Providence Row tackles the root causes of homelessness to help people get off, and stay off, the streets. The charity was founded in 1860 to work with vulnerable people living in the East End of London. We are extremely proud of how the charity has continued to grow and develop for more than 160 years.
For homeless people, or those at risk of homelessness, finding employment and housing opportunities can feel like an uphill battle, even more so if they’re affected by physical, mental health or substance misuse issues. Providence Row works with those affected by homelessness and those vulnerably housed in London, offering an integrated service of crisis support, advice and progression programmes. About the role
To lead the business development function within Providence Row, achieving agreed business retention and growth objectives to sustain the viability of Providence Row’s mission. The post holder works closely with the Executive Leadership Team and reports to the CEO.
Key responsibilities
- Analyse and distil trends and key drivers of change arising from the macroeconomic environment, regulation, politics and government policy. Adapt the business plan as required to intelligence from the market sector.
- Establish and maintain a network of influence within commissioning circles at local and regional level. Create and sustain external relationships in the interests of the charity and maintain a strong external presence/profile.
- Understand the organisation’s unique value proposition and competitive advantage, and how to maintain and communicate this.
- Assess the relative strengths and opportunities for the charity within the sector, identify peers and analogous charities, understand their value proposition relative to the charity and build partnership alliances in support of business capability.
- Leverage new partnerships to diversify sources of work, expanding the charity’s presence and extending the reach and influence of the charity.
- Lead negotiations achieving retention of prioritised contracts on favourable terms.
- Actively monitor tender opportunities suited to the charity’s capabilities.
- Prepare compelling and competitive proposals that consistently position the organisation in the finalists’ list, provide strategic input to increase the win rate of bids/tenders.
- Ensure pricing and costing is competitive, reflecting the charity’s commitment to the delivery of high quality service and care.
- Research, assess and understand all sources of funds and funding mechanisms.
- Promote the charity’s work and vision more broadly in the charity sector, tell the organisational story in an effective and compelling manner, using outcome data and evidence of impact.
- Help to shape Providence Row’s long-term service delivery objectives and develop plans to achieve them.
The ideal candidate
To be considered for this role you should meet the following criteria:
- Senior level experience in leading on the retention and growth of business in the charity sector
- Confidence and experience in networking, influencing and negotiating with senior external stakeholders
- Skilled in drafting and submitting business proposals, written tenders and grant applications
- Experience of successfully implementing strategic plans
- Knowledge of the commissioning landscape and funding trends
- Experience of working as part of a senior team

Summary
The newly scoped CEO role in our vision-focussed charity is one of many challenges. Despite having doubled its outputs in the last 2 years, the charity acknowledges there is still a great job of work to do to prepare itself for even greater demand in its services - without necessarily a proportionate increase in its budgets. This role is about leading and enabling the incredible team of people on to even greater levels of already-strong performance. So we're looking for an accomplished leader and not just a great manager. We're looking for someone who can lead from both the front - and from within. This will be someone who is as comfortable sitting and engaging with our beneficiaries - primarily homeless people and those with previous convictions, as they are creating and delivering highly polished, compelling public event and funder and stakeholder-focussed presentations. We are looking for someone who understands the balance of external and internal focus required to ensure both good governance and team wellbeing (as they work in often challenging circumstances) and the ambition to keep developing existing and new external partnerships. With a strong start to its ambitious Corporate Partnership programme, commercial and/or business experience is highly desirable as well as a proven track record in creating and optimising new funding channels.

About Us
The Upper Room (TUR) works with a wide range of financially and socially disadvantaged groups including homeless people, people with long-term mental health conditions, asylum-seekers, refugees and ex-offenders – helping them to improve their lives and become productive members of society. Central to our offering is our UR4Meals service, providing free, home-cooked food to people who cannot afford to provide for themselves. We are also very proud of our UR4Driving programme, which supports people recently out of prison with free driving lessons in exchange for community volunteering. Gaining a driving licence greatly enhances their future employability prospects and helps break the cycle of re-offending. Additionally, our UR4Jobs project focusses on both client wellbeing and breaking down the many barriers to employment faced by disadvantaged people every day.
The role
Is leading the charity through its next phases of development as it prepares itself for year on year increases in demand with a focus on delivering the charity’s future resilience plan (Project 12/25). The CEO is accountable for overall charity performance (financial, operational, governance, compliance), team (paid and volunteer) support and development. Additionally, there are a wide range of community and external partner relationships to manage and develop. Ultimately this role sets the tone for the charity, one of both compassion and ambition to improve the lives of the people who need us. This is primarily an on-site role, with occasional opportunity to work flexibly.
About You
You have a stable CV that demonstrates you have built and led successful teams and enabled growth and/or transformation for your organisation – ideally in an equivalent charity/non-profit environment. You can evidence strong team leadership and results across a wide range of business functions which will need to include income generation, managing budgets and business operations. You live within - or know well, West/Central London, are passionate about improving the lives of disadvantaged and vulnerable people and can lead multi-functional teams through a blend of 121 coaching, training and ensuring a ‘we can do this’ culture across the charity. - Liaise with colleagues to ensure viewings and lettings are coordinated and completed at the earliest opportunity.

About the team
Part of an award-winning Communication & Policy Department, our Scottish Empty Homes Partnership (SEHP) is a Scottish Government funded project aimed at enabling private sector empty homes to be brought back into use across Scotland. The Partnership achieves this via a mix of policy work, capacity building, training, best practice sharing and awareness raising with councils, community groups and others.
It’s also home to the national Empty Homes Advice Service - a public facing advice line that anyone can call for help or to report an empty home.

The housing project operates 24/7, offering temporary accommodation for single young people facing a range of challenges, including issues related to mental health, substance misuse, domestic violence, and previous offending. Job Purpose:
The Housing Options Officer will provide direct support to vulnerable young people, assisting them in moving toward independent living. This involves offering high-quality advice and guidance on housing options, benefits, budgeting, and life skills, all within a psychologically informed environment. The role requires collaboration with various external agencies to ensure that the diverse needs of the residents are met.
Duties and Responsibilities:
Housing Needs:
- Conduct interviews, assessments, and move-ins for potential residents in a timely manner, ensuring thorough inductions for new residents.
- Develop outcome-focused support plans and conduct needs and risk assessments.
- Provide benefit advice and guidance to residents, helping them maintain their accommodation and prevent rent arrears.
- Work closely with external agencies to address the wider needs of the residents, including Floating Support, Housing Services, and more.
- Ensure incidents and complaints are reported and managed in accordance with organizational policies.
- Actively source and manage move-on opportunities for residents, coordinating with housing providers as necessary.
Support Needs:
- Provide a welcoming environment for new residents, supporting them with life skills, social behaviour management, and access to other services.
- Manage financial aspects, including budgeting and benefit claims, and collaborate with the Income team to address any rent arrears.
- Address any anti-social behaviour issues and take appropriate action in accordance with policies.
Health and Safety:
- Support residents in understanding and adhering to health and safety policies, including security and safeguarding procedures.
- Ensure all incidents related to safety and security are appropriately managed and reported.
General:
- Serve as a shift lead when required, managing daily tasks and resident movements, and handling emergencies such as fire alarms.
- Build and maintain positive relationships with external agencies to benefit the support needs of the residents.
Income Maximisation:
- Work proactively with residents to minimize rent arrears and manage rental income, ensuring that all targets are met in line with organizational policies.
Regulatory Standards and Compliance:
- Ensure all residents can influence service delivery and comply with regulatory standards.
Data Protection:
- Maintain the confidentiality and integrity of residents' personal data, ensuring compliance with GDPR regulations.
Other:
- Provide cover at other locations as needed for holiday or sickness within the housing department.
- Stay up to date with current housing legislation and welfare benefits.
- Attend training and development activities, including occasional overnight stays.
