which draws on best practice in this area

Job Purpose
Reporting directly to the Director of Safeguarding, you will be responsible for working closely with the Director to drive the implementation of the ‘Strengthening Safeguarding’ programme.
This will include developing detailed project plans to guide the organisation to meet our ambitious targets on Safeguarding and providing guidance to each Safeguarding Lead (within each functional area) on developing their own Safeguarding action plans
This role will also be responsible for the development and delivery of a package of communications approaches and tools, designed to increase understanding and engagement with Safeguarding principles, the survivor-focused approach, and to contribute towards a safer culture for all.
The Project Manager will also help to maintain efficient, secure and practical filing systems for tracking case management information and related administration, for example moving the information related to cases from the existing location to an integrated case management system (CLUE).

The Humanitarian Leadership Academy (HLA) as part of SCUK's humanitarian department provides high-quality humanitarian capacity strengthening for the movement, as well as the wider sector, as part of our shifting the power agenda.
The HLA's mission, as a team within the humanitarian department, is to enable people around the world to prepare for and respond to crises in their own countries, by providing quality learning opportunities. The HLA's approach spans from focused needs-based learning in countries hit by crises to the huge international reach of our learning platform, Kaya.
They are a global team that has a full suite of in-house skills to provide and develop the offer; technical and learning experts, platform specialists, a digital and design studio, communications support and more. The HLA enables SCUK to offer the most effective and impactful humanitarian capacity strengthening resource for both the Save the Children movement, the wider humanitarian sector and beyond.
Job Purpose
The purpose of the role is to design, develop and deliver innovative, quality humanitarian needs-focussed learning solutions and services for individuals, organisations and sectors/networks, primarily education in emergencies.
Main Accountabilities
- Manage the effective design, development and implementation, monitoring and learning of learning projects or programmes, focusing on, but not exclusive to, preparedness and reactive learning programmes
- Ensure the technical and andragogical quality of learning projects and programmes in close collaboration with other technical specialists/subject matter experts and MEAL support
- Establish and manage effective relationships with key stakeholders and partners within the humanitarian learning sector to provide cutting edge solutions to demand

- Lead and manage the process of designing content for developing content into online learning, working closely with the Digital Learning Specialists

- Support the ongoing management and monitoring of contracts throughout the project/contract cycle, ensuring the awards and trading management information systems are up to date and that awards and trading contracts are donor compliant and audit ready.

Job Purpose
In this rare and extremely rewarding position you will play a key strategic role in leading the work of Save the Children UK and the wider Save the Children movement on child-sensitive social protection (CSSP) in low- and middle-income countries. The ultimate goal of this area of our work is to help secure increased coverage of effective government social protection programmes that benefit children and their caregivers, such as child and family grants integrated with complementary services, to protect children and their families from monetary poverty and other deprivations, helping realise every child's right to social protection as set out in Article 26 of the UN Convention on the Rights of the Child.
You will be responsible for providing leadership of a shared strategic vision to guide the work of Save the Children UK in the area of CSSP and contribute to the global movement's approach in this area also, expanding our footprint and engagement in CSSP globally.
A key part of this will involve working alongside, mentoring and supporting colleagues in a number of countries that are implementing social protection pilots, developing high quality evidence, building local partnerships with civil society, and providing technical assistance and advocating to governments. Through this you will contribute to building the evidence base of effective approaches through involvement in rigorous evaluations of our programmes and operational research, and work to influence government policies to deliver measurable improvements in child outcomes.
You will also be responsible for further developing our programme portfolio by helping identify and secure new funded opportunities to advance our work in child sensitive social protection. In doing this you will need to be able to understand and articulate the role social protection can play in a wide range of areas, including: improving nutritional outcomes; improving educational attainment; and helping people adapt to the risks posed by climate change and large scale shocks. You will also need to understand the role social protection can play in building a longer-term solution to the needs of people in fragile and conflict affected settings, including the stronger coordination and coherence that needs to be made with humanitarian cash and voucher assistance.
In doing the above you will work closely with a Social Protection Advisor which you will line manage, supporting them to develop new funded work that expands the social protection portfolio and to provide high quality technical assistance to colleagues across the Save the Children movement. You will also work closely with other social protection colleagues throughout the movement, as well as colleagues from various other thematic areas and partnership departments.
Main Accountabilities
Strategic leadership
- Provide technical and strategic leadership to advance Save the Children UK's engagement in CSSP, collaborating with colleagues across Save the Children UK to share evidence and lessons that highlight the vital importance of CSSP as a long-term solution to child poverty.
- Collaborate with other thematic teams (e.g. nutrition, education, food security and livelihoods, humanitarian cash and voucher advisors) to ensure coherence and effectiveness of social protection and to further strengthen cross-thematic links
- Provide leadership to the CSSP sub-team within the Hunger Reduction and Livelihoods Team, facilitating the development of an ambitious but realistic workplan for yourself and the Social Protection Advisor.
- Co-lead Save the Children's movement-wide approach and strategy on CSSP to help strengthen the quality of our work globally and manage sustainable growth in the number of countries where we support and engage with government on CSSP.
- Support country offices to develop realistic but ambitious strategic plans for engaging in CSSP.
Support to programme development & delivery
- Provide high quality technical support to the design and implementation of new and existing CSSP work (e.g. pilot programmes, assessments and studies, technical assistance to government), ensuring they are based on gender-sensitive needs assessments and are in line with Save the Children's Theory of Change, strategies, and international best practices.
- Contribute to the development of programme advocacy strategies and support the delivery of strategic advocacy to government, donors, and other key stakeholders in social protection.
- Support the effective design and implementation of programme monitoring, evaluation, accountability and learning (MEAL) to demonstrate outcomes and incorporate learning into ongoing programme design and implementation.

Job Purpose
The Thematic Funds Partnership Manager leads SCUK's partnership strategy for a range of thematic funds (vertical funds) that develop our portfolio of programme partners and SCUK's sustainability ambition. Job Purpose

Main Accountabilities
The Media Manager’s key duties will be to:
- Generate hard-hitting and compelling media briefings and press releases covering UK and international work, to influence policy makers and support fundraising objectives

- Map, build and maintain relationships with key journalists, editors and opinion formers in order to successfully pitch UK and international stories that support Save the Children’s objectives

Save the Children is a member of the Collaborative Cash Delivery network (CCD), a network of 14 INGOs committed to collaborating for improved impacts of humanitarian cash programming. CCD's Shared Services Hub for Ukraine response will pilot a project in Ukraine to transition from Cash & Voucher Assistance (CVA) that is delivered to people in need by humanitarian actors, to CVA that is delivered directly by the Government-led Social Protection system.
Together with the other member agencies of the CCD, we will work closely with the Government to ensure there is coordination and will identify opportunities for greater alignment or “piggybacking” on existing social protection schemes where this will improve the timeliness and effectiveness of our delivery. As part of this we will also explore options for temporarily scaling up the level of support to those already in receipt of social protection (vertical expansion) or temporarily expanding coverage of existing schemes to those who do not currently benefit (horizontal expansion), to accommodate for the unique needs of those who remain inside Ukraine and those on the move. We will also advocate for the inclusion of refugees in existing or new social protection schemes in their destination countries, and we will provide CVA where that is not feasible.
In responding to this crisis, we will ensure strong coordination with other CVA actors, including within the CCD, with Cash Working Groups (CWGs), UNHCR, and other coordinating bodies.
Job Purpose
In this position you will be part of the interagency Shared Services Hub created by the CCD and will play a leading role in the design and quality oversight of the interagency Social Protection pilot to be implemented in Ukraine.
Your role will also be aimed at facilitating links between humanitarian CVA and national social protection systems, with a view to improving coordination, effectiveness, efficiency and sustainability of our response. In providing expert advice to CCD member agencies, you will promote an integrated approach that combines financial support with other locally available or complementary interventions to better meet the various non-income related needs of the individuals and families we support (referred to as ‘Cash Plus').
Please Note: This role will be expected to spend 50% of the time based in Ukraine (Kyiv) and the rest working remotely from the UK or other Save the Children Country Office.
The role will be initially for 6 months with the aim of extension for another 18 months.
Main Accountabilities
Phase 1 (six months)
- Help conduct rapid yet comprehensive analysis of national social protection policies and systems inside Ukraine and – secondarily - in selected neighbouring host countries to identify areas of engagement for CCD member agencies, and potential links with humanitarian CVA.
- Monitor the evolution and resilience of national social protection systems as they adapt to respond to the ongoing crisis and help CCD Cash advisors in identifying gaps and opportunities where we could effectively provide support.
- In consultation with the Ministry of Social Policy in Ukraine, and with Cash advisors from CCD agencies, lead the design of the inter-agency Social Protection pilot.
- Engage with donors at regional and sub-regional levels to support fundraising, profile-raising and scoping of opportunities, to secure funding for the Social Protection pilot in Ukraine.
- Support effective HR planning for the Social Protection Pilot
- Provide advice to CCD members on how they can better link their existing programmes with the government-led system, with a primary focus on Ukraine.
- Support the development of advocacy strategies on social protection inside Ukraine, within the framework of the response to the Ukrainian crisis, and support country offices to deliver strategic advocacy to government, donors and other key stakeholders.
Phase 2, contingent on Phase 1 (18 months)
Note: the initial contract will cover Phase 1, for a fixed-term duration of six months.
- Support the recruitment of the human resources involved in the Social Protection pilot.
- In close collaboration with the Programme Manager and the other project team members, support the set-up, implementation, monitoring and evaluation of the Social Protection pilot, ensuring they are in line with theory of change, strategies, national policies and good practices and that our programmes contribute to evidence on social protection for children.
- Coordinate with and influence the Ministry of Social Policy of Ukraine on shock-responsive and child-sensitive social protection.
- Strengthen stakeholders' capacities (including implementing partners) around child-sensitive and shock-responsive social protection.
- With the MEAL Manager, contribute to building the evidence base of effective approaches in the response, through involvement in rigorous evaluation of the pilot and operational research, and work to influence government policies to deliver measurable improvements in child outcomes.
- Support the lead agency of the Social Protection pilot to ensure high quality donor reporting.
- Actively participate in Social Protection Working Groups and CWG meetings in Ukraine.
- Act as a champion for child-sensitive social protection across the response and with all internal and external stakeholders involved, being able to clearly articulate the importance of humanitarian and social protection actors to coordinate and collaborate.
- Represent our work to, and work with, civil society organisations, national governments and regional and international organisations to increase coordination and learning and to support the achievement of advocacy and policy objectives for the children and families affected by the Ukrainian crisis.
- Create, document, and share key information, lessons learned, and guidance with agencies that are part of the CCD Network and that are involved in the Ukraine response, both inside Ukraine and in countries hosting refugees.
