Job Purpose - Facilities Manager - Projects 

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will: 

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues. 

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management 

• Responsibility: Act as the senior estates and facilities professional on project work assigned. 

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements. 

• Project Performance: Ensure a robust contract performance management framework is in place for each project. 

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements. 

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements. 

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence). 

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint. 

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team. 

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work. 

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time. 

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation. 

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation. 

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision. 

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational). 

Sustainability, Efficiency, and Innovation 

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

• Experienced in managing contractors and sub-contractors including conflict resolution.

• Experience of working with a Computer Aided Facility Management (CAFM) system.

We are looking for a confident, people-focused individual with great interpersonal skills for this busy Senior Tenancy Officer role.

This is a new role and an exciting opportunity for an experienced Housing Management professional to join our team of Tenancy and Customer Service Officers.

You will bring your knowledge and experience of providing a generic housing management service with a focus on dealing with anti-social behaviour and all other forms of tenancy management. You will be required to train, develop and motivate 2 customer service advisors responsible for supporting the Tenancy team which includes Outreach & Support and Specialist Housing Officers.

You will work closely with the Housing Manager to develop the service through improved policies and processes while helping to support and achieve our organisational objectives.

Some of the key responsibilities of the role include:

• Management and delivery of wide range of housing management casework to include the preparation and representation of ISHA in court action.
• Recruitment, training, and continuous development of 2 Customer Services Advisors (Tenancy).

You will be in a specialist role designed to work with people with complex support needs relating to: mental ill health, physical health & substance use needs. The working rota for this post is Monday - Friday. (no weekend shifts) and a mixture of earlies (8am - 3.30pm) & lates (3pm - 10.30pm)

Our client Peter Bedford Housing Association is a housing association with charitable aims that create positive change in people’s lives. As well as homes and support, PBHA empowers people to learn, access work and discover their creative talents. Based in Hackney, Islington and Newham, we work with people who are homeless, have mental ill health, learning difficulties and multiple needs. PBHA’s work enables people to move on and lead independent lives.

The role:

This part time (0.6FTE) post is located within the core services Team, and reports to the CEO. The postholder works closely across the organisation to deliver an efficient Office management, Reception and basic HR service to all managers and staff.

Aims of the post

• To manage the office, coordinating volunteers to provide reception and administrative services. 

• To coordinate and procure office and IT equipment.

• To carry out HR administration tasks acting as a first point of contact for managers and staff.

Specific Responsibilities

Office management

• Dealing with customer & external queries and disputes dealing with in bound and out bound communication, such as hybrid mail, post, phone calls and customer satisfaction surveys. 

• Organise Reception rota and cover, enabling opening hours to be fully resourced. 

• Dealing with petty cash.

• Managing phone and IT systems, contributing to new projects and upgrades.

• Ordering and facilitating meeting refreshments. 

• Promote and manage booking of rooms. 

• Manage all hardware e.g. laptops, phones etc and ordering office consumables.

• Managing small budgets and checking expenditure.

• Ensuring all new staff are set up with correct equipment and IT access e.g. laptops, phones, keys etc with good records kept.

Volunteer and Placement development

• Day to day supervision of customer services volunteers and placements.

• Recruit and plan for volunteers and placements, including contributing to individual learning plans and reviewing progress. 

HR administration

• Investment in staff - To be an impartial point of contact for employees and volunteers seeking HR advice if their line manager is not able to assist, signposting them as appropriate to other sources of advice and assistance. 

• Employment contracts and Consulting employees - To provide administrative support when consulting on Terms and Conditions, investigating Disciplinary and Grievances and any other related matters. To support the CEO to coordinate working groups across employees and volunteers. To administer staff surveys. 

• DBS checks - To undertake renewal DBS checks for all employees and volunteers and make recommendations as necessary to managers. 

• Managing information - To ensure good quality and accurate HR information management for all employees and volunteers with due regard to confidentiality and document control. To maintain electronic files and enable colleagues to make the best use of the HR database, Breathe HR. To facilitate references for former employees in partnership with managers and the CEO. 

• Payroll - To collate information, draft and seek authorisation of payroll changes in partnership with the CEO and Director of Finance. To support the annual pay review. 

• Recruitment - To coordinate recruitment processes in partnership with the recruiting manager. This includes liaising with the recruitment agency. 

• Learning and Development - To coordinate training suppliers and place bookings for courses in consultation with the CEO. To contribute to coordinating the annual Staff and Volunteer conference. 

Customer focused services

• Promote and support tenants/participants to access PBHA’s participation and co-production opportunities.

• Be supportive of PBHA’s ethos of maximising tenant/participant influence over the development of the organisation.

• To positively promote and signpost tenants and participants to report complaints in line with PBHA’s practice. To have a collaborative and co-operative approach towards resolving complaints, working with colleagues across teams and departments. To take collective responsibility for any shortfalls identified through complaints.

General Responsibilities

• Participate in key meetings.

• Contribute to policy development, income generation, strategic and annual planning, corporate and cross-team activities, external partnerships and promotional activities as required.

• Provide cover for other managers and workers.

All staff are expected to:

The Kingsland Hub site has one level and is accessible to wheelchair users.

Main Conditions of Service

This is a part time position. The post is for 22.5 hours per week. It is expected that the hours will be delivered on 3 full days (to be agreed) each week but alternative arrangements, ie 4.5 hours per day for 5 days, may be acceptable. Duties will occasionally be carried out over evenings and some public holidays. Overtime is not paid but in line with Agile working, hours can be averaged out over a 2-week period.

Annual leave entitlement is 26 days per year plus normal bank holidays pro rata. This will rise after each completed year of service to a maximum of 30 days – pro rata.  

Salaries and expenses are based on PBHA’s salary scales and are revised each year. The salary for this post will be in the range of £35,692 pro rata per annum and the starting salary is £35,692 (£21,415 for 22.5 hours per week).

The post holder will be auto enrolled to be a member of the organisation's contributory pension scheme if eligible.

In common with all posts at PBHA, confirmation of appointment is subject to a probationary period (6 months). The notice period for this role is four weeks.

Property & Facilities Manager

Salary: £37,500pa (pro rata); Full time or part time (3 days)

We are seeking a Property & Facilities Manager who will be responsible for managing the day to day running of the properties of Richmond Team Ministry and their facilities. The properties include three churches, their associated church halls, vicarages, Parish Office and investment properties.

We are looking for someone with property and facilities management experience including managing small building projects and related finance and budgeting.  S/he needs to be able to work collaboratively as part of a small team and have the ability to take the initiative and develop the role while supporting the ethos of the Richmond Team Ministry.

The position is based in Richmond upon Thames. 

About the role:

The SHP Somerset Cluster is based in the heart of the London’s theatre and shopping districts – the main hub is just off Drury Lane, with the other sites near Oxford Street and Tottenham Court Road. The aim of the service is to support people over the age of 18 to navigate various support needs and develop the skills required to maintain independent accommodation long term.   

As a multiple disadvantage (MD) referral and move on coordinator, you will work as part of a larger support team to ensure that consideration is given to the individual experiences of multiple disadvantage when it comes to accessing and moving on from our service.   

You will work with people from their first interaction with the service: at the point of referral, ensuring that all aspects of someone’s experience is considered by undertaking a trauma informed, culturally sensitive assessment and supporting your colleagues to develop their awareness of these experiences. 

From here you will then support their journey through the service by working alongside other support staff to foster a culture of move on, supporting the development of holistic and realistic move on goals.   

This work will be underpinned and supported through the development of a move on programme. This programme, developed and overseen by the MD Referral and Move on Coordinators in partnership with the Recovery and Opportunity Coordinators, will be not only look to develop confidence and ability to navigate social systems, but also be accredited through SHP’s AQA Registered Learning Centre.   

In addition, you will carry your own caseload for people living in the step-down services to ensure that they are prepared, equipped, and confident about moving on. This may include identifying current barriers within the system that can prevent someone from moving on successfully or within their set timeframe. 

About you:

• Experience of coordinating projects across multiple teams or people with varying roles to achieve successful outcomes for vulnerable people
• Knowledge and awareness of the intersection of needs in people facing multiple disadvantage & strong understanding of how the intersection & co-occurrence of these issues can make it difficult for people to engage with support or to move on from services.
• The ability to judge the appropriate response to situations that you find challenging or emotionally difficult
• The ability to work as part of a team to ensure that everyone is clear in their roles and provide peer support and guidance when needed, working through any arising conflict professionally and successfully
• Strong time management skills, ability to work on own initiative, manage competing priorities and maintain high standards.
• Excellent administrative and IT skills including Microsoft Word, Excel, database usage and e-mail, and the ability to interrogate and extrapolate data from various sources

The main responsibilities of the of Diocesan Housing Surveyor are:

• Inspect Clergy houses and assess repairs and improvements necessary in compliance with Coventry Diocese Clergy Housing Standards.
• Implement the recommendations of the property reports.
• Arrange property inspections and implement the required works with the agreement of the Property Manager.
• Address reactive repairs and ensure works are undertaken and completed in accordance with the Housing Standards.
• Prepare schedules of work and cost budgets, agree these with the Property Manager before tendering to approved contractors.

What we are looking for in a Diocesan Housing Surveyor:

· Driving Licence with access to own car

· Previous experience of managing small works contracts

· Working knowledge of residential building defects and their resolution

· Proven awareness of health and safety with regard to building management and works contracts.

· Being responsible for the day-to-day maintenance of properties whilst remaining within budgetary and time constraints

· Degree Level or relevant experience commensurate to the role

· Evidence for continuing professional development.

· Familiarity using a modern Property Management software package

The primary purpose of this role is to design, develop, and implement a comprehensive continuum of care, supporting young people in our local community who have had a more challenging start in life. Main responsibilities

DESCRIPTION

Job Purpose:To undertake a wide variety of tasks including delivering high quality support and personal development opportunities to young people in our supported accommodation. To flexibly respond to individual needs and assist individuals to have the maximum opportunities to direct the support in order to live as independent as possible.

Providing structured support in response to identified needs as documented in each young person’s developmental support plan and in a way that equips them with the confidence and skills towards living independently and sustainable.

Hours of work:  30 paid hrs per week (3 hrs unpaid lunch break)

Friday:5pm – 4am, Saturday: 5pm – 4am, Sunday:5pm –4am

Annual leave: Five weeks (pro-rata) plus bank holidays. Holidays increase after two years’ service to a maximum of five weeks pro-rata after six years’ service. The holiday year runs from 1 April to 31 March each year.
