Disrepair Surveyor
The Disrepair Surveyor will provide specialist technical and surveying support across Westminster City Council’s housing stock, with a primary focus on housing disrepair, responsive repairs, building defects, damp and mould, leaks and insurance claims. The role will ensure defects are accurately diagnosed, works are properly specified and cases are resolved within legal and operational timescales, minimising risk and improving outcomes for residents.
The postholder will carry out pre- and post-inspections, investigate building defects and produce technical specifications and CPR35-compliant reports where required. They will manage disrepair cases through to completion, working closely with legal teams, residents and contractors to progress Schedules of Works, Court/Tomlin Orders and remedial works within agreed deadlines.
A key part of the role will be managing damp, condensation, leaks and water ingress, ensuring root causes are identified and appropriate remedial works are completed. The postholder will also identify recurring defects and investment requirements to inform planned and preventative maintenance programmes.
The role will include repairs contract and contractor management, including monitoring WIP, quality and performance, assessing variations, approving expenditure within delegated limits, managing follow-on works and ensuring contractors meet contractual and technical standards.
The postholder will work directly with residents and internal stakeholders, managing complaints, arranging inspections, providing updates and ensuring repairs are fully resolved. They will also support insurance claims by identifying insured works and providing technical information to the insurance and legal teams.
The role requires strong knowledge of housing disrepair, building defects, repairs surveying, contractor management and relevant housing legislation, alongside an understanding of HHSRS, the Housing Disrepair Protocol, Landlord & Tenant legislation, CDM and health & safety requirements.

Manage housing disrepair cases from inspection through to resolution.

Manage delegated repair expenditure and deliver value for money.
The key profile: a social housing/property surveyor with strong disrepair experience, capable of inspecting homes, diagnosing defects, specifying remedial works, managing contractors and confidently working alongside legal teams on housing disrepair cases.
