Global Programme Manager (Nepal & Myanmar)

The Programme Manager is an exciting and influential role at RCPCH Global, a specialist unit within the College, in which you will lead the management of our maternal and child health programmes in Nepal and Myanmar, with some support for our work in Rwanda. Based in our London office, you will oversee the implementation of the programmes, including the delivery of high-quality programme activities.

As Programme Manager, you will monitor and manage all financial and budgetary aspects of the programme in compliance with donor requirements and take the lead on all programme reporting to donors, maintaining and ensuring high-quality programme monitoring and evaluation processes are adhered to.

Crucially, you will be responsible for liaising with local programme counterparts and stakeholders in the field, which may include regular field visits. You will also take the lead on the recruitment and management of long-term programme volunteer clinicians, as well as short-term advisory consultants, for the programme.

In addition to wider donor liaison, you will help develop new programme grant agreements with a preliminary focus on UNICEF and the James Percy Foundation, as well as promoting RCPCH Global activities to external stakeholders.

Suitably qualified in international development, public health, international and global health, health systems strengthening and child health, or with equivalent work experience, you should have excellent project/programme management skills and have a background in a relevant international/development management or implementation role. 

With demonstrable experience of designing, initiating and leading complex programme development processes, including with senior government counterparts, local partner organisations and international and multilateral donor agencies, you should have a significant understanding of budget management and financial reporting, including to bilateral and multilateral donors.

Previous experience of successfully managing large complex programmes, including supporting field-programme teams both remotely and in the field, within the international development and/or health sectors is essential, whilst experience of working in developing countries would be desirable.

Although based in London, this role may include some travel to Nepal. Additional travel to Rwanda as part of support role may be required. 

RCPCH Global is a unit within RCPCH which designs and manages a range of international projects and programmes to improve neonatal, child and adolescent health, primarily in sub-Saharan Africa, Asia and the Middle East. Our programmes use teams of skilled clinicians and other health professionals to work with counterparts in targeted low-income countries to train and mentor doctors, nurses and other health workers, as a means of helping to build the capacity and quality of the health systems in those countries. 

The Royal College of Paediatrics and Child Health sets and maintains standards for the education and training of all doctors working in paediatrics and child health in the UK. We advocate on child health issues at home and internationally. Additionally, through a variety of activities, the College influences the quality of medical practice for children in hospital and in the community. 

The RCPCH has more than 22,000 members and fellows and employs around 200 staff, most of whom work in our London office in Holborn. We have smaller offices in Northern Ireland, Scotland and Wales.

What's the role about?

The Head of Land role provides strategic leadership and a country overview of our work on recovering nature habitat management (on and off reserves), manages country-level relationships with national conservation bodies and is responsible for country land management compliance via management of our rural surveyors. As a member of the Country Leadership Team the post holder will have collective responsibility for the development and delivery of the Country Strategy and accountability for the ensuring that we have an effective overview of our conservation work in country, ensuring standards and support needs are met.

The role is responsible for representing the RSPB’s conservation work in England to external national level audiences. Having an inspiring approach to communications and identifying collaborative opportunities and solving shared challenges in Nature Conservation would be welcome skills. The post holder will provide conservation leadership in country, maintaining an overview of progress against country species and habitats targets and ensuring that we are deploying the most effective interventions from our conservation toolkit in country.

Essential skills, knowledge and experience:

• Sound knowledge of the land management sector in England (including the legislative, policy and fiscal frameworks which drive land use change and management);
• A knowledgeable conservationist with proven ecological knowledge and ability to draw on practical and personal knowledge and experience to communicate with credibility to internal and external audiences;

We are looking for a CCAB qualified finance person with a minimum of 3 years’ experience in a charity or not-for-profit programme finance context. The role will work with the Chief Financial Officer and Programme Leads to manage our financial relationships with these funders and the end-to-end finance activities across our funders and programmes.

We are seeking an Accounts Officer to support our Finance Director in managing the financial operations within the UK office. This pivotal role contributes to our mission by ensuring financial accuracy, adhering to compliance standards, and facilitating effective financial administration.

Key Responsibilities:

1. Assist in daily financial operations, including processing transactions, managing payroll, and handling expenses for staff and volunteers.
2. Support the month-end financial closing process, ensuring timely and accurate reporting.
3. Help in preparing and filing VAT returns and managing compliance with HMRC regulations.
4. Serve as a contact point for UK banking operations, helping to maintain robust banking relationships and mandates.
5. Contribute to the maintenance of financial controls and suggest improvements to enhance efficiency.
6. Assist in providing financial training and support to BIF staff, promoting understanding of financial policies.
7. Collaborate with the finance team to ensure alignment of financial procedures and support the Finance Director in strategic financial planning.

Competencies and Qualifications:

1. Degree in Accounting, Finance, or a related field, or equivalent professional experience.
2. Experience in financial operations, preferably within a charity or NGO setting.
3. Preferably progressing towards/has recognised accountancy qualification (ACCA/CIMA/ICAEW)
4. Understanding of UK financial regulations and tax laws, with specific knowledge of VAT and GiftAid advantageous.
5. Strong organisational skills with attention to detail.
6. Effective communication skills, capable of working collaboratively with both finance and non-finance colleagues.

You will join a fast-growing organisation that started in 2019 with four volunteers and has grown to a staff team of thirteen (which will double over 2024), over 1,000 volunteers and ownership of 170 acres (soon to be 600 acres) of land that will grow woodlands of over 160,000 trees.

The project
Landscape Recovery is one of Defra’s three environmental land management schemes. Avon Needs Trees has been awarded development phase funding for Landscape Recovery in the Lower Chew. This is a unique opportunity to help co-design nature’s recovery and social impact at a landscape scale. The project will engage existing landowners and managers across over 867 hectares of land in the Lower Chew, an area where good quality but fragmented woodland provides a basis for woodland connectivity and large-scale woodland creation, as part of a mosaic of grassland and woodland habitat. This locally-cherished landscape of rolling farmland on the edge of Bristol is the strategic setting for delivering local environmental and social priorities. 

Main responsibilities
● Leading on stakeholder engagement for the landscape recovery project, including:
      ○ Designing and delivering engagement workshops
      ○ Gathering and baselining landowner data and existing farm practices
      ○ Ongoing landowner engagement
      ○ Collating and incorporating landowner feedback
      ○ Homeowner liaison with those living within or adjacent to the project site
    ○ Outreach, engagement and events, working alongside our Outreach and Communications staff
● Helping to write plans for ecological and social impact that will be delivered over the next 20-25 years
● Contributing to land management, monitoring and evaluation, and access planning, including:
      ○ Desk based analysis and research
      ○ On site appraisals and information gathering
      ○ Ecology appraisals
      ○ Carbon and soil surveys
      ○ Sensitive habitat / species assessment
      ○ Helping to identify social, economic and ecological impacts
● Being a strong advocate, internally and externally, for the landscape recovery project and the benefits it will deliver

ABOUT THE ROLE

We have an exciting opportunity for a Head of Compliance, Risk and Audit to join the wider Compliance, Audit and Risk team at SIG! You will have the overall responsibility of keeping participants, residents, and staff safe. The team manages the development, monitoring, and reporting of several areas including but not limited to accidents, incidents, and near misses (AINMs), safety reviews, safeguarding, whistleblowing, complaints, policy and procedure, health and safety, internal audit, business continuity planning and data protection.

As The Head of Compliance, Risk and Audit, you are the lynchpin of the wider team, linking strategic vision with solid and accountable implementation. You will be responsible for developing the team in the broad space of compliance as well as in their own areas of specialism, ensuring that a transparent and accountable compliance framework is implemented and embedded in line with regulatory and legislative change.

Working Pattern: 37.5 hours per week, Monday to Friday. At least 2 days per week in central office (Islington) and our services which are in and around London, Brighton & Hove, Kent, Havering, Bedford, Luton, Nottingham, and Liverpool.
The additional 3 days can be worked from home. You may at times be required to visit a service more than 2 times within a week.

OVERVIEW OF KEY RESPONSIBILITIES

• Line Management and leadership throughout employee lifecycle this includes; Recruitment, Onboarding, Inductions, training, support and supervision, relations, wellbeing support, and other areas.
• Formalise Key Performance Indicators (KPI’s) and Service Level Agreements (SLA’s) to monitor objectives.
• Provide both line management and professional consulting using best available forums and mechanisms, including meetings, support effective teamwork and communication. Facilitate a culture where constructive challenge is welcomed, and conflict is managed supportively in line with relevant policies and procedures.
• Deputise for the Director as required.

Safeguarding, Audit, and Compliance

• Oversee the compliance audits across departments and services, providing support, and follow up with operational teams on a regular basis.
• Oversee the Safeguarding infrastructure, deputising for the designated safeguarding lead (DSL) as necessary. Oversee complaints and other processes and develop these to ensure they are safe, fair, equitable, and fit for purpose.
• Support services with commissioner led quality assurance framework (QAF) inspections and those registered with the CQC to maintain their portfolios and ensure they are ready for inspection at any time to retain their registrations.
• Promote and support a positive whistleblowing culture, assist Champions, People and Culture, managers and the audit and compliance team on concerns raised and ensuring the whistleblower is protected.

Reporting and Analysis

• Attend and develop AINMs review meetings for maximum impact in terms of positive safety culture. Ensure the lessons learned from AINMs reviews, safety reviews, and safeguarding concerns are shared and feedback loops are closed.
• Review the collation and analysis of AINMs and Safeguarding alerts, developing the Audit and Compliance team, as well as other operational teams in reflection and root cause analysis

Data Protection

• Monitor the use of external data protection and compliance partners to ensure we maintain ICO requirements and maintain our Data Security Protection Toolkit Certification.
• Monitor and ensure integrity in document control, policy, and procedures as they are developed, reviewed, and published.
• Understand and support an Information Security infrastructure alongside additional teams in the organisation and support Managers and teams with training and challenges where necessary.

Other responsibilities than those described above may be required to be undertaken from time to time and will be expected to be performed to as long as it is within the capability and level of the position. Please refer to JDPS attached for more info

KEY CRITERIA

What we are looking for:

• Proven experience in complaints and incident handling, safeguarding, data protection, and audits
• Proven experience in governance systems and structures which can include auditing, risk management, investigations, complaint handling, policy, procedure, and report writing
• Experience and/or ability to coach, develop, and manage direct reports
• Background in health, social care, criminal justice, and/or supported housing systems
• IT Proficiency, ability to learn new software programs, and ability to confidently use and utilise Microsoft programs
• Adequate understanding of the importance and mechanics of document control and writing policy and procedure
• Working knowledge of health and safety processes and procedures
• Ability to write reports in a clear, readable format
