About the role
NTD Master plans are essential components for effective planning and implementation of sustainable NTD programmes. It provides programme goals, objectives, and a 3–5-year strategy based on extensive situation analysis and addresses all components of the NTD programmes relevant to the country. It enhances synergies among various NTD initiatives such as Lymphatic Filariasis Elimination (LFE). It also provides the basis for integrated or linked NTD project plans and includes costing and financing requirements for effective NTD programme performance. The current NTD Master Plan elapses at the end of this year, 2025. There is therefore an urgent need to develop a new plan for use in the next five years, 2026-2030.
As the consultant, you will be responsible for reviewing Ghana's existing NTD Master Plan (2021–2025), assess its implementation progress, achievements, and challenges, incorporating stakeholder consultations to align national priorities, best practices, and lessons learned. Based on this assessment, a five-year strategic Master Plan will be developed, outlining a clear intervention strategy, budget allocations, and implementation frameworks. Additionally, the plan will identify funding gaps and propose sustainable financing mechanisms to strengthen NTD elimination efforts while enhancing monitoring and evaluation frameworks to effectively track program impact and effectiveness.
Scope of work

Desk review of national policies, NTD reports, previous Master Plans, and relevant global health strategies.

Stakeholder engagement with key actors, including government officials and Agencies, healthcare professionals, donors, CSOs, NGOs, research institutions, persons affected with NTDS, affected Communities etc.

Situation analysis of the current NTD burden, intervention effectiveness, and financing trends in Ghana vis-à-vis other sector programmes.

Drafting and validation of the newly costed NTD Master Plan, incorporating feedback from stakeholders.

Review the current NTDs Master plan against the Health system strengthening (HSS) framework and identify gaps needed for inclusion in the new plan.

Development of a comprehensive integrated monitoring evaluation and control plan to assess NTDs activities implementation in Ghana.

Development of policy recommendations to enhance NTD program coordination and funding sustainability.

Facilitation of validation workshops to ensure consensus on the final Master Plan.

Draft NTD Master Plan (2025–2030) for review, validation, and refinement.

Executive Summary & Policy Brief for high-level decision-makers and funding agencies.

Dissemination of findings through stakeholder engagement workshop.

Submission of Finalized report to Ghana Health Service NTDs Program and Sightsavers.
Skills and Experience
As the successful candidate you will have equivalent experience or a degree in Public Health, Epidemiology, Health Policy, or related fields. Have extensive experience in strategic Plan development and must have completed a similar assignment within the NTDs sector.
Further requirements include:

Proven experience in NTD program development, policy analysis, and health systems strengthening.

Strong expertise in disease surveillance, strategic planning, and stakeholder engagement.

Familiarity with WHO guidelines, global NTD frameworks, and health financing mechanisms.

Excellent analytical, report-writing, and facilitation skills to support the development of a comprehensive Master Plan.

Must be based in Ghana with vast experience in the context of Ghana health Service systems.
