GFS is a feminist organisation with a mission to empower girls and young women in England and Wales to live their best lives. Girls as young as 6 tell us that they cannot be themselves. This causes problems for them and society. So, we offer an early intervention service for girls living in areas of deprivation to have the greatest impact.
This is an exciting role with an opportunity to lead the charity into the 150th Year of delivery and with a new strategy to address need. It will involve working with the leadership team and all departments but also the board and their support committees, the ambassadors, and presidents as well as the wonderful team of volunteers across England and Wales.

About the Role
Under the direction of the Chief Executive, the Deputy Chief Executive (Operations and Services) will be responsible for the overall financial management, business reporting and operational services for the organisation. The person within this role will develop controls, policies and procedures that work for a variety of audiences including student volunteers, staff and trustees. They will lead on setting the strategic financial goals for the organisation and take a proactive role in supporting our performance towards these goals. The role will also support several departmental managers who deliver organisational services in the areas of finance, commercial and central services. We are seeking an experienced and influential leader to join us as our new Chief Executive. You will play a critical role in leading the organisation and representing PATA and its members in the ever-evolving Early Education and Children’s Play sectors.
PATA is the largest voluntary sector provider of support to the Early Years and Play (Out of School) sector in Gloucestershire. We are a Charity based in Gloucester with around 170 member settings and manage five of our own Early Years settings (PATA Managed Groups (PMGs)). Our mission is to support the development of high quality and accessible early education, play and provision for children, young people and their families.
At its heart, PATA is a people-based organisation and you will be joining a strong and committed team, both in the Head Office and the PMGs. You will lead the organisation, working with the Board of Trustees in setting the strategic vision, mission and priorities. Amber Music Awards fund instrumental and singing lessons, the purchase of musical instruments and specialist software, funding for concert tickets, and travel to musical activities for vision impaired children throughout the UK. In addition, there are structured programmes in its Music Services.
‘Little Amber’ is a service that offers music resources and quarterly sessions with a specially trained music practitioner to children under five and their families. ‘AmberPlus’ provides music resources and sessions offered on a termly basis to children over five who also have complex needs.’ ‘With Music in Mind’ is a new service for visually impaired children and young people with life-limiting neurodegenerative disease. Amber’s workshop scheme offers music sessions for groups of children in schools, charities and community organisations.

The Charity has a turnover of around £400k, employs a small central administrative team, and, for the music services, works through a large network of self-employed practitioners.
Role purpose
The Chief Executive Officer is responsible to the Board of Trustees for leading The Amber Trust, developing and realising Amber’s vision and strategy, and playing a key ambassadorial role with funders and other senior stakeholders. The CEO is responsible for the management of the charity and its staff and the execution of Amber’s targets, plans and policies, ensuring that resources are used to best effect in meeting the needs of beneficiaries. The CEO is responsible for initiating and overseeing new initiatives that will ensure Amber plays a leading role in the field of music and blindness in children and young people into the future.
Role Description
Accountabilities: To develop, lead and manage The Amber Trust, in particular:
Strategy
• to develop and deliver innovative projects and services in accordance with Amber’s strategy.
• to ensure Amber flourishes, meeting all its charitable objectives and its legal obligations as a charity and a company limited by guarantee, and to honour its duty of care to its staff, beneficiaries and other stakeholders;
• to maintain Amber’s ethos of providing individual and personal support to beneficiaries and their families;
• to lead Amber in the development and implementation of its long- and medium-term strategy and annual business plans in accordance with the strategic direction and policy framework agreed by the Trustees;
Fundraising and events
• to attend, represent and promote Amber at meetings, conferences and other events, enhancing its profile across the UK – occasional evening and weekend work and travel may be required for this;

• to ensure all staff are aware of current national policies and procedures relating to safeguarding in relation to the children and young people that Amber serves, and are given training annually.

The successful candidate will be able to demonstrate that they have the following essential requirements:

As the appointed candidate, you will manage the Finance and IT departments and provide strategic and operational management of financial and budgetary processes, ensuring sound, prudent, financial management in compliance with all regulatory and statutory requirements, underpinned by relevant policies and procedures.
You will provide support for income generation, and other service activity, to secure financial sustainability.
You will also report to the CEO and manager a team of 10 people - currently 8 FTE in Finance and 2 FTE in IT, including 2 direct reports – Financial Controller and Head of IT & Systems.
As part of responsibilities, you be attend meetings of the Council of Trustees, the Trustees’ Finance, Audit and Risk Committee (FARC) and the Depaul Housing Services Board.
Key Responsibilities:
- Provide a financial service to Depaul UK that meets regulatory and statutory requirements.
- Ensure robust systems and processes for financial planning, analysis and reporting.
- Preparation of the annual statutory accounts and corporate reports to Depaul International, owning an effective relationship with external auditors.
- Support and guide budget holders and senior managers in their financial management responsibilities and produce the annual budget and periodic reforecasting.
- Provide strategic oversight, and monitoring, of the corporate risk register reporting to the CEO and Finance, Audit and Risk Committee.
- Support ICT systems development ensuring that all ICT is strategically planned and fit for purpose, delivering cost savings and efficiency wherever possible.

What We Are Looking For – Person Specification:
- Fully qualified accountant (CCAB or CIMA), with post-qualification experience in senior financial management positions and a track record of producing financial strategy, planning, reporting, monitoring and budgeting.
- Excellent knowledge and understanding of UK financial regulations, including Charity SORP and its application
- An excellent people manager, with demonstrable experience of leading and driving change programs

Delphside Limited is entering an exciting phase of change, but is mindful of the challenges the mental health care and charity sector as a whole is facing.
To help mitigate this this, we are looking to enhance our Governance and control systems in terms of our financial and administration management.
The role is a temporary role (6-12 months) to help direct and support changes of financial systems, data control processes and to help ensure the current team, including our current Finance Manager, are supported with the implementation of a more up to date and effective way of working.
Ideally you will be a fully qualified accountant, but equally we would welcome applications from individuals who are qualified by experience or accredited qualification (e.g. AAT Level 4, ACCA/ACA qualified etc.) It is essential you have proven experience of delivering strategic leadership in finance, preferably (but not essentially) in the charitable sector and that you can deliver changes of processes and systems.
Knowledge of Sage and also XERO systems would be beneficial.
Main Responsibilities :
· Provide full review of current financial controls, identify and implement a new financial I.T./software system suited to service needs.
· Oversee the procurement, implementation and transition to the new financial I.T./software system once it is identified.
· The post holder will assist with the strategic planning and budget preparation for the organisation as well as maintaining the charity's financial accounting systems.
· To provide support to the Finance Manager by overseeing the preparation of the organisation’s accounts for audit in accordance with current accounting good practice and Charity Commission’s Standards of Recommended Practice (SORP)
· Lead, develop and support a small dedicated finance and administration team
· Long term financial planning and assisting the CEO with succession planning in the finance area of the service, including creation of a financial risk register.
· Assist in setting the annual budget and report on performance.
· Oversee timely production by the Finance manager of monthly management accounts and the annual statutory accounts.
· Ensure a robust financial control environment and ensure all treasury and Financial Governance management are in place, suitable and effective.
· The post holder will have responsibility to ensure the organisation is compliant with legal and financial duties associated with those of a Charitable Company reporting directly to the CEO and Board of Trustees.
· Provide proactive assessment of opportunities to deliver efficiencies in collaboration with department heads where necessary.
